B - The Council strictly prohibits assigning janitors or any employees with the duty of opening or managing school canteens
C - The Council considers that schools should manage their canteens upon the expiration of current contractors' contracts and they may -
when necessary, appoint workers to assist students and teachers to handle matters at the expense of the canteens, especially
in large schools.
D - (25%) of the canteen profits shall be distributed to the participating students and what is spent on the school's needs -
necessary, as determined by the Teachers' Council.

The Ministry of Education intends to introduce the following foreign languages:
German, Russian, French - in the fourth preparatory classes. Please
inform us of your opinion regarding the possibility of implementing this project in your governorate center,
supporting those opinions with what you deem appropriate suggestions to help and facilitate its establishment
and growth in the future. Also, please circulate to the secondary schools in your governorate
to register fourth-grade students who wish to study one of these languages.
Please ensure responses reach us before the day 15 / 10 / 1962.

1- We are sending you herewith (25) envelopes, noting that each envelope contains (4) forms
in different colors; please ⟦distribute them⟧ to the students of your school as follows.
2- One envelope containing four forms is given to each student who passed in the first session of the
General Secondary Education Examinations for the academic year 61 / 962, provided their total is not less than 420 marks.
3- A student with incomplete grades is not given admission forms until after passing in the second session for the
academic year 961 / 962, and provided their total is not less than 435 marks.
4- An envelope containing (4) forms is given to a secondary school graduate for the academic years 60 /
961 and 959 / 960, provided their total is not less than 476 marks and provided they were not among those previously accepted
at the university or colleges and higher institutes outside the university.
5- An envelope containing (4) forms is given to secondary school graduates who are children of teachers
whose educational service period is not less than ten years.
6- Please be informed that these forms are not given to graduates of Primary Teacher Training Institutes -
and graduates of vocational schools and non-Iraqi students (whether they hold an Iraqi secondary certificate
or a foreign certificate) and members of the army and police, as these are replaced by a petition attached
to the school document.
Method of filling out the forms
1- The student fills out the four forms inside the envelope himself with full accuracy, and also fills the front
face of the envelope with the required information.
2- The school seal is placed on the photograph, and the grades and total are certified by the school principal
and the Directorate of Education of the Governorate, noting that a revenue stamp worth (50) fils is placed on each form as
indicated on the forms.
3- The envelope containing the four forms is delivered to the student himself, and he or his representative
submits them to the General Registration Directorate at the University of Baghdad after the submission dates are announced on
the radio and in local newspapers.
Note
Every student entitled to apply for admission to the university is given a copy of the admission instructions for the academic year
962 / 1963, which we will send to you, noting that these instructions include all information related
to the conditions of admission to the university's colleges and institutes.

for secondary education for the academic year 1961/1962, provided that their total score is not less

2- A student who has a makeup exam is given one copy of these instructions after passing in the second session
for the academic year 1961/1962, provided that their total score is not less than 435 marks.
3- One copy of the admission forms is given to secondary school graduates for the academic years
1960/1961 and 1959/1960, provided that their total score is not less than 476 marks,
and provided that they are not among the students previously admitted to the University or High Institutes.
4- One copy of these instructions is given to those who wish to apply to the University
from graduates of primary Teachers' Training Institutes (male and female), agricultural schools, members of the Army
and Police, and the rest of the teachers whose educational service is not less than ten years, and non-Iraqi students (A).
Third - Please place one or more copies of these instructions on the notice board for the information of those
concerned with the matter.
Fourth - After the announcement of the application dates to the University on the radio and local newspapers, the student
submits the admission forms only to the University; as for the other documents mentioned in the admission
instructions, they must prepare them and submit them in full during the interview.
Fifth - We emphasize to the students the necessity of reading the admission instructions carefully before filling out the admission forms.

Students wishing to apply for admission to the University of Baghdad should note the following -
First: The following categories of students are entitled to apply to the university.
1- Graduates of secondary studies in the first session for the current academic year 61 / 62 whose
total is not less than 420 marks.
2- Graduates of secondary studies for the academic year 60 / 961 and the academic year 959 / 960 whose
total is not less than 476 marks.
3- Secondary study graduates who are children of teachers, non-Iraqi students, members of the army
and police wishing to join the university, and male and female teachers who are graduates of primary
teachers' training institutes whose service has exceeded three years, as well as graduates of
educational courses holding a secondary certificate, provided that their period of service is not less than three years -
all of these must review the admission instructions directorate for the year 962 / 963 and act according to its contents.
4- Re-sit students who will pass in the second session for the academic year 961 / 962 whose total
of each is not less than 435 marks; the dates for submitting their applications will be announced after the appearance
of the examination results.
Second: Those entitled to apply for membership in the university mentioned in No. 1 and No. (2)
of the first paragraph of this announcement shall receive the admission instruction forms from their secondary schools
or from the governorate education directorates.
Third: Students must study the admission instructions, which include all details about the university's colleges and institutes
and the required documents before applying to the university.
Fourth: The student shall submit the admission forms to the General Registration Directorate at the University of Baghdad located
in Waziriyah. As for the other required documents specified in the admission instructions, the student must
submit them during the interview that will be announced in due course, as well as the dates and centers for the medical
examination.
Fifth: The General Registration Directorate at the University of Baghdad begins receiving admission forms starting from
Saturday, 11 / 8 / 962 until Monday, 27 / 8 / 962, and application will be
from eight in the morning until one in the afternoon.

1- Some of the governorate's schools have previously participated in international competitions in addition to holding exhibitions
artistic works that manifested our students' talents and their educators' ability to refine them and highlight the good among them. Out of keenness to guarantee
and preserve this production, the Directorate of Fine Arts has decided to keep it in its possession in preparation for participation in
international competitions, and because the previous production is not suitable for display in your exhibitions for this year.
Therefore, school administrations are requested to note our letter No. 38466 on 13 / 9 / 62 when sending
the required drawings.
2- On the occasion of starting artistic activity and students practicing their hobbies, and out of keenness for the safety of
this activity, especially (visual arts), the Directorate of Arts has equipped itself with wooden frames
for the oil paintings that it receives from schools (via this Directorate) to display them in the exhibitions
referred to in our letter No. 39100 dated 17 / 9 / 962.
Therefore, school administrations and male and female art education teachers must encourage the ratios listed
below (to amateurs and talented students) as much as possible because they are international standards and to preserve the canvas area
of the painting when displayed. It is also possible to borrow these frames and partitions available at the Directorate
of Fine Arts when holding artistic exhibitions for the current academic year.

Dear honorable educators, the idea of Parent-Teacher Councils depends on the importance and activity of teachers
and the realization of Education Directors and officials of the importance of this critical educational and social movement. Now that
the school year has begun, we hope you will urge all schools affiliated with you to hold the first council meeting
in the month of October, desiring to raise the dilemmas that faced the school in the past year and discuss
the solutions proposed by the Parent-Teacher Councils and submit recommendations to the authorities in this regard.
Therefore, we hope to observe the following points:
1- Review previous instructions and apply them as much as possible with more seriousness than the previous year.
2- Direct interest between educational bodies and student affairs, maintaining contact with them and raising their awareness
in guiding their children and rejecting the belief in the uselessness of that due to the ignorance of guardians.
3- The necessity for school principals to adopt this project with great enthusiasm more than last year and clarify that the mission
of the school is primarily educational before it is instructional.
4- If it is impossible to hold the council meeting in the school building, it is permitted, in agreement with the Director of Education and local
authorities, to hold it in the hall of another school that can accommodate this meeting or any suitable building of a government
institution, provided that established procedures are followed, or to hold the meeting on school holidays when there are no classes.
5- Please submit council suggestions and the solutions they reach to solve problems so that we may cooperate together to solve them
with complete success and not get used to mentioning only problems and shortcomings.

It has been decided to hold periodic scouting camps for primary school boy scouts
in shifts at the Central Scout Camp in Abu Ghraib. Each shift includes (80) scouts,
starting from the evening of Thursday, corresponding to 10 / 18 / 1962, until the evening of Thursday,
corresponding to 12 / 6 / 1962. School administrations must observe the instructions listed below with all
accuracy and attention.
1 - The school administration, along with the physical education teacher, shall nominate (5) students from the scout troupe
(the platoon leader and patrol leaders) and send the names with an amount of 1.500 Dinars for food,
sundries, and participation fees in the course for a full day (as soon as possible) to this Directorate
against a receipt for that, calculated from the share of sports and scouting activities. The school administration shall bear
the transportation costs for students to and from the camp.
2 - The scout shall equip himself with the following items: Blankets count / 2 with a sheet and pillow. Metal
plates count / 2 with a spoon, a sleeping mattress, pajamas, and a towel. A water flask. A flashlight.
(A musical instrument and camera) if possible - rubber shoes with sports pants. A diary.
3 - All scouts who will participate in the camp shall gather with the physical education teacher at Ibn
Al-Jawzi First Primary School for Boys at three o'clock in the afternoon on Thursday,
corresponding to 10 / 11 / 1962, in full scouting uniforms to receive instructions in this regard.
4 - The deadline for accepting participation fees for this camp is Tuesday morning,
corresponding to 10 / 9 / 1962.

The Bank's Board of Directors decided in its session 634 on 3 / 9 / 962 to sell
the plots belonging to it in the Kroud Khalil Pasha area / Adhamiyah to the affiliates of all ministries, so
please inform us of the number of plots you wish to obtain for your eligible employees,
as per what is listed below.

other entity that carries out housing projects, whether official or unofficial, or a cooperative society.
2— Preference is given to married people with children and persons with more dependents than others.
3— Deposits of 100 Dinars (one hundred Dinars) in cash are given for each plot.
We hope to receive the response before the end of official working hours on 5 / 10 / 62 for the purpose of
presenting it to the Bank's Board of Directors.
