Since the term of my election to the presidency of the community ends on February 18,
1949, I have invited the General Council to hold an extraordinary meeting
to elect a president for the next term, at five o'clock in the evening of

With reference to your letter No. 9355 dated 8/7/1949.
The Jewish community in Baghdad does not have an administrative body; rather, it has (according to Article 6
of the Jewish Community Law No. (77) of 1931 and Article 21 of the Community
Regulation No. 36 of 1931, copies of which are attached herewith) a Lay Council consisting of nine persons.
The current body of the Lay Council is as follows:-

Due to the lack of a legal quorum for the meeting I invited you to hold on Thursday evening,
September 15, 1949, I invite you to kindly attend the headquarters of the Community Presidency at
five-thirty in the afternoon on Tuesday, September 20, 1949, to hold the meeting
again in accordance with Article 14 of the Jewish Community Regulation No. 36 of 1931.

The Third Meeting 20 / 9 / 1949
His Eminence the Head of the Community called the General Council to convene at five-thirty in the evening on Thursday,
September 15, 1949, to consider the following items:-
1- Reading the minutes of the previous meeting.
2- Ratifying the estimated budget for the community's institutions for the fiscal year 1949 / 1950.
3- Ratifying the amounts spent in excess of the allocations in the budget for the fiscal year 1948 / 1949 (page
26 of the budget book).
4- Ratifying the report of the auditing committee for the accounts of the Lay Council for the year 1947 / 1948 (pages 28 - 32
of the budget book).
5- Ratifying the amounts spent in excess of the allocations for the year 1947 / 1948 (page 29 of the budget book).
6- Selecting three auditors to audit the accounts of the Lay Council for the year 1948 / 1949.
7- Considering the resignation of Mr. Saleh Daoud Saleh from the membership of the General Council.
At the appointed time, in addition to the President, nine members of the General Council whose names are recorded
elsewhere in this register attended, and due to the lack of a legal quorum, the meeting was postponed to
another date.
Therefore, His Eminence the Head of the Community issued a call to the members to meet a second time at five
and thirty in the evening on Tuesday, September 20, 1949. At the appointed time, in addition to the President, twenty-five
members attended, whose names are recorded elsewhere in this register.
The President opened the meeting and instructed the Secretary to read the minutes of the previous meeting; they were read, then he asked
if anyone had an objection, and none occurred.
Then he put the second item up for discussion, which is the ratification of the estimated budget for the community's institutions
for the year 1949 / 1950, and asked if anyone had any remarks; none were made, so he instructed the Secretary to read the budget, and it was read.
After it was approved, the President put to a vote the ratification of the amounts spent in excess of the allocations in the budget for the year
1948 / 1949, the report of the auditing committee for the Lay Council's accounts for the year 1947 / 1948, and the ratification of the amounts
spent in excess of the allocations for the year 1947 / 1948; they were accepted.
Then the President announced moving to the sixth item of the agenda, which is selecting three auditors to audit
the accounts of the Lay Council for the year 1948 / 1949, and asked if anyone had any remarks. Mr. Ishaq Mukammal spoke
and stated that he appreciates the members of the previous auditing committee, but he suggests tasking others with this mission
given their many preoccupations. He was followed by Mr. Salman Shina, who mentioned that the previous auditing committee members are
experienced persons and it is not easy to task others with this work. Then Mr. Salman Shina mentioned that he noticed that
some of the excesses in the amounts spent beyond the allocations are numerous, and inquired if there is anyone concerned with the matter

this overspending, so Mr. Meir Basri, Vice President of the Lay Council, answered him that the Lay Council is concerned
with this matter, as he mentioned that the Lay Council noticed that traditions have been followed to request the ratification of amounts
spent in excess of the budget after receiving the auditors' report, and in view of what the Lay Council noticed that
this matter does not lead to the desired result as the overspending is presented to the General Council after approximately two years
for ratification, the Lay Council decided this year to present the amounts spent in excess of the budget to the
General Council for ratification directly to avoid delay. Then Mr. Ishaq Mukammal followed him, supporting the competence
and experience of the auditors for the past year, and requested the Council to record thanks and appreciation to the members of the audit committee.
Then the President put the nomination of Messrs. Daoud Shaul Tweig, Daoud Yusuf Hakham Saleh, and Shamoun Sion Swairi
to a vote, and it was accepted.
Then the President presented the resignation of Mr. Saleh Daoud Saleh from the membership of the General Council and explained
the memorandum, so he instructed the secretary to read it, and after it was read, His Eminence Hakham Salman Hoki Aboudi proposed rejecting
the resignation, and he was supported in that by Messrs. Anwar Zilkha and Abdullah Shina. Then the President put this proposal to a vote
and it was accepted. Then the meeting was adjourned.
