2- Please amend the last sentence of paragraph (18) Primary (as stated in Articles Fourteen
and Fifteen above) to become ( ⟦as an external student in primary education⟧ ⟦pursuant to⟧ Articles Sixteen and Seventeen above)
as Articles Fourteen and Fifteen have no relation to the basis for success and completion calculations.
3- Please inform us if an intermediate student must take a school exam in second intermediate
grade subjects even if they had previously passed the mentioned grade and left school, as paragraph
(d) of the previous article of your above letter did not address this aspect.

Subject - Conditions for participating in the general examinations for the three levels of study.
We list below the conditions for external students to participate in the general examinations for the
three levels of study, requesting their application and compliance: -
1) Students registered in any of the final grades are not allowed to participate in the general examinations
as external students for that year.
2) If a student fails in a grade and leaves school, he is not entitled to participate in the general examinations
as an external student until a period equivalent to what he should have spent in school to reach that
stage in the general examinations has passed.
3) Students who failed in the annual examinations for the fifth secondary, third
intermediate, and sixth primary grades are not allowed to participate in the general examinations as external students in
the year of their failure.
4) A - External students are not allowed to participate in the general examinations for preparatory study
except after the passage of two years or more since obtaining the intermediate school certificate.
B - External students are not allowed to participate in the general examinations for intermediate study except after
the passage of three years or more since obtaining the primary school certificate, and in both cases
he must not have attended a school and left it without a legitimate excuse; if his excuse was not legitimate or he failed
in any of the grades, the years of his leaving or failure shall not be considered within the mentioned period.
5) The external student must fill out the special application form to participate in the general examinations
and submit it with all his papers before 1 / 4 / 61 to his provincial education directorate; applications will absolutely not be accepted
after this date.
6) If a registered student leaves school and submits a request for approval to count the academic year in which he was registered
as a non-failure year considering he did not benefit from it, and the Examination Directorate approves his request,
he is entitled to participate in the general examinations as an external student, provided he takes the
school exam according to the proper procedures.
7) A - External students for preparatory study are examined before participating in the general examinations
in a school exam that includes all subjects of the fourth and fifth secondary grades except (drawing, sports,
singing, home management, and needlework, and according to the branch the student chooses).
B) Students who have previously passed the fourth secondary grade exam and then left school
are examined in the fifth grade subjects only, each in his branch.
C) External students for intermediate study are examined in the subjects of the first, second, and third grades;
if the student passes or completes the requirements, he is entitled to participate in the general examinations.
D) Students who have previously passed the first intermediate grade exam and then left school
are examined in the second and third grade subjects.
8) If the external student passes or completes the school (preliminary) examinations, he is entitled to participate
in the general examinations only.
9) The results of the school examinations for external students are considered for the purpose of participation or non-participation in the general
examinations only. The external student shall not be provided with a school document regarding the result of his school exam for any
other purpose.
10) It is not permitted to transfer the examination center for external and non-external students for the intermediate and secondary studies
except in emergency cases and with the approval of the Higher Committee for the Administration of General Examinations. As for
transferring the examination of primary school students, they are transferred from one center to another for emergency reasons
within the province or outside it with the approval of the Provincial Director of Education, provided a copy of the issued order is given.

11) All those who previously acquired the right to participate in the general examinations for past years,
whether they participated in them, failed, or did not participate, have the right to enter the general examinations in their branches as external
students without being required to pass the school examinations. Excluded from this are students who lost this
right upon their return to their schools where they became registered students, in which case they are treated as a student
in that grade is treated.
12) The matter of admitting external students to the general examinations for the three studies is decided by the Directorate of Education of
the Governorates directly after forming a committee headed by the Director of Education of the Governorate and the membership of one of the inspectors and the director
of one of the secondary schools to consider those applications, provided they are supported by the following:-
1- A petition
2- A school document addressed to the Directorate of Education of the Governorate issued in the academic year in which the student
is examined.
3- Participation application form
4- A Manila folder on which the student's name, grade, and academic year are written.
5- Three recent photographs with a 50 fils revenue stamp. One of the photographs is pasted with the stamp on the participation
card, and the second photograph is pasted in the left corner of the special register for external students, provided that the
photograph is stamped with the seal of the Directorate of Education of the Governorate. As for the third photograph, it is pasted with glue in the student's folder, provided
that all photographs match the photograph placed in the school document and match the student's identity.
13) A special register for external students shall be opened, similar to last year, and formatted as noted below, provided that its pages
are numbered and the grades he obtained in the school and ministerial examinations as an external student only are listed in it,
in addition to his folder, to serve as a reference for external students when they consult it in the future.

14) External examinations shall be in the final grades of the three studies only.
15) The Directors of Education of the Governorates, in agreement with the directors of official schools only, in which it is assigned to conduct the examination
of external students, must set a detailed schedule including the dates of the school examinations for these
external students a suitable time before they are held. No external school examination is allowed for those who missed those
dates regardless of the reasons. The Directorate of Education of the Governorate must provide the Presidency of the Higher Committee for the Administration of General Examinations
with a copy of the school examination schedule.
16) Common subjects in the grades are considered one subject for school examinations for external students only.
Example:-
The arithmetic question paper for the intermediate study must include the subjects of the first, second,
and intermediate grades. The Arabic language question paper for the intermediate study includes the Arabic language subjects
for the first, second, and third intermediate grades, and the English language question paper for the preparatory study includes the subjects
of the fourth and fifth secondary grades.
17) The minimum passing grade in school examinations is 50% and the maximum is 100 for each subject, and the
average of the general total for all lessons is 60%.

External students shall be tested in school examinations for primary and intermediate studies before
their participation in general examinations as follows:
Primary
In the subjects of the fifth and sixth primary grades (except for physical education, anthem,
drawing, home economics, and handicrafts), and the bases for passing and completion are calculated as stated in Article
fourteen and fifteen above.
Intermediate
In the subjects of the first, second, and third intermediate grades (except for physical education, anthem, home
management, drawing, and needlework). Those who have successfully passed the second intermediate grade
examination and then left school... etc., are exempted from the examination in the first and second grade subjects.
If the student passes or is considered completing in these examinations, they become eligible to participate in the general examinations.

The correction of examination papers for external students in school examinations shall be confidential by the subject
committees, similar to final school examinations, and these papers shall be kept in the school for a period of six months
and destroyed with the approval of the Directorate of Education of the Brigade.

In order to proceed with mid-year exam matters with all precision, please instruct the implementation of
the instructions listed below to all schools associated with you to follow them and adhere
to what is stated in them literally and inform us.
1 - The number of questions the student answers for each subject must not be less than four questions.
2 - The examination time for each subject must not be less than an hour and a half except for the subjects of Arabic
and English, which must be two hours for each of them for intermediate,
secondary, and primary schools that operate on a double-shift basis.
3 - Work must be done to control these exams, ensure the accuracy of grading, control the grades and record them,
and not allow any erasure or scratching in them.
4 - Every teacher (male and female) must submit the mid-year exam grades
to the administration immediately after the end of the spring break.
5 - School administrations must notify students of the grades within a week of their submission.
6 - School administrations must notify students of their grades in writing and not
orally, meaning recording these grades on special cards and signing them by
the principal or his designee, because notifying students orally creates many problems.
7 - Students on medical leave with medical reports shall be examined one week after the end of
the spring break.

Instructions for Document Translation
1- Documents of graduates of preparatory and intermediate studies are translated in general.
2- Documents of students who have completed eighteen years of age are translated regardless of their educational stage after the student's civil status record is reviewed by the specialized employee.
3- Documents of students whose guardians are employees in the foreign service are translated regardless of the educational stage, as well as non-Iraqi students who are currently outside Iraq and previously studied there, and also students whose guardians are sent on official missions outside Iraq by official authorities.
4- Annual effort averages in the sixth primary, third intermediate, and fifth preparatory grades are not translated.
5- The document of a student who has failed a subject (incomplete) in any educational stage is not translated.
6- Only the student's final year grades are translated, whether they passed or failed, unless the university or the Directorate of Missions requests otherwise.
7- The document of a student who graduated from intermediate study in the entrance exams is translated, and it is indicated that they passed the entrance exam.

21 -- It is not permissible to provide the student with more than one certificate regardless of the reasons and circumstances, and in case of its loss, it shall be compensated for
the certificate by providing him with a school document only.
22 -- The source of the documents is the school and the Directorate of Education of the province (Liwa), and the Examinations Directorate does not issue any document at all
directly by itself.
23 -- The Directorate of Education of the province shall send a sample signature of the Director of Education or his designee to the Examinations Directorate and re-
send it when changing the director or his deputy.
24 -- If the school document registers are exhausted, the school administrations must reproduce them using a typewriter or roneo machine as a true copy
of the new documents currently in use in handwriting and provide the students with them.
25 -- The document shall be invalid after one year from the date of its issuance, and it must be returned to the school administration to organize a new
document and cancel the old document, and refrain from registering students who carry such old documents.
26 -- It is not permissible to change the address of documents and transfer certificates by the administrations of schools to which the student is transferred except through
the original schools from which these documents and certificates were issued, or through the Examinations Directorate or the Directorates of
Education of the provinces.
27 -- The correction of names must be done through the conciliation courts or through the census records for the general brain registration
for the year 1947 and Iraqi nationality certificates. The correction is carried out according to the court decisions or the census records and certificates of
Iraqi nationality or both, according to what is recorded in them, provided they are confirmed by the school principal and the Director of
Education of the province.
28 -- It is not permissible to provide the student with the grades of the class in which he failed and re-registered in it again, but rather he is provided with the grades of the class
before it, i.e., the grades of (the year preceding his failure), unless he had left the school after the year of his failure and did not register,
then there is no objection to that.
29 -- It is not permissible to provide students who have previously severed their relationship with their schools by graduating from them or transferring from them
to another school or institute with school documents, but rather they must refer to their schools they are currently in to provide them with documents
for the last class they are in, and the date of their graduation from primary or intermediate study shall be listed as a note, provided that it is signed and stamped
that note by the school administration.
30 -- The date of student graduation for the three studies (primary, intermediate, and secondary) is considered to be 1/8 if he passed
in the first session of the general examinations, and on 1/10 if he passed in the second session of the general examinations of each year.
31 -- It is not permissible to address school documents or certificates to any institute, college, or school in a foreign country outside Iraq,
but rather they are addressed to (Ministry of Education -- Examinations Directorate) only.
What kind of documents is meant?
32 -- The student's name is recorded in school documents and certificates according to what is stated in the results of the general examinations.
33 -- The Directorates of Education of the provinces provide external students who pass the general examinations for the three studies
with school documents according to what is stated in these instructions.
34 -- The Directorates of Education of the provinces keep a special register in which all documents certified by the Director of Education are registered,
containing the number and date of the document, the issuing authority, the addressee, and the number and date of certification.
35 -- The grades of the student who was exempted from the final and general examination and was included in the crawl for the academic year 57/58 remain as they are
in the grade register, and no modification is made to them, and it is indicated that he passed by a decision of the Council of Ministers in this regard.
These instructions are considered effective from the date of their issuance, and hereby all previous instructions are cancelled, and all documents contrary to
what is stated in these instructions will be rejected, and everyone who neglects their application will be held accountable. We request that they be circulated to all official,
private, and foreign schools affiliated with you to act according to them and adhere to what is stated in them. The school principal and the Director of Education of the province will be responsible
for the application of these instructions.

Instructions for issuing and translating documents and certificates ⟦line⟧
1 - The full name (name, father's name, grandfather's name, and surname) must be written according to the census book and the general registration record in the school.
2 - The employee responsible for organizing documents in the school compares the student's photo with the photo in the school's
general record, and he is directly responsible for any discrepancies that occur in the photos.
3 - The photo is stamped with the school stamp and signed by the principal or his authorized representative after re-auditing the document and comparing the photo
again.
4 - The round in which the student passed must be mentioned, and if his success was in the second round, the subjects in which he was incomplete
must be mentioned, along with the reason for the incompleteness (illness or failure).
5 - The grades in which the student failed must be mentioned, the number of years of failure in each, whether he was attending the school
or if his connection to it was severed, when he left the school, whether he was provided with a document to any entity, and the number and date of these documents.
6 - When referring to the subjects in which the student was incomplete, the phrase (by medical report) must be mentioned if the student was incomplete
due to illness.
7 - Reference should be made to the student's behavior and the regularity of his attendance at school, along with the date he left the school.
8 - The principal's clear name must be written under his signature, as well as the name and signature of the clerk who organized the document.
9 - Grades are listed in the specified register for each grade in the document, and a line is placed in the blank spaces. As for the grades that do not have scores,
a large X mark is placed on them to fill the space.
10 - It is not permissible to include annual effort averages for the sixth primary, third intermediate, and fifth preparatory grades in
school documents except with the approval of the Directorate of Examinations; rather, the grades achieved by the student in the general
examinations are included.
11 - The Directorate of Examinations and Certificates in the Ministry of Education authenticates all documents addressed to foreign colleges and institutes
outside Iraq and documents issued by schools linked to the Office of the Ministry of Education, as well as documents granted
to applicants for government jobs.
Authentication by the Directorate of Education of the Liwa is sufficient for other documents.
When the document is stamped by the Directorate of Education of the Liwa, the responsible official must sign and write his clear name under
his signature at the bottom of the stamp, and the name of the Director of Education of the Liwa or his authorized representative must be written under his signature.
12 - Documents that require authentication by the Directorate of Examinations and Certificates are sent with an official letter, and the
Directorate will refrain from authenticating any document not accompanied by a letter.
School documents are not handed over to applicants except after they are completely finished, or to school janitors when they visit
the Directorate of Education of the Liwa.
13 - The required information in the document is entered with ink, and it is preferred to be entered on a typewriter.
If damage occurs to some documents as a result of striking through, cancellation, or otherwise, they are sent to the Directorate of Education of the Liwa
in both copies and destroyed by them, provided that the Directorate of Examinations is notified of this with a statement of the number and date of the destroyed document.
The student may be provided with multiple school documents, provided that they have different addresses and are not addressed to a single entity.
A student may obtain a school document that he was previously provided with and was lost or destroyed after verifying the validity of
the student's claim.
20 - It is not permissible to provide the student with transfer certificates (including primary and intermediate school completion certificates) addressed
to several entities for the purpose of study; rather, he is provided with only one transfer certificate addressed to only one entity.

1 - Graduation certificates for preparatory, intermediate, and primary studies, and ⟦line⟧
Teachers' Institutes (male and female), agriculture, industry, arts, and others are distributed to the provincial education offices
at a price of 250 fils per certificate, excluding the price of the form, which costs (50) fils
if available, and the accounting procedures previously followed shall be observed in selling those certificates.
2 - Directors of Provincial Education must not provide students with or sign those certificates except after ⟦line⟧
collecting their price with an official receipt.
3 - The content of our letter above shall be implemented from its date.

The examination dates notified to you in our circular number 77783 dated
12/22/1960 must be fixed for all schools in application of the regulation and our aforementioned circular.
This directorate cannot make any advancement or delay to the dates specified in the regulation because
such matters create confusion for the schools. Therefore, please inform all schools that
request a change in the scheduled examination dates of the content of this letter and to act accordingly.
The points mentioned in your two above-referenced letters can be addressed by following what follows:
1 - The classes and sections that were attending before noon are the same ones to be examined before noon. As for
the classes and sections that attend after noon, they are to be examined after noon.
2 - You may examine two types of students in one room, for example, the first and second, or the first
and third, to facilitate their control.
3 - You may set the duration of the examination for one subject to be one and a half hours, except for Arabic and English
language subjects, which must be two hours each.
4 - You may carry out the required repairs on desks unfit for use starting now or
request what the schools need in terms of desks from the directorate.

It has been decided that the mid-year examination dates for the academic year 1960 / 1961 for the levels listed
below shall begin according to the dates and periods indicated next to them, noting that these dates are originally fixed in the regulations
and we hope to proceed accordingly in the coming years as there is no need to issue such circulars to you in

five days.
