We request the administrations of schools affiliated with this directorate to observe the following with full precision when paying
lecture fees monthly, given the large volume of work assigned to payroll employees and the large number of
high, intermediate, and vocational schools.
1 - Lecture fee schedules must be sent to this directorate starting from the first day of every
month until the sixth day of it. Any schedule received by this directorate after the mentioned date
will have its payment postponed until the following month.
2 - It is not permitted to visit the directorate by teachers or lecturers, except by the accountant or clerk
or the principal if there is no accountant or clerk in the school.
3 - It is not permitted to visit the Accounts Department except after the tenth day of every month to receive the audited lists
for the purpose of having them certified by the Treasury to pay their contents.
4 - We hope schools will cooperate with us on this matter and implement what is stated above to ensure the
work proceeds correctly.

It has been noted with great regret that most school administrations have not reviewed the Artistic Activity instructions
printed in a special booklet and sent to you via our letter No. 56938 dated 18 / 12 / 1961
and have begun sending communications regarding activities, newsletters, or holding parties and others
in an incomplete manner and contrary to the texts of the aforementioned instructions, which indicates the school administration's negligence
in reading the instructions it receives from the competent authorities and acting accordingly.
It has also been noted that some school administrations hold free school parties or present some other
activities during the meetings held by the school without presenting these materials to the Section of
Artistic Activity in this Directorate, especially the trivial dance and song materials that are absolutely
inappropriate for the school atmosphere and which were filmed and shown on Baghdad TV to the public.
Some schools have utilized elements from outside the school to display these activities
without this department having knowledge of that.
Therefore, we urge all school administrations to necessity of reviewing the instructions with full precision
and sending all activities that the school intends to present on stage or at school in two copies,
and the activities intended to be presented on Baghdad TV in three copies to the Artistic Activity
Section in this Directorate for review and referral to the competent authorities for authorization.
The school administration will be responsible from now on for any violation issued contrary to the
instructions mentioned above.
