In some intermediate and secondary schools and teachers' training institutes,
there is more than one teacher for teaching physical education, at least one
of whom is a specialist and a graduate of physical education institutes,
while the others are assigned to teach this field. Desiring to organize the course of physical
education lessons and sports activity according to technical principles, please circulate to the
schools that the specialized teacher shall be the senior teacher in the school
and the supervisor of physical education affairs, and the second teacher shall be his assistant and follow
his instructions in teaching and training, provided that they are jointly responsible for
organizing internal and external school competitions, preparing and training teams,
and preparing a statement on what they are responsible for regarding sports equipment and supplies
and playgrounds in the school and their proper maintenance.

There is no doubt that teachers, both male and female, realize the seriousness and magnitude of the responsibility
placed upon their shoulders, and they know full well that the purpose of their noble profession is not limited to preparing
students and connecting their bodies scientifically only, but the responsibility is much more important than that because
the requirements of life require inoculating society with citizens who are harmonious in their growth and maturity and in
their interaction with their society. And we in the eternal Iraqi Republic have great hope in
educators understanding this fact so that their sons, the male and female students, can receive at
their hands great care for their psychological, moral, and social entities alongside their mental education.
This fact is not limited, unfortunately, to the elite, for it has come to the Ministry's knowledge on many occasions,
unfortunately, what indicates that some male and female teachers resort to coercive methods
that harm the psychological safety and dignity of their students and the proper handling they must enjoy to be
strong elements of good in building a future based on everyone with a spirit of cooperation, harmony, and brotherhood.
Therefore, please circularize to all those concerned in your province the necessity of avoiding everything that would harm
the psychology of the students and their relationships with each other and with members of the teaching and administrative bodies, as
those relationships should be built on a basis of affection and respect.

Artistic Activity

Art education lessons must be an integral part of other lessons in the school such as history,
geography, Arabic language, calligraphy, principles of science, and social life information. As for art education
lessons, they must be of two types: the first part, lessons to train students' artistic abilities, and the second part, developing
artistic taste and culture such as taste in colors, art history, and the relationship of art to the environment in which the student
lives. The teacher should pay attention to the following matters:
1 - Establishing a season for drawing and works/handicrafts as much as possible in the school. (2) Paying attention to preparing materials
and tools necessary for art education lessons. 3 - Forming a fine arts committee in the school by the gifted students
who have a special desire for these arts, provided they practice the arts outside of official hours.
The primary goal of teaching arts ⟦...⟧ drawing and handicrafts is not holding art exhibitions,
meaning the goal is not for the entire class to work on holding an exhibition, but rather continuous study during the academic year
and holidays, and collecting these artistic works at the end of the year or before it and organizing them to allow parents
to see what they have done during the school year. Engagement in plastic arts is one of the most important subjects
that fills the students' leisure time, solves their psychological problems, trains them in order and calm, refines
their souls, softens the material aspects of life, and develops the student's imagination and tranquility.
One of the most important duties in art education lessons is developing taste, which is the foundation of the family today if we want a
good human generation that loves good for others and takes part in building our immortal republic.
Paying attention to our heritage through fine arts by studying ancient Islamic and Arabic history and trending with
time and through study toward an authentic Iraqi art as was done before us in the thirteenth century by one of the scholars of the
Baghdad school, namely Yahya al-Wasiti, and paying attention to developing a taste for authentic Arabic calligraphy, its types,
and its various beautiful scripts and designing them in schools and social circles because the school itself is
the only social center everywhere.
Paying attention to establishing studios in schools as much as possible given the limited possibilities in schools. Forming
committees in schools for plastic arts, provided that the male or female art teacher is their natural guide.
Paying special attention to children, understanding and giving them space to express their childhood, colors, and self-independence,
and giving them sufficient freedom in work.
Paying attention to reading, ⟦especially⟧ art books that narrate drawing and works/handicrafts, and its good reputation
and those who work in it.

Emphasis on using local materials and tools for drawing, sculpture, pottery, handicrafts, and handiworks
and encouraging them. Flexibility in applying the current art curricula until other better curricula are decided and finalized.
The subjects of drawing and handiworks must have a connection and benefit from other subjects as much as possible.
Fine arts lessons of various types, including drawing, sculpture, handiworks, pottery, decoration, and Arabic calligraphy, are important
to be of two types: one as an artistic culture for students, and the second part as practical training and guidance.
As for the training part, it must be divided into two: the first trains the entire class as a group and subject matter, and as for the gifted who
have an urgent desire and excellent artistic abilities, school committees and societies for fine arts should be established for them, and they should be trained outside
official hours and in their free time, and they should receive special attention.
Lectures are organized for students about art in the world, Oriental arts, and ancient Iraqi art, with the presentation of special
models of these arts and Islamic arts in particular, and directing our attention to benefit from Islamic art
and its colors, its distinctiveness, calligraphy, and Arabic ornamentation and its colors, and applying them in contemporary arts and directing them
gradually towards an authentic Iraqi art. Cooperation and benefit can be gained from the Center for Illustration Aids in the province, whether
by using cinema projectors, magic lanterns, slides, and pictures as much as possible, as the Center has
a large and ready artistic collection upon request at the following address:

Encouraging male and female students to draw and complete large social oil subjects provided that more than one student cooperates in drawing
and achieving them; this method limits the selfishness and individualism of students.
The Directorate of Fine Arts previously issued our letter dated 4/16/961, No. 28687, and its subject was books
for artistic culture. I emphasize for the second time some of those books as sources for male and female teachers and those engaged
in teaching art education to benefit from them, the most important of which are as follows:
1 - Fundamentals of Art Education by Dr. Mahmoud Al-Basyouni, Dar Al-Ma'aref in Egypt 954 - 2 Art Education in the Period of
Adolescence, written by Viktor Lowenfeld, Dar Al-Ma'aref in Egypt 3 - Art and Education by Dr. Mohammed
Al-Basyouni, Dar Al-Ma'aref in Egypt 1955 - 4 Art and Social Education, Saad Al-Khadim, Dar Al-Ma'aref Egypt 1953.
5 - Manual Experience and its Impact on Artistic Expression, Saad Al-Khadim, Dar Al-Ma'aref Egypt 6 - Art and its Function in Education,
written by Dr. Hamdi Khamis, Dar Al-Ma'aref in Egypt 7 - Trends in Art Education by Dr. Mahmoud Al-Basyouni,
Dar Al-Fikr Al-Arabi, second edition, page 1958 8 Principles of Art Education, same, Dar Al-Ma'aref in Egypt 961.
Instructions were previously issued on the occasion of sending exhibits for the Permanent Exhibition Project
of School Art dated ⟦...⟧ No. 1758 regarding school art exhibits, and the most important were the following:
The images presented to people's view should be oil paintings, pastel, poster, colored pencils, solar, and sketches
drawn with charcoal, pen, Chinese ink, colored ink, and ballpoint pen, and framed with complete freedom of expression
in their pictures rather than their ideas, and in different positions using the tools they use, such as powder colors, poster, and watercolor.
And colored pencils, pastel, pastel, pencils, charcoal, colored ink, Chinese ink, and other materials
and oil paints for the final grades.
As for student sculptures, they should be from these sources: wood and local ⟦...⟧ brick, and statues of clay or those
cast with plaster, cement, and other materials used in sculpture. As for handiworks and crafts -
these must be of a high level and of what they use in their daily lives, representing the environment in which they live
and using available materials and raw materials from that area in their creation. Art education helps in forming
the student's integrated personality, as art can play an important role in this integration if taken as a means
to develop innovative abilities, taste, and enjoyment of aesthetic values in various aspects of life, as it helps the student
in slow growth.
The Atelier - The school must allocate a room for drawing (atelier) if available, and if school circumstances prevent the presence of
special rooms, that should not stand as a stumbling block before the teacher from utilizing any decent place to achieve what the
curriculum aims for, and it encourages students towards a result that stands out and beautifies it, making it a place where artistic values
of the students' production are reflected, and the more coordinated and orderly the atelier is in terms of keeping students' notebooks, pictures, works,
and production, and preparing and preparing auxiliary materials for the art lesson and the ease of switching it from one lesson to another. Just as the atelier led

His true function is as an explainer for the school and an assistant to the student in production, and it is worth mentioning the use of the magic lantern
cinema, television, and other means of illustration to concentrate artistic skills in the minds of male and female students. That -
The art studio in the school, if it exists, must be like an art museum in order to include examples of the works of modern
and ancient artists, or contemporary Iraqi artists, the prominent ones among them representing different schools and styles to benefit from
when guiding students and developing their ability to appreciate. It is necessary for Eastern arts and Islamic artistic heritage
and Arabic to have a special place in the studio and the museum, and all of this should be organized so that it revolves around artistic problems that artists were able
to control in revealing color relationships, both harmonious and contrasting, and building the artistic work from the perspective
of composition, distribution of artistic degrees, and diversifying surface textures and so on. This museum and studio include examples
from nature and folk arts to help direct attention to their distinctive value, and it is also possible to include
examples of successful student work to be used when needed, as the studio must also include an art library to which
students resort ⟦for information⟧ and aesthetic pleasure and to develop artistic culture in general.
The School Exhibition
Art exhibitions have a great impact on art education, as they give male and female students the opportunity to enjoy
their work and for others to appreciate this work, which strengthens self-confidence in them and provides the opportunity to see the solutions of others
to the problems they encountered or may encounter.
The school must encourage students to hold school exhibitions so that they are not limited to displaying the works
of the gifted and the best production only, but care must be taken to display various shapes and models and show the stages of artistic
portrayal for some individuals.
The teacher must guide students in craft lessons such as woodworks and others, provided that the student works on an innovative
design in wood and others and does not rely on foreign designs for engraving <del>⟦illegible⟧</del> and drawing in general. In handwork lessons
for girls, innovative designs must be created by the students themselves and not copying designs from fashion catalogs,
and they should have a connection and relationship to our Iraqi life and local folk arts.
In summary, the student must be given absolute freedom and artistic materials such as colors and others, and the teacher must guide
the student with a guidance to develop his artistic ⟦personality⟧ little by little, and that he relies on himself entirely so that ⟦his production⟧ will have a special
character.

"Copy of the Letter"
In view of the expansion of Parents and Teachers Councils activities and their spread in areas where it is difficult
to strictly apply the instructions and recommendations concerning these councils, and in view of our desire
to encourage these councils in all parts of Iraq, we have decided not to be strict in adherence
to the literal meaning of those instructions. For example, there is no objection to considering the council quorum fair upon the attendance
of any number of students' guardians, regardless of how small the number of attendees is.
We have also decided not to adhere to collecting council membership fees (amounting to one Dirham per year)
when that is not possible.
On this occasion, we reiterate our confirmation once again that the purpose of these
councils, and all the instructions and recommendations issued, is to create suitable opportunities for students'
guardians to meet with the school's teachers to exchange views and cooperate in solving students' problems
and raising the school's standard.

Ninth - The item's registration number in the register shall be placed on the box, case, or complete apparatus.
Tenth - Miscellaneous slides are classified according to phyla, such as protozoa or seed plants, and each
group belonging to a phylum is recorded on one page, and the names of its individual items are mentioned on that page.
Eleventh - Laboratory furniture is recorded in a special furniture register provided by the Directorate of Education.
Twelfth - The contents of the issue voucher shall be recorded in the registers within a period not exceeding one week
from the date of receipt, and the Liwa's copy shall be returned to the secondary warehouse in the Liwa, except for
Baghdad Liwa schools, which shall be sent to the Directorate of Laboratories.
Thirteenth - Materials and equipment shall be recorded in Arabic and English in the designated place at the
top of the register page.
Fourteenth - If there is more than one type of the same material, such as being manufactured by more than
one company or differing in degree of purity or some secondary specifications, then each type of them
shall be recorded on the same page while mentioning its characteristics; examples of this include granulated zinc -
and acids of different purities, and others.
Fifteenth - A special file shall be opened in the school under the name of the Laboratory File, containing the following official papers: -
A - Vouchers received from the laboratory warehouse (issue vouchers)
B - Handover and delivery lists
C - Instructions issued by the Directorate of Laboratories
Sixteenth - Maintaining a register to record the numbers and dates of issue vouchers, which shall be subject to handover and delivery.

We list below the instructions on how to maintain laboratory records.
Please act accordingly and apply them when organizing new records, and previous records may not
be replaced until they have been audited.

First - Science teachers are considered responsible for their laboratories, and each of them, according to their specialization,
shall record the contents of the laboratories including tools, devices, materials, etc., to protect them from
loss, damage, or misuse.
Second - Each secondary school shall maintain four records according to the following subjects: and the
organization of the records shall be entrusted to the specialized teachers:
a - Chemistry: one record for chemical materials and another for devices, tools, the gas machine,
and its accessories.
b - Physics: one record for devices, tools, and materials.
c - Biology: one record for devices, tools, materials, and specimens in both animal
and plant subjects.
Third - Each intermediate school shall maintain three records for the following subjects, and their organization shall be entrusted to
the specialized teachers:
a - Chemistry: one record for devices, tools, and materials.
b - Physics: one record for devices, tools, materials, etc.
c - Health and Biology: one record for devices, tools, materials, visual aids, etc.
Fourth - Each school's records shall be sent to the Directorate of Laboratories for auditing at times appointed by the Directorate of
Laboratories.
Fifth - The teacher in charge must ensure the sequence of the record pages, and no
alteration or deletion in the record entries is allowed. If such a necessity arises, errors should be crossed out
in red ink without obscuring the original, and the teacher in charge shall sign in front of it.
Sixth - a. The contents of the index shall be recorded according to the materials listed in their sequence in the output list.
b. Each item of laboratory materials shall be recorded on a page of the record according to the sequence
of its recording in the output lists.
Seventh - A kit found inside a box or case is considered an independent item when recorded in the
record, and the contents of this kit shall be stated on the indicated page, such as the mechanics kit,
slide box, etc.
Eighth - Miscellaneous materials shall each be recorded on a page, even if some of them are similar to the materials of the kit
or box.
