The obituary of your late father had a painful impact on the souls of the members of the
Lay Council, due to the commendable qualities and the strong dedication the deceased possessed
regarding the interests of the community and the great services he rendered to the community by holding
the presidency of the Lay Council for nearly twelve years, which has left him an eternal
memory in the hearts.
Therefore, our Lay Council decided in its first session held after receiving
the obituary of the noble departed to express its participation in the deep sorrow for the death of the deceased,
expressing the loss suffered by the community upon his death, and offering condolences to his noble
family in this painful disaster, asking the Almighty to dwell the deceased in
His spacious gardens and to protect the family and children of the deceased with His watchful eye to be the best successors
to the best predecessor.

After greetings and respect.
I submit to your Excellency this resignation from the esteemed Lay Council
due to the inability of the Inspection Committee, of which I am a member, to carry out its work
under the current circumstances and the interference of some irresponsible elements in managing
the helm of these matters of great importance in a manner that conflicts with the interest of the community,
especially after the harsh past experiences.
It truly pains me to find myself forced to withdraw from work in
the service of my community in the current delicate circumstances it is passing through, but I
ask God Almighty to guide your steps toward what is good.

Statement
From the Jewish Lay Council in Baghdad
To the members of the Jewish community
The Lay Council clarifies to the members of the Jewish community that the President of the Council, Mr.
Heskel Dawood Shemtob, is serving as the Acting President of the community due to the vacancy of this position. Before
his travel outside Iraq, he wrote two letters to the Ministry of Justice dated August 2 and 10,
1950, in which he requested the convening of the General Council to elect a permanent president for the community in accordance with Article
(19) of the Jewish Community Regulations. Accordingly, the Lay Council invited the General
Council to meet last Tuesday evening, August 22, 1950, to elect a president
for the community, fulfilling the wish of Mr. Heskel Shemtob himself. The Council did not nominate anyone
for this position, nor did it ever consider nominating the former head of the community, Rabbi
Sassoon Khedhouri, who has retired from all work related to the community since his resignation
nine months ago.
Due to the lack of a quorum for the General Council meeting, the
meeting was postponed to another date. Consequently, Mr. Heskel Shemtob remains the President of the Lay
Council and the Acting President of the community.

With reference to your letter numbered DH / 3 / 3 / 98 / 1711 dated 12 / 7 / 1950.
The General Council, in its extraordinary session held on 30 / 7 / 1950, has nominated Rabbi
Saleh Yusuf Hayim to be an original member of the Israelite Communal Court in Baghdad.
In view of the vacancy of the reserve membership in the aforementioned religious court as a result of this nomination, since
the aforementioned Rabbi Saleh Yusuf Hayim currently occupies it, the Council decided to nominate Rabbi
Heskel Ishaq to be a reserve member in the aforementioned communal court, noting that he fulfills the conditions
stipulated in Article Five of the Religious Courts Organization Law No. 32 of 1947.

The subject concerns my resignation from the "Acting Presidency of the Community" and from the presidency of the Lay Council
and membership in this council due to my upcoming travel to Europe for health reasons. Recently, the desire of
both this council and the delegation it appointed, as well as the community notables around the departments, emerged regarding accepting the mission in the community
Therefore, in compliance with the desire of the Government, may God support it, to implement cooperation regarding governmental and communal matters
and to implement the aforementioned desires, it was necessary to state the following observations: -
Acting Presidency of the Community.
What requires drawing attention is that the resignation letter clarifies with the utmost clarity the extreme necessity
which was created by the known difficult circumstances for everyone regarding filling the position of the Presidency of the
Community in an acting capacity by reconciling paragraph (2) of Article (6) of the Jewish Community
Law No. (77) of 1931 with a special erroneous interpretation in the event of a "vacancy in the position of the
Head of the Community," such that the matter led to performing honorary service for a period of (8) months past, and the
mentioned vacancy followed the issuance of the High Royal Decree No. 700 on 4 / 12 / 1941
by implementing the prior resignation.
Speed of electing a new Head of the Community according to Article (11) of the Bylaws.
There is now a vacancy in the position of the Head of the Community, which calls for the application of Article
(11) of the Jewish Community Bylaws No. 36 of 1931 immediately. Because Article (6) paragraph
(2) of the Community Law discussed in the previous paragraph is limited in application to
special cases where there is a "Head of the Community," not in the case of a vacancy in the position of the Head of the Community. Interpretation
to the contrary is considered erroneous from a legal perspective, requiring that the error not be repeated, neither by the council

Accordingly, it is necessary to apply the mentioned regulation in its entirety and elect a head for the community
immediately.

Mr. Heskel Daoud Shohet, President of the Jewish Lay Council in Baghdad (according to the provisions of the second paragraph of Article Six
of the Jewish Community Law No. 77 of 1931), extended an invitation to the members of the General Council to hold an extraordinary meeting at
six-thirty in the evening on Wednesday, July 26, to consider the following items:-

3- Preparing nomination lists for members of the Religious Court and the Jewish Sharia Court of Cassation to be submitted to the Honorable Ministry of Justice in accordance
with the second paragraph of Article Six of the Law for the Organization of Religious Courts, due to the expiration of the term of the Religious Court and the Court of Cassation on
12/28/1950.
4- Nominating a member for the Religious Court to fill the vacancy caused by the resignation of member Rabbi Daoud Shaul, in accordance with the provisions of the second paragraph of Article
Six of the Law for the Organization of Religious Courts ⟦line⟧.
At the appointed time, (11) members of the General Council attended, whose names are recorded elsewhere in this register, and due to the lack of
a legal quorum, the meeting was postponed. The President extended an invitation to hold the meeting again at six o'clock in the evening on
Sunday, 7/30/1950. At the appointed time, (31) members attended (whose names are recorded elsewhere in this register), so the
President opened the meeting and instructed the Secretary to read the minutes of the previous meeting. It was read, and then he asked if anyone had an objection to its content, and no
objection occurred. Therefore, he announced that the second item was being put up for discussion, which is the election of a new Spiritual Council, and asked if
anyone had anything to say. A discussion took place in which Messrs. Aboudi Seeti, Meir Basri, Isaac Mukammal, and Anwar Shaul participated. Then the President announced the commencement
of the election of the Spiritual Council members and invited the members, His Eminence Rabbi Salman Hoki Aboudi and Messrs. Salman Ezra Shahrabani
and Salman Dabby, to supervise the classification of votes. After the election was held by secret ballot, the votes were classified under the supervision of the aforementioned committee, and the

Then the President announced the transition to the third item of the agenda, which is the preparation of nomination lists for members of the Sharia Court of Cassation and the Community
Court to be submitted to the Honorable Ministry of Justice in accordance with the second paragraph of Article Six of the Law for the Organization of Religious Courts, due to
the expiration of the formation period of the two aforementioned bodies on 12/28/1950. The President announced the commencement of nomination by secret ballot, and after it took place
