After greetings,
With reference to your letter numbered C/604/50 and dated 11/9/1950.
I instructed the payment of 200 Dinars to the Ozery and Dalim Society with the approval of the members of
the Council, even though it was not possible to convene the Council to take the necessary decision at the time, because the
Ozery and Dalim Society and the committee formed to oversee the Menashe Saleh Shelter approached us a day or
two before Yom Kippur and stated that their resources had been completely exhausted and they owed a
significant amount, and they were also unable at that time to collect any donations to sustain the refugees in the shelter.
These refugees remained on the aforementioned day without breakfast until that late hour
of the day. I immediately ordered the council members to be called by telephone to discuss this
important issue, and those who could attend did. After the discussion, we decided to disburse 200 Dinars from
the community fund to the aforementioned society so we could feed the refugees on the said day
and the following days, which coincided with days of fasting and holidays, and we also agreed to an appeal in the synagogues on
Yom Kippur and to conduct a wide campaign to collect new donations, which you must be aware of.

Administrative Decision
On 1950/9/19, the Ozri Dalim Society and the committee formed to supervise the
Menashi Saleh shelter visited us two days before Yom Kippur and stated that their resources had completely dried up and they are in
considerable debt and are unable at that time to collect any donations to support the refugees in the shelter, and these refugees might remain
without breakfast. In view of the impossibility of convening the Council at the time, we ⟦in our name⟧ approved the disbursement of 200/- Dinars from the
Community fund to the aforementioned society to enable it to feed the refugees on the said day and subsequent days.

Further to your previous kind donation to the Ozer Dalim Society,
which actually commenced a project to supply the poor and needy with blankets on the occasion of the severe cold wave, as it actually
purchased (500) blankets at a price of (930) fils each, i.e., for an amount of 465/- dinars. However, I regret
to inform you that despite actually commencing the purchase of the blankets under discussion, the aforementioned society noticed
that it would be impossible to fully implement this project due to the large number of blankets required, which is not less than 7000 blankets
on one hand, and due to the insufficiency of donations expected to arrive in a short period, as the cold wave is expected to end before
the possibility of implementing this project on the other hand. Therefore, it was decided to disregard this project at the present time.
While we deeply regret the inability to implement this project, we are certain of your great sympathy
for charitable projects, which will encourage us to think about undertaking such projects in the future to alleviate
the woes of the poor class, relying on your support and encouragement. We return to you herewith the amount of
5 dinars which you previously kindly donated, and please accept our highest respects;

I have the honor to greet you on behalf of His Excellency our President with the finest
greeting, and I thank you for your kindness in attending this modest ceremony
so that you may see for yourselves what these students lined up before you
require in terms of care and attention.
You have previously and graciously allocated the amounts
originally donated by your honorable selves for the purchase of blankets for the poor to the project
of clothing these students and others of their brothers, and you will undoubtedly see
that this choice of yours was well-placed.
We have confidence that zealous people like yourselves will remember these
weak students from time to time to provide them with comfort and pave the way
for their studies and progress, and we would like on this occasion to provide you with
one example of their potential.
The Schools Committee has previously conducted an experiment that warrants
deep attention and reflection, as it decided to select ten students from
the Midrash annually to continue their studies at the Alliance schools
and Mas'uda Shemtob. This experiment has been successful to a great extent,
as these students were always among the top in their classes, and we are pleased
to inform you that they were among the excelling in all subjects, including
the Hebrew language

French lessons. Intelligence and natural aptitude are not lacking
in these children, gentlemen, but they lack care, and hardship prevents them
from receiving their education.
His Excellency the President has tasked me with thanking you most sincerely for
your generosity and your donation of the costs for the clothes provided to these students, with
the knowledge that similar clothes will be distributed to the students of the second division
of the Madrasa and to the needy in other schools.
In conclusion, I hope to represent these children to express what fills
their souls with gratitude and appreciation toward you.
