10 - The common shares of each of Muhammad Kazim Faydi and Bayhan, children of Qasim al-Rushdi, amounting to 3,354,624 shares out of
15,482,880 shares, which is equivalent to 2/20/68 dunams for each of them in plot number 36 of District 68/Al-Husseiniya,
whose total area is 13/1/25 dunams, classified as Miri Tapu-authorized, and its description is agricultural irrigated by flow,
and its rights and boundaries are as indicated on the map.
The committee noted the presence of new plantations established after the settlement in a scattered manner, half of which belongs to the planter
Jassim al-Salem, numbering 72 saplings, one fruitful palm tree, and 38 non-fruitful pomegranate trees. The committee decided to seize half of
the plantations.

citrus trees belonging to the planters Kazim, Khader, and Zuwayd, sons of Amm, and Hamza Alaiwi, Abd Aoun, Muhammad, and Abdul-Kazim, sons of Suleiman,
numbering 282 bearing palm trees, 131 saplings, 56 bearing orange trees, 100 non-bearing orange trees, 100 pomegranate
trees, 13 apricot trees, 10 bitter orange trees, 15 sour lemon trees, and 4 plum trees, all of which are non-bearing and newly established
after the settlement. The committee decided to seize half of these plantations, and its boundaries and bare rights are as indicated on
the map.
12 - The shares of Ali al-Rushdi 1,358,370 shares, which is equivalent to 10/44/- dunams, and the shares of the declarant Sajida amounting to
1,257,984 shares, which is equivalent to 9/67/- dunams, and the shares of the declarant Haybat Abdul-Hussein al-Souz amounting to 1,311,744 shares,
which is equivalent to 9/82/- dunams, and the shares of each of Muhammad Kazim Faydi and Bayhan, children of Qasim al-Rushdi, amounting to 3,354,624
shares, which is equivalent to -/1/78/- dunams out of 15,482,880 shares from plot number 21 of District 70/Al-Husseiniya.
The committee found that it is utilized for agriculture and part of it is planted with palm saplings by the planters Muhammad and Khudair, sons of
Abdul-Ridha, and Abdul-Hadi bin Hamza, newly established after the settlement. The committee also decided to seize half of its plantations.
Its classification is Miri Tapu-authorized, and its description is agricultural, contrary to what was stated in its record as being high lands, and its boundaries and rights
are as indicated on the map.
13 - An area of -/287/- dunams from plot number (1) of District number 35/Al-Husseiniya, classified as
Miri Tapu-authorized, and its description is agricultural irrigated by flow. This area is located in two sites, and the committee has partitioned it into two
independent plots: the first with an area of 178/12/50 dunams, given the number 1/1, of which 163/12/86 dunams go to the declarant Muhammad Kazim Faydi,
3/18/69 dunams to Bayhan, and 11/5/95 dunams to Haybat Abdul-Hussein al-Souz; and the second with an area of 108/12/50
dunams, given the number 1/2, of which 99/9/78 dunams go to Muhammad Kazim Faydi, 2/6/65 dunams to Bayhan, and 6/20/77 dunams to Haybat
Abdul-Hussein al-Souz, and its boundaries and rights are as indicated on the map.
14 - The shares of the declarant Bayhan Qasim al-Rushdi amounting to 273 shares, which is equivalent to 15/6/34 dunams, and the shares of the declarant
Haybat Abdul-Hussein al-Souz amounting to 35 shares, which equals 1/23/89 dunams out of 1,260 shares from plot number
2, District 35/Al-Husseiniya, classified as Miri Tapu-authorized, and its description is agricultural irrigated by flow. The committee noted
the presence of new plantations established after the settlement in a scattered manner of palm trees, half of which belongs to the planters
Dhiyab, Nimr, Murdas, Abbas, and Malik, sons of Baraysam, numbering 208 bearing palm trees and 50 saplings, and the seizure of half of
the plantations, and its boundaries and bare rights are as indicated on the map.
15 - The common shares of Ali al-Rushdi amounting to 819 shares, which is equivalent to 46/19/36 dunams, and the common shares of the declarant Haybat
Abdul-Hussein al-Souz amounting to 35 shares, which is equivalent to 1/24/97 dunams, and the common shares of the declarant Bayhan Qasim al-Rushdi
amounting to 273 shares, which is equivalent to 15/14/78 dunams out of 1,260 shares from plot number 6 of District
35/Al-Husseiniya, classified as Miri Tapu-authorized, and its description is agricultural irrigated by flow. The committee found palm trees,
pomegranates, and oranges. These plantations are located in two sites as indicated on the map, and the area of each site is seven dunams.
They were newly established after the settlement, and half of these plantations belong to each of the planters Hadi and Jassim, sons of
Ibrahim. It decided to seize half of these plantations, and its boundaries and bare rights are as indicated on the map.
16 - An area of 1192/18/7/28 dunams from plot number 7 of District 35/Al-Husseiniya, classified as Miri
Tapu-authorized, and its description is agricultural irrigated by flow. The committee partitioned it and gave it the number 7/1, of which 244/18/52/48
dunams go to Ali al-Rushdi, 313/16/73/56 dunams to Sajida, 11/31/46/83 dunams to Haybat Abdul-Hussein
al-Souz, and 622/11/34/41 dunams to Bayhan daughter of Qasim al-Rushdi. The committee found plantations therein, which are 458 bearing palm trees,
350 saplings, 200 bitter orange nurseries, 5 apricot trees, and 20 plum trees belonging to the planters Subhi and Subuh, sons of

23 - An area of 12/6/92 donums from plot number 14 of district 35/Al-Husseiniya because it is elevated and its
cultivation has been abandoned for a period exceeding the three years preceding the Agrarian Reform Law. The committee has partitioned it into an independent plot and gave it
the number 14/2, of which 3/21/79 donums belong to each of Muhammad Kadhim Faydi and Bayhan, the children of Qasim Al-Rushdi, and to Ali Al-Rushdi
1/14/19 donums, to Sajida Al-Rushdi 1/11/30 donums, and to Haybat Abdul Hussein 1/12/85 donums, and its boundaries and rights
are as indicated on the map.
Fourth - The committee decided to seize the following agricultural lands.
1 - An area of 147/3/88 donums from plot number 24 of district number 36/Al-Husseiniya
and half of the plantings shown below. The committee has partitioned it into an independent plot and gave it the number 24/1.
Its classification is Miri Tapu-authorized, and its description is agricultural irrigated by flow, and its ownership belongs to each of Muhammad Kadhim Faydi and Bayhan,
the children of Qasim Al-Rushdi, in equal halves, noting that it contains -/11/00 donums planted with palm trees newly established after the settlement, amounting to
229 palm trees and saplings, of which 158 palm trees and saplings belong to the planter Salman Raddam, 60 palm trees and saplings to the planter Khudair Dharb, and to the planter
Abbas Raddam 10 saplings. There is no agreement between the planters and the owners; rather, their dealings were according to local custom, and they are entitled to half
of the plantings.
2 - An area of -/-/54 donums from plot number 27 of district number 36/Al-Husseiniya, which is classified as
Miri Tapu-authorized, and its description is agricultural irrigated by flow, and its ownership belongs to each of the declarants Muhammad Kadhim Faydi and Bayhan, the children of
Qasim Al-Rushdi, in equal halves. The committee has partitioned it into an independent plot and gave it the number 27/1, and its rights and boundaries are as indicated on
the map.
3 - An area of 20/5/94/44 donums from plot number 28, district 36/Al-Husseiniya, and half of the
plantings shown below. Its classification is Miri Tapu-authorized, and its description is agricultural irrigated by flow. The committee has partitioned it into an independent plot
and gave it the number 28/1, and its ownership belongs to the declarant Haybat Abdul Hussein Al-Souz. The committee found an area of -/-/4
donums planted with palm trees and newly established after the settlement, and half of its remaining plantings belong to the planters Hammoud bin Athab, who has
32 saplings, 30 palm trees, and 50 pomegranate trees, and to Aliyah bint Kadhim, who has 24 saplings and 39 palm trees, and its boundaries and rights are as indicated
on the map.
4 - The shares of the declarant Haybat Abdul Hussein Al-Souz, which are common shares amounting to 35 shares out of 1220 shares of the land of plot
number 39 of district 36/Al-Husseiniya, whose total area is 5/17/25 donums, which equals 3/95/12/-
donums, and half of its plantings. Its classification is Miri Tapu-authorized, and its description is agricultural irrigated by flow. The committee noted the presence of
plantings in this plot amounting to 90 palm saplings, (60) plum trees, (11) apricot trees,
and seven citrus trees planted after the settlement by the planter Abd Aoun Kadhim, who has half of the plantings therein, and the
planting was done according to local custom.
5 - An area of 14/3/24 donums from plot number 20 of district 69/Al-Husseiniya, classified as Miri
Tapu-authorized, and its description is agricultural irrigated. The committee has partitioned it into an independent plot and gave it the number 20/1, and its ownership belongs to each
of Muhammad Kadhim Faydi and Bayhan, the children of Qasim Al-Rushdi, in equal halves, and its boundaries and rights are as indicated on the map.
6 - The shares of the declarant Haybat Abdul Hussein Al-Souz amounting to 13117444 shares, which equal 20/18/- donums, and the shares of
the declarant Ali Al-Rushdi amounting to 1358370 shares, which equal 20/90/- donums, and the shares of the declarant Sajida Al-Rushdi amounting to
1257984 shares, which equal 19/35/- donums, and the shares of each of the declarants Muhammad Kadhim Faydi and Bayhan, the children of Qasim
Al-Rushdi, amounting to 3354634 shares, which equal 2/1/62 donums for each of them out of 15482880 shares in the plot
number 21 of district 69/Al-Husseiniya, whose total area is 9/13/25 donums, classified as Miri Tapu-authorized,
and its description is a private road called Al-Hamoudiya road, and its boundaries are as indicated on the map.
7 - The shares of the declarant Haybat Abdul Hussein Al-Souz amounting to 13117444 shares, which equal 11/75/- donums, and the shares of
the declarant Ali Al-Rushdi amounting to 1358370 shares, which equal 12/17/- donums, and the shares of the declarant Sajida Al-Rushdi amounting to
1257984 shares, which equal 11/27/- donums, and the shares of each of the declarants Muhammad Kadhim Faydi and Bayhan, the children of Qasim
Al-Rushdi, amounting to 3354634 shares, which equal 1/5/6 donums for each of them out of 15482880 shares of the plot
number 22 of district number 69/Al-Husseiniya, whose total area is 5/13/75 donums, classified as Miri Tapu-authorized,
and its description is a private canal called Al-Hamoudiya canal, and its boundaries are as indicated on the map.
8 - An area of 60/01/04 donums from plot number 54 of district 68/Al-Husseiniya, classified as Miri
Tapu-authorized, and its description is agricultural irrigated by flow. The committee has partitioned it into an independent plot and gave it the number 54/1, and its ownership belongs
to each of Muhammad Kadhim Faydi and Bayhan, the children of Qasim Al-Rushdi. The committee noted in this plot that an area of
20/12/50 donums is planted with palm trees newly established after the settlement and has been marked on the map, and that its planting belongs
to Muhammad and Ibrahim, the children of Hamza, and Sajat bin Jughayth, and Ali Al-Kadhim, and Kadhim and Mut'ab, the children of Muhammad Al-Kadhim, and Abbas Al-Kadhim.
Their number is 289 palm trees and other trees, including 24 bearing palm trees, 117 pomegranate trees of which 80 are bearing, 10 plum trees, 7 apple
trees, and 12 non-bearing mulberry trees. The dealing of the planters with the previous owners in this plot was according to local custom,
and its boundaries and bare rights are as indicated on the map, and half of the plantings are to be seized.

from District 35/Al-Hussainiya and from half of its plantations, and its classification is Miri (state land) delegated by Tapu, and its description is an orchard irrigated by flow
according to the Tapu records; however, when the committee conducted an inspection of it, it became clear that the trees planted in it are few and scattered
and it cannot be considered an orchard, and therefore it decided to consider it agricultural land. Note that the second half of the plantations belongs
to the planter Obaid bin Sayer, and its boundaries and rights are as indicated on the map.
23 - The shares of each of the declarants Muhammad Kazim Faydi and Bayhan, the children of Qasim al-Rushdi, amounting to 3,354,624 shares, which is equivalent to
17/11/- dunams, and the shares of the declarant Ali al-Rushdi amounting to 1,358,370 shares, which is equivalent to -/6/93- dunams, and the shares of the declarant
Sajida al-Rushdi amounting to 257,984 shares, which is equivalent to 6/42/- dunams, and the shares of the declarant Haybat Abdul-Hussein al-Souz amounting to
1,311,744 shares, which is equivalent to 6/69/- dunams out of a total of 15,482,880 shares of the entire land of plot number 13 of
District 35/Al-Hussainiya, which is classified as Miri delegated by Tapu and its description is an orchard irrigated by flow according to the Tapu records; however,
the committee, upon conducting an inspection of this plot, found it empty of plantations, therefore the committee considered it agricultural land and its boundaries
and rights are as indicated on the map, noting that it was stated in the Tapu record that half of the plantations of this plot belong to
the planters Abbas and Hussein, the children of Jassim Fayyad, equally.
24 - An area of 27/5/24 dunams from plot number 14 of District 35/Al-Hussainiya, which is classified as Miri
delegated by Tapu and its description is agricultural irrigated by flow, and the committee has partitioned it into an independent plot with an area of 39/15/25
giving it the number 4/1, of which for each of Muhammad Kazim Faydi and Bayhan, the children of Qasim al-Rushdi, 8/14/55 dunams, and to Ali al-Rushdi
3/11/88 dunams, and to Sajida 3/5/46 dunams, and to Haybat Abdul-Hussein al-Souz 3/8/90 dunams, and the remaining area is for the partners
each according to their shares as in the Tapu records and from half of its plantations newly established after the settlement, while the second half of
the plantations belongs to the planters Hatif, Hamza, and Mohsen, the children of Hassan al-Kazim, and Obaid and Jassim, the children of Hussein al-Kazim, and its boundaries
and rights are as indicated on the map. As for what falls to the partners from the high uncultivated lands, the committee has partitioned it into an independent plot
giving it the number 14/3 with an area of 5/14/83 dunams, and its ownership belongs to the same partners mentioned in the plot
numbered 9 of District 35/Al-Hussainiya mentioned above.
25 - The shares of each of the declarants Muhammad Kazim Faydi and Bayhan, the children of Qasim al-Rushdi, amounting to 3,354,624 shares, which is equivalent to
14/73/- dunams, and the shares of the declarant Ali al-Rushdi amounting to 1,358,370 shares, which is equivalent to 5/96/- dunams, and the shares of the declarant
Sajida amounting to 257,984 shares, which is equivalent to 5/52/- dunams, and the shares of the declarant Haybat Abdul-Hussein al-Souz amounting to
1,311,744 shares, which is equivalent to 5/76/- dunams out of a total of 15,482,880 shares of the entire land of plot number 15 of
District 35/Al-Hussainiya and from half of its plantations, although its classification is Miri delegated by Tapu and its description is an orchard irrigated by flow,
and as for the second half of the plantations, it belongs to the planters Obaid and Jassim, the children of Hussein, equally, and its boundaries and rights
are as indicated on the map.
Fifth - In-kind rights.
1 - The shares of Mr. Ahmed and in Mr. Qasim al-Rushdi, the predecessor of the declarants in the two plots numbered (1) District 60
Al-Hussainiya and 7 District 35/Al-Hussainiya are mortgaged to the Agricultural Bank for an amount of -/3000 Dinars under number 480 and date
24/3/1954 with interest amounting to -/630 Dinars, and the mortgage period starts from 24/3/1954 until 30/11/1961.
2 - The shares of the aforementioned person in plot number 6 District 35/Al-Hussainiya are seized by the Agricultural Bank
for an amount of -/700 Dinars from the date 29/5/1956 until 30/12/1960.
3 - The shares of the aforementioned person in plot number (1) of District 35/Al-Hussainiya are seized by the Agricultural Bank
for an amount of -/2000 Dinars under number 139 and date 20/6/959 until 20/6/1963 and also seized for an amount of -/1000
Dinars under number 329 and date 7/11/1953. The seizure ends on 31/7/1959.
Therefore, the committee recommends that the High Commission for Agrarian Reform replace the debtor in the seized and dissolved parts
of the plots mentioned above and decide what it deems appropriate in this regard.
The decision was issued based on Articles One, Four, and Twenty-Eight of the Agrarian Reform Law No. 30
of 1958 and its amendments and the instructions issued regarding it, subject to objection within 30 days from the date of its publication in the Official
Gazette.

17 - An area of 684/3/90 dunams from plot number 8 of district number 35/Al-Hussainiya, which is classified as
Miri land delegated by Tapu, and its description is agricultural, irrigated by flow, including plantations of palm trees located in two sites. The first site
has an area of 9/6/25 dunams and contains 55 palm trees and 50 palm saplings. Half of its plantation rights belong to the planters Khulaif Al-Ajil
and Yas Khudair. The second site of the plantations has an area of 6/18/50 dunams and includes 102 palm trees and 40 saplings.
Half of its plantation rights belong to the planters Ibrahim Al-Jassim and Jassim Muhammad. These plantations were marked on the map even though they
were newly established after the settlement. The committee decided to seize half of the plantations. The committee has partitioned the seized area
into an independent plot given the number 8/2, of which 561/17/86 dunams go to the declarant Beehan Qasim Al-Rushdi, and 37/-/72 dunams to the declarant
Haibat Abdul-Hussein Al-Souz, and 50/10/67 dunams to the declarant Ali Al-Rushdi, and its boundaries and rights are as indicated on the map.
18 - An area of 66/15/17 dunams from plot number 8 of district number 35/Al-Hussainiya, which is classified as
Miri land delegated by Tapu, and its description is agricultural, irrigated by flow. The committee has partitioned it into an independent plot given the number 8/1, including
25/21/1/89 dunams planted with palm trees, pomegranate trees, and mulberry trees. Half of its plantation rights belong to the planter Mohsen
Al-Rokan, who has 300 saplings, 155 bearing palm trees, and 5000 pomegranate trees. The rest of the palms, numbering 440 saplings and 41 bearing
palm trees, and 1500 pomegranate trees, belong to the planters Abdul-Kadhim, Abdul-Aun, Hussein, and Abdul-Ali, the sons of Ali Bilal. Note that these
plantations were newly established after the settlement. The committee decided to seize the entire plot and half of its plantations. The seized area
mentioned includes 54/17/15 dunams for the declarant Beehan Qasim Al-Rushdi, 28/-/7 dunams for the declarant Haibat Abdul-Hussein
Al-Souz, and 4/22/74 dunams for the declarant Ali Al-Rushdi, and its boundaries and rights are as indicated on the map.
As for the remainder of the area of the original plot referred to above, the committee partitioned it into an independent plot given the number 8/4
with an area of 2942/8/93 dunams and set it aside for the other partners, including 4/-/629 dunams to Najiba Abdul-Hussein
Al-Souz, 577/3/28 dunams to Amra bint Hazza, 310/24/97 dunams to each of Talib, Salih, Haidar,
and Alia, the children of Muhammad Mahdi Al-Rushdi, and 30/5/90 dunams to each of Samir, Qasim, Basim, Ahmed, Basima, and Samira,
the children of Ali Al-Rushdi, and 44/10/33 dunams to Khadija, and 266/-/12 dunams to Maryam bint Al-Sayyid Ahmed Kadhim
Al-Rushdi, and its boundaries and rights are as indicated on the map.
19 - The shares of each of the declarants Muhammad Kadhim Faidhi and Beehan, the children of Qasim Al-Rushdi, amounting to 3,354,624 shares, which is equivalent to
3/13/61 dunams; the shares of the declarant Ali Al-Rushdi amounting to 1,358,370 shares, which is equivalent to 1/10/88 dunams; the shares of
the declarant Sajida Al-Rushdi amounting to 257,984 shares, which is equivalent to 1/8/23 dunams; and the shares of the declarant Haibat Abdul-Hussein Al-Souz

The Appraisal Committee of Al-Kifl Sub-district met under the chairmanship of Mr. Khader Al-Adhadh, Judge of the Al-Kifl Court of First Instance, and the membership of each of the Director of Finance of Al-Hindiya District, Mr.
Rashid Al-Baaj, the Land Registry Officer of Al-Hindiya, Mr. Mohsen Al-Jubouri, and the representative of the Agricultural Bank, Mr. Muhammad Ghazwan, on 20 / 10 / 964
And issued its following decision:-
The Decision
Based on the request of the Directorate of Agrarian Reform for the Hilla Province in its letter No. 4 / 4 / 102 dated 5 / 2 / 962 and based on the law
amending the Agrarian Reform Law No. 65 of 963 for the ongoing inspection of plots numbered 1 / 2 and 3 / 1 of the district
10 / Al-Humaysaniya - Al-Kifl, seized and belonging to the declarants, the heirs of Abdul-Abas Marjan, which are agricultural lands irrigated by gravity and of the category
of Miri lands delegated by Tapu (according to Tapu records) and of fertility and strength, prepared for planting winter and summer crops, it was decided
to estimate the equivalent value per dunam of plots numbered 2 / 2 and 3 / 1 of District 10 / Al-Humaysaniya - Al-Kifl on the date the first seizure decision
was issued against them, coinciding with 20 / 1 / 960, considering it as pure property in the amount of six dinars, of which the declarants, the heirs of Abdul-Abas Marjan, are entitled to 4.500
dinars. The committee also noted in plot 1, District 10 / Al-Humaysaniya - Al-Kifl, palm trees estimated at 1440 palms, and the equivalent value per single palm
standing was estimated at two dinars per palm, in accordance with the Law of Sale and Correction of the Category of Miri Lands. The decision was issued by consensus and announced publicly.

Seizure Decision
The First Diyala Seizure Committee met on 7 - 10 - 964 under the chairmanship of Mr. Abdul-Muhsin Muhammad Muslat, Chairman of the First Diyala Seizure Committee,
and the membership of Mr. Sami Suleiman, the Administrative Member, and Mr. Issa Jaafar Al-Khalil, the Surveyor Member, to issue the decision
to seize what exceeded the upper limit of the lands of the declarant Khalid Al-Haj Salman Al-Khudairi, whose subjection to seizure was announced by the decision of the High
Authority for Agrarian Reform published in the Official Gazette No. 218 dated 13 / 2 / 1960, and based on Articles One
and Four of the Agrarian Reform Law No. 30 of 1958 and its amendments and the instructions issued thereunder, and after reviewing
the letter of the General Directorate of Seizure and Appraisal No. 1099 dated 11 / 2 / 1964 and the seizure minutes dated
5 / 10 / 1964, the committee issued its following decision:-
First - That the plots numbered from (1) to (5) and 1 / 6, 12, 13, 14, 16, and 161 of the district numbered 44 / Zaghiya
Al-Kabira are burdened with an 'Aqr' right at a rate of 1 / 30 share of the winter and summer crops, and the real estate share is a valid endowment (Waqf) for the Mosque of
Mansouriyat Al-Jabal under the guardianship of the guardian Al-Haj Abdul-Latif bin Mahmoud Al-Nu'man according to the 'Aqr' decision No. 15 dated
23 / 4 / 1946.
1 - The committee decided to set aside the shares of the declarant Khalid Al-Haj Hassan Al-Haj Salman Al-Khudairi amounting to 1222 shares out of
a total of 18480 shares, which equals an area of - / 5 / 210 dunams, in the plot numbered 1, District 44 /
Zaghiya Al-Kabira, Baqubah Center, with a total area of 75 / 15 / 12 dunams, categorized as Miri delegated by Tapu,
its trees are pure property, and its description is an orchard irrigated by gravity.
2 - The committee decided to set aside the shares of the aforementioned declarant amounting to 2 shares out of 15 shares, which equals an area
of 67 / 76 / - / 1 dunams, in the plot numbered 2 of District 44 / Zaghiya Al-Kabira, Baqubah Center, with a total
area of 25 / 18 / 7 dunams, categorized as Miri delegated by Tapu, and its description is vacant land.

And all of these aforementioned pieces are granted by Lazma, rain-fed agricultural land.
C - An area of 41/19/10 dunams, completing the maximum limit legally prescribed in common in plot number 86/2
amounting to 1191/-/52 dunams, partitioned by this committee from the original plot number 86, which has a total area
of 2748/8/- dunams, in which the declarant owns half, and the area of this half is 1374/4/- dunams, which is Miri land
granted by Lazma, rain-fed agricultural land.
Second - Seizure of the following areas in common with the rest of the partners due to the small size of the seized areas.

48 Zummar, which has a total area of 374/3/- dunams, in which the declarant owns 2 shares out of 4 shares, and the area of his shares
is 50/1/187 dunams, which are Miri lands granted by Tapu, rain-fed agricultural.
C - 389/9/- dunams from plot number 1/1 of District 48/Zummar, partitioned by the committee from plot
number 1 of the same district, which has a total area of 778/18/- dunams, in which the declarant owns 2 shares out of 4 shares,
and it was given the number 1/2, and the area of this part is 389/9/- dunams for the partners, each according to their shares registered
in the Tapu, and they are lands granted by Tapu, rain-fed agricultural.
D - 127/5/- dunams, the share of the declarant from the area according to his shares amounting to 2 shares out of 4 shares in plot
number 5 of District 48/Zummar, which has a total area of 254/10/- dunams, and the committee partitioned the mentioned plot into
two pieces, giving number 5/1 to the seized part and number 5/2 to the partners, each according to their shares registered in the Tapu.
E - 161/22/- dunams in plot number 51/1 partitioned by this committee from plot 51 of District
48, which has a total area of 323/19/- dunams, in which the declarant owns 14 shares out of 28 shares, and it was given the number 51/2,
amounting to 161/22/- dunams for the partners, each according to their shares registered in the Tapu, and all the pieces listed above are Miri
granted by Tapu, rain-fed agricultural.

Seizure Decision
The Third Diyala Seizure Committee, formed under Diwani Order No. 2174 dated 26-2-1960, met
under the chairmanship of Mr. Majid Rashid and the membership of both Mr. Sami Suleiman, the administrative member for Baqubah Center District, and Abdul Wahab Abdul
Hussein, the member and surveyor, on 22/9/1964 to consider issuing the seizure decision on what exceeded the maximum limit prescribed by law
from the lands of the declarant Hassan Mahmoud Ghulam, who was declared subject to seizure under the decision of the High Commission for Agrarian Reform published in
the Official Gazette, Issue 790 on 7/4/1963, and based on Articles 1 and 4 of the Agrarian Reform Law No. 30
of 1958 and its amendments, and Instructions No. 13 of 1959 issued by the High Commission for Agrarian Reform regarding seizure,
and after reviewing Decision No. 9 dated 27/6/1964 in File No. 71/3/102 issued by the
Second Diyala Seizure Committee and the minutes dated 15, 16, and 17-9-1964, the committee issued its following decision.
First: Setting aside the following for the declarant Hassan Mahmoud Ghulam:
1 - A National type pump, 65 horsepower, its number is removed, its room is built of mud and roofed with mats
and reeds, its floor is unpaved, its condition is unfit, its pump head is Ruston 14 x 12, there is a crack in the cylinder, its belt length is
44 feet and its width is 12 inches, with an air bottle and an air gear with twenty maintenance tools of various sizes and a kerosene
lantern.
2 - A Tangye type pump, 27 horsepower, number 41254, its condition is below average, installed with the pump
mentioned in the paragraph (above), the stream for both pumps is shared, and they irrigate plots 1/4 and 1/5 of District No. 20
Baqubah Center.
3 - The declarant's shares in the Clayton type pump, 55 horsepower, its number is removed, its room is built of brick and mud
and roofed with reeds and mats, installed in the lands of Kamil Sharif al-Ani, which irrigates plots 3/6 and 3/7 of District No.
20 / Baqubah Center (half of the room belongs to the declarant Hassan Mahmoud Ghulam), the floor of the room is unpaved, there is a crack inside
the cylinder, the core is cracked from the inside and outside and welded from the outside only, its pump head is Ruston Baghdad-made and without a number,
the belt length is 50 feet and its width is 10 inches, with an air bottle, a gear, and 19 maintenance tools of various sizes
shared between it and the mill installed in the same room belonging to Mutlaq al-Hassoun al-Fayyad, and it is unfit
for agrarian reform purposes.
4 - The entirety of plot No. 1/4 of District No. 20 / Baqubah Center, with a total area of 50/20/475
donums, its category is Miri granted by Lazma, and its description is agricultural lands irrigated (by the two pumps mentioned in
paragraphs 1 and 2 of item one of this decision), and within the plot are two non-subdivided orchards.
5 - Plot No. 12/5 with an area of 50/16/419 donums, as a completion of the maximum limit, subdivided from the
original plot No. 1/5 of District No. 20 / Baqubah Center, its category is Miri granted by Lazma, and its description is agricultural
lands irrigated (by the two pumps mentioned in paragraphs 1 and 2 of item one of this decision).
Second - Seizure of the following:
1 - Plot No. 9/5 with an area of 50/10/650 donums, subdivided from the original plot No. 1/5 of District
No. 20 / Baqubah Center, its category is Miri granted by Lazma, and its description is agricultural irrigated (by the two pumps
mentioned in paragraphs 1 and 2 of item one of this decision).
2 - Plot No. 5/6 with an area of 12/169 donums, subdivided from the original plot No. 3/6 of District
No. 20 / Baqubah Center, its category is Miri granted by Lazma, and its description is lands irrigated (by the pump
mentioned in paragraph 3 of item one of this decision).

The Third Hilla Seizure Committee met under the chairmanship of Mr. Hamid Hussein Al-Sakni and the membership of Mr. Abdul Ali
Al-Yasiri, Director of Al-Qasim Sub-district, and Mr. Hani Jawad, the surveyor member of the committee, on 8-25-1964 to consider issuing
the decision to seize what exceeded the maximum limit prescribed by law from the lands of the declarant Sheikh Kadhim Sheikh Musa Muhammad Ridha Al Kashif Al-Ghitā’
who was declared subject to seizure by decision of the High Commission for Agrarian Reform published in the Official Gazette No. 790 dated
4-7-1963 and based on Articles 1, 4, and 28 of the Agrarian Reform Law No. 30 of 1958
and its amendments and Instructions No. 13 of 1959 issued by the High Commission regarding seizure, and after reviewing the minutes
dated 7-29-1964, the committee issued its following decision:-
First - In view of the death of the declarant Sheikh Kadhim Sheikh Musa Kashif Al-Ghitā’ after the implementation of the Agrarian Reform Law and the limitation of his legal inheritance
to the holders of the right of transfer, who are his children Musa, Hassan, Muhammad, and Nihaya from his wife Bibi bint Sheikh Ali, and Ja'far, Hussein,
Ali, Fakiha, and Ma'ida, from his second wife Kazima bint Muhammad Ali, noting that both wives died before him as stated in the
statutory distribution No. 168-59 dated 11-15-1959 issued by the Sharia Court of Al-Hashimiya, therefore the inheritance matter becomes considering
(9) shares for each of Musa, Hassan, Muhammad, Nihaya, Ja'far, Hussein, Ali, Fakiha, and Ma'ida one share.
Second - The committee agreed to set aside for the heirs of the declarant Sheikh Kadhim Sheikh Musa Muhammad Ridha Al Kashif Al-Ghitā’ the maximum limit prescribed
by law for their predecessor, amounting to one thousand dunams as follows:-

5 - As a completion of the maximum limit prescribed by law, the committee approved setting aside for them in common an area of 11/23/- dunams
which is part of the area of plot number 30/ of District 36/ Al-Qasim, belonging to Al-Qasim sub-district, whose total area is
50/190/19 dunams, classified as Miri land granted by Lazma, and its description is agricultural irrigated by flow, belonging to
6 shares for their predecessor, of which 3 shares are acknowledged, equivalent to an area of 25/22/9 dunams. As for the remaining part of the area
of the share of the acknowledger, amounting to 14/24/8 dunams, it has been left for seizure.
Third - Considering the following plots as dissolved in accordance with Article (28) of the law due to the cessation of their cultivation for three years
prior to the implementation of the Agrarian Reform Law without a valid excuse, which are:-
1 - An area of -/27/6 dunams, which is the share of their predecessor acknowledged from his common shares amounting to two shares out of
four shares in plot number 7 of District 34/ Al-Qasim, whose total area is -/54/12 dunams, which is saline land
unsuitable for cultivation and submerged in water.
2 - An area of 50/87/23/10 dunams, which is the share of their predecessor acknowledged from his common shares amounting to two shares
out of four shares in plot number 21 of District 36/ Al-Qasim, which is saline land unsuitable for cultivation.
Fourth - Seizure of the following:-
1 - An area of 14/24/8 dunams, which is part of what falls to their predecessor from his shares amounting to three shares out of
6 shares in plot number 30 of District 36/ Al-Qasim, classified as Miri land granted by Lazma, and its description is agricultural
irrigated by flow.
As for the remaining part of the area of the shares, amounting to 11/23/- dunams, it was set aside as a completion of the maximum limit
prescribed by law as detailed in paragraph (5) Second of this decision.

District 34/ Al-Qasim, whose area is -/12/22 dunams, classified as Miri granted by Lazma and described as an orchard irrigated
by flow, equivalent to an area of -/11/6 dunams.
6 - Seizure of the entirety of plot number 88 of District 17/ Al-Qasim, whose total area is -/9/1
dunams, classified as Miri granted by Lazma and described as agricultural irrigated by flow, belonging to their predecessor acknowledged independently.

2 - In view of the submission by Mr. Musa Al-Sheikh Kadhim Al-Sheikh Musa Al Kashif Al-Ghita of the document certified by

86/10/72 Donums until the result of the registration. The decision was issued based on Articles 1, 4, 28,
and 42 of the Agrarian Reform Law No. 30 of 1958 and its amendments and the instructions issued thereunder, subject
to objection within thirty days from the date of its publication in the Official Gazette.

The Fourth Diwaniyah Requisition Committee met on 7-9-1964, chaired by Mr. Muhammad Zaki Al-Emadi and with the membership of

legally prescribed upper limit of the land of the subject Abbas Maariz Shkhair, who was declared subject to requisition by the decision of the High Committee for Agrarian

First - Approval of what the subject Abbas Maariz Shkhair retained of agricultural lands and set aside for him, which is as follows -
1 - The entire plot numbered (23) of District 10/ Afak, with a total area of (4/23/-) dunams, classified as Miri
granted by Lazma, and its description is agricultural, irrigated by flow, owned by the subject independently.

The Third Kirkuk Seizure Committee met on 20-9-1964, chaired by Mr. Abdul Abbas Karim Hassan,
with the membership of Mr. Muzahim Ibrahim, Director of Taza Khurmatu Sub-district, as the administrative member, and Mr. Jamal Ibrahim, the
surveyor member, to issue the seizure decision on the lands exceeding the maximum limit prescribed by law belonging to the declarant Ibrahim Wahab Hussein Agha,
who was declared subject to seizure by the decision of the High Commission for Agrarian Reform published in the Official Gazette, issue number
837, dated 4-8-1963, and based on Articles 1 and 4 of the Agrarian Reform Law No. 30 of 1958
and its amendments and the instructions issued thereunder, and after noting what was stated in the seizure report dated 14-9-1964,
the committee issued its following decision: -
First: -
1 — That plot number 2/2 of district number 29/ Maryam Beg, currently belonging to Taza Khurmatu Sub-district and formerly
Kirkuk Center, has devolved through a consensual division to the declarant Ibrahim Wahab Hussein Agha, as shown in the letter from the Tapu Directorate
of Kirkuk Province, number 3064, dated 22-8-1964.
2 — That each of the plots numbered 27, 28, 29, 30, 31, and 32 of district number 28/ Awaynat Sayyid Ali has

And since this endorsement is covered by the provisions of paragraph (1-c) of Article 456 of the Civil Code, which limited the reasons for establishing
the date officially, and the provisions of paragraph (1) of Article Five of the Agrarian Reform Law, the committee decided to consider this informal document
officially dated before July 14, 1958.
Second - Requesting the Higher Committee for Agrarian Reform to correct its decision taken in its session held on 8/7/964 in ratifying
the seizure decision issued by the Presidency of the Second Baghdad Seizure Committee under No. 13 and dated 8/25/1962 regarding the sold shares belonging
to the land owner, the acknowledger Muhammad Jawad Al-Haj Fayyad Al-Ali, in plots 1 of District 30, 1 of District 35, and 56 of District
31 / Al-Rashidiya included in the seizure decision and in the other matters it entails for the legal reason mentioned in the first paragraph of this decision.
Third - Granting the land owner and the buyers a period of three months to register the transaction in the Land Registry Department, starting from the date the
Higher Committee gives the decision to correct its decision referred to in the second paragraph above.
Fourth - This decision was issued based on the provisions of Articles One, Four, Five, and Twenty-Three of the Agrarian Reform Law,
subject to objection within thirty days from the date of its publication in the Official Gazette.

The Al-Hayy District Estimation Committee was formed on 10/19/964 under the chairmanship of Mr. Ali, Judge of the Al-Hayy Court of First Instance, and the membership of Messrs. Abbas Kadoush,
Acting Manager of the Agricultural Bank in Kut, Tariq Al-Zubaidi, Head of the Agricultural Branch in Kut, Kamal Abbas, Director of Al-Hayy Finance, and Abdul Zahra
Hussein, Al-Hayy Land Registry Officer, and issued its following decision:-
The District Agrarian Reform Directorate, by its letter No. 6512 dated 9/19/964, referred a copy of the seizure decision
which has acquired final status regarding the shares of the acknowledger from the lands and the two pumps belonging to the mentioned acknowledger for the purpose of estimating their value. The letter of the Al-Hayy Land Registry
Office No. 1026 dated 10/12/964 was received, stating that the shares belonging to the mentioned acknowledger from plots 1, 1/2, and 2/2 of District
16 Al-Sayeh devolved to him by transfer from the name of Ali Kamal Abdul Rahman on 5/7/940 for an amount of one thousand dinars. Accordingly, and based on the provisions of
Paragraph 1-3 of Article Six of Law No. 65 of 1963 and what was stated in the opinion of the Agrarian Reform Cassation Body notified to us by the letter of the
General Directorate of Seizure and Estimation No. 9587 dated 9/13/964, which states that the estimation of the equivalent value of a partner's shares in
lands and their appurtenances does not apply to other partners, the committee conducted an inspection of the mentioned lands and pumps and decided his shares
therein as recorded below, taking into account the date of the first seizure.
1 - An area of 372 dunams, 16 olks, and 37 shares, which is the remainder of his share area amounting to one share out of 32 shares, which
equals 1990 dunams, 4 olks, and 81 shares from plot No. (1) District 16 / Al-Sayeh, whose total area is 63686 dunams, 4 olks, - shares,
and its category is Miri land granted by Tapu, which devolved to him by transfer. Its description is agricultural, irrigated by flow and by lift, and not of abundant fertility, at a rate of 3 dinars
per dunam. Considering it as pure property, the rate per dunam would be 2.250 dinars.
2 - An area of 218 dunams, 6 olks, and 16 shares, which is the area of his common shares amounting to one share out of 32 shares in plot
1/2, whose area is 6983 dunams, 22 olks, - shares, partitioned by the committee from the original plot No. 2 District 16 Al-Sayeh, whose
total area is 17799 dunams, - olks, - shares, and its category is Miri land granted by Tapu, which devolved to him by transfer. Its description is agricultural, irrigated by flow and by lift,
not of sufficient fertility, at a rate of 3 dinars per dunam. Considering it as pure property, the equivalent rate per dunam would be (2.250) dinars.
3 - An area of 23 dunams, 22 olks, and 9 shares, which is the area of his common shares amounting to one share out of 32 shares from plot No.
2/2, whose area is 764 dunams, 7 olks, - shares, partitioned by the committee from the original plot No. 2 of District 16 Al-Sayeh, whose
total area is 17799 dunams, - olks, 9 shares, and its category is Miri land granted by Tapu, which devolved to him by transfer. Its description is agricultural, irrigated by flow and by lift,
and not of abundant fertility (3) dinars per dunam. Considering it as pure property, the equivalent rate per dunam would be (2.250) dinars.

Hussein Agha. It is encumbered by 1/30 of the crops for the Kirkuk Endowments Department, and its boundaries and abstract rights are as
indicated on the map.
7 - The committee decided to seize plot number 32, with a total area of (16/20/-) dunams, from
District No. 28/Awaynat Sayyid Ali, currently belonging to Taza Khurmatu sub-district and formerly Kirkuk center, classified as Miri
granted by Lazma, described as agricultural lands, rain-fed irrigation method, and its ownership belongs independently to the declarant Ibrahim Wahab

2 - Dawood Ahmed, Dhari Ahmed, and Hamid Jihad, residing in Maryam Bek village belonging to Taza

First - Mr. Hamad Jawad Al-Haj Fayyad Al-Ali presented an informal document dated 3 / 9 / 955 involving his purchase and his brothers Ali, Awda,
Sattam, and Sakban from their eldest brother, the declarant Muhammad, of common shares amounting to five shares out of six shares distributed equally among them in plots
1 of District 30, and 1 of District 35, and 5 and 6 of District 31 within Al-Rashidiya Sub-district. Thus, the declarant Muhammad also has one share
in each of the plots subject to the contract. The landowner, the declarant Muhammad, acknowledged the content of the presented contract and his thumbprint on it. Upon auditing the mentioned contract,
it was found to be endorsed on 3 / 9 / 955 by Mr. Muhammad Al-Tayyar, acting Director of Al-Adhamiya Sub-district at that date, as established
by the administrative order issued by the Baghdad Province Governorate under No. 4403 dated 2 / 11 / 955, sent to us with its letter No. 31940

and Adnan Nashat Al-Sanawi and Abdul Latif Al-Haj Ahmed Al-Mudallal, whose subjection to seizure was announced by the decision of the High Commission
published in the Official Gazette in issues 671 and 706 on 12/5/1963 and 19/12/1963 respectively, and based
on Articles One, Four, and Twenty-Eight of the amended Agrarian Reform Law and the instructions issued by the High Commission
under No. 13 of the year 959 and in accordance with what was stated in the letter of the General Directorate of Seizure and Appraisal No. 43/1841 on 4/3/964

a - His common shares amounting to one share out of two shares in plot 4 of District 3/ Al-Tarmiyah, with an area of
18/26/- donums, and the acknowledgee's share of it equals 9/13/- donums, described as an orchard, and its category is Miri granted
by Lazma and its irrigation is by intermediary means.
b - His common shares amounting to one share out of two shares in plot 1/2 of District 6/ Al-Ghaziliyah - Al-Tarmiyah
with a total area of 23/209/- donums, and the area of the acknowledgee's share of it amounts to 24/104/- donums, described as
agricultural land including an orchard, and its category is Miri granted by Lazma and its irrigation is by intermediary means.
c - What he retained of his lands in Khan Bani Saad sub-district within Diyala Governorate, and the total of his share of areas
equals 499/16/94 donums.
d - His common shares amounting to 28 shares out of 105 shares in plot numbered 6 of District 6/ Al-Ghaziliyah -
Al-Tarmiyah, with a total area of 4/11/- donums, and his share of it equals 2/24/40 donums, described as agricultural
lands including an orchard, irrigated by intermediary means, and its category is Miri granted by Lazma.
e - An area of 66/-/379 donums to complete his legally prescribed upper limit from plot 1/17 of District 6 Al-Ghaziliyah
- Al-Tarmiyah, with an area of 2015/21/74/43 donums, which the committee partitioned from the original plot numbered 1/5 of
the same district, with a total area of -/-/3824 donums, and his share of shares equals an area of 1019/18/33
donums, and his share remained common with the other partners, described as agricultural lands, irrigated by intermediary means, and its category is Miri granted
by Lazma.
Note - Plot numbered 253/269 of District 13/ Karrada Al-Sharqiya, with a total area of -/-/28
donums, is registered in the name of Nashat Al-Sanawi Company and not in the name of the acknowledgee Nashat Al-Sanawi individually, and based on the letter of the Directorate of Seizure
and General Appraisal No. 1692 on 14/2/1963, the committee excluded it from the seizure ruling. Likewise, the committee excluded
plot 2/13 of District 3/ Al-Dora - Baghdad, with an area of 7/1/- donums, from the seizure ruling because it is
real estate not covered by the Agrarian Reform Law, and its category is pure property (Mulk Sarf), and the acknowledgee Nashat Al-Sanawi owns half of it.
2 - Approval of what the acknowledgee Abdul Latif Ahmed Al-Mudallal retained and set aside for him as follows:-
a - His common shares amounting to (8) out of 16 shares in plot 53 of District 3/ Al-Tarmiyah, with a total area of
4/-/- donums, and the acknowledgee's share of it equals 2/-/- donums, described as a pump building, and its category is Miri granted by Lazma.
b - His common shares amounting to one share out of two shares in plot 4 of District 3/ Al-Tarmiyah, with a total area of
18/26/- donums, and the acknowledgee's share of it equals 9/13/- donums, described as an orchard, and its category is Miri granted
by Lazma and its irrigation is by intermediary means.
c - His common shares amounting to one share out of two shares in plot 1/2 of District 6/ Al-Ghaziliyah Al-Tarmiyah
with a total area of 23/209/- donums, and the acknowledgee's share of it equals 24/104/- donums, described as agricultural

5 - His common shares amounting to one share out of four shares of the Ruston type pump, (55) horsepower, without a number, with
its pump head size 12 x 14 inches and a fuel tank with a capacity of 24 gallons with its funnel number (4) installed in plot (1) District 16 Al-Sayeh
for an amount of (300/-) Dinars for his shares in the pump and (5/-) five Dinars for his shares in the fuel tank and an amount of (10/-) ten Dinars.

The Sixth Diwaniyah Seizure Committee, formed by Diwani Order No. 22523 dated 24 / 9 / 962, met on
Saturday, 24 / 10 / 964, chaired by Mr. Nuri Ghazala and with the membership of Mr. Ghanim Abdul-Latif, Acting Director of Al-Rumaitha Sub-district
(Administrative Member) and the Surveyor Member Mr. Ali Abd Al-Saadi, for the purpose of issuing a supplement to Seizure Decision No. (5) dated 30 / 7 / 1963
regarding the lands of the declarants Adkhil and Turki, sons of Rafsh bin Tashash, in Al-Rumaitha Sub-district, whose subjection to the law was announced in the Iraqi Gazette
issue number (790) on 7 / 4 / 963, and based on the provisions of Articles 1 and 28 of the Agrarian Reform Law No. (30)
of 958 and its amendments and the instructions issued thereunder, especially the provisions of Instructions No. (13) of 959 issued by the High Committee
for Agrarian Reform (Article 14 thereof), and after the committee reviewed the seizure minutes dated 7, 9, 10 / 7 / 963
and the supplementary minutes dated 20 / 10 / 64 and the previous seizure decision No. (5) dated 30 / 7 / 1963 and the letter of the General Directorate of Seizure and Estimation
No. 9087 dated 1 / 9 / 964, it issued its following decision below:-
The committee found that it had previously issued its decision No. (5) dated 30 / 7 / 63 and set aside for each of the declarants Adkhil
and Turki, sons of Rafsh bin Tashash, the maximum limit prescribed for them by law, which is one thousand dunams of flow-irrigated land, and therefore they may not be granted ownership
of other land based on the text of Article 1 of the Agrarian Reform Law No. (30) of 1958. It also appeared to the committee that it had stated in paragraph
(5) of item second (The Solution) of the same decision that the area of plot (32) of District (9) Al-Rumaitha sub-district amounts to (3 / 16 / -) dunams
named (Umm Kharaib) and its ownership is shared equally between the declarants Adkhil and Turki, sons of Rafsh bin Tashash, and the area that falls to each
of them is (8 / 50 / -) dunams. In view of the suspicion that occurred and the large area of plot (32) on the official map and to confirm the Directorate of
General Survey in its letter No. 9632 dated 26 / 8 / 1964, and its certification of the sketch on 23 / 8 / 1964 that the area of that
plot is (92 / 22 / -) dunams and not (16 / 3 / -) dunams. Therefore, and based on the authority vested in the Seizure Committee under the provisions of
Article 14 of the Seizure Instructions issued by the High Committee for Agrarian Reform No. (13) of 959, the committee decided
to change its area and make it (92 / 22 / -) dunams instead of the previous area and fix it as mentioned. Plot (32), according to its records,
is of the category of lands granted by Lazma, agricultural, irrigated by flow, and its ownership is shared equally between the declarants Adkhil and Turki, sons of Rafsh bin Tashash,
and the area that falls to each of them is (46 / 11 / -) dunams according to the share ratio of each of them. Since all the area that
falls to the aforementioned declarants was previously left for seizure, and its entire area of (92 / 22 / -) dunams is fallow, salty, unexploited land,
and its cultivation has been neglected during the period prescribed by law, therefore the committee decided to dissolve it according to the text of Article 28 of the Agrarian
Reform Law No. (30) of 1958.
The supplement was issued based on the provisions of Articles 1 and 28 of the Agrarian Reform Law No. (30) of 958
and its amendments and the instructions issued thereunder, especially the provisions of Instructions No. (13) of 1959 (Article 14 thereof), subject
to objection within thirty days from the date of its publication in the Official Gazette, and it was signed by the committee in writing on Saturday, corresponding to
24 / 10 / 1964.
