Numbered 3086 and dated 7 / 12 / 1961.
It is strictly forbidden to hold any celebration or meeting for any occasion whatsoever inside or outside schools except after submitting
the necessary request for that in accordance with what is mentioned below, and the school administration will be responsible for implementing that.
1) The following requests are to be sent to the Artistic Activity Department in this directorate no less than one month before the date of holding them
so that we can obtain the approval of His Excellency the Military Governor General and other competent authorities for that.
a- Theatrical or musical performances where fees are collected.
b- Free theatrical and musical performances attended by people from outside the school.
c- Cinema performances.
d- Exhibitions or festivals where fees are collected.
2) The following requests are to be sent to the Artistic Activity Department in this directorate no less than one week before the date of holding them
so that we can obtain the approval of the Directorate of General Technical Affairs at the Ministry of Education for that.
a- Free parties attended by students and their parents.
b- Free exhibitions.
c- Parents and teachers councils.
d- General lectures.
3) Observe the instructions for holding parties, festivals, and exhibitions mentioned in the Artistic Activity Instructions booklet and communicated
to you in our letter No. 56938 dated 18 / 12 / 961 and send the attachments and information required in the instructions
mentioned in the approval request letter mentioned in the two paragraphs above.

1) Based on the desire of the National Government, headed by the faithful Leader Abdul Karim Qasim, to ease the
economic burden on the clergy. It has been decided to exempt the children of clergy, imams, and mosque employees from the costs of
school books and supplies within the prescribed exemption rate (60%), provided that their affiliation is proven by sufficient documents
2) For educational reasons and to avoid what the issue of bringing a poverty certificate mentioned in the third paragraph
of our letter No. 76972 on 28 / 9 / 959 might have on the student's psychology. We have decided not to require students
to provide this certificate, and the assessment of students' financial status is left to the conviction of the Teachers' Council, and it is possible
to determine this aspect from the student's circumstances and by utilizing Parent-Teacher associations.

The UNICEF organization (United Nations Children's Fund) has become accustomed, on the occasion of Christmas and New Year
Year, to offer greeting cards for these occasions annually to be circulated through
the sale of boxes of these cards, priced at 360 fils per box containing ten
cards, and they can be obtained from the United Nations Headquarters Representative in Baghdad. The amounts
obtained from the sale of these cards are utilized as part of the funding methods for this agency, as it is not funded
officially from the United Nations budget; rather, most donations come from governments and individual subscriptions,
which range between small amounts and huge donations. UNICEF (United Nations Children's Fund)
works to liberate children from disease and contributes medicines and medical equipment in campaigns against malaria,
tuberculosis, leprosy, and trachoma. It also provides dried milk in cases that require swift
aid, and equips maternal and child welfare centers in various parts of the world with medicine, milk,
vitamins, and vaccines that protect children from diseases. It also contributes to personnel training projects
and providing expertise. For this, we hope for the circular to be distributed to the institutions affiliated with you and to encourage them to acquire
these cards, the benefits of which return for the general good of our children and the children of the world.

The officials in the Central Post Office in Baghdad have complained to us about the difficulties faced by distributors
in delivering registered items and packages to their legitimate owners among male and female students
of colleges and schools alike, due to their presence in classrooms during lesson hours -
and the refusal of the principals and headmistresses of those schools to allow distributors to contact the students and deliver any -

The Directorate of General Interest carries out survey and demarcation works in all parts of the Republic and utilizes
placing engineering markers and survey stakes to infer ownership boundaries and link the fixing points
for which it establishes networks in various parts of Iraq. It has appeared that some stakes and corner
irons have been damaged, uprooted, or moved from their place, whether intentionally or unintentionally, which leads -
to the loss of corner features and engineering markers, a matter which necessitates the re-designation of those -
corners and markers and consequently exerting further efforts and spending double the expenses.
Therefore, all citizens are requested to preserve these markers and corners, and on this occasion we point out
that everyone who damages, destroys, or moves them exposes themselves to the punishment stipulated in
Article 320 or Article 321 of the Baghdad Penal Code.

Desiring to activate and expand the activities of Parent-Teacher Councils, and in encouragement of parents
of male and female students to contribute effectively to these councils, we have decided to consider
all fathers and mothers of male and female students as natural members of the Parent-Teacher Councils
and there is no obligation to pay membership fees.
On this occasion, we deem it necessary for every Director of Education to devote sufficient time to supervising
this movement ⟦not⟧ only, but through actual participation in some of them by personal attendance
to observe the proceedings of those meetings.

It has been observed that some schools still refer to Parents and Teachers Councils
as Parents and Teachers Associations. This is an error that should be avoided as it violates the protocols.
It was also observed that some school principals took over the presidency of those councils, contrary to instructions stating
that one of the students' guardians should be elected for the presidency. Please take the initiative to correct the error, and on this
occasion we find it necessary to ensure that all schools at all levels (primary, intermediate,
and secondary for boys and girls) have practiced this activity and succeeded in holding the first meeting for those
councils and conducted the necessary elections to assign the required responsibilities to each elected member.
Please provide us with the names of the schools (mentioning the name of the principal for each school)
where the first meeting of the Parents and Teachers Councils has not taken place by the end of last month,
along with a statement of the reasons necessitating that and determining the responsibility.
