14 - An area of 20/69/3/733 donums, which represents part of the area of its common shares amounting to 1918 shares
out of a total of 10080 shares in plot numbered 7 of district 35/Al-Husseiniya, whose general area is 19/3956/-
donums. The committee has separated it along with the area set aside for the rest of the declarants and partners into an independent plot given the number 7/2 and an area of
80/54/16/2310 donums, of which 20/69/3/733 donums belong to the declarant Haybat Abdul Hussein Al-Souz, and the remaining area is distributed
as stated in the fourteenth paragraph of the presentation of setting aside for the declarant Ali Al-Rashidi.
Third - The committee decided to consider the following lands as dissolved based on Article twenty-eight of the Agrarian Reform Law.
1 - The entire plot numbered 1/1, with an area of 50/12/803 donums, separated from plot numbered 1 of the district
numbered 60/Al-Husseiniya, due to it not being cultivated for a period exceeding three years prior to the Agrarian Reform Law, of which
from the share of the declarant Ali Al-Rashidi 25/56/1/345 donums, and from the share of the declarant Sajida Al-Rashidi 25/56/1/195 donums, and from
the share of the declarant Haybat Abdul Hussein Al-Souz 50/27/9/263 donums, and its category is Miri granted by Lazma, and its rights and boundaries are
as indicated on the map.
2 - An area of 48/3/94 dunams from plot number 27 of district number 36/ Al-Hussainiya due to it not being farmed
for a period exceeding the three years preceding the Agrarian Reform Law, and the committee has partitioned it into an independent plot given the number
27/3, and its ownership belongs to both Muhammad Kadhim Faydhi and Bayhan, the children of Qasim Al-Rushdi, in equal halves. The committee noted the presence of a school
along with a government clinic built on an area of -/-/3 dunams in this plot, and its boundaries and rights are as
indicated on the map.
3 - An area of 60/8/86 dunams from plot number 20 of district 69/ Al-Hussainiya, its farming having been abandoned
during the three years preceding the Agrarian Reform Law, and the committee has partitioned it into an independent plot given the number 20/3, and its ownership
belongs to both Muhammad Kadhim Al-Faydhi and Bayhan, the children of Qasim Al-Rushdi, in equal halves, and its rights and boundaries are as indicated on the map.
4 - An area of 24/23/7 dunams from plot number 24 of district 69/ Al-Hussainiya, its farming having been abandoned
during the three years preceding the Agrarian Reform Law, and the committee has partitioned it into an independent plot given the number 24/1, and its ownership
belongs to both Muhammad Kadhim Faydhi and Bayhan, the children of Qasim Al-Rushdi, in equal halves, and its rights and boundaries are as indicated on the map.
5 - An area of 10/23/23 dunams from plot number 12 of district number 68/ Al-Hussainiya, and the committee has partitioned it
into an independent plot given the number 12/1, and its ownership belongs to both Muhammad Kadhim Faydhi and Bayhan, the children of Qasim Al-Rushdi,
in equal halves, and its boundaries and bare rights are as indicated on the map.
6 - The shares of Ali Al-Rushdi amounting to 1,358,370 shares from plot number 2 of district 68/ Al-Hussainiya, which equals
46/8/- dunams, and the shares of both Muhammad Kadhim Faydhi and Bayhan, the children of Qasim Al-Rushdi, amounting to 3,354,624 shares, which
equals -/90/20 dunams for each of them, as it has been abandoned from farming for a period of three years preceding the Agrarian Reform Law,
and its category is Miri delegated by Tapu, and its boundaries are as indicated on the map.
7 - The shares of both Muhammad Kadhim Faydhi and Bayhan, the children of Qasim Al-Rushdi, amounting to 3,354,642 shares out of
15,482,880 shares, which is equivalent to -/88/21 dunams for each of them from plot number (1) of district 68/ Al-Hussainiya, as they are
high hills abandoned from farming during the three years preceding the Agrarian Reform Law, and its boundaries are as indicated on the
map.
8 - The shares of Ali Al-Rushdi amounting to 1,358,370 shares, which is equivalent to -/54/9 dunams, and the shares of the declarant Sajida amounting to

Fourth - The committee decided to seize the following agricultural lands.
1 - An area of 88/3/147 donums from plot number 24 of district 36/Al-Husseiniya
and on half of the plantings shown below. The committee has partitioned it into an independent plot and assigned it the number 24/1.
Its classification is Miri granted by Tapu, and its description is agricultural irrigated by flow, and its ownership belongs to each of Muhammad Kadhim Faydhi and Bayhan,
the children of Qasim Al-Rushdi, in equal halves, noting that it contains 11/-/- donums planted with palm trees newly established after the settlement, amounting to
229 palms and saplings, of which 158 palms and saplings belong to the planter Salman Raddam, and 60 palms and saplings to the planter Khudair Dharb, and to the planter
Abbas Raddam 10 saplings. There is no agreement between the planters and the owners; rather, their dealings were according to local custom, and they have half
of the plantings.
2 - An area of 54/-/- donums from plot number 27 of district 36/Al-Husseiniya, which is classified as
Miri granted by Tapu, and its description is agricultural irrigated by flow, and its ownership belongs to each of the declarants Muhammad Kadhim Faydhi and Bayhan, the children of
Qasim Al-Rushdi, in equal halves. The committee has partitioned it into an independent plot and assigned it the number 27/1, and its rights and boundaries are as indicated on
the map.
3 - An area of 44/94/5/20 donums from plot number 28, district 36/Al-Husseiniya, and on half of
the plantings shown below. Its classification is Miri granted by Tapu, and its description is agricultural irrigated by flow. The committee has partitioned it into an independent plot
and assigned it the number 28/1, and its ownership belongs to the declarant Haybat Abdul Hussein Al-Souz. The committee found an area of 4/-/-
donums planted with palm trees and newly established after the settlement, and the remaining half of its plantings belongs to the planters Hammoud bin Athab, who has
32 saplings and 30 palms and 50 pomegranate trees, and Aliyah bint Kadhim, who has 24 saplings and 39 palms, and its boundaries and rights are as indicated
on the map.
4 - The shares of the declarant Haybat Abdul Hussein Al-Souz, amounting to 35 shares out of 1220 shares of the land of plot
number 29 of district 36/Al-Husseiniya, whose total area is 25/17/5 donums, which equals -/12/95/3
donums, and from half of its plantings. Its classification is Miri granted by Tapu, and its description is agricultural irrigated by flow. The committee noted the presence of
plantings in this plot amounting to 90 palm saplings, (60) plum trees, (11) apricot trees,
and seven citrus trees planted after the settlement by the planter Abd Aoun Kadhim, who has half of the plantings therein, and the
planting was done according to local custom.
5 - An area of 24/3/14 donums from plot number 20 of district 69/Al-Husseiniya, classified as Miri
granted by Tapu, and its description is agricultural irrigated. The committee has partitioned it into an independent plot and assigned it the number 20/1, and its ownership belongs to each
of Muhammad Kadhim Faydhi and Bayhan, the children of Qasim Al-Rushdi, in equal halves, and its boundaries and rights are as indicated on the map.
6 - The shares of the declarant Haybat Abdul Hussein Al-Souz amounting to 13117442 shares, which equal -/18/20 donums, and the shares of

and its description is a private canal called Al-Hamoudiya canal, and its boundaries are as indicated on the map.
8 - An area of 04/01/60 donums from plot number 54 of district 68/Al-Husseiniya, classified as Miri
granted by Tapu, and its description is agricultural irrigated by flow. The committee has partitioned it into an independent plot and assigned it the number 54/1, and its ownership belongs
to each of Muhammad Kadhim Faydhi and Bayhan, the children of Qasim Al-Rushdi. The committee noted in this plot that an area of
50/12/20 donums is planted with palm trees newly established after the settlement and has been marked on the map, and that its planting belongs
to Muhammad and Ibrahim, the children of Hamza, and Sajat bin Jughaith, and Ali Al-Kadhim, and Kadhim and Mutab, the children of Muhammad Al-Kadhim, and Abbas Al-Kadhim.
Their number is 289 palms and trees, including 24 bearing palms, 117 pomegranate trees including 80 bearing ones, 10 plum trees, 7 apple
trees, and 12 non-bearing mulberry trees. The dealing of the planters with the previous owners in this plot was according to local custom,
and its boundaries and bare rights are as indicated on the map, and half of the plantings are to be seized.
9 - An area of 88/8/22 donums from plot number 75 of District 68/ Al-Hussainiya, classified as Miri Tapu-authorized,
with agricultural descriptions irrigated by flow. The committee has partitioned it into an independent plot assigned the number 75/1, belonging to each of
Muhammad Kadhim Faydhi and Bayhan, children of Qasim al-Rushdi, and its rights and boundaries are as indicated on the map.
10 - The common shares of each of Muhammad Kadhim Faydhi and Bayhan, children of Qasim al-Rushdi, amounting to 3,354,624 shares out of
15,482,880 shares, which is equivalent to 68/20/2 donums for each of them in plot number 36 of District 68/ Al-Hussainiya,
whose total area is 25/1/13 donums, classified as Miri Tapu-authorized, with agricultural descriptions irrigated by flow,
and its rights and boundaries are as indicated on the map.
The committee noted the presence of new plantations established after the settlement in a scattered manner, half of whose planting rights belong to the planter
Jassim al-Salem, numbering 72 saplings, one fruitful palm tree, and 38 non-fruitful pomegranate trees. The committee decided to seize half of
the plantations.
11 - The shares of Ali al-Rushdi amounting to 1,358,370 shares, which is equivalent to 33/2/2 donums, and the shares of the declarant Sajida amounting to
1,257,984 shares, which is equivalent to 46/23/1 donums, and the shares of the declarant Haybat Abdul-Hussein al-Souz amounting to 1,311,744 shares,
which is equivalent to 53/2/- donums, and the shares of each of Muhammad Kadhim Faydhi and Bayhan, children of Qasim al-Rushdi, amounting to 3,354,624
shares, which is equivalent to 24/4/5 donums out of 15,482,880 shares from plot number 149 of District 70/ Al-Hussainiya,
classified as Miri Tapu-authorized, with agricultural descriptions irrigated by flow. The committee found palm trees and some
citrus trees belonging to the planters Kadhim, Khidhir, and Zuwayd, sons of Amm, and Hamza Aliwi, Abd Aoun, Muhammad, and Abdul-Kadhim, sons of Sulayman,
numbering 282 bearing palm trees, 131 saplings, 56 bearing orange trees, 100 non-bearing orange trees, 100 pomegranate
trees, 12 apricot trees, 10 bitter orange trees, 15 lemon trees, and 4 plum trees, all of which are non-bearing and newly established
after the settlement. The committee decided to seize half of these plantations, and its boundaries and bare rights are as indicated on
the map.
12 - The shares of Ali al-Rushdi, 1,358,370 shares, which is equivalent to 44/10/- donums, and the shares of the declarant Sajida amounting to
1,257,984 shares, which is equivalent to 67/9/- donums, and the shares of the declarant Haybat Abdul-Hussein al-Souz amounting to 1,311,744 shares,
which is equivalent to 82/9/- donums, and the shares of each of Muhammad Kadhim Faydhi and Bayhan, children of Qasim al-Rushdi, amounting to 3,354,624
shares, which is equivalent to 78/1/- donums out of 15,482,880 shares from plot number 21 of District 70/ Al-Hussainiya.
The committee found that it is utilized agriculturally, and part of it is planted with palm saplings by the planters Muhammad and Khudhair, children of
Abdul-Ridha and Abdul-Hadi bin Hamza, newly established after the settlement. The committee also decided to seize half of its plantations.
Its classification is Miri Tapu-authorized, and its descriptions are agricultural, contrary to what was stated in its record as being high lands, and its rights
are as indicated on the map.
13 - An area of 287/-/- donums from plot number (1) of District number 35/ Al-Hussainiya, classified as
Miri Tapu-authorized, with agricultural descriptions irrigated by flow. This area is located in two sites, and the committee partitioned it into two
independent plots: the first with an area of 50/12/178 donums, assigned the number 1/1, of which 86/12/163
donums go to the declarant Muhammad Kadhim Faydhi, 69/18/3 donums to Bayhan, and 95/5/11 donums to Haybat Abdul-Hussein al-Souz; and the second with an area of 50/12/108
donums, assigned the number 1/2, of which 78/9/99 donums go to Muhammad Kadhim Faydhi, 65/6/2 donums to Bayhan, and 77/20/6
donums to Haybat Abdul-Hussein al-Souz, and its boundaries and rights are as indicated on the map.
14 - The shares of the declarant Bayhan Qasim al-Rushdi amounting to 273 shares, which is equivalent to 34/6/15 donums, and the shares of the declarant
Haybat Abdul-Hussein al-Souz amounting to 35 shares, which equals 89/23/1 donums out of 1,260 shares from plot number

Dhiyab, Nimr, Murdas, Abbas, and Malik, sons of Buraysam, numbering 208 bearing palm trees and 50 saplings, and the seizure of half of
the plantations, and its boundaries and bare rights are as indicated on the map.
15 - The common shares of Ali al-Rushdi amounting to 819 shares, which is equivalent to 36/19/46 donums, and the common shares of the declarant Haybat
Abdul-Hussein al-Souz amounting to 35 shares, which is equivalent to 97/24/1 donums, and the common shares of the declarant Bayhan Qasim al-Rushdi
amounting to 273 shares, which is equivalent to 78/14/15 donums out of 1,260 shares from plot number 6 of District
35/ Al-Hussainiya, classified as Miri Tapu-authorized, with agricultural descriptions irrigated by flow. The committee found palm,
pomegranate, and orange trees. These plantations are located in two sites as indicated on the map, and the area of each site is seven donums.
They were newly established after the settlement, and half of these plantations belong to each of the planters Hadi and Jassim, children of
Ibrahim. It was decided to seize half of the plantations, and its boundaries and bare rights are as indicated on the map.
16 - An area of 28/7/18/1193 donums from plot number 7 of District 35/ Al-Hussainiya, classified as Miri
Tapu-authorized, with agricultural descriptions irrigated by flow. The committee partitioned it and assigned it the number 7/1, of which 48/52/18/244
donums go to Ali al-Rushdi, 56/73/16/313 donums to Sajida, 83/46/21/11 donums to Haybat Abdul-Hussein
al-Souz, and 41/34/11/622 donums to Bayhan daughter of Qasim al-Rushdi. The committee found plantations therein, namely 458 bearing palm trees,
350 saplings, 200 bitter orange nurseries, 5 apricot trees, and 20 plum trees belonging to the planters Subhi and Subuh, children of
from District 35/Al-Husayniyah and from half of its plantings, and its classification is Miri Tapu-authorized, and its description is an orchard irrigated by gravity
according to the Tapu records, but when the committee inspected it, it found that the trees planted in it are few and scattered
and cannot be considered an orchard, and therefore it decided to consider it agricultural land. Note that the second half of the plantings belongs
to the planters Obeid bin Sayer, and its boundaries and rights are as indicated on the map.
23 - The shares of each of the declarants Muhammad Kazim Faydi and Bayhan, children of Qasim al-Rushdi, amounting to 3,354,624 shares, which is equivalent to
11/17/- dunams, and the shares of the declarant Ali al-Rushdi amounting to 1,358,370 shares, which is equivalent to

by gravity according to the Tapu records, but when the committee inspected this plot, it found it empty of plantings, therefore
the committee considered it agricultural land, and its boundaries and rights are as indicated on the map, noting that it was stated in the Tapu record that
half of the plantings of this plot belong to the planters Abbas and Hussein, children of Jassim Fayyad, equally.
24 - An area of 27/5/34 dunams from plot number 14 of District 35/Al-Husayniyah, which is classified as Miri

giving it the number 4/1, of which 8/14/55 dunams go to each of Muhammad Kazim Faydi and Bayhan, children of Qasim al-Rushdi, and to Ali al-Rushdi
3/11/88 dunams, and to Sajida 3/5/46 dunams, and to Haybat Abdul-Hussein al-Souz 3/8/90 dunams, and the remaining area to the partners
each according to their shares as in the Tapu records and from half of its newly established plantings after the settlement, while the second half of the
plantings belongs to the planters Hatif, Hamza, and Mohsen, sons of Hassan al-Kadhim, and Obeid and Jassim, children of Hussein al-Kadhim, and its boundaries
and rights are as indicated on the map. As for the share of the partners in the high uncultivated lands, the committee has partitioned it into an independent
plot giving it the number 14/3 with an area of 5/14/83 dunams, and its ownership belongs to the same partners mentioned in the plot
numbered 9 of District 35/Al-Husayniyah mentioned above.
25 - The shares of each of the declarants Muhammad Kazim Faydi and Bayhan, children of Qasim al-Rushdi, amounting to 3,354,624 shares, which is equivalent to
14/73/- dunams, and the shares of the declarant Ali al-Rushdi amounting to 1,358,370 shares, which is equivalent to 5/96/- dunams, and the shares of
the declarant Sajida amounting to 257,984 shares, which is equivalent to 5/52/- dunams, and the shares of the declarant Haybat Abdul-Hussein al-Souz
amounting to 1,311,744 shares, which is equivalent to 5/76/- dunams out of a total of 15,482,880 shares of the entire land of plot number
15 of District 35/Al-Husayniyah and from half of its plantings, although its classification is Miri Tapu-authorized and its description is an orchard irrigated
by gravity, and as for the second half of the plantings, it belongs to the planters Obeid and Jassim, children of Hussein, equally, and its boundaries and rights
are as indicated on the map.
Fifth - Real Rights.
1 - The shares of Mr. Ahmed and Mr. Qasim al-Rushdi, the predecessor of the declarants in the two plots numbered (1) District 60
Al-Husayniyah and 7 District 35/Al-Husayniyah are mortgaged to the Agricultural Bank for an amount of -/3000 Dinars under number 480 and date
24/3/1954 with interest amounting to -/630 Dinars, and the mortgage period starts from 24/3/1954 until 30/11/1961.
2 - The shares of the aforementioned person in plot number 6 District 35/Al-Husayniyah are seized by the Agricultural Bank
for an amount of -/700 Dinars from the date 29/5/1956 until 30/12/1960.
3 - The shares of the aforementioned person in plot number (1) of District 35/Al-Husayniyah are seized by the Agricultural Bank
for an amount of -/2000 Dinars under number 139 and date 20/6/959 until 20/6/1963 and also seized for an amount of -/1000
Dinars under number 329 and date 7/11/1953. The seizure ends on 31/7/1959.
Therefore, the committee recommends that the High Commission for Agrarian Reform replace the debtor in the seized and dissolved parts
of the plots mentioned above and decide what it deems appropriate in this regard.
The decision was issued based on Articles One, Four, and Twenty-Eight of the Agrarian Reform Law No. 30
of 1958 and its amendments and the instructions issued regarding it, subject to objection within 30 days from the date of its publication in the Official
Gazette.

17 - An area of 684/3/90 dunams from plot number 8 of district number 35/ Al-Hussainiya, which is classified as
Miri land delegated by Tapu, and its description is agricultural, irrigated by flow, including palm plantations located in two sites. The first site
has an area of 9/6/25 dunams and contains 55 palm trees and 50 saplings. Half of its plantation rights belong to the planters Khulaif Al-Ajil
and Yas Khudair. The second site of plantations has an area of 6/18/50 dunams and includes 102 palm trees and 40 saplings.
Half of its plantation rights belong to the planters Ibrahim Al-Jassim and Jassim Muhammad. These plantations were marked on the map even though they
were newly established after the settlement. The committee decided to seize half of the plantations. The committee has partitioned the seized area
into an independent plot given the number 8/2, of which 561/17/86 dunams go to the declarant Beyhan Qasim Al-Rushdi, 37/-/72 dunams to the declarant
Haibat Abdul Hussein Al-Souz, and 67/10/50 dunams to the declarant Ali Al-Rushdi, with its boundaries and rights as indicated on the map.
18 - An area of 66/15/17 dunams from plot number 8 of district number 35/ Al-Hussainiya, which is classified as
Miri land delegated by Tapu, and its description is agricultural, irrigated by flow. The committee partitioned it into an independent plot given the number 8/1, including
25/21/1/89 dunams planted with palm, pomegranate, and mulberry trees. Half of its plantation rights belong to the planter Mohsen
Al-Rokan, who has 300 saplings, 155 bearing palm trees, and 500 pomegranate trees. The rest of the palms, numbering 440 saplings and 41 bearing
palm trees and 150 pomegranate trees, belong to the planters Abdul Kadhim, Abd Aoun, Hussein, and Abd Ali, the sons of Ali Bilal. Note that these
plantations were newly established after the settlement. The committee decided to seize the entire plot and half of its plantations. The seized area
mentioned includes 54/17/15 dunams for the declarant Beyhan Qasim Al-Rushdi, 28/-/7 dunams for the declarant Haibat Abdul Hussein
Al-Souz, and 4/22/74 dunams for the declarant Ali Al-Rushdi, with its boundaries and rights as indicated on the map.
As for the remainder of the area of the original plot referred to above, the committee partitioned it into an independent plot given the number 8/4
with an area of 2942/8/93 dunams and set it aside for the other partners, including 4/-/629 dunams to Najiba Abdul Hussein

Supplement to Seizure Decision
The Second Erbil Seizure Committee met under the chairmanship of Mr. Khalid Abdul Karim and the membership of Mr. Muhammad Said Mahmoud, Director of Erbil Center Sub-district, Mr. Abdul Jabbar Al-Dalli, Director of Salah al-Din Sub-district, and Mr. Othman Siddiq, the committee's surveyor, on 28 / 1 / 963 to consider issuing a supplement to the seizure decision for lands exceeding the legally prescribed maximum limit belonging to the declarant Suleiman Karim Mamel, who was declared subject to seizure under the decision of the High Commission for Agrarian Reform published in the Official Gazette No. 595 dated 28 / 10 / 1961, and based on Articles 1, 4, and 28 of the Agrarian Reform Law No. 30 of 958 and the instructions issued thereunder. After reviewing the seizure minutes dated 29 / 9 / 1962 and 8 / 10 / 962 and the supplementary seizure minutes dated 28 / 1 / 963, the committee issued its following supplementary decision:-
First - The committee approved what the declarant Suleiman Karim Mamel retained for himself and set aside as follows:-
1 - His common shares amounting to one share out of two shares in plot number 2 of District 19 Khalwan / Salah al-Din, with a total area of 15 / 61 / - dunams, classified as Miri Tapu-authorized, and its description is agricultural land irrigated by rain, contrary to what was stated in the Tapu deed and his declaration form that its description is agricultural land irrigated by flow. The area of his share equals (30 / 20 / -) dunams.
2 - His common shares amounting to one share out of two shares in plot number 3 of District number 19 Khalwan / Salah al-Din, with a total area of - / 5 / - dunams, classified as Miri Tapu-authorized, and its description is agricultural land irrigated by rain, contrary to what was stated in the Tapu deed and his declaration form that its description is agricultural land irrigated by flow, and the area of his share equals (2 / 12 / 50) dunams.
3 - His common shares amounting to one share out of two shares in plot number 4 of District 19 Khalwan / Salah al-Din, with a total area of 2 / 19 / - dunams, classified as pure property (Milk Sirf), and its description is a dilapidated water canal (Kahriz) and its stream, contrary to what was stated in the Tapu deed and his declaration form that its description is agricultural land irrigated by flow, and the area of his share equals (1 / 9 / 50) dunams.
4 - To complete the maximum limit legally prescribed for him, the committee approved setting aside an area of 1965 / 8 / - dunams from his common shares amounting to one share out of two shares in plot number 1 of District 19 Khalwan / Salah al-Din, with a total area of 5282 / 16 dunams, classified as Miri Tapu-authorized, and its description is rain-fed agricultural land. The committee partitioned the area set aside for the declarant Suleiman Karim Mamel along with the area set aside for the declarant Farhan Karim Mamel into an independent plot under number 1 / 3 with an area of 3497 / 8 / 50 dunams, of which 1965 / 8 / - dunams belong to the declarant Suleiman Karim Mamel and an area of 1532 / - / 50 dunams belongs to the declarant Farhan Karim Mamel.
Second - Seizure of the following:-
1 - An area of 673 / 8 / 50 dunams belonging to the declarant Suleiman Karim Mamel, which is the remaining area of his share in plot number 1 of District 19 Khalwan / Salah al-Din. This area was partitioned with the area amounting to 1106 / 16 / - dunams belonging to the declarant Farhan Karim Mamel, which was previously seized on a common basis as stated in file number 102 / 3 / 2591, into an independent plot under number 1 / 1 with an area of 1779 / 24 / 50 dunams, classified as Miri Tapu-authorized, and its description is agricultural land irrigated by rain.
2 - His common shares amounting to 1/2 share, which equals 410 / 19 / - dunams in plot number 1 of District 25 / Mandawa / Salah al-Din. This area was partitioned with the area belonging to the declarant Farhan Karim Mamel amounting to 180 / 22 dunams, which was previously seized on a common basis as stated in file number 102 / 3 / 2591, under number 1 / 1 with an area of 591 / 16 dunams, classified as Miri Tapu-authorized, and its description is agricultural land irrigated by rain.
3 - His common shares amounting to 1/2 share, which equals 51 / 24 / 50 dunams in plot number 4 of District 25 Mandawa / Salah al-Din, with a total area of 103 / 24 / - dunams, classified as Miri Tapu-authorized, and its description is agricultural land irrigated by rain. Since the committee had previously seized the share area of the declarant Farhan Karim Mamel amounting to 51 / 24 / 50 dunams on a common basis, the entirety of plot 4 of District 25 / Mandawa / Salah al-Din has become seized land.
4 - Plot number 7 / 1 with an area of 84 / 16 dunams, considering that it belongs to the declarant Suleiman Karim Mamel, partitioned by the committee from the original plot 7 of District 25 Mandawa / Salah al-Din, classified as Miri Tapu-authorized, and its description is agricultural land irrigated by rain.
5 - Plot number 10 / 1 with an area of 84 / 13 dunams, considering that it belongs to the declarant Suleiman Karim Mamel, partitioned by the committee from the original plot 10 of District 25 Mandawa / Salah al-Din, classified as Miri Tapu-authorized, and its description is agricultural land irrigated by rain.
6 - On his common shares amounting to 1/2 a share in plot number 15 of district 25 Mandawa / Salah al-Din, whose total area is
24/- dunams, classified as Miri land delegated by Tapu, and its description is agricultural irrigated by flow, and the area of his share in it equals 12/-
dunams, and it was left in common for Agrarian Reform and Farhan Karim Mamel equally.
7 - On his common shares amounting to 1/2 a share, which equals 10/15/- dunams in plot number 16 of district 25
Mandawa / Salah al-Din, whose total area is 21/5/- dunams, classified as Miri land delegated by Tapu, and its description is agricultural irrigated by flow.
Since the committee had previously seized the area of the share of the declarant Farhan Karim Mamel from this plot as well, amounting to 10/15/- dunams, therefore
the entire plot number 16 of district 25 Mandawa / Salah al-Din has become part of the seized lands.
8 - On his common shares amounting to one share out of two shares, which equals 12/9/- dunams in plot number 17
of district 25 Mandawa / Salah al-Din, whose total area is 24/18/- dunams, classified as Miri land delegated by Tapu, and its description is
agricultural irrigated by flow, and since the committee had previously seized the area of the share of the declarant Farhan Karim Mamel from this plot as well, therefore the entire
plot number 17 of district 25 Mandawa / Salah al-Din has become part of the seized lands.
9 - On his common shares amounting to 6/576 shares in plot number 8 of district 20 / Kurd Mamak / Salah al-Din, whose total
area is 3/568 dunams, classified as Miri land delegated by Tapu, and its description is agricultural rain-fed, and the area of his share in it equals
95/22/5 dunams, on a common basis, considering 6 shares out of 576 for Agrarian Reform.
10 - On his common shares amounting to 6/576 shares, which equals 14/88/- dunams in plot number 3 of district 20
Kurd Mamak / Salah al-Din, whose total area is 1347/9/- dunams, classified as Miri land delegated by Tapu, and its description is agricultural rain-fed,
on a common basis, considering 6 shares out of 576 for Agrarian Reform.
11 - On his common shares amounting to 6/576 shares in plot number 3 of district 21 Kuza Sur, currently Salah al-Din and formerly
Harir sub-district, whose total area is 22/1054 dunams, classified as Miri land delegated by Tapu, and its description is agricultural rain-fed, and the area of
his share in it equals 71/24/10 dunams, on a common basis, considering 6 shares out of 576 for Agrarian Reform.
12 - On his common shares amounting to 6/576 shares, which equals 5/83/- dunams in plot number 7 of district 21
Kuza Sur / Salah al-Din, whose total area is 5/483 dunams, classified as Miri land delegated by Tapu, and its description is agricultural rain-fed,
and it was left in common, and with the same mentioned consideration, 6 shares of it for Agrarian Reform.
13 - His common shares amounting to 12/128 shares, which equals 50/21/250 dunams in plot number 1 of district
18 Shwan Yusuf / currently Salah al-Din and formerly Harir sub-district, whose area is 21/2675 dunams, classified as Miri land delegated by Tapu,
and its description is agricultural rain-fed, on a common basis.
14 - His common shares amounting to 1/2, which equals 50/7/1 dunams in plot number 57 of district 30
Kudriyat / Salah al-Din, its total area is 15/2 dunams, classified as Miri land delegated by Tapu, and its description is agricultural irrigated by flow.
Since this committee had previously seized the shares of the declarant Farhan Karim Mamel amounting to 1/2 a share from this plot as well, therefore the entire mentioned
plot has become part of the seized lands.
15 - On his common shares amounting to 45/800 shares in each plot of the plots located in district 23 Wasumliyan / Salah al-Din,
whose numbers, classification, descriptions, total areas, and the declarant's portion are listed below, on a common basis due to the smallness and insignificance
of its area and the lack of consideration for the land's value and quality in case of partition. Note that this committee had previously seized the common shares of the declarant Farhan
Karim Mamel amounting to 45/800 shares from these plots on a common basis as well, therefore the Agrarian Reform shares become
90/800 shares, which are:-

16 - On his common shares amounting to 45 shares out of 800 shares, which equal 62/50/3/87 dunams in plot number
13 of District 23 Wasmulian / Salah al-Din, whose total area is 1549/4/- dunams, classified as Miri Tapu-authorized,
and its description is rain-fed agricultural land. The committee has partitioned this area along with the area belonging to the declarant Farhan Karim Mamel, which was previously seized on a
common basis as stated in file number 102/3/2591, into an independent plot under number 13/1 with an area of 24/1/7/174
dunams, considering that it belongs to the declarants Sulaiman and Farhan, sons of Karim Mamel, in equal halves.
17 - On his common shares amounting to 45 shares out of 800 shares, which equal 62/55/1/12 dunams in plot number
4 of District 23 Wasmulian / Salah al-Din, whose total area is 214/11 dunams, classified as Miri Tapu-authorized, and its description is
rain-fed agricultural land. The committee has partitioned this area along with the area belonging to the declarant Farhan Karim Mamel, which was previously seized on a common
basis as stated in file 102/3/2591, into an independent plot under number 4/1 with an area of 24/11/3/24 dunams, considering
that it belongs to the declarants Sulaiman and Farhan, sons of Karim Mamel, in equal halves.
18 - On his common shares amounting to 45/800 shares in plot number 22 of District number 23 Wasmulian / Salah al-Din,
whose total area is 697/22 dunams, classified as Miri Tapu-authorized, and its description is rain-fed agricultural land, and the area of his share in it
equals 38/39/6/39 dunams. The committee has partitioned this seized area along with the area belonging to the declarant Farhan Karim Mamel,
previously seized on a common basis as stated in file number 102/3/2591, into an independent plot under number 22/1 with an area
of 76/78/12/78 dunams, considering that it belongs to the declarants Sulaiman and Farhan, sons of Karim Mamel, in equal halves.
19 - On his common shares amounting to 6/4320 shares, which equal 47/18/1 dunams in plot number 1 of District 70
Ifraz / Erbil Center, whose total area is 1251/22/- dunams, classified as Miri Tapu-authorized, and its description is rain-fed agricultural land,
on a common basis due to the smallness and insignificance of its area, and it was left considering that out of 4320 shares, 6 shares belong to Agrarian Reform.
20 - On his common shares amounting to 294 shares out of 6912 shares, which equal 113/-/11 dunams in plot
number 2 of District 70 Ifraz / Erbil Center, whose total area is 2656/19 dunams, classified as Miri Tapu-authorized,
and its description is rain-fed agricultural land. The committee has partitioned the seized area under number 2/1, considering that it belongs to the declarant Sulaiman
Karim Mamel.
Third - It appeared that the declarant Sulaiman Karim Mamel has 6/576 shares in plot number 11 of District 20 Kurd Mamak Salah al-Din,
whose area is -/1 one Olka, and the area of his share in it equals 1.04 square meters, classified as pure property (Mulk Sarf), and its description is a ruined mill,
and the committee decided to exempt it from seizure as it is not subject to the Agrarian Reform Law.
Fourth - The committee decided to consider plot number 1/2, with an area of 5/8/- dunams, partitioned by the committee from the original plot
number 1 of District 19 Khalwan / Salah al-Din, as dissolved (Mahlula) in accordance with Article 28 of Agrarian Reform Law No. 30 of 1958,
due to the proof of it not being cultivated for a period exceeding three years prior to the implementation of the mentioned law, as it is used as a site for the construction of houses and buildings for the people of
the village.
Fifth - It appeared that the shares of the declarant Sulaiman Karim Mamel, along with the shares of the non-subject partners Ali Khurshid and Miran Iskandar, sons of
Ali Khurshid, in plot number 2 of District 70 Ifraz / Erbil Center, are mortgaged to the Agricultural Bank for an amount of 400 Dinars
for a period of five years, registered under number 28 and dated 29/11/1956. Therefore, the committee recommends presenting the matter to the High Commission for Agrarian
Reform to decide what it deems appropriate to remove the seizure mark from the shares of the declarant Sulaiman Karim Mamel and to subrogate him regarding the seized portion.
The decision was issued based on Articles 1 and 4, and Articles 20 and 28 of Agrarian Reform Law No. 30
of 1958 and its amendments, subject to objection within a period of (30) days from the date of its publication in the Official Gazette. Based on the presence of Mr. Namiq
Ma'ruf, the observer of the temporary administration, he was informed of the decision, and the seized land was handed over to him, and everyone signed on 18/1/1963.
