Obtaining a map and a copy of the registration
Al-Tawrat Dispensary

After greetings
Based on the request of the Israeli Hospitals Committee in its letter numbered L/487 and dated
1/6/1949, the requirements for the map and the registration copy for the mentioned dispensary have been completed. Many difficulties
arose regarding the request, considering that the map previously obtained during the year 1922, which included
two properties with two door numbers and two sequence numbers, contradicts the dispensary's registration which indicates one property with two courtyards
and a guest room (Diwaniya) that are actually partitioned unofficially, and there is a wall standing between them. Accordingly, the inspection
officer was instructed to pay extra attention to applying the property registration locally. It was found that the boundaries recorded in the registration match
the status of the two properties perfectly. Therefore, a door and sequence number were deleted from the previous map, and the
newly organized map was limited to one door and sequence number, which is 393/94 sequence 312 and the index of
the previous map. For these reasons, the property inspection included repetitions to ensure the validity of the transaction, as understood
from the attached list containing the expenses, fees, and labor costs required for the transaction. The completion of
this transaction took a long time before reaching the truth, and it is difficult to imagine the labor and costs
expended for the progress of the case, its fulfillment, and its final stage. The requested fees do not equal the actual labor
of the transaction. Therefore, I request you to kindly approve the list of expenses and settle its contents. You will find attached
a copy of the map and the registration copy. As for the second copy of the obtained map, it will be submitted to
Mr. Ezra Menachem Daniel as requested.

With reference to the property tax assessment ticket numbered 83 (Volume 1).
It was stated in the aforementioned ticket, which we received on February 26, 1949,
that the house at street number 94, door number 393, located in the Torah neighborhood, which belongs to the endowments
of the Free Dispensary affiliated with the administration of the Jewish Community in Baghdad, that the esteemed committee for property
assessment has decided the rental value of the mentioned house to be two hundred dinars annually, while the mentioned house
is leased to Mr. Salman Ishaq Khamara for a rental value of only one hundred and ten dinars according to the
official lease contract kept in the records of the Community Presidency, a copy of which is attached herewith, given that the tenant
is adhering to the Rent Control Law.
And since the yield of the mentioned house is spent on humanitarian purposes, as is not hidden from your esteemed
directorate, and in view of the injustice caused to the endowment as a result of this assessment, we hope for a reconsideration of
this assessment and its reduction to the actual rental value. Sincerely;

The contract has been concluded between Mr. Eliyahu Habib Tawfiq, President of the Israeli Lay Council in Baghdad, referred to
hereafter as the Lessor, and Mr. Salman Ishaq Khamara, referred to hereafter as the Lessee, as follows:
First - The Lessor has leased to the Lessee, and the latter has leased from the Lessor after inspection and review, the house located
in Baghdad in the Taura neighborhood, numbered 393/94, for a period of one full year starting
from the beginning of 1 Iyar, year 5708 Hebrew
to the end of Nisan, year 5709 Hebrew
for a rental amount of only one hundred and ten Dinars and no more.
Second - The Lessor has received from the Lessee the sum of ninety Dinars in cash and in advance, and the remainder, amounting to twenty Dinars,
shall be paid by a promissory note for a period of four months, due for payment on the tenth day of September 1948.
Third - The Lessee has the right to reside in the leased property for the lease term of one full year, and at the end of the lease term, the Lessee
is obliged to vacate the leased property and hand it over to the Lessor free of occupants. If he delays in doing so, he shall be obliged
to pay for the period of delay a daily rent of 500/- Fils without the need for a formal notice.
Fourth - The property tax is on the Lessor (the house owner), while the water, electricity, and security fees are on
the Lessee, and he is obliged to pay them regularly. Written in two copies, one in the hand of each of the two parties, on 1 Iyar
year 5708 Hebrew.

As there is a total need to open and organize this clinic at the present time due to the large number of applicants
from the poor patients living in the neighborhoods adjacent to the aforementioned house, and because of what these patients endure
of troubles and expenses by going to the hospital every day, which has forced us to take measures
decisive in order to reach the commencement of opening the clinic at the earliest possible opportunity. Therefore, we ask you to ⟦take⟧
take measures to vacate this house and hand it over to us at the end of the lease term, i.e., at the end of
Hebrew Nisan, year 5709. We have firm hope that you will take the initiative to support us in achieving this

1) We have delegated Mr. Ibrahim Khalaschi to carry this letter to receive the aforementioned
playground free of any encumbrances.
2) Your statement that the use of the mentioned playground ended on 10/1/1952 is a matter
that concerns you and we were not aware of it; it was mandatory to hand over the playground to us free of encumbrances at that time. As for
your claim against us for the amount of (136/336) Dinars for the guard's wages and electricity expenses for the period that will
end on 12/31/1952, we are not responsible for them and I see no justification for your claim, especially since the mentioned
playground was used by you on a loan basis according to the correspondence exchanged between us more than ten years
ago and without any compensation other than service and assistance to the students of the community schools. I do not know now what is the reason
that led you to claim expenses from us for the playground during the period of its occupation by you and before its handover to us, which
you are obligated and committed to spending on. Do you have any assignment from us of any kind that authorizes you
to perform such matters in which we have no purpose? Therefore, in this case, I hope you give your orders to hand over
the playground to our representative Mr. Ibrahim Khalaschi free of encumbrances and the guard as soon as possible for the purpose of
receiving it and commencing repairs on it, and you have our duty of thanks and gratitude.
