The Venerable Ministry of Justice
After greetings,
Due to the expiration of the current Spiritual Council's term on October 6, 1949, I invited the General
Council to hold an extraordinary meeting on the evening of Wednesday, July 26, 1950, to elect
the Council anew. Since a legal quorum was not achieved in the first meeting, I invited the Council
to hold a second meeting in accordance with Article (14) of the Community's bylaws on the evening of Sunday, July 30,
1950. At the appointed time, this President and (31) members of the Council attended, and the election was conducted by secret
ballot. The result was that His Eminence Rabbi Yehoshua Moshe Heskel, Nissim Khadoori, Eliyahu
Ibrahim, Daoud Safi, Saleh Yusuf Hayyim, Ishaq Eliyahu, and Elia Yehoshua won and became members of the Council
Spiritual for the term 1950 / 1954.

Further to our letter numbered 1196 dated 5 / 12 / 1949.
On 4 / 12 / 1949, the Lay Council was elected under difficult circumstances known to all. At that time, this Council appointed me to act on behalf of the head of the community as the president of this Council in accordance with paragraph (2) of Article (6) of the Jewish Community Law No. 77 of 1931, and this matter was announced to the members of the community at the time.
I have performed the duties of the Vice President for a period of (8) months and have exerted continuous efforts to serve by overcoming the community's hardships and problems in difficult and unusual circumstances. I implemented the required cooperation in work between the government - may God support it - and this community, and between the community and its service institutions as required by the government and community interest with all activity and diligence.
The time has come, after the efforts made during this long period of honorary service, to fill the "vacancy of the position of the head of the community" by occupying this position through temporary proxy as a result of the extreme necessity to return to the application of Article (19) of the Jewish Community Regulation No. 36 of 1931 by appointing a new secular head, considering that paragraph (2) of the aforementioned legal Article (6), which was previously applied, no longer has room for re-application through another interpretation by the Lay Council or the General Council.
Therefore, in view of my imminent travel to Europe, I submit my resignation from the vice presidency and from the membership of the Lay Council together, wishing success for all under the shadow of His Great Majesty the King and His Highness the Faithful Regent and the Great Crown Prince.

known to all, and this Council at that time appointed someone to act on behalf of the head of the community as the head of this
Council in accordance with paragraph (2) of Article (6) of the Jewish Community Law No. 77 of the year
1931, and this matter was announced at the time to the members of the community.
The end of the term of the presidency for a period of (8) months has passed in peace, during which continuous efforts were made to perform
the service in overcoming the community's ordeals and problems under difficult and unusual circumstances, and the required
cooperation in work was implemented between the government - may God support it - and this community, and between it and its institutions in
service according to what the interest of the government and the community requires with all activity and diligence.
The time has come, after the efforts made during this long period spent in
honorary service, to fill the "vacancy of the position of the head of the community" from the method of occupying this position
by temporary representation as a result of the extreme necessity to return to the application of Article (19) of the Jewish Community Regulation
No. 36 of 1931 by appointing a new secular head, considering that paragraph (2)
of the aforementioned legal Article (6) previously applied no longer has a place for application again
by legislative interpretation from the Lay Council or from the General Council.
Therefore, and since I intend to travel to Europe, I submit my resignation from the vice presidency and from the membership
of the Lay Council, wishing success for all under the shadow of His Majesty the Great King and His Highness the Trusted Regent
the Great Crown Prince.

The obituary of your late father had a painful impact on the souls of the members of the
Lay Council, due to the commendable qualities and the strong dedication the deceased possessed
regarding the interests of the community and the great services he rendered to the community by holding
the presidency of the Lay Council for nearly twelve years, which has left him an eternal
memory in the hearts.
Therefore, our Lay Council decided in its first session held after receiving
the obituary of the noble departed to express its participation in the deep sorrow for the death of the deceased,
expressing the loss suffered by the community upon his death, and offering condolences to his noble
family in this painful disaster, asking the Almighty to dwell the deceased in
His spacious gardens and to protect the family and children of the deceased with His watchful eye to be the best successors
to the best predecessor.

Statement
From the Jewish Lay Council in Baghdad
To the members of the Jewish Community
The Lay Council clarifies to the members of the Jewish community that the President of the Council, Mr.
Heskel Dawood Shemtob, holds the Acting Presidency of the community due to the vacancy of this position. And
before his travel abroad, he wrote two letters to the Ministry of Justice dated August 2 and 10,
1950, in which he requested the convening of the General Assembly to elect a permanent president for the community in accordance with Article
(19) of the Jewish Community Bylaws. Accordingly, the Lay Council called the General Council
to meet last Tuesday evening, August 22, 1950, to elect a President
of the community to fulfill the wish of Mr. Heskel Shemtob himself. The Council did not nominate anyone
for this position, nor did it ever think of nominating the former head of the community, Rabbi
Sassoon Khedouri, who has retired from all work related to the community since his resignation
nine months ago.
Due to the lack of a quorum to hold the General Council meeting, the meeting
has been postponed to another date. Consequently, Mr. Heskel Shemtob remains the President of the Lay Council
and the Acting President of the community.

Saleh Yusuf Hayim to be an original member of the Israelite Communal Court in Baghdad.
In view of the vacancy of the reserve membership in the aforementioned religious court as a result of this nomination, since

the matter, the Council decided to express its pride in the presidency of Mr. Khedhouri Daoud Shohet and to request him to withdraw
his resignation and continue the presidency of the Council, and to delegate the Vice President Mr. Meir Roui
and the member Mr. Yaqub Shlomo to meet him immediately accompanied by some notables whom
they shall choose, and to inform him of this decision
