This Ministry has noticed that some employees and workers have begun joining several
cooperative societies with the aim of obtaining multiple plots of land, and since the purpose of joining
these societies is for each member to obtain a plot of land for their own well-being and not for trading
and profit at the expense of some other employees and workers who will in turn be deprived
of these plots; therefore, we kindly request notifying all employees and workers of the content
of the above and prohibiting them from joining more than one society and informing them that legal
measures will be taken against those whose violation is proven in the future.

1) Further to our letter No. 16622 dated 31 / 3 / 1962 regarding Parent-Teacher Councils and student activities
during the summer vacation. In clarification of our aforementioned letter, please refer to the recommendations of the conference of
Governorate Education Directors, as the intent of our mentioned letter is for every school to open its doors according to
previously issued instructions for the purpose of receiving students and their parents. Also, Parent-Teacher Councils
may meet at the school on the days it will be open after agreement with the Directorate of Education
and according to its designation.
2- Education Directors in their governorates are requested to provide a list of the names of teachers who wish to remain at the school
on duty during the opening of literacy classes and to ensure Parent-Teacher Council meetings, provided that the
lists reach us before the start of the vacation. The teacher who participates in opening the school will be rewarded, and the teacher's presence
is considered optional and not mandatory.

The Directorate of Fine Arts held a speech competition on the evening of Sunday, 5 / 6 / 1962
between the students of the schools of Baghdad Province Education (Karkh and Rusafa) under the patronage of His Excellency the Minister
of Education. The judging committee consisted of Dr. Atika al-Khazraji, Dr. Yusuf Izz al-Din,
and Dr. Baqir Abd al-Ghani. After listening to all the speeches delivered, the students listed
below won the ranks shown next to their names, and prizes were distributed to them by His Excellency the Minister.
The committee noted that some topics were dominated by a tone of pessimism; therefore, the speech
committees in schools recommend directing students toward constructive social and national topics and toward creating
optimistic themes.

In addition to our Ministerial Order No. 8982 dated May 18, 1961.
The duty of the teacher (secondary and primary) is not limited only to delivering lessons to students in the classroom, then taking
the position of a spectator toward the school and its students thereafter; students are trusts in our hands, and we are obligated to care for these trusts
by teaching them and excelling in their instruction, and guiding them and excelling in their guidance, as the teacher's duty is both upbringing and education. Upbringing
constitutes the most important part of their sacred mission. Therefore, I request the implementation of the following:
1- The principal is responsible for their school, including its administration, the progress of teaching therein, the maintenance of its building
and facilities, and protecting all of it from tampering and damage. They are responsible for everything that occurs regarding matters related to order,
study, and duty. They are also responsible for the proper guidance of students, spreading factors of optimism, hope, and love
among them, confidence in their glories, and faith in their present and future, and instilling the spirit of correct citizenship among them and making them understand
that they are an important part of this social entity, and a large part of its stability, integrity, and strength depends on their efforts.
2- All teachers shall participate with the principal on the same level of responsibility, and they must bear it with an open
heart and a reassured soul, considering it an important and integral part of their official duties. This is done by the principal entrusting each teacher
with a specific section or a specific group of students as needed. The teacher shall be responsible for its students individually,
both educationally and behaviorally, and shall also be responsible for their behavior in school in cooperation with the principal,
other teachers, and the students' guardians, so that they can diagnose the students' strengths and weaknesses
and their causes, and direct those who excel and those who misbehave, based on a special record prepared and organized for this purpose.

3- For teachers to carry out this duty, the principal distributes these responsibilities to the teachers according to a special schedule, copies of which are posted
in the teachers' rooms and the principal's office, and copies are sent to the Directorate of General Education and the Directorate of
Education of the Brigade so that it takes its official place. The teacher specialized in a specific section is asked about his section as much as
the principal is asked about his entire school.
4- If any breach of these duties occurs in the school or in any part of it, the principal must condemn the party
in which the breach occurred, as well as identify the teacher responsible for it, then inform the responsible authorities in the ministry
according to the hierarchy.
5- The distribution of duties is reviewed at the beginning of each school year.
6- This system applies to all levels of education in all its stages.
7- This Ministry believes in the principle that says "As the teacher is, so is the student." So be,
O teachers, a source of goodness, benefit, and construction, so your students will be likewise. This is what we have always known of you, and I
am full of confidence that the teachers' response to this fair distribution of responsibility will push education -
broad steps forward in our prosperous Republican era.

The Women's Branch of the Association for the Combat of Tuberculosis in Iraq intends to carry out public
activities to alleviate the pain of citizens who have been afflicted with chest diseases, by establishing
a tuberculosis week that includes holding charity parties, a donation campaign, a charity market, lotteries, and other
things.
Please disseminate this to the students of your school and urge them to volunteer for the activities
of the Association, which will begin at the beginning of the summer vacation, as this volunteering is a national,
social, and humanitarian service, as well as a service to the students themselves, as they get rid of the spare
