With respect and veneration.
The Qaimmaqam of Qalat Sukkar informed us that on the morning of the 11th current, Hadi Khan,
the Iranian Consul in Kut, arrived in the district and stayed there as a guest of one of the Iranian Kurds named Nuri al-Aziz -
and it was learned that he will stay there for a number of days and then head towards Shattrah, and the purposes of
the tour undertaken by this consul have not yet been ascertained. However, we have instructed him, the Qaimmaqam of Shattrah, and the Director of
the Liwa Police to follow his tracks ⟦and understand⟧ the aims and goals he intends from this trip, and we will present
to Your Excellency what we find regarding that.

I have the honour to inform Your Excellency that
Seid-Hussein the Persian Vice-Consul at Nasiriyah (Mun-
tafiq) has been dismissed and that Nayib Hadi Khan
Ejlal-el-Wezareh who is actually Persian Vice-Consul in
Kut has also been posted by a telegraphic order of the
Ministry for Foreign Affairs of my Imperial Government
as Persian Vice-Consul thereat.
I shall therefore be much obliged if Your Excellency
will please issue orders to authorities concerned to reco-
gnise him as such.
Please accept Excellency the renewed assurance of my
highest consideration.

In continuation of my letter No: 169 dated, 15-8-25.
In his letter No: 1699 dated, 15-8-25, the Qaimmaqam Qal'at Sikkar
reports that <del>⟦illegible⟧</del> after staying for two days with Nouri Al 'Aziz
a persian, the Persian vice Consul returned to Kut on the 13-8-25
making his direction towards Hai. The reason for his coming was
for the settlement of a hereditary case arising between Persian
individuals living at Karradi Shu'bat.

Greetings and respect.
And in reference to your Excellency's letter previously sent to the esteemed Ministry of Interior dated 15 August of the year 925
and number 169.
The Vice Consul of the Iranian government in Kut has nothing suspicious in his conduct, and he had informed us of his intention to travel
to Al-Hayy District to oversee some of his affairs there and asked us to instruct the Qaimmaqam of Al-Hayy to assist him only, and he did not
inform us of his intention to go outside the area of this Liwa. Based on your above letter, we have inquired of him the reason
for his going to Qal'at Sukkar and Shatrah without the knowledge of this department. He replied to us in his letter numbered 51 and dated 23 August 925
that one of the Iranians named Sultan Ali bin Ridha, residing in Al-Hayy District, has an inheritance lawsuit regarding his deceased sister
against Mr. Hassan, an Iraqi subject residing in Kut, which he had raised to the Iranian Consul General
in Baghdad. The latter referred its review to him after obtaining an order for him from His Excellency the High Commissioner requiring assistance to be provided to him
to facilitate his business in the Muntafiq Liwa area. We are sending you a copy of it herewith, and according to his reply, he did not go
to Shatrah District.

Translation of a letter No. 4092 dated 25th August
1925, from the Mutasarrif, Kut, to the Mutasarrif, Muntafiq.

Reference your letter No. 169 dated 15th August
1925, addressed to the Ministry of Interior. The Persian
vice Consul is not of suspicious ⟦behaviour⟧.
He informed me before leaving that he intends to
proceed to Hai for the settlement of private work and asked
that the Qaim Maqam may be instructed for his assistance,
however, he did not inform me that the intended going out-
side this Liwa boundaries.

In view of your above quoted letter, I enquired from
him why he proceeded to Qal'at Sikkar and Shattra without
my knowledge, then he replied in his letter No. 51 dated 22nd
August 1925, that a Persian called Sultan 'Ali ibn Redha
living at Hai filed a hereditary suit in connection with
his deceased sister against Saiyid Hassan, an 'Iraqi living
at Karradi. The said case was submitted in the first place
to the Persian Consul General in Baghdad and the latter
forwarded same for settlement to the Persian vice Consul
after obtaining a permission for his assistance within the
Muntafiq Liwa from His Excellency the High Commissioner.
A copy of the certificate is attached herewith.
Moreover, the Persian vice Consul in question informed
me that he did not go to Shattrah.

We have been informed from Qalat Sukkar, according to the letter of the District Governor No. 1699 dated the 15th thereof,
that the Iranian Consul, after staying in the district with Nouri al-Mazigh, an Iranian national, for two days, has
returned to Kut on the 13th of the current month, heading towards Al-Hayy District. The purpose of his visit was clarified to be the settlement of
a legal inheritance matter between Iranian individuals residing in the Al-Karadi branch.

With Honor and Respect
Subsequently, the newly appointed Assistant Vice-Consul of Iran to Kut
and Badra requested us in his letter dated March 25, 1925, and numbered 1304, to assist him in collecting passport
fees from three Iranian individuals, in the amount of seven rupees and thirteen annas from each. We have
instructed the Director of Police of the Liwa to assist the aforementioned Assistant; so he brought the three individuals and ordered them
to pay the fee to the Consul. They refused on the pretext that the fee is high and that they can only pay half a rupee
for the permit. Since we do not know the correct fee amount required for each passage permit,
nor what the status is regarding individuals who rebel against payment, we hesitated to process the Consul's request.
Please kindly inform us regarding this. To Your Excellency, further respect and honor;

With honor and respect,
Following that, the Iranian Assistant Vice-Consul who was recently appointed to Al-Kut
and Badra requested us in his letter dated March 25, 1925, and number 1304, to assist him in collecting
passport fees from three Iranian individuals, seven rupees and thirteen annas from each one, and I have
instructed the Director of Police of the Liwa to assist the aforementioned assistant, so he brought the three individuals and asked them
to pay the fee to the Consul, but they refused on the grounds that the fee is high and that they can only pay half a rupee
for the permit, and since we do not know the correct amount of the fee that must be taken for each transit permit
and what is the status regarding persons who refuse to pay, we have hesitated in processing the Consul's request.
We kindly request you to inform us regarding this, and for Your Excellency, further respect and honor.
