Due to the lack of a legal quorum for the meeting I invited you to hold on Thursday evening,
September 15, 1949, I invite you to kindly attend the headquarters of the Community presidency at
five-thirty PM on Tuesday, September 20, 1949, to hold the meeting
a second time in accordance with Article 14 of the Jewish Community Bylaws No. 36 of 1931.

The Third Meeting 20 / 9 / 1949
His Eminence the Head of the Community called the General Council to convene at five-thirty in the evening on Thursday,
September 15, 1949, to consider the following items:-
1- Reading the minutes of the previous meeting.
2- Ratifying the estimated budget for the community's institutions for the fiscal year 1949 / 1950.
3- Ratifying the amounts spent in excess of the allocations in the budget for the fiscal year 1948 / 1949 (page
26 of the budget book).
4- Ratifying the report of the auditing committee for the accounts of the Lay Council for the year 1947 / 1948 (pages 28 - 32
of the budget book).
5- Ratifying the amounts spent in excess of the allocations for the year 1947 / 1948 (page 29 of the budget book).
6- Selecting three auditors to audit the accounts of the Lay Council for the year 1948 / 1949.
7- Considering the resignation of Mr. Saleh Daoud Saleh from the membership of the General Council.
At the appointed time, in addition to the President, nine members of the General Council whose names are recorded
elsewhere in this register attended, and due to the lack of a legal quorum, the meeting was postponed to
another date.
Therefore, His Eminence the Head of the Community issued a call to the members to meet a second time at five
and thirty in the evening on Tuesday, September 20, 1949. At the appointed time, in addition to the President, twenty-five
members attended, whose names are recorded elsewhere in this register.
The President opened the meeting and instructed the Secretary to read the minutes of the previous meeting; they were read, then he asked
if anyone had an objection, and none occurred.
Then he put the second item up for discussion, which is the ratification of the estimated budget for the community's institutions
for the year 1949 / 1950, and asked if anyone had any remarks; none were made, so he instructed the Secretary to read the budget, and it was read.
After it was approved, the President put to a vote the ratification of the amounts spent in excess of the allocations in the budget for the year
1948 / 1949, the report of the auditing committee for the Lay Council's accounts for the year 1947 / 1948, and the ratification of the amounts
spent in excess of the allocations for the year 1947 / 1948; they were accepted.
Then the President announced moving to the sixth item of the agenda, which is selecting three auditors to audit
the accounts of the Lay Council for the year 1948 / 1949, and asked if anyone had any remarks. Mr. Ishaq Mukammal spoke
and stated that he appreciates the members of the previous auditing committee, but he suggests tasking others with this mission
given their many preoccupations. He was followed by Mr. Salman Shina, who mentioned that the previous auditing committee members are
experienced persons and it is not easy to task others with this work. Then Mr. Salman Shina mentioned that he noticed that
some of the excesses in the amounts spent beyond the allocations are numerous, and inquired if there is anyone concerned with the matter
