Appraisal Decision
The Appraisal Committee of Al-Kifl Sub-district met under the chairmanship of Mr. Khader Al-Adhadh, Judge of the Al-Kifl Court of First Instance, and the membership of each of the Director of Finance of Al-Hindiya District, Mr.
Rashid Al-Baaj, the Land Registry Officer of Al-Hindiya, Mr. Mohsen Al-Jubouri, and the representative of the Agricultural Bank, Mr. Muhammad Ghazwan, on 20 / 10 / 964
And issued its following decision:-
The Decision
Based on the request of the Directorate of Agrarian Reform for the Hilla Province in its letter No. 4 / 4 / 102 dated 5 / 2 / 962 and based on the law
amending the Agrarian Reform Law No. 65 of 963 for the ongoing inspection of plots numbered 1 / 2 and 3 / 1 of the district
10 / Al-Humaysaniya - Al-Kifl, seized and belonging to the declarants, the heirs of Abdul-Abas Marjan, which are agricultural lands irrigated by gravity and of the category
of Miri lands delegated by Tapu (according to Tapu records) and of fertility and strength, prepared for planting winter and summer crops, it was decided
to estimate the equivalent value per dunam of plots numbered 2 / 2 and 3 / 1 of District 10 / Al-Humaysaniya - Al-Kifl on the date the first seizure decision
was issued against them, coinciding with 20 / 1 / 960, considering it as pure property in the amount of six dinars, of which the declarants, the heirs of Abdul-Abas Marjan, are entitled to 4.500
dinars. The committee also noted in plot 1, District 10 / Al-Humaysaniya - Al-Kifl, palm trees estimated at 1440 palms, and the equivalent value per single palm
standing was estimated at two dinars per palm, in accordance with the Law of Sale and Correction of the Category of Miri Lands. The decision was issued by consensus and announced publicly.

Seizure Decision
The First Diyala Seizure Committee met on 7 - 10 - 964 under the chairmanship of Mr. Abdul-Muhsin Muhammad Muslat, Chairman of the First Diyala Seizure Committee,
and the membership of Mr. Sami Suleiman, the Administrative Member, and Mr. Issa Jaafar Al-Khalil, the Surveyor Member, to issue the decision
to seize what exceeded the upper limit of the lands of the declarant Khalid Al-Haj Salman Al-Khudairi, whose subjection to seizure was announced by the decision of the High
Authority for Agrarian Reform published in the Official Gazette No. 218 dated 13 / 2 / 1960, and based on Articles One
and Four of the Agrarian Reform Law No. 30 of 1958 and its amendments and the instructions issued thereunder, and after reviewing
the letter of the General Directorate of Seizure and Appraisal No. 1099 dated 11 / 2 / 1964 and the seizure minutes dated
5 / 10 / 1964, the committee issued its following decision:-
First - That the plots numbered from (1) to (5) and 1 / 6, 12, 13, 14, 16, and 161 of the district numbered 44 / Zaghiya
Al-Kabira are burdened with an 'Aqr' right at a rate of 1 / 30 share of the winter and summer crops, and the real estate share is a valid endowment (Waqf) for the Mosque of
Mansouriyat Al-Jabal under the guardianship of the guardian Al-Haj Abdul-Latif bin Mahmoud Al-Nu'man according to the 'Aqr' decision No. 15 dated
23 / 4 / 1946.
1 - The committee decided to set aside the shares of the declarant Khalid Al-Haj Hassan Al-Haj Salman Al-Khudairi amounting to 1222 shares out of
a total of 18480 shares, which equals an area of - / 5 / 210 dunams, in the plot numbered 1, District 44 /
Zaghiya Al-Kabira, Baqubah Center, with a total area of 75 / 15 / 12 dunams, categorized as Miri delegated by Tapu,
its trees are pure property, and its description is an orchard irrigated by gravity.
2 - The committee decided to set aside the shares of the aforementioned declarant amounting to 2 shares out of 15 shares, which equals an area
of 67 / 76 / - / 1 dunams, in the plot numbered 2 of District 44 / Zaghiya Al-Kabira, Baqubah Center, with a total
area of 25 / 18 / 7 dunams, categorized as Miri delegated by Tapu, and its description is vacant land.

3 - The committee decided to set aside the shares of the aforementioned declarant, amounting to 2 shares out of 15 shares, which equals an area of 67/76/13/- dunams, in plot number 3 of district number 44/ Zagniya al-Kabira, Baqubah Center, with a total area of 25/3/4 dunams, classified as Miri land delegated by Tapu, and described as a forest containing timber, firewood, some saplings, and fruit trees.
4 - The committee decided to set aside the shares of the aforementioned declarant, amounting to 28 shares out of 420 shares, which equals an area of -/10/98/33 dunams, in plot number 4 of district number 44/ Zagniya al-Kabira, Baqubah Center, with a total area of 75/14/6 dunams, classified as Miri land delegated by Tapu, its trees are private property, and described as an orchard irrigated by gravity.
5 - The committee decided to set aside the shares of the aforementioned declarant, amounting to 12 shares out of 20 shares, which equals an area of 67/51/11/1 dunams, in plot number 5 of district number 44/ Zagniya al-Kabira, Baqubah Center, with a total area of 75/22/21 dunams, classified as Miri land delegated by Tapu, its trees are private property, and described as an orchard irrigated by gravity.
6 - The committee decided to set aside the shares of the aforementioned declarant, amounting to 2 shares out of 15 shares, which equals an area of 20/13/2/- dunams, in plot number 1/6 of district number 44/ Zagniya al-Kabira, Baqubah Center, with a total area of 24/18/- dunams, classified as Miri land delegated by Tapu, and described as agricultural land containing tamarisk and willow wood and some fruit trees.
7 - The committee decided to set aside the shares of the aforementioned declarant, amounting to 2 shares out of 20 shares, which equals an area of 67/71/12/- dunams, in plot number 12 of district number 44 Zagniya al-Kabira, with a total area of 75/15/7 dunams, classified as Miri land delegated by Tapu, its trees are private property, and described as an orchard irrigated by gravity.
8 - The committee decided to set aside the shares of the aforementioned declarant, amounting to 22 shares out of 480 shares, which equals an area of -/60/8/- dunams, in plot number 13 of district 44 Zagniya al-Kabira, Baqubah Center, with a total area of 4/5/- dunams, classified as Miri land delegated by Tapu, its trees are private property, and described as an orchard irrigated by gravity.
9 - The committee decided to set aside the shares of the aforementioned declarant, amounting to 64 shares out of 960 shares, which equals an area of -/55/9/- dunams, in plot number 14 of district 44 Zagniya al-Kabira, Baqubah Center, with a total area of 25/18/5 dunams, classified as Miri land delegated by Tapu, its trees are private property, and described as an orchard irrigated by gravity.
10 - The committee decided to set aside the shares of the aforementioned declarant, amounting to 8 shares out of 120 shares, which equals -/67/41/14 dunams, in plot number 161 of district 44/ Zagniya al-Kabira, Baqubah Center, with a total area of 25/16/8 dunams, classified as Miri land delegated by Tapu, its trees are private property, and described as an orchard irrigated by gravity.
Third - The total areas set aside for the declarant in the aforementioned plots amount to 57/16/8/- dunams.
Fourth - The decision was issued based on Articles 1, 4, and 20 of the Agrarian Reform Law No. 30 of 1958 and its amendments, subject to objection within thirty days from the date of its publication in the Official Gazette.

The retained area has been marked with the number 3/2, and the area of this part is 680/20/50 dunams.
C - An area of 60 dunams in common in plot number 4/2, whose area is 481/21/50 dunams, partitioned by the committee from the original plot number 4 of district 48, whose total area is 843/18/- dunams, in which the headquarters has 14 shares out of 28 shares, and the area of its shares is 421/21/50 dunams, which are Miri lands granted by Tapu, rain-fed agricultural.
D - An area of 10 dunams partitioned from plot number 6 of district 48, whose area is 374/3/- dunams, in which the headquarters has (2) shares out of (4) shares, and the area of its shares is 187/1/50 dunams, which is Miri land granted by Tapu, rain-fed agricultural.
E - All its shares in common from plot number 1 of district number 33 Ain Zala, whose total area is 2253/11/- dunams, and its shares in it are 106 shares out of 320 shares, and the area of these shares equals 746/11/30 dunams, which are Miri lands granted by Lazma, rain-fed agricultural.
F - An area of 778/11/81 dunams in common from plot number 6 of district 33 Ain Zala, whose total area is 1465/9/- dunams, and its share in it is 170 shares out of 320 shares, which are Miri lands granted by Lazma, rain-fed agricultural.

totaling 2748/8/- dunams, in which the declarant owns half, and the area of this half is 1374/4/- dunams, and it is Miri land
granted by Lazma, rain-fed agricultural land.

C - 9/389/9/- dunams from plot No. 1/1 of District 48/Zummar, partitioned by the committee from plot
No. 1 of the same district, which has a total area of 778/18/- dunams, in which the declarant owns 2 shares out of 4 shares,
and it was given the number 1/2, and the area of this part is 9/389/9/- dunams for the partners, each according to his shares registered
in the Tapu, and they are lands delegated by Tapu, rain-fed agricultural land.
D - 5/127/5/- dunams, the share of the declarant from the area of his shares amounting to 2 shares out of 4 shares in plot
No. 5 of District 48/Zummar, which has a total area of 254/10/- dunams, and the committee partitioned the mentioned plot into
two plots and gave the number 5/1 to the seized part and the number 5/2 to the partners, each according to his shares registered in the Tapu.
E - 22/161/22/- dunams in plot No. 51/1 partitioned by this committee from plot 51 of District
48, which has a total area of 323/19/- dunams, in which the declarant owns 14 shares out of 28 shares, and it was given the number 51/2,
amounting to 22/161/22/- dunams for the partners, each according to his shares registered in the Tapu, and all the plots listed above are Miri
delegated by Tapu, rain-fed agricultural land.

shares, and they are Miri lands granted by Lazma, rain-fed agricultural.
Third - Dissolution
The committee decided to dissolve the following areas:-
A - 50/20/660 donums from plot number 1/3 partitioned by the committee from the original plot number 3 of
district 48/Jabla Ain Zala - Zummar, and the number 2/3 was given to the partners, each according to his share registered in the Tabu, and the area of
this part is 50/20/80 donums.
B - 50/21/361 donums from plot number 1/4 partitioned by the committee from the original plot number 4 of
the same district.
C - 59/9/1363 donums in common in plot number 1/86, whose area is 48/7/1557 donums, dissolved with
the share of his partner subject to seizure, the confessor Shaher Suleiman, and partitioned by the committee from the original plot number 86, whose
total area is 8/2748/- donums, for the confessor in it half, which equals the area of his shares 4/1374/- donums, and the number
2/86 was given to the partners, and its area is 1191/-/52 donums.

Seizure Decision
The Third Diyala Seizure Committee, formed under Diwani Order No. 2174 dated 26-2-1960, met under the chairmanship of Mr. Majid Rashid and the membership of Mr. Sami Suleiman, the administrative member for the Baqubah Center sub-district, and Abdul Wahab Abdul Hussein, member and surveyor, on 22/9/1964 to consider issuing a seizure decision on what exceeded the maximum limit prescribed by law from the lands of the declarant Hassan Mahmoud Ghulam, who was declared subject to seizure under the decision of the Higher Committee for Agrarian Reform published in the Official Gazette No. 790 on 7/4/1963, and based on Articles 1 and 4 of the Agrarian Reform Law No. 30 of 1958 and its amendments and Instructions No. 13 of 1959 issued by the Higher Committee for Agrarian Reform regarding seizure. After reviewing Decision No. 9 dated 27/6/1964 in File No. 71243/3/102 issued by the Second Diyala Seizure Committee and the minutes dated 15, 16, and 17-9-1964, the committee issued its following decision:
First: Setting aside the following for the declarant Hassan Mahmoud Ghulam:
1 - A National type pump, 65 horsepower, its number is removed, its room is built of mud and roofed with mats and poplar wood, its floor is unpaved, its condition is unfit, its centrifugal pump is Ruston 14 x 12, there is a crack in the cylinder, the length of its belt is 44 feet and its width is 12 inches, with an air bottle and an air starter, along with twenty maintenance tools of various sizes and a kerosene lantern.
2 - A Tangye type pump, 27 horsepower, number 41254, its condition is below average, installed with the pump mentioned in the (above) paragraph; the stream for both pumps is shared, and they irrigate plots 4/1 and 5/1 of District No. 20, Baqubah Center.
3 - The declarant's shares in a Clayton type pump, 55 horsepower, its number is removed, its room is built of brick and mud and roofed with poplar and mats, installed on the lands of Kamil Sharif al-Ani, which irrigates plots 6/3 and 7/3 of District No. 20 / Baqubah Center (half of the room belongs to the declarant Hassan Mahmoud Ghulam). The floor of the room is unpaved, there is a crack inside the cylinder, the head is cracked from the inside and outside and welded from the outside only, its centrifugal pump is Ruston (Baghdad make) without a number, the belt length is 50 feet and its width is 10 inches, with an air bottle, a starter, and 19 maintenance tools of various sizes shared between it and the mill installed in the same room belonging to Mutlaq al-Hassoun al-Fayyad, and it is unfit for agrarian reform purposes.
4 - The entirety of plot No. 4/1 of District No. 20 / Baqubah Center, with a total area of 50/20/475 dunams, its category is Miri granted by Lazma, and its description is agricultural land irrigated (by the two pumps mentioned in paragraphs 1 and 2 of item one of this decision), and within the plot are two non-subdivided orchards.
5 - Plot No. 5/12 with an area of 50/4/524 dunams, as a completion of the maximum limit, subdivided from the original plot No. 5/1 of District No. 20 / Baqubah Center, its category is Miri granted by Lazma, and its description is agricultural land irrigated (by the two pumps mentioned in paragraphs 1 and 2 of item one of this decision).
Second - Seizing the following:
1 - Plot No. 5/9 with an area of 50/10/650 dunams, subdivided from the original plot No. 5/1 of District No. 20 / Baqubah Center, its category is Miri granted by Lazma, and its description is agricultural irrigated (by the two pumps mentioned in paragraphs 1 and 2 of item one of this decision).
2 - Plot No. 6/5 with an area of 12/169 dunams, subdivided from the original plot No. 6/3 of District No. 20 / Baqubah Center, its category is Miri granted by Lazma, and its description is land irrigated (by the pump mentioned in paragraph 3 of item one of this decision).
3 - Plot No. 7/5 with an area of 50/16/419 dunams, subdivided from the original plot No. 7/3 of District No. 20 / Baqubah Center, its category is Miri granted by Lazma, and its description is agricultural land irrigated (by the pump mentioned in paragraph 3 of item one of this decision).
Third - Setting aside the following for the partners Mutlaq al-Hassoun al-Fayyad and the heirs of Ibrahim Muhammad al-Sayyid Arhim:
1 - Plot No. 6/6 with an area of 12/169 dunams, subdivided from the original plot No. 6/3 of District No. 20 / Baqubah Center, its category is Miri granted by Lazma, and its description is land irrigated (by the pump mentioned in paragraph 3 of item one of this decision).

2 - Plot No. 7/6, with an area of 419/16/50 dunams, subdivided from the original plot 7/3 of District
No. 20/ Baqubah Center, classified as Miri granted by Lazma, and described as agricultural lands irrigated (by the pump
mentioned in paragraph 3 of the first item of this decision).
3 - Their shares in the pump mentioned in paragraph 3 of the first item of this decision.
Fourth:-
1 - Considering Plot No. 5/10, with an area of -/-/208 dunams, subdivided from the original plot No.
5/1 of District No. 20/ Baqubah Center, as dissolved (Mahlula) based on Article 28 of the Agrarian Reform Law No. 30
of 1958 and its amendments, due to the abandonment of cultivation for a period exceeding one year after the implementation of the mentioned law, and it reverts
to the declarant independently.
2 - Considering Plot No. 5/11, with an area of -/12/98 dunams, subdivided from the original plot No.
5/1 of District No. 20/ Baqubah Center, as dissolved (Mahlula) based on Article 28 of the Agrarian Reform Law No. 30
of 1958 and its amendments, due to the abandonment of cultivation for a period exceeding one year after the implementation of the mentioned law, and it reverts
to the declarant independently.
Fifth:-
1 - It was noted that plots 4/1 and 5/1 of District No. 20/ Baqubah Center are seized under No. 123 and dated
2-6-956, Volume 3, at the Agricultural Bank against the debt amounting to (1125) dinars.
2 - It was noted that plots 6/3 and 7/3 of District No. 20/ Baqubah Center are seized under No. 293 on 11/11/957,
Volume 2, at the Agricultural Bank against an amount of 1762/500 dinars.
Accordingly, the committee recommends presenting the matter to the High Commission to lift the seizure mark from the seized sections
and those transferred regarding the mortgage occurring before 14-7-958.
The decision was issued based on Articles 1 and 4 and Articles 20 and 28 of the Law of
Agrarian Reform No. 30 of 1958 and its amendments, subject to objection within 30 days from the date of its publication in the Official
Gazette and was publicly announced.

The Third Hilla Seizure Committee met under the chairmanship of Mr. Hamid Hussein Al-Sakni and the membership of Mr. Abdul Ali
Al-Yasiri, Director of Al-Qasim Sub-district, and Mr. Hani Jawad, the surveyor member of the committee, on 8-25-1964 to consider issuing
the decision to seize what exceeded the maximum limit prescribed by law from the lands of the declarant Sheikh Kadhim Sheikh Musa Muhammad Ridha Al Kashif Al-Ghitā’
who was declared subject to seizure by decision of the High Commission for Agrarian Reform published in the Official Gazette No. 790 dated
4-7-1963 and based on Articles 1, 4, and 28 of the Agrarian Reform Law No. 30 of 1958
and its amendments and Instructions No. 13 of 1959 issued by the High Commission regarding seizure, and after reviewing the minutes
dated 7-29-1964, the committee issued its following decision:-
First - In view of the death of the declarant Sheikh Kadhim Sheikh Musa Kashif Al-Ghitā’ after the implementation of the Agrarian Reform Law and the limitation of his legal inheritance
to the holders of the right of transfer, who are his children Musa, Hassan, Muhammad, and Nihaya from his wife Bibi bint Sheikh Ali, and Ja'far, Hussein,
Ali, Fakiha, and Ma'ida, from his second wife Kazima bint Muhammad Ali, noting that both wives died before him as stated in the
statutory distribution No. 168-59 dated 11-15-1959 issued by the Sharia Court of Al-Hashimiya, therefore the inheritance matter becomes considering
(9) shares for each of Musa, Hassan, Muhammad, Nihaya, Ja'far, Hussein, Ali, Fakiha, and Ma'ida one share.
Second - The committee agreed to set aside for the heirs of the declarant Sheikh Kadhim Sheikh Musa Muhammad Ridha Al Kashif Al-Ghitā’ the maximum limit prescribed
by law for their predecessor, amounting to one thousand dunams as follows:-

50/190/19 dunams, classified as Miri land granted by Lazma, and its description is agricultural irrigated by flow, its ownership being based on
6 shares for their predecessor, of which 3 shares were acknowledged, equivalent to an area of 25/22/9 dunams. As for the remaining part of the area
of the share of the acknowledger, amounting to 14/24/8 dunams, it has been left for seizure.
Third - Considering the following plots as Mahlul (vacant) according to Article (28) of the law, due to the cessation of their cultivation for three years
prior to the implementation of the Agrarian Reform Law without a valid excuse, which are:
1 - An area of 6/27/- dunams, which is the share of their predecessor, the acknowledger, from his common shares amounting to two shares out of
four shares in plot number 7 of district 34/ Al-Qasim, whose total area is 12/54/- dunams, which is saline land
unsuitable for cultivation and submerged in water.
2 - An area of 50/87/23/10 dunams, which is the share of their predecessor, the acknowledger, from his common shares amounting to two shares
out of four shares in plot number 21 of district 36/ Al-Qasim, which is saline land unsuitable for cultivation.
Fourth - Seizure of the following:
1 - An area of 14/24/8 dunams, which is part of the share of their predecessor from his shares amounting to three shares out of
6 shares in plot number 30 of district 36/ Al-Qasim, classified as Miri land granted by Lazma, and its description is agricultural
irrigated by flow.
As for the remaining part of the area of the shares, amounting to 11/23/- dunams, it has been set aside as a completion of the upper limit
legally prescribed, as detailed in paragraph (5) Second of this decision.

district 34/ Al-Qasim, whose area is 22/12/- dunams, classified as Miri land granted by Lazma, and its description is an orchard irrigated
by flow, equivalent to an area of 11/6/- dunams.
6 - Seizure of the entirety of plot number 88 of district 17/ Al-Qasim, whose total area is 1/9/-
dunams, classified as Miri land granted by Lazma, and its description is agricultural irrigated by flow, owned by their predecessor, the acknowledger, independently.

2 - In view of the submission by Mr. Musa Al-Sheikh Kadhim Al-Sheikh Musa Al Kashif Al-Ghita of the document certified by
the Notary Public of Al-Hilla under number 1092 and dated 10-16-1952, which includes his purchase of one share out of seven shares
from his father, the declarant Sheikh Kadhim Al-Sheikh Musa Al Kashif Al-Ghita, in plot number 14 of District (34) Al-Qasim
for an amount of (250) dinars paid in cash to the seller, who in turn appointed both Hassan Sheikh Kadhim Al Kashif Al-Ghita
and Ja'far Al-Sheikh Hassani Al-Hilli to appear in the Land Registry (Tabu) departments and other official departments, individually or jointly, to acknowledge receipt of
the price and carry out the necessary special transactions of declaration, disposal, registration, and transfer as two irrevocable periodic agents until
the completion of the transaction. Therefore, the committee decided to grant the buyer a period of three months starting from 7-29-1964 to register
the transaction in the Land Registry (Tabu) according to the procedures. The committee also decided to postpone consideration of the seizure of the sold area amounting to
86/10/72 dunams until the result of the registration. The decision was issued based on Articles 1, 4, 28,
and 42 of the Agrarian Reform Law No. 30 of 1958 and its amendments and the instructions issued thereunder, subject
to objection within thirty days from the date of its publication in the Official Gazette.

Preliminary Seizure Decision No. (17)
The Second Seizure Committee in Al-Rumaitha met on 9-29-1964, chaired by Mr. Abdul Jabbar Jamil Qaddouri
and with the membership of Mr. Abdul Wahab Al-Gharbi, Director of Al-Rumaitha Sub-district, and Mr. Abd Ali Abdul Hussein, the surveyor. This was
to issue the seizure decision on what exceeded the maximum limit prescribed by law from the lands of the declarant Nashmiya bint Hammoud Al-Farhoud, whose
submission to seizure was announced by decision of the High Commission for Agrarian Reform.
Based on Articles 1, 4, and 28 of the Reform Law No. (30) of 1958
and its amendments and the instructions issued thereunder, and after reviewing what was stated in the seizure minutes numbered 1-9 and dated
5-30-1964, 6-14-1964, and 6-18-1964, the committee issued its following decision:

First - Exclusion of agricultural lands.
The committee approved what the representative of the declarant Nashmiya bint Hamoud al-Farhoud retained of the agricultural lands for his client, which include the following:-
1 - Shares amounting to (358,107) shares out of (3,991,664) shares, equivalent to (143/06/07) dunams of plot number (2/13) with an area of (1,596/16/64) dunams, partitioned from the original plot number (2) with an area of (-/3,243/06) dunams from district number 11 / Tabu al-Lawah al-Rumaitha. Its classification is Miri (state-owned) delegated by Tabu, and its description is agricultural irrigated by means.
2 - Shares amounting to (2,141,893) shares out of (491,531,890) shares, equivalent to (856/18/93) dunams of plot number (1/42) with an area of (19,661/06/89) dunams, partitioned from the original plot number (1) with an area of (-/40,254/02) dunams from district number 11 / Tabu al-Lawah / al-Rumaitha. Its classification is Miri delegated by Tabu, and its description is agricultural irrigated by means.
Second - Considering the following plots as dissolved in accordance with Article (28) of the Agrarian Reform Law due to the proof that part of them is high and the other part is unsuitable for agriculture, which are:
1 - The entire plot number (1/38) with an area of (-/-/162) dunams, partitioned from the original plot number (1) from district 11 / Tabu al-Lawah / al-Rumaitha.
2 - The entire plot number (1/39) with an area of (-/-/62) dunams, partitioned from the same plot.
3 - The entire plot number (1/40) with an area of (-/-/131) dunams, partitioned from the same plot.
4 - The entire plot number (1/41) with an area of (-/-/115) dunams, partitioned from the same plot.
Third - Seizure of the following plot and common areas.
1 - The entire plot number (1/37) with an area of (451/03/28) dunams, partitioned from the original plot number (1) with a general area of (-/40,245/02) dunams from district number 11 / Tabu al-Lawah / al-Rumaitha. Its classification is Miri delegated by Tabu, and its description is agricultural irrigated by means.
As for plot number (1/42) with an area of (19,661/06/89) dunams, partitioned from the original plot number (1) from the same district, it belongs to the aforementioned declarant Nashmiya bint Hamoud and her partners mentioned in the Tabu deed.
2 - Common shares amounting to (352,034,242,560) shares of the entire land and one-third of the plantings out of (7,970,586,624,000) shares, equivalent to (21/20) Olka of the original plot number (6) with a general area of (-/19/05) dunams from district number 11 / Tabu al-Lawah / al-Rumaitha. Its classification is Miri delegated by Tabu, and its description is an orchard irrigated by means.
As for the remaining shares amounting to (7,618,552,381,440) shares, they belong to the partners whose names are mentioned in the Tabu deed, while two-thirds of the plantings belong to Shanshul Hassan Agha.
3 - Common shares amounting to (352,034,242,560) shares of the entire land and one-third of the plantings out of (7,970,586,624,000) shares, equivalent to (1/1/06) dunams of the original plot number (7) with a general area of (-/33/15) dunams from district number 11 / Tabu al-Lawah al-Rumaitha. Its classification is Miri delegated by Tabu, and its description is an orchard irrigated by means.
As for the remaining shares amounting to (7,618,552,381,440) shares, they belong to the partners whose names are mentioned in the Tabu deed. As for the remaining two-thirds of the plantings, they belong to Khawam al-Abd al-Abbas.
The decision was issued based on Articles One, Four, and Twenty-Eight of the Agrarian Reform Law No. (30) of 1958 and its amendments and the instructions issued thereunder, subject to objection within thirty days from the date of its publication in the Official Gazette.

The Decision:-
Based on the request of the Directorate of Agrarian Reform in Mosul in its letter No. 4/427/4/4739/1 dated 30-8-964 to conduct an assessment of the seized land numbered 10/3, which was partitioned from the original plot numbered 10/2 of District 76 Al-Qamishli according to Law No. 65 of 963, and after auditing the inspection report carried out by this committee on 29-9-964 and the letter from the Sinjar Land Registry Office No. 661 dated 30-9-964, it appeared that the mentioned land had devolved to the declarant Munifa Al-Assi Al-Farhan through renewed registration and was granted to her by Lazma (tenure) and did not devolve to her as a transfer through purchase. Furthermore, there are no structures on it nor have any trees been planted in it. Therefore, the aforementioned declarant Munifa Al-Assi Al-Farhan is not entitled to compensation for this plot. The decision was issued unanimously in the presence of the declarant's agent, named Madlul Al-Malik, and was publicly announced.

The Fourth Mosul Seizure Committee met under the chairmanship of Mr. Abdul Jabbar Al-Shaykhli and the membership of both the Director of Zummar Sub-district, Mr. Hashim Mahmoud, and the Surveyor Member, Mr. Abdul Razzaq Hamid, to issue the seizure decision on what exceeded the legally prescribed upper limit of the lands of the declarant Ahmed Al-Matroud Al-Ibrahim, who was declared subject to seizure under the decision of the High Commission published in the Official Gazette No. 790 on 7 / 4 / 1963.

Second - Seizure of the following areas in the plots listed in detail below within District No. 48/ Zummar.
A - An area of 190/23/25 dunams in plot No. 4/3, partitioned from plot No. 4/2, which was partitioned by this committee pursuant to the aforementioned decision.
B - An area of 318/13/10 dunams partitioned by the committee and given the number 4/3, which in turn was partitioned from plot No. 4/2, partitioned by this committee pursuant to the aforementioned decision.
C - An area of 32/9/25 dunams in common, which is the share of the declarant at a rate of 7 out of 28 shares from plot No. 2, whose total area is -/129 dunams.
D - All of the declarant's shares, amounting to 7 shares out of 28 shares from plot No. 5, whose total area is -/254/10 dunams, and the area of these shares equals -/63/15 dunams, partitioned by the committee and given the number 5/3, which in turn was partitioned from plot No. 5/2, which was in turn partitioned pursuant to the aforementioned seizure decision.
E - All of his shares in plot No. 49, whose total area is -/18/15 dunams, in which the declarant has 7 shares out of 28 shares, equaling 4/16/25 dunams in common with the rest of the partners.
F - All of his shares in plot No. 51, whose total area is -/323/19 dunams, in which the declarant has 7 out of 28 shares, equaling 80/23/50 dunams, partitioned by the committee from plot 51/2, which was partitioned by this committee pursuant to the aforementioned decision and given the number 51/2. Wazir al-Najm, Director of Agrarian Reform; Shakir al-Qadi, Director of Kut Tapu; Tariq Yassin, Head of the Agricultural Branch in Kut; and Mahmoud Hassan, Director of the Agricultural Bank in Kut. It issued the following decision:

The Directorate of Agrarian Reform in Kut Province sent, via its letter No. 2215 dated 16-4-1963, the seizure decision in case 594/1961 regarding the lands of the declarant Bani al-Shammam al-Amir, for the seizure of plots numbered 1/13, 1/14, 1/15, 1/16, and 1/17, with an area of (439/00/00) dunams, partitioned from plot No. 1/2 of District 37/ Umm Huleil and al-Dahira. Its category is Miri granted by Lazma, and its description is agricultural irrigated by pumps. Also, the letter from the Kut Tapu Directorate No. 2348 dated 3-10-962, stating that the mentioned plots of land devolved to the declarant through disposal and were registered in the settlement as granted by Lazma anew pursuant to paragraph (A) of Article (11) of the Settlement Law No. 29 of 1938 and pursuant to the Lazma Granting Regulation No. 81 of 1937. Therefore, the aforementioned declarant is not entitled to compensation in accordance with the provisions of Article (6) of the Agrarian Reform Law amended by Law No. 65 of 1963. The decision was issued in absentia, subject to objection, and was announced publicly.

The Second Mosul Seizure Committee met under the chairmanship of Mr. Abd al-Kadhim Khudair Salem and the membership of Mr. Khalid Khalaf Shawqi, Director of al-Qayyarah Sub-district, and the surveyor Ghanim Muhammad Ali, to issue a seizure decision on what exceeded the legally prescribed upper limit of the lands of the subject Bakr bin Othman al-Khayyat, whose name was announced for seizure purposes under the decision of the High Commission for Agrarian Reform published in the Official Gazette issue number 790 dated 4/7/963, and noting what was stated in the seizure minutes dated 4-15-964, 5-3-964, and 8-26-1964, and based on articles one, four, and twenty-eight of the Agrarian Reform Law No. 30 of 958 and its amendments and the instructions issued thereunder, the committee issued its following decision: -
First - It was confirmed to the committee by the legal distribution of inheritance No. 401, Record 287, dated 8-11-962, issued by the Mosul Sharia Court, that the subject Bakr Khayyat died after July 14, 1958.
Second - Exclusion
The committee approved the request of Mr. Ahmed Bakr Khayyat, one of the heirs of the subject, in his personal capacity and on behalf of all the heirs, and excluded for them the following areas: -

Fifth - Given that plots 1/8 and 90 of District 42/Al-Hamdaniya, belonging to Mosul District, are located
within the boundaries of the Mosul Municipality and in an urban area populated by residents and surrounded by updated main streets, buildings,
schools, and some government departments, and that they are intended for construction purposes and not for agricultural purposes.
The committee has decided to consider them not covered by the provisions of the Agrarian Reform Law No. 30 of 1958, based on what
was stated in the opinion of the Advisory Body notified by the letter of the General Directorate of Seizure and Estimation No. 11535 dated 10-2-1960.
The decision was issued by consensus, subject to objection within thirty days from the date of its publication in the Official Gazette.
