With reference to the letter of the Ministry of Social Affairs mentioned above and the letter of the Ministry of Education addressed to
the Ministry of Social Affairs No. 232 dated 2/1/962, a dispute arose between the Ministry of Education
and the General Directorate of Labor in the Ministry of Social Affairs regarding the employment of foreigners in teaching in
private schools, including Shamash Preparatory School and Frank Iny Intermediate School. The General Directorate of Labor considered
that Article (134) of Labor Law No. (1) of 1958 stipulates in its text that the Labor Law regulates
all works and professions in Iraq and that they are the right of Iraqis alone, whether the person, worker,
or employee is covered by the provisions of this law or not. This requires that a foreigner not be employed in any
government department, whether cultural, industrial, or commercial, except after obtaining a work permit from the Directorate
of General Labor, and this is what must be applied to foreign employees in private schools.
As for the Ministry of Education, it considered that the Ministry of Education Law No. (39) of 1958 included the provisions
that regulate the employment of teachers and instructors in state schools and in private schools. The
Council studied the subject of this dispute and found that the Labor Law stipulated the persons and legal entities
covered by its provisions, and also stipulated in its second article the persons who are not covered by those
provisions. This law did not address the regulation of work in teaching affairs for foreigners, leaving
it to its own special law and the ministry concerned with spreading culture, education, and its administrations, which is the law of
the Ministry of Education. This law has stipulated in several places that the establishment of schools, their management, and the monitoring of
work in them, whether private or foreign, is one of the tasks of the Ministry of Education. It also extended this oversight
regarding private schools to obtaining written permission from the Ministry of Education. Article (24) of it stipulated
that no private or foreign school of any type or academic level shall be established except with written permission
from the Ministry of Education. Article (25) also stipulated that private and foreign schools are obligated not to employ
in certain subjects except Iraqi teachers, and allowed them to employ foreigners in subjects other than those.
Article 27 stipulated the appointment of the directors and teachers of those schools, requiring the approval of the Ministry of Education for their appointment
specifically. Article 26 required private and foreign schools to submit their staff lists and annual budgets
to the Ministry of Education for approval before the start of the school year. Article 30 of it [prohibited] private schools
from accepting aid from foreign sources except with the approval of the Ministry of Education. Other articles
in Chapter Eight of the law regulated all administrative, educational, and financial affairs and their oversight in a
proper manner, and arranged punishment for every private or foreign school that commits certain acts in its schools stipulated in Article
(50) of the law. From the above, it appears to the Council that private schools are subject, regarding the establishment of schools,
the organization of their staff, the appointment of their Iraqi and foreign employees, and the oversight of their financial affairs, to the Ministry of Education Law
No. (39) of 1958 and not to the provisions of Labor Law No. (1) of 1958 in general.

It has been decided that the annual Spring Scout Camp will be held in Abu Ghraib Forest during the month of March, and participation will be
in several batches in order to provide possible opportunities for the contribution of the largest number of Girl Guides to practice camping in a
student atmosphere dominated by cooperation and love, as the oven is in need of care, coordination, and completion of deficiencies, therefore
please take care to prepare your teams and ready them for their contribution to this annual Scout festival, and the consecutive Scout
meetings will be in the building of the Permanent Central Scout Camp in Abu Ghraib according to the curriculum mentioned below
The following are the most important points that should be noted:-
1- The school guide teams meet on the morning of the trip, each in her school, at exactly 7:30 AM, where
the movement to Abu Ghraib begins at exactly 8:00 AM.
2- The school administration is responsible for providing the means of transport from the sports and scouting activity donations, and in case of exhaustion of
these donations, the team contributes to the expenses of the trip to the camp.
3- Each team brings the Republican flag, the team flag, the vanguard flags, and whatever drums are available to them.
4- Deficiencies of the guides in terms of clothing and distinctive signs are to be completed.
5- Each guide provides her own ready-made food, while tea is prepared in the forest by the team.
6- The team takes with it 2 buckets for bringing water.
7- It is preferred that the team has some musical instruments, cameras, drawing tools, and available hobbies.
8- Attendance at the camp is at 8:30 AM.
9- Each school prepares a suitable activity, as a campfire gathering will be held in the afternoon in which the teams present
their activities, and a curriculum will be organized for this purpose.
10- Each team cooks a lunch meal consisting of two types inside the camp.
11- Each team brings a dining table cover (oilcloth or nylon) for the purpose of practicing the organization and arrangement of a table
using modern methods followed in a practical way during the lunch meal period.

Education / Scout Activity regarding any inquiry concerning the camp.

during the period between June 22 and July 27 in Britain. It has been decided that 25 male and female teachers will participate.

the conditions for joining this course, they are:-
1- The male or female teacher must have an actual service of no less than three years and be teaching English
at the present time.

4- To bear the travel expenses to and from.
5- Undertakes to observe the regulations of the course and adhere to attendance to the end.
6- Submits a report on the course after its completion.
The British Council will bear the costs of accommodation, subsistence, tuition fees, and transportation within

We convey to you below the instructions regarding how to conduct the inventory process in your school laboratories, requesting that
the inventory of your school laboratories be carried out by the inventory committee mentioned in paragraph (10) of the letter from the Directorate of General Administration
for Laboratories No. 75539 on 15 / 11 / 1961, provided that the inventory process is implemented with all accuracy and care, and that
the results obtained after the inventory are recorded clearly in a special list exactly matching the attached model. This is to enable
the Directorate of Laboratories to study your needs for the next academic year and to identify consumed materials and broken devices
and others for the purpose of verifying the possibility of writing them off from the records in light of the results submitted to it as a result of this
process, provided that this is implemented as quickly as possible and that the arrival of the response does not exceed mid-May 1962 -

Every teacher, when conducting the laboratory inventory in the presence of the inventory committee, shall bring the subject record for his laboratory (Physics,
Chemistry, or Biology) and begin by reading the name of each material or device according to its sequence in the record. If that
material is actually present and complete, it is removed from its place in the cabinet and set aside. It is marked on a special paper that it is
present, or that it is missing, or that the device is broken or lost as the case may be. After finishing the inventory of all
contents of the record in this manner, the teacher may find some materials and devices in the cabinets that were not mentioned
in the record, so he must enter them into the record immediately.
After observing and studying the inventory results accurately, the teacher records these results on a model matching
literally the attached model.

will be taken against the school principal, noting that what was stated in her letter No. F / 16 on
17 / 12 / 61 sent with your letter above, which included her performing an inventory regarding
the school books and destroying those unfit for reading and study, is an absolutely unacceptable matter
for if the school administration were truly keen on this aspect, it would have actually initiated

Instructions regarding the government library statistics form for the year 1961
1 - The library may be public, private, or belong to one of the government institutions, and the answer to
this question depends on that. Furthermore, school and institute libraries are subject to this census, as
it includes all libraries regardless of the books contained therein.
2 - If the census concerns the year 1961, for example, the total number of books, magazines, and pamphlets
as of (1) January 1961 should be mentioned.
3 - If the census concerns the year 1961, for example, the total number of books, magazines, and pamphlets
received from the first of January 1961 until December 31, 1961, should be mentioned.
4 - The total number of books, magazines, and pamphlets excluded under an official document certified by
the authority responsible for the library should be mentioned. Exclusion in its primary form is the damage that affects books, magazines,
and pamphlets as a result of their use or for other reasons. In its second form, it consists of the loss of those
books, magazines, and pamphlets or because they have become outdated.
5 - The answer to this question is given in the same way as the previous questions, as a grand total of books,
magazines, and pamphlets.
Important Note: - The number of books, magazines, and pamphlets at the beginning of the year plus the number of books, magazines,
and pamphlets received by the library during the year minus the number of books, magazines, and pamphlets
written off from the library during the year equals the number of books, magazines, and pamphlets at the end
of the year without increase or decrease.
6 - The number of readers is extracted from the library records and includes the number of persons benefiting from
the library during the research year.
7 - The total number of books and magazines provided by the library to the public for the purpose of reading
inside and outside the library should be mentioned.
8 - The total number of library officials and employees (including servants, guards, messengers, etc.) should be shown.
9 - The total area of the library including the hall should be mentioned.
10- The annual rent for the library should be mentioned if it is rented.
