Communicated to us by the letter of the Directorate of General Administration / Accounts No. 16624 dated
1 / 4 / 1962 regarding the disbursement of summer clothing allowances for janitors amounting to (8 / —)—
dinars, therefore please observe the following points with full precision:—
1— The allowances include binders, janitors, distributors, ushers, notifiers,
and health monitors only and do not include guards.
2— The first installment amounting to (4 / —) dinars shall be paid on 10 / 4 / 1962.
3— A list shall be organized in two copies with the names of those eligible and their signatures obtained on the list after
placing revenue stamps of the ten fils denomination on the first copy of the list while mentioning the date
and the endorsement of the school's disbursement committee on the lists.
4— The headmaster and headmistress of the school are responsible for the accuracy of the information provided in the list in terms of
the employees' eligibility for the allowances, noting that it includes those who hold one of the titles
indicated in the first paragraph.
5— The lists for the second installment shall be sent after your receipt of the first installment, and the second installment will be paid
from 21 / 4 / 1962.

⟦line⟧ Rules of transfer from one province to another ⟦line⟧
Education
1 - Transfer forms must reach the Provincial Directorate before May 20, 1962, and must reach the Directorate of Primary
Education before June 20, 1962. Any form arriving after the mentioned date will be ignored, nor will the transfer of any
person be considered unless they fill out the required form.
2 - The wife shall be transferred to her husband's residence regardless of the total points, but on condition that vacancies are available, that she fills out the
required form, and submits the official supporting documents.
3 - Transfer requests from one province to another must not stipulate a specific city or school, but rather to the province's
staff, and the Provincial Directorate of Education is the one that designates the school ⟦that⟧ they will be transferred to
according to the availability of vacancies.
4 - The academic year is considered a year for transfer purposes if the teacher's appointment was before the end of November, and it is not counted
if their appointment was after this date.
5 - Those requesting transfer to Baghdad province only must clarify in their requests whether it is for Education/Rusafa
or Karkh.
6 - When submitting transfer requests to other provinces, requests are organized according to the provinces requested for transfer and according to
the sequence of points, and the transfer transactions for male teachers are separated from female teachers.
7 - No action will be taken on requests submitted directly to the Ministry, and their fate will be neglect,
and anyone who bypasses their official reference will be held accountable.
8 - Transfer orders for female and male teachers to other provinces they wished to transfer to according to their requests are considered final,
and it is not permissible to submit new requests to withdraw from the transfer request regardless of the reasons.
9 - Education Directorates must not distribute transfer forms from one province to another except to those who have spent at least three years
in service in their current normal location, and a year and a half if their current location is epidemic-stricken or they receive
civilian allowances there.
10 - Education Directorates must not refer more than one form for a transfer applicant regardless of the reasons, and it is not permissible
to accept any petition submitted to them.
11 - When a teacher claims the existence of special cases that make their stay in the province impossible, they do not have the right to designate the province
to which they will be transferred, but rather that is left to the opinion of the Directorate of Primary Education in its unified form on June 20, 1962,
provided that it organizes a table containing the name of the teacher or director and related information in the following order.

Calculation of points
1 - Points are calculated as follows:
A - For each year of service in the provincial center or schools not more than ten kilometers from the center: two points.
B - For each year of service in a district or sub-district: three points.
C - For each year of service in a remote or epidemic-stricken district: four points.
D - For each year of service in an epidemic-stricken or remote sub-district: five points.
E - For each year of service in a remote or epidemic-stricken village: six points.
F - For each child studying at the university and not residing in a dormitory, after confirmation from the college deanship: five points.
G - 6 points are given to a male or female teacher whose father or mother has educational service of no less than 25 years, and 4
points for those whose father's or mother's service was 20 years, and 3 for those whose parents' service was 15 years.
2 - 10 points are deducted for the penalty of salary deduction, six points for the penalty of reprimand, four points for the warning, and one point
for the notification of attention received during the last three years.
3 - Two points are deducted for each year the male or female teacher spent in their birthplace.

Transfer rules within ⟦illegible⟧
1- Mandatory transfer cases
A- Transferring the wife to her husband's place of residence after submitting the necessary documents and the availability of a vacancy, regardless of the total points.
B- Assignment of a sick male or female teacher to the place where treatment facilities are available, provided the illness is confirmed by a medical report from an official medical committee in the Brigade center for the duration required for treatment and the availability of a vacancy.
C- Transferring a parent to a place where education is available for their children if they have reached an educational stage not available in their place of work and were not accepted into a boarding department.
2- Preference cases based on points when a vacancy is available
Preference between transfer applicants in cases other than those mentioned above shall be based on the points each obtains according to the table shown below.
A- For each year of service in the Brigade center, two points, as well as for schools no more than ten kilometers away from the Brigade center.
B- For each year of service in the district (Qadaa) or sub-district (Nahia), three points.
C- For each year in a remote or epidemic-stricken district, four points.
D- For each year of service in a remote or epidemic-stricken sub-district, five points.
E- For each year of service in remote or epidemic-stricken villages, six points.
F- For each year of service in villages, four points.
Notes
1- One point is deducted from the points obtained by the male or female teacher if they were given a notice (draw attention) during the school year, three points if warned, five points if reprimanded, and (10) points if punished with a salary deduction.
2- One point is deducted for each year spent in their birthplace.
3- Every male or female teacher has the right to object, and anyone who submits incorrect information during the objection will be reprimanded.
4- Anyone who provides incorrect information for a transfer, and everyone who endorsed this information, will be reprimanded.
5- A list of good villages in the Brigade shall be organized before deciding on transfer requests and communicated to all male and female teachers before transfer requests are submitted. As for epidemic-stricken or remote villages, they shall be according to the local allowances system. It is appropriate that these lists be organized in the Brigade and sent to the Ministry's office.
6- Transfers are reviewed by a committee chaired by the Director of Education of the Brigade, with the membership of the most senior female inspector, the most senior male inspector, and the personnel supervisor (Malahiz Al-Dhatia).
7- The objection committee consists of two inspectors other than those mentioned in the previous article, appointed by the Inspector General, and a representative of the Teachers' Union in the Brigade.
8- Four points are added to a male or female teacher who has educational service exceeding twenty-five years.
