With reference to the letter of the Ministry of Social Affairs mentioned above and the letter of the Ministry of Education addressed to
the Ministry of Social Affairs numbered 232 and dated 1/2/962, a dispute arose between the Ministry of Education
and the Directorate General of Labor in the Ministry of Social Affairs regarding the employment of foreigners in teaching in
private schools, including Shammash Secondary School and Frank Iny Intermediate School. The Directorate General of Labor was of the view
that Article (134) of Labor Law No. (1) of 1958 stipulates in its text that the Labor Law regulates
all works and professions in Iraq and that they are the right of Iraqis alone, whether the person, worker,
or employee is covered by the provisions of this law or not. This requires that a foreigner shall not be employed in any
government department—cultural, industrial, or commercial—except after obtaining a work permit from the Directorate
General of Labor, and that is what must be applied with respect to foreign employees in private schools.
As for the Ministry of Education, it was of the view that the Ministry of Education Law No. (39) of 1958 included provisions
that regulate the employment of teachers and instructors in state schools and in private schools. Thus, the Bureau
studied the subject of this dispute and found that the Labor Law stipulated the persons and legal entities
covered by its provisions, just as it stipulated in Article Two thereof the persons who are not covered by those
provisions. This law did not touch upon the regulation of work in teaching matters for foreigners, leaving
it to the law specific to them and to the Ministry concerned with the dissemination of culture and education and its administrations, which is the Law of
the Ministry of Education. This law has stipulated in several places therein that the establishment of schools, their administrations, and the monitoring of
work in them, whether private or foreign, is among the duties of the Ministry of Education. It also defined the oversight
regarding private schools as obtaining written permission from the Ministry of Education. Article (24) thereof stipulated
that no private or foreign school of any type or academic level shall be established except with written permission
from the Ministry of Education. Article (25) thereof also stipulated the obligation of private and foreign schools not to employ
in certain subjects except Iraqi teachers, and allowed them to employ foreigners in subjects other than those. Article
27 stipulated the appointment of the directors and teachers of those schools, requiring the approval of the Ministry of Education for their appointment
specifically. Article 26 required private and foreign schools to submit their staff lists and annual budgets
to the Ministry of Education for ratification before the start of the school year. Article 30 thereof stipulated that private schools
are prohibited from accepting aid from foreign sources except with the approval of the Ministry of Education. Other articles in
Chapter Eight of the law regulated all other administrative, educational, and financial matters and their oversight in a
proper manner, and established a punishment for every private or foreign school that commits certain acts in its schools stipulated in Article
(5) of the law. From the foregoing, it appears to the Bureau that private schools are subject—regarding the establishment of schools,
the organization of their staff, the appointment of their employees, Iraqis and foreigners, and the oversight of their financial affairs—to the Ministry of Education Law
No. (39) of 1958 and not to the provisions of Labor Law No. (1) of 1958 in general.

It has been decided that the annual Spring Scout Camp will be held in Abu Ghraib Forest during the month of March. Participation will be
in several batches to provide possible opportunities for the largest number of girl scouts to participate in the camp in a
student atmosphere dominated by cooperation and love, as the individual is in need of care, improvement, and completion of deficiencies. Therefore,
please take care to prepare your teams and equip them for their participation in this annual scout festival. The sequential scout
meetings will be in the building of the Permanent Central Scout Camp in Abu Ghraib according to the curriculum mentioned below:
• Below are the most important points that should be noted •
1 - The school girl scout teams shall gather on the morning of the trip, each in her school, at 7:30 AM, where
the movement to Abu Ghraib begins exactly at 8:00 AM.
2 - The school administration is responsible for bringing the means of transportation from the sports and scouting activity donations. In case of the exhaustion of
these donations, the team shall contribute to the expenses of the trip to the camp.
3 - Each team shall bring the Republican flag, the team flag, and the vanguard flags • and whatever drums are available to them.
4 - Deficiencies of the girl scouts in terms of clothing and distinguishing badges shall be completed.
5 - Each girl scout shall be provided with her ready-made food, while tea is prepared in the forest by the team.
6 - The team shall bring with it 2 buckets for fetching water.
7 - It is preferred that the team has some musical instruments, cameras, drawing tools, and available hobbies.
8 - Attendance at the camp shall be at 8:30 AM.
9 - Each school shall prepare a suitable activity, as an evening council will be held in the afternoon in which the teams will present
their activities, and a curriculum will be organized for this purpose.
10 / Each team shall cook a lunch meal consisting of two types inside the camp.
11 - Each team shall bring a dining table cover (made of oilcloth or nylon) for the purpose of practicing the organization and arrangement of a table
using modern followed methods in a practical way, during the lunch break period.
12 - Contact the Directorate of Education of Baghdad / Al-Rusafa - Girl Scouts Activity, or the Directorate of General Physical
Education / Scouting Activity for any inquiries regarding the camp.

The summer course for English language teachers for this year will be held under the supervision of the British Council
during the period between June 22 and July 27 in Britain. It has been decided that 25 male and female teachers will participate.
Please nominate three teachers (male or female) with one male or female teacher as a reserve for each province, and that
from those in whom you find competence and seriousness, provided that your nominations reach us before the end of the current month. As for
the conditions for joining this course, they are:-
1- The male or female teacher must have an actual service of no less than three years and be teaching English
at the present time.
2- Has not previously participated in a similar previous course.
3- Not a graduate of a college in an English-speaking country.
4- To bear the travel expenses to and from.
5- Undertakes to observe the regulations of the course and adhere to attendance to the end.
6- Submits a report on the course after its completion.
The British Council will bear the costs of accommodation, subsistence, tuition fees, and transportation within
the country, and the candidate will also be exempted from official tasks and duties assigned to him at the end of the school year.

Subject / Instructions on how to conduct the inventory process in laboratories
We convey to you below the instructions regarding how to conduct the inventory process in your schools' laboratories, requesting that you carry out
the inventory of your schools' laboratories by the inventory committee mentioned in paragraph (10) of the letter from the Directorate of General Administration
Laboratories, numbered 75539 on 11/15/1961, provided that the inventory process is executed with all accuracy and care, and that
the results obtained after the inventory are clearly recorded in a special list exactly matching the attached model. This is to enable
the Directorate of Laboratories to study your needs for the next academic year and to know the consumable materials and broken equipment
and others for the purpose of verifying the possibility of writing them off from the records in light of the results submitted to it as a result of this
process, provided that this is executed as quickly as possible and that the arrival of the response does not exceed the middle of May 1962 -

⟦line⟧ Model instructions on how to conduct the inventory process in your schools' laboratories / -
Every teacher, when conducting the laboratory inventory in the presence of the inventory committee, shall bring the subject register for their laboratory (Physics,
Chemistry, or Biology) and begin by reading the name of each material or device according to its sequence in the register. If that
material is actually present and complete, it is removed from its place in the cabinet and set aside. It is marked on a special paper that it is
present, missing, or that the device is broken or lost as the case may be. After finishing the inventory of all
the contents of the register in this manner, the teacher may find some materials and equipment in the cabinets that were not mentioned
in the register, so they must enter them into the register immediately.
After observing and studying the inventory results accurately, the teacher records these results on a model matching
literally the attached model.

Please request the administration of Shamash Preparatory School and Frank Iny Intermediate School to initiate
the implementation of what was stated in our letter No. S / 6469 on 23 / 11 / 961 and provide us with all
the books referred to in this letter of ours immediately, otherwise the necessary regulatory procedures
will be taken against the school principal, noting that what was stated in her letter No. F / 16 on
17 / 12 / 61 sent with your letter above, which included her performing an inventory regarding
the school books and destroying those unfit for reading and study, is an absolutely unacceptable matter
for if the school administration were truly keen on this aspect, it would have actually initiated
taking such action before the inspector conducted the inventory and would have organized the contents in
proper records that can be referred to when necessary.
