With reference to the letter of the General Directorate of Physical Education No. 21895 dated 25 / 4 / 1962.
It has been decided to open the Scout Camp in Abu Ghraib on Wednesday, 2 / 5 / 1962, and it will be
opened by His Excellency the Faithful Leader Abdul Karim Qasim. Therefore, please instruct the sports teacher
to prepare the Girl Guide troop for its participation in the Scout Festival at the time specified above. Below
are the most important points to be noted ⟦line⟧.
A- Girl Guide troops from schools in the Adhamiya and Central areas shall gather at Al-Hariri Secondary School for Girls
on the morning of the trip at exactly (6:30) AM, where movement to the Abu Ghraib camp will begin
at exactly (7:00) AM on Wednesday, 2 / 5 / 1962.
B- Girl Guide troops from schools in the Southern area shall gather at Al-Sharqiya Preparatory School for Girls
at the same time.
C- This Directorate will provide means of transportation, and the vehicles will be ready in front of the two schools
mentioned above on the morning of the trip.
D- Each troop shall bring with it the Republican flag - the Girl Guide flag - a water thermos, and whatever
drums and cymbals are available to them.
E- The arrangement of schools will be particularly emphasized, and any deficiencies in the Girl Guides' clothing and distinctive
badges must be completed, as an inspection of appearance and order will be conducted.
F- Each Girl Guide shall be provided with her own ready-made food, while tea will be prepared for hospitality by the troop.
G- It is strictly forbidden to attend the camp in anything other than the official uniform.
H- Each school shall select two Girl Guides from the troop, one for discipline and the second for distributing refreshments,
provided that the latter Guide brings a tray with her for the purpose of serving refreshments.

1- Ms. Adiba Al-Atraqchi - Sports teacher at Al-Sharqiya Intermediate School for Girls.

regarding instructions for laboratory inventory and organizing lists of consumable materials ... etc.
Below are some observations and clarifications related to the application of these instructions, requesting their circulation to
your secondary and intermediate schools, teachers' training institutes, and vocational schools to be strictly adhered to and actually
implemented, and to avoid repeating some procedures such as those that occurred in multiple schools contrary to these instructions.

First: We have noticed that some teachers transferred to other schools did not perform the handover and delivery process with
their successors, and a long time has passed since their departure, which causes these laboratories to remain closed and thus the
benefit to students is lost. If these laboratories are used by those instructed by the school to use them,
the previous teacher remains responsible for all shortages that occur during the period of use by others.
Therefore, the handover and delivery process must be completed within the period specified by the instructions above.
Second: Some teachers, upon their transfer, deliver the laboratories in their custody according to the actual existing items in the
laboratory without paying attention to the shortages that may have occurred during the period the laboratories were in their custody, and they
deliver the laboratories according to the old handover and delivery lists in their possession. Whereas the
delivery must be according to the entries in the laboratory register in which all materials and equipment received are recorded according to the
release lists issued by this Directorate, provided that this register has been reconciled with the
second copy kept at this Directorate in Baghdad or in the Provincial Directorates of Education.
Third: Some teachers, when conducting the laboratory inventory with the permanent inventory committee formed in the school, conduct
this inventory according to the existing items as well, or previous inventory lists, or previous handover lists, whereas
the inventory must be completed according to the entries in the laboratory register as well (as stated in paragraph 2).

Fourth: Some schools where no successor has been appointed for the transferred teacher leave the laboratory without a handover
under the pretext of the absence of a laboratory assistant, or they assign one of the lecturers to the laboratory and keep it in his custody. This is not
permissible, as the mentioned instructions emphasize that the handover and takeover must take place between the transferred teacher and the permanent
committee formed in the school. In this case, the lecturer is allowed to use the laboratory so that the
students may benefit from it, with the knowledge and under the supervision of the receiving committee.
Fifth: Some teachers strike out the register entries and remove them entirely or partially before obtaining
approval for the write-off according to the lists of consumed materials submitted to us during the inventory at the end of each
academic year, whereas this is not permitted until after obtaining this approval, provided that they are removed from the register
according to the instructions, and the Directorate of Laboratories and the Provincial Directorate of Education are informed of the serial numbers of these materials so that
they can be removed from the duplicate copies kept in this Directorate or the Provincial Directorates of Education.
Sixth: Some teachers who have custody of the laboratories leave the registers pertaining to their laboratories with
the laboratory assistant to record the output, write-off, or removal lists, etc., without the supervision of the specialized teacher,
which leads to errors in recording and consequently forces the teacher to replace the register with another, which
causes the destruction of laboratory registers and inconsistency in them. Furthermore, teachers often send laboratory assistants
to the Directorate of Laboratories with their registers to conduct a reconciliation with the duplicate copies, while the specialized teacher is
the one responsible for these registers and must take care of recording them himself or with the help of the laboratory assistant under his supervision.
Seventh: When recording the results of the inventory conducted by the school at the end of the academic year according to the instructions
contained in our letters above, these results must be listed clearly according to the form previously attached to
these instructions. We attach special importance to these results, as through them we will be able to
study all the needs of the schools for the coming year. It is necessary to list the consumed materials and equipment
by their scientific names as they appear in the output lists or as they are recorded in the register, and to state the consumed quantities
accurately.
Eighth: We receive many lists of school needs for laboratory materials and equipment, and these lists are often
repeatedly sent directly through the school sometimes, or through the Provincial Directorates of Education, or through
specialized inspectors, knowing that these lists do not reflect the actual needs of their laboratories, but rather
they are recorded in an improvised manner without conducting an actual inventory in the laboratory to identify the deficiencies. Therefore, we expect the
teacher at the end of each academic year to conduct an inventory of his laboratory and record his needs on the form previously attached to
our instructions and send it to us through the Provincial Directorate of Education.

1- In view of the approaching end of the school year and the start of the summer vacation, we (while knowing that
Parent-Teacher Councils have many matters and issues that must be addressed before the vacation)
believe that the subject of student activities during the vacation in what benefits them should be a basic and important topic that must
be tackled and examined from all sides so that it is possible for the school, with the assistance of the Parents' Council, to occupy the students
with what keeps boredom and weariness away from their souls and makes life enjoyable and serious.
While we mention some fields and areas for work, we do not mean the necessity of adhering to them, but rather
we mention them by way of suggestion and reminder; such as industry, agriculture, weaving, sports, sewing, swimming,
drawing, photography, embroidery, cooking, reading (visiting public libraries), assisting parents in
their livelihood and household work, teaching (helping those needing remedial work), and other wide possibilities that can
be utilized by those who want to benefit and seek it.
We emphasize and point to the importance of this stage and its great danger in the life of the individual and society
because if it is not utilized well and occupied with righteous activities, there is a great possibility that
the efforts and labors of those responsible for education for an entire year will go to waste, and the vacation will become a source
of trouble and misery ⟦line⟧
Therefore, we reaffirm our insistence on not closing the school and leaving it except after setting a well-studied
and feasible plan (each school has its own circumstances) to occupy students during the vacation under the supervision
of teachers in rotation and with the help of the Parents' Council and reformers.
2- We are certain that the subject of Parent-Teacher Councils will not achieve full success
except through serious and continuous work. We are also certain that some fathers and mothers do not realize
its danger fully, and therefore we are not surprised if their response is weak. These people and their sons
and daughters are the ones primarily intended by the services of the Parents' Councils, and therefore the excuse
used by some (lack of parents' interest in the councils) cannot be accepted to justify their failure to achieve the desired success.
3- Please notify all schools of what we have mentioned above to take the necessary decisions after studying
the subject and preparing for it. We favor that councils that are locally close or similar in circumstances participate in setting
the necessary plans and cooperating in their implementation ⟦line⟧

Since the importance of industrial education is increasing in line with our industrial revolution supported by
the eternal July 14th revolution, and since industrial progress and the industrialization of this country cannot be achieved except by guiding
its sons to recognize the importance of industry in its various aspects and fields and practicing those industries in their technical
practical branches, and since the various industrial projects that have been established and those that will be established in various parts of
Iraq are in need of skilled technical hands. We request notification to all primary and intermediate school administrations
and asking them to introduce students to the importance of industrial education and encourage them to join these schools after
their graduation and explain the benefit and importance of the working technical hand in increasing the industrial wealth of the country, in addition to the fact that
they will specialize in a profession that guarantees their future in various fields of industry.
Students can submit their applications when the admission date for industrial schools is announced,
each in their province, to the Provincial Directorate of Education or the administration of the industrial school there, whether they are boarders
at government expense or external students. As for the students of the provinces listed below that do not have industrial schools,

holding school parties in them. They receive the hall while it is in the best possible state of cleanliness
and order, then leave it after the end of the party in the most extreme state of filth, in addition
to some damages that may be caused to the furniture, lighting, or others.
Therefore, we request all schools to adhere to the side of cleanliness when borrowing
any hall, and to preserve the furniture, lighting equipment, and others, and to hand over the hall and its annexes
to the school from which it was received while it is in the best possible state of cleanliness and order.

Secondary (Literary section only)) and they are exempt from Mathematics and Physics lessons and other questions for which the answer
is by drawing. The Brigade Director of Education shall appoint an official characterized by integrity and honesty to write for the examinee
under the supervision of the examination center director. The latter shall be responsible for the integrity of this examination procedure
and taking all measures to ensure its protection from any cheating, manipulation, or the like.

Subject / Opening of the Spring Scouting Camp
It has been decided to open the annual Spring Scouting Camp in Abu Ghraib on Friday, 20 / 4 / 1962,
and His Excellency the Leader Abdul Karim Qassem, Prime Minister and Commander-in-Chief of the Armed Forces, will graciously open it. Therefore,
please instruct the sports teacher in your school to prepare the Girl Guide troop for its participation in the scouting festival at
the time specified above. Below are the most important points to be noted:
A- Al-Hariri Secondary School for Girls will be the assembly center for the Girl Guide troops of the Adhamiya and Central district schools at
the time specified above.
B- Al-Sharqiya Preparatory School for Girls will be the assembly center for the Girl Guide troops of the Southern district schools (at the same
time.
C- This Directorate will prepare the means of transportation, and vehicles will be ready in front of the two aforementioned schools
at 7:30 AM on Friday, 20 / 4 / 962, as movement begins
to Abu Ghraib at exactly eight (8:00) AM. Please ensure punctuality.
D- Each troop shall bring with it the Republican flag and the troop flag, provided the school's name is written on the pole of each flag,
along with available drums, cymbals, and one thermos for water.
E- Each Girl Guide is to be provided with her ready-made food, while tea is to be prepared in the forest by the troop.
F- Deficiencies in the Girl Guides' clothing and badges must be completed, as an inspection of uniform appearance will be conducted by
the troop.
G- It is not permitted ⟦to...⟧ the official dress of the Girl Guides.
H- The sports teacher shall teach the anthem of the flag (O Beacon of Guidance) to her troop for the purpose of singing it during the ceremonies
of raising the flag.
I- Each school elects two Girl Guides from the troop, one for discipline and the second for distributing refreshments, provided the latter
brings a tray with her.
J- The Discipline Committee consists of:-

We have noticed that most male and female students are weak in marching, especially in parades
and festivals held annually, and this is regrettable. Based on reports from specialist inspectors, it has become clear
to us that physical education teachers (male and female) have neglected this aspect so severely that it led
to this apparent weakness. Therefore, we hope to emphasize to all male and female teachers the necessity of serious
attention to marching discipline in physical education lessons and scouting meetings. To ensure this, I request
circularizing to all your schools the necessity of training on marching for five minutes at the beginning of every
physical education lesson and for five minutes at the end of every lesson. The teacher (male or female) will be responsible
for any shortcoming in this matter if it is noticed that the students of their school do not master marching discipline.

Please inform us urgently of the changes that have occurred to the occupants of the bonded positions with the National
Insurance Company in an accurate manner as follows, provided that all these steps are taken upon the occurrence of any
change to the occupants of these positions in the future as well .
1 - If the occupant of the bonded position is one of the male or female teachers responsible for the custody of
state funds and has been transferred from the school to another school, please inform us of the name of the male or
female teacher who replaced them, mentioning the serial number of the position they occupy as stated in the
administrative order .
2 - If the occupant of the position of Principal or Headmistress of a primary, intermediate, or secondary school has been transferred
to another school, please inform us of the name of the one who replaced them, mentioning the serial number of the position
they occupy .
3 - If the occupant of the position of school accountant (male or female) has been transferred to another school, please
inform us of the name of the one who replaced them, mentioning the serial number of the position they occupy .
4 - If the occupant is a school guard or its janitor and has been transferred to another school, please inform us of the name
of the one who replaced them, mentioning the serial number .
5 - If the occupant of the position of Assistant (male or female) in primary schools, or the male or female teacher
responsible for the school library has been transferred to another school, please inform us of the name
of the one who replaced them, mentioning the serial number .
6 - If the bonded position is (vacant) and has been filled, please inform us of that as well, mentioning the serial
number .
7 - The Principals, Headmistresses, Assistants (male and female), and guards of primary and intermediate schools
that were opened this year are considered bonded with the National Insurance Company, and the
administrative order for bonding their positions will be issued upon receipt of the said company's acknowledgment of that .
8 - We emphasize to all school administrations affiliated with this Directorate to follow all matters related to the custody
or receipt of state funds by the persons occupying the bonded positions or by those who replace
them; otherwise, the school administration will be responsible for every violation .
9 - We assure you that the administrative order issued for bonding positions concerns the school administration
and not the occupant of the position, and school administrations rely on it in their official correspondence
when changing the name of the position occupant as a result of their transfer or appointment to another position and the placement of
another person in their stead regarding responsibility for that position . We would like to inform you that the position
is what is bonded with the National Insurance Company, and its occupant is responsible for it during the time
they are in it, and the responsibility shifts to the person who replaces them .

It has become customary for the vast majority of students to aim to join
government departments upon completing their studies, and while state jobs are for our children
and they are relied upon to manage the affairs of government departments, we see at the same time that
the doors and fields of work are not confined or limited to jobs (which have a
limited income), as the field of employment is extremely wide in practicing
free business (including manual labor), and these works, no matter how simple or
small at the beginning, are undoubtedly serious, growing over time towards expansion
and prosperity.
We have mentioned this fact to be a matter of care, specifically for the Parents
and Teachers Councils, in encouraging and urging their children to benefit from the summer vacation
in practicing any free work (clerical or manual), no matter how simple, that leads to
a material benefit, no matter how small. Working in a grocery store or selling
refreshments, or in a carpentry workshop, or in a date press, or selling newspapers and magazines,
or in construction projects, or paving roads, or dredging rivers ⟦line⟧ etc.
Besides being a fruitful result in itself, it is honorable and trains the student through reality and opens before him
wide horizons of livelihoods.
We have great confidence in the Parents and Teachers Councils to give this matter their
great care and serious attention, provided that personal and social circumstances are taken into account
individually when starting this.
