Note
This note must be read with accuracy and scrutiny and applied with great attention because any error in its application
causes serious problems for the examinations (if the first day of Muharram, which is the Hijri New Year holiday, happens to coincide with one of
the examination days), the subject of the holiday day will be postponed to Thursday, June 15, 961, while the rest
of the examination subjects will be held at their scheduled dates as fixed in this schedule.

- Supplement to Instruction No. (4) -
1 - Paragraphs 14 and 15 are cancelled and replaced with the following: -
14 - Absence from general examinations is not permitted except for a legitimate excuse such as illness, and in this case the
student must present a medical report in accordance with the following instructions:
A Medical reports for postponing examinations are not accepted except from the medical committee in the Directorate of Health
Students in Baghdad or from the Education doctors in the provinces, and in the absence of an Education doctor,
then from the responsible official doctor, and in the absence of an official doctor in the district or sub-district
or the village in which the general examination is held, the health official is the one responsible, and in this
case, the medical reports must be certified by the head of the administrative unit.
B The sick student must obtain a letter from his school principal for a period not exceeding one week
and not less than a day before the examination. As for the days of examinations, he must contact the director of the examination
center before eight o'clock in the morning to obtain a letter from him to refer him to the competent
medical authority, and referrals are not accepted except through the director of the examination center or the school
principal.
C No referral is accepted during examination hours (after the student has seen
the questions) except for sudden accidents that occur in the examination center for the purpose of aiding
the student if necessary. Medical reports granted during the hours of holding
examinations are not accepted for the purpose of exemption from them, but if this medical report covers more than one
day, the student is exempted from the examinations for the days following that day which are included in
the medical report.
D The medical committee in Baghdad meets during the week preceding the examinations between twelve
o'clock and the end of official working hours, and the Education doctors in the provinces shall be in the clinics
during the mentioned time.

We request the circulation of the following instructions to the examination centers to act upon them ⟦line⟧
1 — All students who intend to postpone their final exams due to illness during the school year
that prevents them from taking the general exam must submit their medical reports accompanied by a letter from the college dean's office or
their affiliated school stating their views regarding the student's absence from study during the period of the attached medical reports, and these
letters shall be submitted to the specialized medical committee at the Student Health Directorate or other medical committees formed in
the provinces for this purpose no less than seven days before the start of the exam.
2 — No student's exam shall be postponed for part of the exam period unless they have contracted an acute illness or had a
surgical intervention requiring hospitalization, and upon discharge, they shall be provided with the required report.
3 — Anyone intending to postpone their final exams due to a chronic illness must appear before the medical committee at the
Student Health Hospital or other committees formed for this purpose in the provincial centers, bringing their documents,
credentials, medical reports, and clinical analyses no less than one week before the start of the exam.
If the illness is confirmed, all final exam subjects will be postponed for them.
4 — Medical reports from private doctors' clinics regarding the postponement of general exams are strictly not accepted, except
medical reports issued by a public hospital in locations where no student health institution exists.
5 — All exam supervisors are requested not to provide any student with a sickness form after entering the exam hall
if they were in good health. If a student becomes ill after receiving the questions, necessary first aid shall be provided in
the hall by the responsible health officer.
6 — Sick students of primary and intermediate levels should visit the nearest student health clinic in their areas
for examination, treatment, and to be given the necessary medical reports.

1- Please instruct all school administrations under your jurisdiction that every male
and female teacher must maintain a special register for the male and female students in their charge
which includes reports on each student and their progress. In the case of delinquency or abnormality
of any student, state the method or treatment taken for their reformation
and guidance toward upright behavior. These registers are to be kept at the school
for reference.
2- Male and female inspectors must audit these registers and provide their remarks on them
and everything related to this will be taken into consideration when considering the promotion
or transfer of the teacher in the future.

"Directives and Views of His Excellency the Minister of Education"
At ten o'clock in the morning of 15 / 4 / 1961, the fourth meeting of the Directors General was held, presided over by
His Excellency Staff Brigadier Ismail al-Arif, Minister of Education. The meeting was attended by Messrs. Dr. Abbas Taha al-Najm,
Director of General Education; Dr. Taha al-Yassir, Acting Director of Technical Affairs; Dr. Abdul Razzaq al-Jalili, Acting Director of
General Cultural Relations; Mr. Sadiq Abdul Hadi Jalal, Director of General Vocational Education; Mr.
Ahmed Yaqub al-Shamsi, Director of General Administration; Mr. Aziz Qadir, Director of General Education for Kurdish Studies; Mr.
Akram Fahmi, Director of General Physical Education; and Shakir Ali al-Tikriti, Director of Inquiries... and the Minister expressed at
the mentioned meeting the following directives, remarks, and proposals:"
The Minister

I would like to summarize some of the points discussed, and I hope they are recorded accurately and that each responsible person among you
pays attention to the minutes of the session after being notified of them, and that you set plans in light of these discussions, as there is no doubt that you are the effective instruments
for implementing everything that occurs in this High Council..
( 1 ) The current status of school buildings - I hope this issue is solved fundamentally, and that will only come through a technical,
practical survey, not a theoretical one.. It is noted that in Baghdad and some major cities there are dual-shift schools and schools where
three schools rotate in a single day. It is not right for this dilemma to remain unsolved, especially in this constructive stage
of our history moving forward in the cultural, social, and economic fields..
From my observations, I noted a deficiency in choosing school sites and selecting appropriate areas to be
modern schools, as I also noticed many factors and complexities that affect securing rents in a manner consistent with the interests of education
and preparation. Therefore, I request the Inspection to form a committee of the best inspectors who have administrative capabilities and are not deterred
by - routine - from performing their duties.. This committee shall conduct a general inspection in the Baghdad area of every school and provide
practical solutions to remedy the situation and express sound views on the suitability or non-suitability of school buildings...
I have often noticed that there is a failure in de-doubling despite our decision on this for some time.. The duty of the mentioned committee is to submit
its report before the middle of next June, and I see that it should focus its survey on rented schools and all dual-shift schools.

Curricula

There is no doubt that the curricula are still in the experimental stage and have not yet stabilized.. Knowing that total general
stability of curricula is sometimes impossible to achieve quickly.. This is because the nature of science and culture is in evolution

And because modern civilization is always in constant change and escalation... and all I hope is that our curricula will be
a fundamental starting and turning point in developing our lives and moving them to the wonderful society that befits our glories, heritage, and our leap
towards freedom, dignity, and prosperity... and we are all called to pay attention to national education curricula that ensure for us the creation of the
good citizen with his qualities, virtuous morals, great abilities, and his sense of the spirit of true citizenship and public responsibilities...
All of this must be a prominent character in social books... and a successful national education teacher, with his
bright mind and wandering thought, is able to always link social sciences with each other and link social sciences
and other sciences... for if the social studies teacher talks about a lush garden, he must draw the attention of his students to
the flowers with bright colors, the fragrant soil that produced these flowers, and the effect of flowers and trees on
the atmosphere... and to those who own the flowers and these trees better than others. The teacher can also move from the garden,
the bright flowers, and the soil to the subject of our ancestors who succeeded one another on this soil throughout history, creating for us and planting
before us, and it was our duty to plant for our children and grandchildren and to create for them... and to the necessity of preserving and defending the
homeland's soil by all means and to some of the decisive battles in our history, which were crowned by the July 14th revolution. Therefore -
The connection must be complete between social sciences and even the questions of daily, weekly, or monthly exams,
and they must focus on this basis. One thing remains... which is that school administrations must gather
their students for five minutes at the beginning of the shift, where they provide them with general moral, educational, and guiding advice and directions,
and it is preferable to define the topics that the teachers talk about in these five minutes.
( 3 ) The third point is " -

Teachers' institutes.
The reality is that we are still drawing plans in the long term for the role of teachers' institutes and always thinking about developing
our curricula so that they rise to the level of their responsibilities in preparing teachers who alone make men.
And I see that it is necessary to form a committee for this purpose in which a UNESCO expert participates... and I envision the ideal teacher
that teachers' institutes must be available to produce and prepare.. this teacher requires from his name, attribute, or profession
all compliance... this teacher who must enjoy rare features, qualities, and talents, which are the talents and qualities of the apostles
as callers on earth, the teachers. This teacher who must keep pace with the times and look at the intellectual and cultural horizons
everywhere... this teacher for whom I call for the establishment of a private library in his name - the Teacher's Library -.
As for the subject of educational sessions, I tend to reduce them and dispense with them over time because they are a temporary measure dictated by
an urgent necessity... because they expand in quantity at the expense of quality or manner, and as much as the subject interferes with compulsory
education, which requires large cohorts of teachers and a huge expansion in teachers' institutes, we will implement
this principle within a studied plan according to the available possibilities..
School Donations
⟦line⟧
This subject helps the school to carry out school events and activities and to invest the spare time -
of students, however, many schools did not handle the donations correctly.. therefore, I request emphasis
and speed in collecting donations, buying books, and supporting school activities by all effective means....
Setting fixed instructions for schools
⟦line⟧
It is very necessary to set fixed instructions for schools that principals and teachers adhere to, because the school system
alone is not enough, but there must be fixed instructions related to every aspect of the school's affairs, such as student attendance, their specialization, their health,
their parents' and teachers' councils, and burdening them with some administrative responsibilities assigned by the system and preparing
their notebooks and the necessary reports on their academic progress and so on.. and it is possible to collect these instructions under the title
(Duties of the Principal and Teachers) or any other title..
And it is necessary to form a joint committee for this purpose from Fine Arts, Physical Education, Teacher Training,
and Information.
Follow-up of transactions.
⟦line⟧
The routine in the Ministry of Education, and indeed in state departments, is still complex, resembling a spider's web, and I believe that the necessary
treatment for the routine in Education is the manual follow-up of transactions and getting used to official personal reviews
to follow up on the order or the letter until the final stage.. and I believe that 30% of routine problems will disappear by resorting
to this method.
And I suggest on this occasion two methods.

(1) Recording notes by the specialized directors to follow up on official matters personally.
(2) Transferring and processing important transactions via certain employees to complete them quickly⟦line⟧
Then His Excellency the Minister touched upon other matters.. including the necessity of approaching the university to open a university branch
for study by correspondence as it exists in other universities of the world. In this, there is encouragement for teachers -
and others to complete their higher education and expand their scientific horizons.
His Excellency touched upon - the Students' Union - and said that there is a special study on the subject that may appear
in the coming days... and that the idea of student associations will remain implemented. Since students, by virtue
of being on the same level, and by virtue of their brotherly and spiritual harmony, and by virtue of their shared goals and aspirations,
are a continuous association or associations as long as schools and institutes continue, and as long as science and culture continue.
These are the associations emerging from the mission of students and schools; as for political unions, their formation
is strictly prohibited.
There may be a student council whose members are from the various student associations, and this council may supervise
the affairs of the students themselves.
His Excellency the Minister suggested the following "

1- We refer you to our circular No. 828 on 25 / 4 / 961, through which we notified you
