With reference to the Ministry of Finance letter No. 3902 dated 2/29/1962
Communicated to us by the letter of the Directorate of General Administration / Accounts No. 16624 dated
3/31/1962 regarding the disbursement of summer clothing allowances for janitors amounting to (8 / -) -
dinars, therefore please observe the following points with full accuracy: -
1- The allowances include binders, janitors, distributors, initiators, informants
and health monitors only, and do not include guards.
2- The first installment of (4 / -) dinars shall be paid on 4/10/1962.
3- A list shall be organized in two copies with the names of those eligible and their signatures obtained on the list after
placing ten-fils revenue stamps on the first copy of the list, mentioning the date
and the endorsement of the school disbursement committee on the lists.
4- The school principal (male and female) are responsible for the accuracy of the information provided in the list in terms of
the employees' eligibility for the allowances, noting that it includes those who hold one of the titles
shown in the first paragraph.

– Rules for Transfer from one Liwa to another –
Education
1 – Transfer forms should reach the Liwa Directorate before May 20, 962, and must reach the Directorate of Primary
Education before June 20, 962. Every form arriving after the mentioned date will be neglected, and no transfer of any
person will be considered unless they fill out the required form.
2 – The wife shall be transferred to her husband's residence regardless of the total points, but provided that vacancies are available and that she fills out the
required form and submits the official supporting documents.
3 – Transfer requests from one Liwa to another must not stipulate a specific city or school, but rather to the staff of
the Liwa, and the Directorate of Education of the Liwa is the one that assigns the school ⟦...⟧ to which they will be transferred
according to the availability of vacancies.
4 – The academic year is considered a year for transfer purposes if the teacher's appointment was before the end of November, and it is not counted
if their appointment was after this date.
5 – Applicants for transfer to the Baghdad Liwa only must clarify in their requests whether it is for Education / Rusafa
or Karkh.
6 – When submitting transfer requests to other Liwas, the requests are organized according to the Liwas to which transfer is requested and according to
the sequence of points, and the transfer transactions of male teachers are separated from female teachers.
7 – No action will be taken or considered regarding requests submitted directly to the Ministry; they will be neglected,
and anyone who bypasses their official reference will be held accountable.
8 – Transfer orders for female and male teachers to other Liwas they wished to transfer to according to their requests are considered final,
and it is not permissible to submit new requests to withdraw the transfer request regardless of the reasons.
9 – The Education Directorates must not distribute transfer forms from one Liwa to another except to those who have spent at least three years
in service in their current regular location, and a year and a half if their current location is endemic or where they receive
local allowances.
10 – The Education Directorates must not refer more than one form for a transfer applicant regardless of the reasons, and it is not permissible
to accept any petition submitted to them.
11 – When a teacher claims the existence of special cases that make their stay in the Liwa impossible, they do not have the right to designate the Liwa
to which they will be transferred; rather, that is left to the opinion of the Directorate of Primary Education in its unified form on June 20, 962,
provided that it organizes a table containing the name of the teacher or director and related information in the following order.

1 – The Directors of Education of the Liwas must notify these instructions and the design of transfer forms to all schools.
2 – Every male or female teacher has the right to appeal to the Minister of Education to have their appeal considered by a committee formed by

3 – Anyone who provides or supports false information in the transfer form shall be punished with a disciplinary penalty.

e – For each year of service in a remote or endemic village: six points.
f – For each child studying at the university and not living in a dormitory, after confirmation from the deanship of the college: five points.
g – 6 points are given to a male or female teacher whose father or mother has educational service of no less than 25 years, and 4
points for those whose father's or mother's service was 20 years, and 3 for those whose service was 15 years.
2 – 10 points are deducted for the penalty of salary deduction, six points for the penalty of reprimand, and four points for the warning, and one point
for the notice received during the last three years.
3 – Two points are deducted for each year spent by the male or female teacher in their birthplace.

Transfer Rules within ⟦illegible⟧
1- Mandatory Transfer Cases
A- Transferring the wife to her husband's place of residence after submitting the necessary documents and the availability of a vacancy, regardless of the total points.
B- Assigning a sick male or female teacher to a place where treatment facilities are available, provided that the illness is confirmed by a medical report from an official medical committee in the district center for the period necessary for treatment and the availability of a vacancy.
C- Transferring a parent to a place where schooling is available for their children if they have reached an educational stage not available in their place of work and were not accepted into a boarding department.
2- Cases of Preference by Points when a Vacancy is Available
Preference between transfer applicants in cases other than those mentioned above shall be based on the points each of them obtains according to the table shown below.
A- For each year of service in the district center, two points, as well as for schools that are not more than ten kilometers away from the district center.
B- For each year of service in the district (Qadaa) or sub-district (Nahia), three points.

1- One point is deducted from the points obtained by the male or female teacher if they were given a notice during the school year, three points if warned, five points if reprimanded, and (10) points if punished with a salary deduction.
2- One point is deducted for each year spent in their birthplace.
3- Every male or female teacher has the right to appeal, and anyone who provides incorrect information during the appeal will be clarified.
4- Anyone who provides incorrect information for transfer and anyone who supports this information will be reprimanded.
