We convey to you below the instructions for participating in General Examinations for the three levels of study to notify external students
wishing for them to be applied, acted upon accordingly, and for us to be informed.
1- External examinations shall be in the final classes only of the three levels of study.
2- Students registered in a class lower than the final class are not allowed to participate in General Examinations
as external students in that year.
3- If a student fails in a certain class and leaves school, they are not entitled to participate in General Examinations
as an external student except after the passage of a period equivalent to what they would have spent in school to reach that stage
in General Examinations.
4- Students who failed in the annual averages for the fifth secondary, third intermediate,
and sixth primary classes are not allowed to participate in General Examinations as external students in the year of their failure.
5/ A- External students are not allowed to participate in examinations for preparatory studies except after the passage of two years
or more from obtaining the intermediate study certificate or its equivalent.
B/ External students are not allowed to participate in General Examinations for intermediate studies except after the passage of
three years or more from obtaining the primary study certificate or its equivalent.
In both cases, they must not have attended a school and left it without a legitimate excuse, and if the excuse was not
legitimate or they failed in any of the classes, the years of leaving or failure are not considered within the period mentioned above.
6- If the student registered in the final class of the three levels of study leaves school and submits a request for approval
to count the academic year in which they were registered as a year of non-failure due to not benefiting from it, and ⟦illegible⟧ agreed

the Directorate of Examinations upon his request, he is entitled to participate in the general examinations as an external student, provided he performs
the school examination according to the regulations.
7- External students take school examinations for the three levels (primary, intermediate, and preparatory) before
their participation in the general examinations as follows:
Primary
A- External students for primary study take a school examination in the subjects of the fifth and sixth primary
grades.
B- Students who previously passed the fifth primary grade and then left school take a school
examination in the subjects of the sixth primary grade only.
Intermediate
A- External students for intermediate study take a school examination in the subjects of the first, second, and third
intermediate grades.
B- Students who previously passed the first intermediate grade and then left school take a school
examination in the subjects of the second and third intermediate grades.
C- Students who previously passed the second intermediate grade and then left school take a school
examination in the subjects of the third intermediate grade only.
Preparatory
A- External students for preparatory study take a school examination in the subjects of the fourth and fifth
secondary grades according to the branch chosen by the student.
B- Students who passed the fourth secondary grade and then left school take a school examination
in the subjects of the fifth grade only, each in their respective branch.
8- Subjects of drawing, physical education, singing, home economics,
handicrafts, and needlework are excluded from school examinations for external students.
9- If the external student passes or completes the school examinations, they are entitled to participate in the general
examinations.
10- Common subjects in grades are arranged as a single subject for external school examinations only.
Example:
The arithmetic question paper for intermediate study must include subjects of the first and second intermediate grades, and the
Arabic language question paper for intermediate study includes subjects of the first, second, and third intermediate grades for the
mentioned subject. The English language question paper for preparatory study includes subjects of the fourth and fifth secondary grades, and so on.
11- The minimum passing grade for school examinations is 50% and the maximum grade is 100% for each subject,
and the general average for all subjects must be 60% for the intermediate and preparatory levels; however, the
general average is not calculated for the primary level.
12- The correction of exam booklets for external students in school examinations shall be confidential and by subject committees,
similar to final school examinations. These booklets are kept in the school for six months
and destroyed with the approval of the Directorate of Education of the province.
13- School examination results for external students are considered for the purpose of participation or non-participation in general examinations
only, and the external student is not provided with a school document regarding the result of their school exam for any other purpose.
14- All those who previously gained the right to participate in general examinations in past years, whether they participated
and failed or did not participate, have the right to enter general examinations in their branches as external students without being required
to pass school examinations. Excluded from this are students who lost this right upon their return to
their schools, where they became registered students and may be treated as a student in that grade.
15- The external student must fill out the special form for applying to participate in general examinations and submit it with

16 - His papers are complete before April 1, 1962, to the Directorate of Education of his province, and applications are absolutely not accepted after this date.
The decision regarding the admission of external students to the general examinations for the three studies is made by the Directors of Education
of the provinces directly after forming a committee chaired by the Director of Education of the province and the membership of one of the inspectors from his province and the observer
of examinations to look into those applications, provided they are reinforced by the following:
A - A petition.
B - A school document addressed to the Directorate of Education of the province and issued in the academic year in which the student is tested.
C - An application form for participation.
D - A Manila folder on which the student's name, grade, and academic year are written.
E - Three recent photographs with a 50 fils revenue stamp. One of the photographs with the stamp is pasted on the participation
ID, and the second photograph is pasted in the left corner of the special register for external students, provided that
the photograph is stamped with the seal of the Directorate of Education of the province and signed by the Director of Education. As for the third photograph, it is glued
in the student's file, provided that all photographs match the photograph placed in the school document ⟦line⟧.
17 - Old participation IDs may not be accepted when submitted by external students to the Directorate
of Education of the province.
18 - The participation ID for general examinations for external students is organized by the Directorate of Education of the province.
19 - A special register is opened for external students and outlined as noted below, provided that its pages are numbered and included in it
are their grades they obtained in the school and ministerial examinations as external students only, in addition to his file
to be a reference for external students when they visit in the future.

20 - It is not permissible to transfer the examination center of an external or non-external student for the intermediate and secondary studies except in
emergency cases and with the approval of the Presidency of the Higher Committee for the Administration of General Examinations, and
the deadline for submitting applications is May 1, 1962
As for transferring the primary school examination from one center to another for emergency reasons within the province
or outside it, it is done with the approval of the Director of Education of the province, provided that applications are submitted at least ten days before the start of general
examinations, and a copy of the order issued for this transfer is given to the
Presidency of the Higher Committee.
21 - School examinations for external students begin on Saturday, April 21, 1962.
22 - School examinations for external students are held in the province center only.
23 - Directors of Education of the provinces, in agreement with the directors of official schools only, which are assigned to conduct
the examination of external students therein, must hang a detailed schedule including the dates

School examinations for these external students before they are held at an appropriate time
and no external school examination is permitted for those who fail to meet those deadlines
whatever the reasons, and the Directorate of Education of the District must provide the Chairmanship of the Supreme Committee
for the management of general examinations with a copy of the school examination schedule.
24 - Graduates of vocational institutes (Teachers' Institutes for men and women, agricultural and
industrial schools, domestic arts, the health workers' school, and vocational institutes belonging
to the local administration) who are entitled to participate in the general examinations are required to perform
the school examinations according to the regulations.
25 - It is not permissible to re-examine students who have graduated from preparatory school, neither in their previous branch
nor in a different branch.

To ensure the smooth running of final and general exams for various schools and to work on raising
the level of students to a decent standard to be good citizens, please inform school administrations -
and their teachers of the following:
1 - The necessity of controlling attendance in schools and urging students not to be absent or late for lessons. And
that directors and teachers cooperate in this regard and remind students on various occasions of the importance of
studying and not spending time in vain.
2 - Urging students to be diligent and follow up, and work to overcome their weaknesses in various lessons
and pay attention to their class and home assignments.
3 - Every teacher should aim in their annual teaching plan to complete the prescribed curricula and books.
4 - Controlling the class and school grade registers and not allowing any scratching or erasing in them,
and school principals and their assistants are jointly responsible for these registers.
5 - Urging students on various occasions and habituating them to order in their writing and the organization of their exam
notebooks, and to be a good model of obedience and application of instructions and procedures.
6 - This Directorate will hold negligent teachers accountable if the failure rate of their students in
their lessons is high, and we will thank those whose students' success rate was good.
7 - School students are a trust placed in the hands of the teaching staff, so what we hope for is the care
of that trust with the best care, and we hope that the school will be the foundation from which light emanates to the home
and to society.

Reports received by the General Inspectorate indicate that some male teachers
and female teachers use behavior grades as a means of discipline and do not adhere to the text provided
in the secondary school regulations in this regard, which specified, for example, deducting five
behavior points as a secondary punishment in the case of issuing a warning to the male or female student,
provided that this occurs in specific and limited incidents in the regulations, and this punishment is decided
immediately upon its occurrence and after an investigation. As for deducting two behavior points when issuing a notice punishment
or deprivation of privileges stipulated within the means of student discipline, it is
contrary to the regulations and correct educational methods. Therefore, please notify the administrations of
primary, intermediate, and secondary schools to inform male and female teachers
not to use behavior grades as means of threat or discipline, and that their
use should be limited to what the regulations recommended only, as what is required by their use is the education
of male and female students and guiding them, not intimidating them. We hope that school administrations,
teachers, and female instructors will be very cautious regarding everything related to the word 'behavior' with respect
to female students.

A student who is permanently expelled from study is not permitted to return to resume his studies
except after the passage of one calendar year and with the approval of the Teachers' Council. After it expires, he may resume
his attendance within the period specified for registration by regulations. In the event that the duration of his absences exceeds sixty
days, he shall not be accepted for study except at the beginning of the following year, so that permanent expulsion
has a clear meaning that differs from expulsion for the remainder of the year.

We record for you below the instructions regarding how to calculate non-failure years, requesting
compliance with them, proceeding accordingly, and informing us ⟦line⟧
1 - A student who did not register and did not attend at all during the school year, a year of failure is not counted
against them.
2 - A student who registered and attended, regardless of the duration of their attendance, then left school due to
illness supported by an official medical report, a year of failure is not counted against them.
3 - A student who registered but did not attend at all during the academic year, a year of failure is not counted
against them.
4 - A student who registered and attended during the school year and did not participate in the general
or final ministerial examinations due to illness supported by an official medical report, a year of failure is not counted against them.
5 - The failure years of external students in the general ministerial examinations are not counted
against them ⟦line⟧ .
6 - A student who was detained or held during the school year for a period not exceeding sixty
school days and did not participate in the general ministerial examinations or final examinations because of
their detention or hold, a year of failure is not counted against them.
7 - A student who registered and did not attend, but was satisfied with taking a document to any entity confirming they are
a student, or benefited from registration in any way, the academic year in which they registered
is counted as a failure year.
Note: -
We hope it is clear to you and to all school administrations that the competent authority
for calculating failure years or lack thereof and inquiries related to them is (The Directorate of Examinations
and Certificates) and it is absolutely not permissible to decide on them by you directly or by school principals; rather
all questions related to these matters are directed to the aforementioned Directorate, observing its instructions
and recommendations in this regard ⟦line⟧

In view of the serious historical statement broadcast to the entire world on June 25, 1961,
by His Excellency the Faithful Leader, Staff Major General Abd al-Karim Qasim, Prime Minister and Commander-in-Chief of the Armed Forces, regarding the correction
of the administrative and political situation in the usurped Kuwait district and declaring its return to the motherland, the Eternal Iraqi Republic,
and considering it, as it was, a vital part of the Basra Governorate, it has been decided as follows:
1- The Directorate of Curricula and Books, all provincial directorates of education, school principals (male and female), and all teachers,
especially teachers of social studies, must consider this historical event as core fundamental information to be taught
to students at all educational levels and to add the Kuwait district to the official map of Iraq in geography lessons.
2- The Directorate of Curricula and Books must review the history and geography curricula and integrate the history of Kuwait from now on
with the history of the motherland, while enlightening students about the colonial intrigues and conspiracies that isolated this dear part from
the Iraqi homeland throughout the past period during which it groaned under the weight of colonialism, and considering the Savior Leader's statement
as a strong and rapid starting point in the Arab liberation movement and its final liberation from it. Review committees
for curricula must be notified of these directives and instructions immediately so that they, in turn, add them to the books that are being
revised. In the event that some revised books have completed printing, it is appropriate to print a special supplement to the curricula in which
this information about the Iraqi Kuwait district is established.
3- The Visual Aids Center, in cooperation with other relevant departments, shall issue a new map clarifying
the new status of Kuwait and the new borders of the Iraqi Republic, which extend to the south of Kuwait
on the southern side, and establishing Kuwait on the map as a purely Iraqi district attached to the Basra Governorate.
4- This order shall be implemented immediately.
