We transcribe for you below a copy of the instructions issued by the Ministry of Education
regarding transfers in the secondary staff. Please notify the teachers of your schools of its contents,
and this directorate will provide those who wish to transfer and meet the conditions with a special form
upon application.

Transfers
1- Every teacher has the right to submit a transfer request to any destination through the
Governorate Directorate of Education according to the special form.
2- Requests are classified by the competent department in the Ministry's office into special tables containing the
total points obtained by each teacher requesting a transfer. Transfers are made according to
the majority of points and the existence of a vacancy in each of the branches and according to the needs of the governorate to which the transfer is requested.
3- Transfers are made based on the calculation of points obtained by each of the assignees according to the following bases:-
A- Two points for each year spent by the transfer applicant in any governorate center.
B- Three points for each year spent by the transfer applicant in any district, sub-district, or village no further
than 20 kilometers from the center of its governorate.
C- Four points for each year spent by the transfer applicant in any district of the Iraqi Republic.
D- Five points for each year " " " center of a sub-district " " "
E- Six points for each year spent by the transfer applicant in a center of a remote or endemic district, sub-district, or village.
F- One point is deducted for each year spent by the transfer applicant in their place of birth.
G- Five points for each transfer applicant whose son or daughter has been accepted into an institute or college and was not accepted into a
dormitory, provided that this is confirmed by the deanship of the college or institute.
H- Five points for female or male teachers whose continuous service has exceeded 20 years in the
education service.
I- Five points are deducted from the transfer applicant's points if they have been punished with a reprimand, and three points if
they have been punished with a warning, and one point if they have been given a notice, provided that
one of these penalties is still standing.
4- These points do not apply to administrative transfers required by the interest of the Republic and decided by the Minister of
Education.
5- A wife shall be transferred to her husband's place of work if a vacancy is available in her specialization, and if the vacancies are fewer
than the number of married female transfer applicants, those with the most points shall be transferred.
6- Anyone who provides incorrect information in their form regarding their transfer shall be punished with a reprimand.

7 - Every teacher has the right to appeal to the Minister of Education, and shall be punished with a reprimand if they provide in the application
of appeal incorrect information.
8 - Illness is not considered a reason for transfer to an administrative position in secondary education.
9 - Illness is not considered a reason for transfer, and in the case of chronic illness, supported by a decision from an official
medical committee formed by agreement of the Minister of Education for the interest and coupled with the approval of the Minister of Health,
this teacher shall be assigned to the proposed location in the committee's decision for the duration specified in the report for treatment,
and it is automatically canceled upon the expiration of the prescribed period.
10 - Transfers are carried out from one school to another in the same city after a proposal submitted by
the Director of Education of the Liwa (province), mentioning the justifying reasons with a statement of the name of the transfer applicant, their branch, the location of the vacancy,
and the issuance of the Ministry's approval.
11 - The Minister of Education shall form a committee in which the Teachers' Union is represented to consider appeals.
Note
1 - Education directors in the provinces are required to notify these instructions to all teachers in their province.
2 - Every special petition for transfer ⟦submitted⟧ to this Ministry directly shall be neglected.
3 - By virtue of these instructions, the competent official is authorized to file the petitions mentioned in note
(2) directly without presenting them to the Director of Secondary Education.
/ Appointments /
1 - It is strictly forbidden to be appointed for the first time in the cities of Baghdad and Mosul.
2 - Graduates are distributed among the provinces according to their requests, which are the places chosen by them in the
appointment application form, provided that a vacancy is available in the student's field of specialization.
3 - In the event that a vacancy is not available according to the applicant's wish, the Ministry has the right to appoint them in the place
where a vacancy is available within the scope of their specialization.
4 - The graduate's averages obtained according to the lists submitted to us by the University of Baghdad shall be taken
into consideration upon appointment and in case of competition in choosing a specific location for those appointed.
5 - Those who are late in submitting their papers with their colleagues lose the right of choice and competition and are appointed according to the available
vacancies.
6 - Preference is given to those whose parents served in education for a period of no more than 25 years in case of competition.
7 - The graduate is prohibited from appointment in all ministries except after obtaining the approval of this Ministry for that.
8 - The married female graduate shall be appointed at her husband's place of work in the event of a vacancy in her field of specialization,
and in case of competition, preference is given to the older graduate.
9 - It is not permissible to appoint in a subject other than the specialization except in the case of persistent vacancies and with the approval of the Minister
of Education.

Regarding the use of the word 'Cooperation'
We have noticed that some persons, companies, and commercial establishments have begun to use the word (Cooperation) in
the titles of their shops, contrary to the provisions of the second paragraph of Article Three of the Cooperative Societies Law No.
(73) of 1959, which stipulates that it is not permissible for a natural or legal person to use a term
indicating cooperation in one of his projects unless the project is established pursuant to the aforementioned law.
Based on the authority vested in us in the Cooperative Societies Law, we prohibit persons, owners of
commercial establishments, and others from using the word (Cooperation) in the titles of their shops, and whoever violates that
exposes himself to the penalties provided for in the second paragraph of Article (51) of the aforementioned
law, which are: Every natural or legal person who wrongfully uses in his commercial correspondence, on his
shop sign, in an advertisement, or otherwise, anything that suggests to the public that his work or project is cooperative, or uses a designation
from which it is understood that such work or project is a cooperative society, shall be punished by a fine not exceeding fifty dinars. We hope
those concerned will adhere to its provisions.

Education doctors in the provinces, and in the absence of an education doctor, the official responsible doctor, and in the absence of
an official doctor in the district, sub-district, or village where the general exam is held, the health official is responsible.
In this case, the medical reports must be certified by the head of the administrative unit.
b - The sick student must obtain a letter from their school principal for a period not exceeding a week and not less than one day
before the exam. As for during the examination days, they must consult the head of the examination center before 8:00 AM
to obtain a letter from him to refer him to the competent medical authority. Consultations are not accepted except through the center head
of the examination or the school principal.
c - No consultation is accepted during examination hours (after the student has seen the questions) except for sudden accidents
that occur in the examination center for the purpose of aiding the student if necessary. Medical reports granted during
the examination hours are not accepted for the purpose of exemption, but if this medical report covers more than one day,
the student is exempted from the examinations for the days following that day which are included in the medical report.
d - The medical committee meets in Baghdad during the week preceding the exam between 12:00 PM and the end of official
working hours, and education doctors in the provinces shall be in the dispensaries during the mentioned time.
15 - A student is not allowed to participate in the general examinations on the days for which they submitted a medical report for non-participation.
16 - The sequence numbers given to students in the general exam are the same used in the supplementary exams.
17 - The student is advised upon entering the exam hall to be disciplined and polite, to maintain their composure and calmness of
nerves, and to begin studying the questions quietly and carefully then proceed to answer them.
18 - The student is advised to start answering the question they believe they can answer better than others, to be deliberate in what they write,
and to take care of the cleanliness of their booklet, handwriting, and spelling. This has an impact on determining the grade during correction.
19 - The student must place the answer numbers according to the numbers appearing on the question paper and not according to the order of answers in their booklet.
20 - The student must answer only the required number of questions. The examination committee considers the answers according to
the sequence in the examination booklet and neglects any answer exceeding the required number or clearly crossed out by the student.
For example, if it is required to answer five questions and the student answers six questions, the committee will read
the first five answers and neglect the sixth unless one of the first five answers has been clearly crossed out.
21 - At the end of the time allocated for the exam, the student must stop writing, close their booklet, and remain in their place waiting for the proctor
to receive the booklet from them.
22 - It is preferred not to smoke inside the exam hall. The center director may allow cigarettes (without the pack). As for
cigarette packs and matches, they may not be brought in and are considered means of cheating.

For students participating in general examinations
1 - The student must know their examination number and seating location in the examination hall at least one day before the exam date.
2 - The student must arrive at the examination hall at the appointed time, carrying their general examination permit card. Lateness for the exam time is not allowed, and the student will absolutely not be admitted to the examination hall after the start time.
3 - The student must place their general examination permit card on the desk in front of them every day and for every subject. External students must also carry the receipt given to them for the examination fees.
4 - The student must:-
a - Request to exchange their booklet if it is not stamped with the Ministry of Education seal before starting the answer.
b - Write their name as it appeared on the general examination permit card and their examination number immediately in the space designated for that on the booklet cover in ink or copy pencil, and they are not allowed to write that in any other place, otherwise they will be considered a cheater.
c - Use black lead pencil in their answers only.
d - Write on both sides of every sheet.
5 - Students are not allowed to bring any books, notebooks, papers, or even drawing tools into the examination hall.
6 - The student is not allowed to:-
a - Speak inside the examination hall.
b - Look at the booklet of those next to them.
c - Request anything from their peers, and whoever violates this will be considered a cheater.
7 - Students are absolutely not allowed to ask the proctors to explain or interpret the questions.
8 - The student is not allowed to place any sign or distinguishing mark inside or outside the booklet, and whoever violates this will be considered a cheater.
9 - The student is not allowed to use any paper other than the examination booklet paper.
10 - The student is not allowed to change their seat or position throughout the exam days.
11 - Cheating and any attempt to cheat is considered an offense for which the student is punished by being deprived of the general examination for that year.
12 - The student is not allowed to request a second booklet unless they have finished the first booklet, and they must write their name, number, etc., on the second booklet as stated in paragraph (b) of Article Four. They must place it inside the first booklet when submitting it.
13 - Students must leave the examination hall after submitting their examination booklets. They are not allowed to gather near the examination hall after leaving it to discuss answers.
14 - Absence from general examinations is not permitted except for a legitimate excuse such as illness, and in this case, the student must produce a medical report according to the following instructions:-
a - Medical reports for postponing examinations are not accepted except from the medical committee in the Directorate of Student Health in Baghdad or from
