Subject: Granting of a visa
Further to our letter No. 823 dated 5/3/1939.
We request instructions to reconsider the application of (Mr. Muhammad Sadiq Husseini, a Shiite
Imami Hijazi) in light of what we explained in our letter No. M Kh / 1603 dated
21 May 1939, while clarifying how the entry visa was granted to the second person (Muhammad
Reza Shirazi) before the Iraqi Legation in Tehran received the necessary approval
from Baghdad, even though it had consulted the Directorate of General Police regarding him.

Directorate of General Police
Reference to its letter No. S / 410 dated 8 March 1939.
1- Please provide us with sufficient details about the date of entry of Muhammad Reza
Shirazi into Iraq and how he remained there, even though the period of residence,
whether it was (30 days or three months), has expired.
2- As for the duration of the visa, it seems to us that no weight should be given to what the Iraqi Legation
in Tehran states regarding it (if the duration was indeed mentioned
in the passport) as long as the instructions stipulate that the period
authorized by the ordinary visa for Iraqi subjects to stay in
Iraq is thirty days. We request your views in this regard.

We have a letter from the Consulate of the Kingdom of Saudi Arabia
1- Regarding a calendar issued by the ⟦Sheikhdom⟧ of Imami Hijazi
2- Regarding the papers belonging to the person named Isaac, to reconsider his request in light of
what we explained to it in our letter, considering what is stated by the scholars of the Presidency of
the General Staff in a general capacity. As for the first, Muhammad Sabir Yazdan Shiri,
we request that you kindly inquire about how he was able
to enter Iraq, even though the aforementioned person had been prohibited from visiting the general
territories in that regard, and we hope that the necessary approval will be issued for filling out
3- Regarding the person named ⟦Committee⟧ of the Self, to agree with us regarding his sect
in proving the date of his entry into Iraq and how he remained there, even though
the period of residence allowed to him had expired and he did not renew it,
it had expired according to his statement. As for the duration of the visa, we request
that no weight be given to what the Iraqi Legation in Tehran states in this regard, as the
duration is actually mentioned in the passport, and the instructions stipulated that the official
bears the legal visa for the duration of stay in Iraq, bearing a date for
non-Iraqis, and therefore we see that the discrepancy in this regard should not be changed.

Further to our letter numbered S / 195 dated 15 / 2 / 1939.
As a result of the investigation, it appeared to us that Muhammad Ridha Shirazi holds a
passport issued by the Tehran Police, marked with visa number 331 and dated
16 / 1 / 1939 issued by our legation in Tehran, authorizing him to reside
in Iraq for a period of three months. Whereas the instructions authorize
Iranian subjects entering with regular visas to reside
for a period of one month. Therefore, please favor us with your instructions regarding him
considering he is among the undesirable religious scholars.
Director General of Police
The Directorate General of Police was not preceded by this approval for the entry of the aforementioned Sadiq
Since the Islamic world is so and so, and it admitted it is exempted from certain provisions
Muhammad Ridha Shirazi and this showed that the aforementioned Ridha entered Iraq
with an Iranian passport marked with a visa issued by our legation in Tehran authorizing him
residency for three months, whereas the instructions do not authorize Iranians residency
in Iraq for more than a month
Statistics of visas issued in application of instructions ⟦illegible⟧ 15 / 5 / 1935
And found it stipulated according to what the General Police indicated
I see that the Directorate General of Police should be written to, not to blame this
legation for the entry of the mentioned Sadiq and the difficulty of the necessity of
the General Police writing this to the Ministry of Foreign Affairs regarding the case
to call for not granting a residency visa to Iranians authorizing them
residency for more than a month according to the instructions. The matter is yours
It appears from this letter that there are
special instructions for Iranian subjects other than
the general instructions by which the ⟦illegible⟧ is guided
Please clarify the instructions
