To - all official primary and elementary schools belonging
to this Directorate.
Please note the points shown below and act accordingly with full accuracy.
1- Feeding lists are to be submitted in two copies, written with a carbon copy pencil clearly on the second
copy, mentioning the number of sections on it and stating the names of the materials sold in detail,
and not including amounts exceeding one Dinar in the mentioned list, while referring to the number and date
of our letter regarding the purchase of oil for heating.
2- Including appointment orders and commencement orders on the lecture fee lists and the signature of the school principal
at the end of the list, mentioning the name of the school on it, putting the date on the stamps, and signing
them with regular ink and not using carbon copy pencil or ballpoint pen for this purpose.
As most of the lists for lecture fees do not meet the points shown above,
which forces us and the provincial treasury to delay the disbursement of the lists at the time specified by us.
3- It is forbidden to use ballpoint pens for writing documents and other financial matters.

"Copy of the Letter"
I have noticed during my visits to schools that many teachers do not possess
textbooks for the subjects they teach, and these teachers believe, especially those
who have spent a period of time in service, that there is no need for this on the basis that the teacher
knows the material found in textbooks. I believe that this idea is completely
erroneous, as the correct implementation of the annual plan and daily plan requires reading
by the teacher for what they will teach the next day; otherwise, teaching becomes improvised and the
desired benefit is not achieved. Yes, the teacher may know the subject they will teach, but they cannot
be certain of difficult words or sentences that need explanation or the meanings they want
to emphasize during the lesson and the questions they want to raise before the students unless they read
the lesson material in advance and mark all of the above to be sufficiently prepared
to teach their students. This is in addition to the homework they will assign to their students, as how can the
amount of homework be determined without referring to the textbook. Therefore, please request
school administrations to provide teachers with textbooks for the subjects they are entrusted with
according to the procedures followed in this regard.
