With reference to your letter No. 81 dated 1/7/962, which transmitted a copy of
the memorandum of the inspector, Mr. Abbas Bilal, No. 30 dated 12/18/61 regarding the transfer
of the student Riyadh Zaki from his second grade to the third grade ⟦line⟧.
It is not permissible by regulation to promote students from their grades to higher grades during
the school year in accordance with the provisions of Article (28) of the Primary Schools Regulation No. 2 of
1950, which explicitly states that the matter of promoting students is determined by the result of the final examination
at the end of the school year.
Please review and circulate this to all primary school administrations to act accordingly

On the occasion of the approaching mid-year exams and desiring to conduct them correctly and accurately, we emphasize the
necessity of following the following instructions and notifying all school administrations to work in accordance with them, abide by
their contents, and announce them.
1- It is preferred that the correction of examination papers take place inside the school.
2- Members of the teaching staff are not permitted to leave the school before the end of the examinations, and the
school administration will be responsible for that.
3- Full supervision of students during examinations, monitoring them closely, preventing cheating incidents,
exerting more effort to maintain the progress of examinations, and the cooperation of school administrations with teaching
staff in the school to maintain them and manage their affairs in an accurate and correct manner.
4- The number of questions the student answers for each subject must not be less than four questions.
5- The examination time for each subject must not be less than one and a half hours, except for Arabic and English
subjects, which must be two hours each for intermediate, preparatory, and primary schools.
6- Oral examinations in Arabic and English are conducted during the mid-year examination period.
7- Work towards accuracy and precision in grading and recording grades, and do not allow for scratching
or erasing in them.
8- Teaching staff must submit mid-year examination grades to the administration immediately after the end of
the holiday.
9- School administrations must notify students of their grades within a week of receiving them from the teaching
staff in writing (i.e., recorded on special cards, stamped and signed by the
school principal).
10- Students who are on sick leave with official medical reports will be examined one week after the end of the
mid-year holiday.

1- Graduation certificates are granted only to students who actually participated in the general examinations for the three

in Teachers' Institutes (Male and Female), educational courses, home arts schools, industrial schools,
agricultural schools, and the Institute of Fine Arts, and passed them successfully.
3- Other students who passed by promotion for the academic year 1957 / 1958 and students of the third intermediate
classes who passed with their annual pursuit averages for the academic years 1954 / 1955 and earlier,
and those who passed the examinations for the academic years 1955 / 1956, 1956 / 1957, and 1957 / 1958 -
and those who passed the entrance exams, it is not permissible to grant them graduation certificates, and it is limited to granting them
the required school documents according to the regulations.

Approval of the following foundations as instructions for organizing students who study at their own expense
abroad. They are:
-1- The person wishing to travel outside Iraq for study must be of Iraqi nationality, and this is proven
by presenting the Iraqi nationality certificate.
02 Must be a graduate of Iraqi colleges and institutes after presenting the necessary confirmation of the lack of
need for his services in the teaching profession.
03 Allowing graduates of preparatory (secondary) studies in its various branches to travel to receive knowledge
abroad, provided that the student's age does not exceed thirty-five.
04 Allowing graduates of intermediate studies to travel to receive knowledge abroad, provided that
the student's age exceeds eighteen and does not exceed thirty years of age.
05 Students applying with their requests to facilitate their travel mission must present confirmation from their departments approving
their travel outside Iraq for study, and if any of them have obtained a regular leave,
the purpose for which the mentioned leave was granted (such as taking an exam, for example) must be mentioned therein
provided that such study is academic, recognized by the Ministry of Education of that country and the Ministry of Education
Missions in Baghdad. In no case can the mission of someone who obtained a leave for
rest and recreation be facilitated.
06 The Missions Directorate does not consider referring school documents to the Central Bank for the purpose of foreign transfer
for those whose travel for study has not been facilitated by it, and if it is proven to the Directorate itself
that the aforementioned conditions are met by whoever requests to transfer funds for study, there is no objection to allowing
him to transfer funds for his study after he presents the necessary documents certified by the competent authorities
which are required by the Missions Directorate when facilitating student travel through it, and those
institutes must be officially recognized by the Ministry.
07 Children of officials and employees who work outside Iraq and their dependents are excluded from the rules mentioned above
and are allowed to study at their own expense after presenting documents
certified by the Iraqi cultural attachés in the countries where they work or by
our missions abroad, provided they are issued by institutes recognized by the Ministry.
08 It is not permissible to consider a request from someone who had completed a finished educational stage in Iraq, provided
it is not less than the intermediate study stage or its equivalent

Decision of the Education Council taken at its forty-eighth session
held on Nov 10, 1962.
The Education Council held its forty-eighth session on ⟦illegible⟧ corresponding to Nov 10, 1962
under the chairmanship of His Excellency the Undersecretary and the presence of the Inspector General of Education and the General Director of Physical Education
and the General Director of Technical Affairs and the General Director of Education for Study and the Acting General Director of Administration
and the Director of Missions. After discussing the instructions regarding students traveling abroad to study at their own
expense, it was decided as follows.
Approval of adding amendments to the foundations approved by the Council in the third paragraph of its decisions
taken at its forty-second session held on Oct 10, 1962.
1- The student wishing to travel abroad to study at his own expense must present his passport
or its number and date of official issuance in case it is not possible to provide the Iraqi Nationality Certificate
along with a document of his latest study in Iraq.
2- Deletion of the age condition mentioned in paragraphs (3 and 4) of the previous foundations in the aforementioned session.
3- Students enrolled in their studies prior to the issuance of the aforementioned instructions are exempt from the condition of recognition of the institute
after they submit the documents required by the Directorate of Missions and referred to
in paragraph (1) above.
4- External transfer is not allowed for those who have spent more than double the normal duration for any
educational stage. For the purpose of verifying this aspect, the student is required to present a document
from his institute containing the normal duration for that study and the educational level he has reached.
In the absence of this, its assessment is left to the Directorate of Missions in light of the information available in
the student's file or the information available to the Directorate itself, and those documents must be certified
by the competent cultural department or the Iraqi representation in that country.

A rumor has reached the officials in the Ministry stating that the curricula
of the first and second intermediate grades will be included in the ministerial examination for intermediate
studies. As this matter is premature, the examination questions
for the ministerial study for this year 961 / 962 will be limited to the third-grade curriculum
prescribed only. Please circulate this to all intermediate and secondary schools to announce it
to the relevant students and post it.
