less than (500) teaching their prescribed quota, and the assistant principals of schools teaching
their prescribed regulatory quota as well.

1- It has been noted that some principals do not take their regulatory classes despite the fact that the number of
students in the school is less than 500. Therefore, we request that the task of auditing
lesson distribution schedules be assigned to a specialized official. Lecture fees exceeding the regulatory
quota may not be paid until it is confirmed that the principal and the assistant have taught
their regulatory quota in schools where the number of students does not reach 500.
2- The Directorate of Secondary Education shall be provided immediately with a copy of the lesson distribution schedules for all
schools as a matter of urgency.
3- Approval from this Ministry must be obtained in exceptional cases for granting
vacant hours as lectures.

We attach herewith the program for the general urine survey for school students for the academic year 62 - 63 to investigate
for Schistosomiasis (Bilharzia), which was established by this agreement with the Student Health Directorate for the purpose of conducting student urine examinations
and identifying those infected with Bilharzia for the purpose of their treatment by the Student Health Directorate and the affiliated clinics
and the survey and treatment work will be as follows:
1- Examination - Bilharzia teams in the provinces will visit primary schools for boys and girls and intermediate schools
for boys to conduct urine examinations for male and female students and provide lists of the names of those infected with Bilharzia to -
Student Health clinics in the provincial centers or to other health institutions in places where there are no
Student Health clinics, while providing this directorate with a copy of these lists. It is possible to use the microscopes
available in our branches belonging to the Malaria Department when necessary, and the teams will use the vehicles allocated to the
Bilharzia section in each province. In case of their replacement or breakdown, the vehicle currently used in the section
is the one designated for work with the examination teams.
2- Treatment - The Provincial Health Presidency, Student Health clinics, and district and sub-district clinics shall handle the treatment
of those infected with Bilharzia in light of the reports submitted by the Bilharzia teams. Treatment must also be carried out
immediately after the examination and not after completing examinations for all schools. Inform us after completing the treatment of
the students of each school. We hope you act accordingly and in accordance with the specific programs for each province. We also authorize you to dispatch the
Bilharzia teams whose names are listed in the program of each province to remote areas that cannot be reached
and returned from daily, according to the instructions issued in this regard and within the period specified in the attached programs,
and the implementation of these programs shall commence from the date you receive this letter.

We frequently receive requests regarding the refund of the discount amount allowed for state employees,
army officers, retirees, and their families, on the grounds that they came to Iraq on the aircraft
of this Service and were unable, while outside Iraq, to submit certificates confirming they are
employees ....... etc. Therefore, since granting the announced discount by
our Service is conditional upon submitting official letters issued by their departments or any other authorized
official entity, and our main offices (not agents) outside Iraq are authorized to issue discounted
travel tickets. Therefore, this Service will not pay attention to any applicant requesting a refund of the discount
difference after the travel is completed.
As for cities where this Service does not have offices but has general
agents, the matter of refunding the discount difference from the original value of the paid ticket will be considered after
deducting the commission amount charged by our general agent when issuing the ticket, and based
on the certificate submitted by the employee when claiming the aforementioned difference. We kindly request you
to circulate this to all ministries to inform their employees accordingly and kindly notify us.

We record for you below the school canteen instructions received by us in the above Directorate's letter. Please review them and apply them
in the management of your school canteen with all precision.

School Canteens
Canteen Purposes - 1- Providing students with needs at reduced prices
2- Accustoming them to mutual assistance and cooperation
3- Accustoming them to the process of buying and selling
For the Canteen Account - 1- The Supervisory Committee ... The Supervisory Committee is elected by the Teachers' Council at the beginning of the year
the academic year and consists of three members, one of whom performs accounting tasks when there is no -
accountant, and its work is limited to the following: -
1- Monitoring the student vendors
2- Monitoring purchases and their departure with students
3- Placing the prices of items on a board hanging in the canteen
4- Cooperating with the auditing committee in auditing accounts
5- Making a schedule of student vendors hanging on the school bulletin board
6- Making a monthly schedule for the purchasing committee of students
2- Vendors' Committee: It consists of all school students, and two students rotate for selling daily and
all students participate in selling in rotation.
3- Purchasing Committee: It consists of three members, and these are elected by the Teachers' Council
at the beginning of each year. Its duty is to purchase items in participation with the students' purchasing committee
at the lowest prices.
4- Monitoring Committee: These are selected by the participating students to monitor the work of students
in the canteen.
Canteen Accounts - Canteen revenues consist of participation fees paid by students, the amount of which is
(50) fils from each student, taken at the beginning of the academic year only.
The job of the accountant if present, otherwise the supervising teacher. He opens a register for income and output, Model No. (2). This register consists
of two pages, one for income, consisting of the canteen revenues mentioned above, these revenues supported by receipts -
(Model No. (1)), the sum of their amounts being equal to the second copy of the receipts, and the output page consists of the prices -
of items and supplies supported by receipts for each branch (No. 3) signed by the students and the purchasing committee, to be bundled and kept and be
subject to audit.
Profits - (25%) of the canteen profits are distributed to the participating students and what remains is spent on
necessary school needs as determined by the Teachers' Council.
Note - 1- It is forbidden to task janitors or any employees with the duty of opening or managing school canteens
2- The school is able, if its canteen is large and its capital allows, to hire a worker
who cleans the canteen and makes tea and coffee for an agreed-upon wage after approval
