We send to you the following directives kindly provided by His Excellency the Staff Brigadier
Ismail Al-Arif, Minister of Education, in the weekly meeting held Saturday morning
Corresponding to 1 / 4 / 1961, which was attended by the Directors General, and in which the current situation
in schools was discussed in terms of guidance, discipline, and control .. His Excellency deems that these
instructions be circulated immediately to all principals (male and female) of secondary and primary schools and
Teachers' Training Institutes, so that they understand them correctly and proceed in their light . Every

The First Meeting of the Weekly Conference of Directors General
The first conference of Directors General held its first session at ten o'clock on the morning of Saturday, 4/1/1961
under the chairmanship of His Excellency Staff Brigadier Ismail Al-Arif, Minister of Education ⟦line⟧ and the session was attended by Dr. Abbas Taha
Al-Najm, Director of General Education; Dr. Taha Al-Haj Elias, Acting Director General of Technical Affairs; Dr. Abdul Razzaq Al-Jalili,
Acting Director General of Cultural Relations; Ahmed Yaqoub Al-Shamsi, Director General of Administration; Sadiq Abdul Hadi Jalal, Director General of Vocational
Education; Aziz Qadir, Director General of Kurdish Studies; Akram Fahmi, Director General of Physical Education; Abboud Zalzala, Inspector
General; and Shaker Ali Al-Tikriti, Director of Information.
The Minister opened the meeting with the following:
My brothers:
At this particular period, it is necessary to re-examine the subject of students, teachers, and schools, as you have seen in recent
days the general situation in schools and institutes and how students have gone beyond the scope of guidance and control and forgotten their mission as students,
causing trouble for their society, their country, and themselves... So who is responsible for all this? Who is responsible for this
chaos and negligence in schools? We are all responsible, of course... and none of us can evade this responsibility
in any case... Therefore, the situation must be studied objectively... and there must be effective remedies and radical solutions and proposals
put in place.
My brothers:
You all know - and you are men of education and teaching - that there are two sources for guiding the student and no third for them. They are
(1) the home first and (2) the school second... and some may say that the street or the environment is the third source of guidance.....
This saying is valid, but the home and the school must have a stronger influence than the environment ⟦...⟧ and home and school
upbringing must be reflected on the environment itself.. The function of the educator in the home and school is to form the student, develop him, polish his talents and abilities,
refine his emotional instincts, develop his mental and moral powers, arm him with the weapons of immunity, and vaccinate him with the power to influence the environment
and various social circles... Therefore, the method of guidance and formation must focus on the student's personality, his thought,
his character, and his conscience, and the home and the school must respond and cooperate in this educational process to the maximum extent and by all possible
ways and means. It is not possible to provide the student with immunity or (educational fortification) except thanks to this cooperation... and from
here we can form the student who can distinguish between the good and the bad, between chaos and order, between good and evil,
and between an aware citizen who always strives for the noble goal and another dull one tossed about by personal currents, whims, and corrupt greeds.
With what has happened in the atmosphere of schools and student circles, we have no choice but to admit the danger that threatens our schools
in the present and the future, and the injustice that befalls the sons of the rising generation, and the shortcoming - or failure, our failure in guiding
students and schools in light of general frameworks and national interests.
The question I now pose to you concerns the methods of treatment... What are these methods? And what is the extent of their impact on students
and schools? Before you give your opinions, I say that there is a defect in the administrative apparatus or in the existing educational system in general,
and any administrative apparatus in which responsibility is not concentrated and its members do not feel responsibility to the fullest extent is a sterile and failed apparatus..
Although this decisive period in the history of the Republic is full of political and partisan ideas whose effects appear on the general
situation, our duties are educational, instructional, and guiding, and we have many means and possibilities for guidance, the most important of which are
the book, the curriculum, and the teacher, which are the three "hypostases" upon which educators rely in civilized countries and in every
time and place... So is there a deficiency in the book and the curriculum? And does necessity dictate, in light of these experiences and events,
a fundamental reconsideration of all our curricula at once, especially the curricula of the teachers' training institutes responsible for
preparing the male and female teachers worthy of educating the youth and guiding them to high ideals and values? And what are those factors that
make teachers and instructors unable to control and hold the reins of education and guidance?
If one of you says that political ideas have a direct and indirect effect on guiding students and schools, I say that
culture is the basis of everything, and true culture is what guides politics, and (educational fortification) in schools is
the safety valve for society and the state in general, and what honorable culture builds must not be destroyed or swept away by politics in any case.

There is a clear fact: we cannot play an important role in the field of politics itself if we do not create intellectuals
and if we do not prepare students to bear responsibilities. The blatant and unfortunate reality says that we are falling short in this aspect, neglecting
our administrative and educational responsibilities and in performing the mission of guidance and education in the fullest manner. So who are those who throw
stones at passersby and at cars?? Are they not your students? And who are those who were pushing the students and harming them from behind
the curtain? Are they not the intellectuals who were shocked by our schools and who adopt a specific political idea? And who are those who left their schools,
books, and curricula while they were at the gates of the final annual exams? Are they not the students, our precious asset that we did not manage
to organize and invest for good and construction?
My brothers,
I would like to say that there is a prominent defect in the existing administrative apparatus and that there is a dominant phenomenon over this apparatus... It is
the phenomenon of cowardice that has taken hold of the minds of administrative men, from the high-ranking to the low-ranking. For example, when a school principal is asked about
the students' delinquency and his lack of control over the school, he excuses himself by the presence of external influence on him, the students, and the school. It is a flimsy excuse that
should not be used as a pretext by a responsible principal who feels his responsibility and his basic mission. If this principal truly believed
in his duty and mission, he would not fear one of his students or a citizen driven by external motives, and he would have been able to be the (master) of the situation
in normal and exceptional circumstances, and he would have made his school a fortified sanctuary and far from external currents. A true man of education
— whether a principal or a teacher — must be a spiritual father in his church — the school — and a unique leader for his student body. As for
the cowards whose nerves soon collapse, they lose the reins of control and guidance; rather, they are sometimes swept away with the current, so chaos
and disturbances prevail in schools, and institutes become tools of destruction and evil, God forbid, and this is all that colonialism aspires to.
My brothers,
You all know that striking from work is one of the legitimate rights, as there are no provisions in the laws to punish those who
refrain from work unless there is a contract of commitment to work between the authority and the individual. If car drivers resorted to a strike
for a reason or reasons, they are responsible for their actions and deeds. But what is the relationship of our students to this strike? And what is the duty
of teachers towards their students and schools? Is it their duty to incite students and push them to rebellion and to neglect culture
and science and create a state of chaos and anxiety?
This is what happened recently, and it is indeed an unfortunate phenomenon. It indicates one of two ailments: either we do not respond to public
opinion, or we lack effective methods of guidance...
We are now facing a difficulty or a problem. How do we overcome this problem? We are now in a decisive historical stage,
so how do we cross this stage with wisdom, firmness, and success?
The subject is more comprehensive and deeper than we imagine; it is a matter of determining our destiny and our conscience; it is a matter of our present and our future. Is our administrative
apparatus and our educational apparatus fit to bear these burdens? And worthy of rising to the level of these huge responsibilities?
Whatever your answers to these questions may be, it seems to me that some valves and tools in the administrative machine
necessitate replacement, and that rapid and radical measures must be taken to develop this apparatus and support it with competent elements
who believe in the right of culture and the generation, and the right of this people to tranquility, stability, and general welfare. There are no political
doctrines — whatever their color or tendency — that call for chaos, destruction, and burning and sabotaging the country. If such doctrines exist,
they must be fought with ferocity and sincerity, and the destructive, undermining person must be isolated from the school, from society, and from life. Such
a saboteur's shelter is not the school and refined society, but rather his shelter is the darkness of prisons.
These are facts that administrative men and those responsible for guiding the youth and schools must understand, and they must investigate accurately
and deeply the factors of their failure in administrative fields and the failure of education in the home, school, and society. Culture has become
in danger... and general education in two dangers... and the situation of schools and institutes in terms of discipline, control, and guidance has become
in an unenviable state.

When organizing general examination centers and issuing proctoring orders, please direct that the following points be observed:
1 - Proctoring orders shall be notified to every male or female teacher in writing by their school principal via
the notification register to ensure the orders are received and so the proctor cannot evade responsibility by claiming non-receipt of the order.
2 - Every male or female school principal shall, before the date of the general examinations, hold a teachers' council in
the school to read all examination instructions so that the proctor knows the duties of the examinee student and their own duties
as a proctor and the duties of the center director, and shall sign all these instructions so as not to claim in the future ignorance
of such serious and important instructions, and this meeting must be for the entire school staff without exception
(for those assigned to proctoring and those not assigned).
3 - The duties of the examinee student shall be emphasized to the students of every school orally and in writing... because it has been proven to us that the majority
of students enter the examination halls while they do not know the simplest rules and instructions of the examinations (such as the one
who writes with a pencil - or forgets their examination ID).
4 - Proctoring orders are sometimes issued to some teachers in two centers at the same time... and this disrupts the examination
so please exercise deliberation and precision in issuing such orders.
5 - Orders are sometimes issued appointing a number of proctors in a center much less than the center's needs or vice versa
and the best guarantee for controlling the numbers is to appoint one proctor for every ten students... with the addition of two or three
extra proctors beyond the center's needs for the center director to manage according to his circumstances.
6 - Often some proctors arrive at the examination center later than the appointed time and naturally this disrupts
the course of the examinations, delays them, and creates chaos in that center... so every proctor must attend the center
at least half an hour before the appointment (i.e., at seven-thirty) to receive the booklets and know
their proctoring area inside the hall and check the instructions and orders... etc.
7 - Directors of examination centers must inform the Director of Education in writing about any proctor who is negligent in their duties by being lax
or lazy in proctoring or late in coming... or anything else that harms or obstructs the course of the general examinations
so that measures can be taken against the negligent and the violators.
I hope that the Directors of Education and all educators know that our main intent and goal is to work on controlling
the general examinations and ensuring they proceed with calmness, order, sincerity, and integrity, and this will not be achieved unless efforts are combined
and cooperated to serve this sacred duty.

the texts of the Education Council's decision taken in its twenty-fifth session dated 5 / 6 / 1960
are met by them.
As for the text of the decision, it is: The education inspector must hold a high degree and have experience in administration and teaching
after obtaining it for no less than ten years. Or a graduate of the Primary Teachers' Training Institute with excellent service
in administration and teaching after the aforementioned certificate for a period of no less than fifteen years, provided that ⟦line⟧

The Minister provided the following directives:
But what are the correct methods to ensure the selection of such neutral
and sincere individuals!? And what are those administrative qualities that they must possess!? ⟦line⟧
It is known that we have educational institutes and institutions comprising more than (28,000) male and female teachers
and male and female principals, and that a turbulent atmosphere prevails in these schools, and that general standards have
suffered from imbalance and disorder, and that the view of officials and people toward a single person may
differ greatly in many cases!! We are facing a difficult problem that we present to you for discussion,
this problem... is how to select suitable persons to bear administrative responsibilities?
The result of your opinions and discussions is that the Directors of Education should be selected from the good
and competent ones, and that subcommittees should be formed - in addition to a higher central committee - to select school principals.
Despite all these views that have been simplified, the idea of selecting directors is still unclear....
I would like to say that the administrative changes that took place last year cannot be considered
a correct and sufficient measure in all respects, as those changes were necessitated by complex and intertwined
factors and circumstances, which are a mixture of administrative, social, educational necessities, and others... and we
are invited now to establish new standards and rules for selection, and sincerity in applying those rules
and standards...
1- I believe that Directors of Education must be selected from among the teachers currently present
in secondary education, after fulfilling the required conditions, provided that
the Education Council expresses its opinion on every nominated director....
2- I also believe that a permanent committee should be formed in the Ministry's headquarters, entrusted with selecting directors...
We are now facing an immediate problem that must be confronted with wisdom and courage, and solved
through educational methods and mature experience.. If we grasp the end of the thread, we will undoubtedly
reach the result, and achieve the goal, and be able to solve the problem of education and teaching from

In terms of basis
⟦I see⟧ that the opinion of the Higher Permanent Committee of (3) general directors, or from only two directors
and a department manager, as it is entrusted with the selection of education directors in light of information
and accurate investigation it conducts regarding the person nominated to manage the education of the district.
It is also appropriate that one of the inspectors who enjoys competence,
sincerity, courage, and a sense of good discernment be added to the committee ⟦line⟧
The Higher Committee is also entrusted with the selection of school principals. In this case,
the ⟦competent⟧ director of education and the district inspector are summoned to benefit from their opinion, while
taking into consideration the appointment of school principals ⟦line⟧
4- As for what some of you mentioned regarding involving some parties in the selection of directors, I hope
you realize that some education directors in the districts are not free and may fall under various influences
and may be led, voluntarily or involuntarily, into currents other than education and culture.. Therefore
it is necessary to liberate the directors of education and schools from all influence and pressure, and it must
be that we, this Ministry, have the first and last say in choosing the directly responsible director.
The district education director has the right to submit his proposals to the Higher Ministerial Committee.
On the other hand, I hope you know that it is quite difficult to replace all school principals
at once!! We have more than (6000) male and female school principals, but
we must start with the most important before the important, and we start with schools located in the main cities,
making them models in their administrative and educational bodies, so that if we succeed in that,
this modeling seeps into rural schools in a continuous and habitual manner ⟦line⟧
I believe in this reform process that begins in the main cities and ends in the countryside,
and I do not undervalue the opposite theory which says it is necessary to start from the countryside in this reform
process, considering that the countryside is the base, and it is the starting point in reform... and this belief
of mine is naturally required by the social, political, and cultural conditions of the country, and the nature
of the historical stage the country is passing through!!! .
5- As far as the selection of inspectors is concerned, I see the necessity of forming a central committee as well
to select them, similar to what is done in the selection of education directors and school principals.. There are
conditions decided by the Council of Education for the selection of directors and inspectors; it is possible to reconsider
those conditions after the central committee studies them..
In fact, many directors do not realize the concept of administration, and the resulting
responsibilities, and the required conditions and qualifications.. Administration in its deep
concept has philosophical, social, administrative ⟦--al⟧ aspects related to order, discipline, control, and methods
of organization and implementation of instructions, plans, and projects, and the sound methods that must
be followed in every circumstance and every case... and for the sake of focusing the concepts of ⟦illegible⟧ administration

Necessity may require opening scientific and practical courses for school principals
It is not correct in the long run that we remain dependent on the talent of the administrative person
whom we choose; rather, these capabilities must be developed, and the administrative person must be provided with administrative
culture and knowledge of many laws and administrative systems directly related to methods of
administration, leadership, and guidance... Every principal is a responsible person and a guide, and he is a leader and a pioneer in
his administrative scope... and he must know well and through effective methods how to utilize the capabilities
and energies of teachers in the fields of education and preparation, and how to work to develop the talents of students
refining their instincts, developing their perceptions, and how to reconcile the existing elements in his school
and increase the responsiveness between students and teachers and increase the good social relations between the school,
the family, and society. More precisely, the successful principal in his school plays a social
and national role alongside the basic educational role... Administrative capabilities will not be available except through
both talent and administrative culture together. It is difficult, even impossible, for mothers to give birth to
a person with the qualifications of administration and leadership; rather, we must strive through the aforementioned methods
to create the successful principal, and our guide in this creation should be psychology, education, administrative
science, and sociology... Once such a successful principal is found, then and only then
can we be confident in creating an advanced, growing administrative apparatus that pulses with meanings of strength,
discipline, guidance, and preparation.

6- As for the inspector, he possesses qualities more comprehensive than those of the principal, and has a wider impact than the principal in
the fields of education and teaching... Depending on the extent of the sacrifice, understanding,
and sincerity offered by the inspector—any inspector—the future of the country depends... A principal may err, but within certain limits that do not exceed
the limits of his school, but if the inspector errs, his error affects thousands of teachers and double that number of students.
And if he is right and gives a true, clear-featured picture of the situation and the school, and of every
issue or problem, he has illuminated the path for those in charge, and has been a prominent "helping factor,"
a direct active factor in reforming situations... Hence, the selection of the inspector should be carried out
according to sound foundations and conditions, and should emerge from among the teachers—from the best, most competent, and most alert of them,
and from the most mature and those with the deepest sense of responsibility and knowledge of the methods of education and teaching... And
from here as well, personal whims, individual emotions, and personal relationships must not interfere
at all in the selection of the inspector, and this selection must be carried out at its high level and in light of
the drawn foundations and rules...
7- We alone are responsible for this choice and other matters that must be
undertaken... We are responsible, I say it a thousand times, and before us is a decisive historical stage,
and the issues of the hour and the major problems are very serious... All of them require more patience, sacrifice,
and service, and more knowledge, expertise, and planning... We are responsible, not only as employees.

6 - Teachers and supervisors ... we are children of one big family, ⟦illegible⟧ must
within its drawn limits its responsibility, and to carry out this responsibility in the proper manner
We must be strong and frank, not fearing the blame of any critic for the truth, for he who remains silent about the truth is a
mute devil .. we must insist on truth and duty, for this insistence alone helps us
to build a better society and a happy life ...
7 - I return to say, that the elements of administration and inspection are the two basic pillars for creating a
good and constructive culture, and they are the two necessary supports upon which general reform, stability,
and tranquility stand ... so we must proceed with developing administration and inspection side by side. As we must
pay attention to implementing inspection decisions .. but the pressing question now is, how are these
decisions implemented in a practical and fast manner?! How do we create mutual trust between the administrative and
inspection apparatuses?! There is no doubt - as I mentioned previously - that there is a missing link between the two parties which
has lowered the general level of education and culture ... and no doubt that forty lean years
have passed and the inspection apparatus, in addition to other apparatuses, did nothing noteworthy, and its effects
were not reflected in the general course of education .. for the inspectors' reports - as is the routine
and traditional habit - ⟦illegible⟧ come to the Inspector General, and he in turn distributes them to the relevant authorities and directorates,
where they are neglected there on tables and on shelves .. and if this routine
was acceptable in the past era which was crushed by the revolution on the fourteenth of July, then how can
this be accepted in the new era, and how have the echoes of the resounding revolution not vibrated in the ears of inspectors and directors
and why have they not declared an intellectual revolution in the fields of administration, education, and inspection?! We are all directly
responsible in this regard, and I do not want to place responsibility on one person over another !! .
And the constructive educational revolution is led only by the messengers of science, and by inspectors and directors
and other officials ..
8 - In my opinion, another apparatus must exist, which is an important apparatus that supervises the implementation of decisions
and the categorization of reports in a good and new way, so if an inspector's report is neglected by any party, then
that party must be held accountable for this neglect .. and it is possible to name this apparatus the Oversight Apparatus
and we may find in this apparatus the missing link between administration and inspection.

We list below the text of paragraph (3) of the Council of Education's resolution taken at its twenty-fourth session
held on Saturday, corresponding to 13 / 9 / 959. Please circulate it to all intermediate
and secondary schools, both public and private and foreign, to proceed according to it and adhere to its contents literally,
provided that the following matters are taken into account in its application.
1 - The application of this is subject to the Teachers' Council, which alone has the right to add the three marks,
keep the mark as it was, or decrease it, and it is not compelled to add.
2 - This addition must be only once, not twice; meaning it is either in the
first round of the final exams or in the second round in the re-sit exams. Addition is not permitted in
both rounds at all.

The first conference of general directors held its first session at ten o'clock on the morning of
Saturday, 4/1/1961, chaired by His Excellency Staff Brigadier Ismail al-Arif, Minister of Education ⟦line⟧
The session was attended by: Dr. Abbas Taha al-Najm, Director of General Education; Dr.
Taha al-Haj Elias, Acting Director General of Technical Affairs; Dr. Abdul Razzaq al-Jalili, Acting Director
General of Cultural Relations; Ahmed Yaqoub al-Shamsi, Director General of Administration; Sadiq Abdul Hadi

The Minister opened the meeting with the following:
My brothers.
At this particular period, it is necessary to re-examine the subject of students, teachers,
and schools, as you have witnessed in recent days the general situation in schools and institutes, and how
students have strayed beyond the scope of guidance and control, forgetting their mission as students, creating trouble
for their society, their country, and themselves in particular... So who is responsible for all of this? Who is responsible
for this chaos and negligence in schools? We are all responsible, naturally... and no one
among us can evade this responsibility in any way. Therefore, the situation must be studied
objectively... and effective remedies must be prescribed, and radical solutions and proposals must be put in place...
My brothers,
You all know - as men of education - that there are two sources for guiding the student
and no third, namely (1) the home first and (2) the school second... Some may say that
the street or the environment is the third source of guidance... This statement is valid, but the home and school
must have an influence stronger than the environment, and home and school upbringing must reflect
on the environment itself. The function of the educator in the home and school is to form the student, develop him, polish
his talents and abilities, refine his emotional instincts, grow his mental and moral powers, and arm him
with the weapons of immunity, and inoculate him with the power to influence the environment and various social circles... Therefore
the method of guidance and formation must focus on the student's personality with his thought, character, and emotion, and
the home and school must respond to and cooperate in this educational process to the maximum extent and by all
possible ways and means... It is not possible to provide the student with immunity or (("educational fortification")) except
thanks to this cooperation... From here we can form the student who is able to distinguish between what is good

and the wicked, between chaos and order, between good and evil, and between an aware citizen who always strives for
the noble goal, and another dull one tossed around by personal currents, whims, and corrupt greeds..
After what happened in the school atmospheres and student circles, we have no choice but to admit the danger
that threatens our schools in the present and the future, and the injustice that befalls the children of the rising generation,
and the shortcoming or failure, our failure, in guiding the students and schools, in light of the general frameworks
and national interests..
The question I now pose to you concerns the methods of treatment... what are these methods?
And what is the extent of their impact on students and schools!? Before you give your opinions, I say that there is a defect
in the administrative apparatus, or in the existing educational system in general.. and every administrative apparatus in which
responsibility is not concentrated, and its members do not feel responsibility to the fullest extent, is a sterile and failed apparatus...
Although this decisive period in the history of the Republic is full of political and partisan ideas
whose effects appear on the general situation, our duties are educational, instructional, and guidance-oriented, and we have many
means and capabilities for guidance and education... the most important of these means are the book, the curriculum, and the teacher, which are
the three ((hypostases)) that educators rely on in civilized countries, and in every time
and place... Is there a deficiency in the book and the curriculum!? Does necessity dictate, in light of these experiences
and events, a fundamental reconsideration of all our curricula as a whole, especially the curricula of the Teachers'
Training Institutes responsible for preparing the male and female teachers worthy of raising the youth and directing them
towards high ideals and values?! And what are those factors that make teachers and instructors unable
to control and hold the reins of education and guidance?!
If one of you says that political ideas have a direct and indirect impact on guiding students
and schools, I say that culture is the basis of everything, and true culture is what directs
politics, and that ((educational immunity)) in schools is the ((safety valve)) for society and the state in general,
and that what noble culture builds must not be demolished or swept away by politics in any case...
There is a clear truth, which is that we cannot play an important role in the field of politics
itself if we do not create intellectuals, and if we do not prepare students to bear responsibilities.. The glaring,
unfortunate reality says that we are falling short in this regard, negligent in our administrative and educational responsibilities, and in
performing the mission of guidance and education to the fullest extent.. Who are those who throw stones at passersby
and at cars!? Are they not your students!? And who are those who were pushing the students and deceiving them
from behind the curtain!? Are they not the intellectuals invited by our schools and who adopt a certain political idea?
And who are those who left their schools, books, and curricula while they were on the verge of the final annual exams!?

Are they not the students, our precious asset, which we have not managed or invested well for good
and construction!?
My brothers,
I emphasize and say that there is a prominent defect in the existing administrative apparatus, and that there is a
dominant phenomenon in this apparatus... it is the phenomenon of cowardice that has taken hold of the minds of administrative men from
the highest to the lowest.. For example, when a school principal is asked about student absenteeism and his lack of control over
the school, he excuses himself by the presence of external influence on him, the students, and the school.. and it is a flimsy excuse that is not valid
to be used as a pretext by a responsible principal who feels his responsibility and his basic mission.. If this principal
truly believed in his duty and mission, he would not fear one of his students, or a citizen driven by external motives,
and he would have been able to be the ((master)) of the situation in ordinary and exceptional circumstances, and he would have made
his school a fortified sanctuary, and far from external currents.. The true educator - whether a principal
or a teacher - must be a spiritual father in his church, the school, and a unique leader for his soldiers,
the students.. As for the cowards whose nerves soon collapse, they lose the reins of control and guidance,
rather, they are sometimes swept away by the current, so chaos and disturbances prevail in schools, and institutes become
tools of destruction and evil, God forbid.. and this fulfills what colonialism aspires to...
My brothers,
You all know that striking from work is one of the legitimate rights, as there are no texts in the laws
to punish those who refrain from work, unless there is a contract of commitment to work
between the authority and the individual.. and if car drivers resorted to striking for a reason or reasons, they
are responsible for their actions and deeds... but what is the relationship of our students to this strike? And what is
the duty of teachers towards their students and their schools!? And is it their duty to incite students and push them to rebel
and neglect culture and science, and create a state of chaos and anxiety!?
This is what happened recently, and it is indeed a regrettable phenomenon.. and it indicates one of two ailments:
Either we do not respond to public opinion, or we lack effective methods of guidance...
We are now facing a difficulty or a problem.. so how do we overcome this problem!? We are now in
a decisive historical stage.. so how do we cross this stage with wisdom, firmness, and success!?
The subject is more comprehensive and deeper than we imagine; it is a matter of determining our destiny and our existence.. it is a matter of
our present and our future.. so are our administrative apparatus and our educational apparatus fit to bear this

burdens, and are they worthy of rising to the level of these massive responsibilities!? And whatever
your answers to these questions may be, it appears to me that some valves and tools in the administrative machine
necessity dictates their replacement, and that rapid and radical measures must be taken to develop this apparatus
and support it with competent elements who believe in the rights of culture and the generation, and the right of this people to tranquility -
stability and general welfare.. For there are no political doctrines - regardless of their color or tendency - that call
for chaos, destruction, burning the country and ruining it, and if such doctrines were found, they must be fought
with ferocity and sincerity, and the destructive undermining person must be isolated from the school, from society,
and from life.. and such a saboteur's shelter is not the school and refined society, but rather the darkness
of prisons!! ? .
These are facts that must be understood by the men of administration and those responsible for guiding
the youth and schools, and they must investigate with accuracy and depth the factors of their failure in the administrative fields
and the failure of upbringing in the home, school and society.. for culture has become in danger
.. and general education in two dangers... and the situation of schools and institutes has become, from the perspective of
discipline, control and guidance, in an unenviable state.

The Ministry has warned in more than one circular issued by it regarding the necessity for
teachers and instructors to keep notebooks for lesson preparation and for preparing a lesson plan for each subject.
It appears that the response of teachers and instructors to this important educational directive is still
lukewarm, as evidenced by what was recently observed regarding a large number of teachers and instructors
practicing their educational work without the basis of a recorded plan in a
lesson preparation notebook and in the annual plan record.
Accordingly, we request that teachers and instructors be urged
to strictly use these notebooks and demand them from them during every visit,
and to inform us via special memos of the names of those who fall short.
