We have learned that Ali Agha Al-Adhami has given Mamah Khan and members of his tribe approximately sixteen rifles with sufficient ammunition,
and likewise, he gave Mira, the chief of the Kalhur tribe, several rifles and asked them to trespass on Iraqi lands and loot
whatever livestock and animals they encounter on their way. This gang met on the date
10 / 12 / 1940 in the village of Qasim Khan Nawin to trespass on Iraqi lands. However, when the news reached
the Iranian authorities in Qasr-e Shirin, a force went from there and prevented the gang from carrying out these actions. Accordingly,
the leaders of the gang went to Ali Agha Al-Adhami and informed him of that, so he asked them to postpone the work until another opportunity. On this occasion,
we have emphasized to all border posts complete vigilance to monitor the borders and not provide any room for trespassing on the Iraqi borders.
We also informed the village headmen (Sarakils) not to allow their sheep and livestock to approach the borders to avoid the occurrence of anything
undesirable. On this occasion as well, we remind your Excellency of the frequent brutal acts committed by Ali Agha Al-Adhami, which disturb
the peace of security between the two kingdoms. We support our previous requests and hope you would kindly mediate with the Iranian authorities to remove him
from the borders.

The District Administration of Khanaqin District responded to us that as a result of the investigations carried out
by the district police, the accuracy of this news was not confirmed, however they learned that the Iranian government had intended
to provide the heads of tribes in the areas of Sumbar, Hewat, and Gilan with weapons, but this idea has not been implemented
until now, noting that Ali Agha al-Adhami, the contractor for guarding those areas, possesses a quantity of weapons
that he has from before.

Subject / Distribution of weapons by the Governor of Qasr-e Shirin to the Iranian tribes
Recently, the Governor of Qasr-e Shirin has begun touring the Iranian border areas
and distributing weapons to the heads of the Iranian tribes. This is an initiative that we believe should be met on our part
with similar action.
We therefore request the favor of ordering the dispatch of twenty rifles and ten pistols with sufficient ammunition from
the General Police Depot for the purpose of distribution by us to the heads of the Iraqi tribes residing
on the borders and their sons.

The Ministry of Foreign Affairs presents its compliments to the Imperial Iranian Legation
in Baghdad and has the honor to state that incoming reports have confirmed the arming of
Iranian subjects residing in the Iraqi-Iranian border areas and their acquisition
of significant quantities of rifles and ammunition. Since this
contributes to expanding the scope of transgressions in the border areas and leads to the occurrence
of incidents similar to those detailed by the Ministry in its memorandum No. SH / 878 -
4 / 288 dated 18 / 2 / 1940, and consequently disturbs public security and creates
problems in the border areas of both countries, the Ministry has no doubt that the Legation
will intercede in taking all measures that would prevent the occurrence of what
disturbs the peace of the residents of the border areas and ensures the absence of disturbing incidents there.

We have learned that the number of Russian rifles distributed to the Iranian tribes mentioned
in your above-referenced letter is (100) rifles with (1500) cartridges and that
the distribution took place under the knowledge of both Colonel Pourzand, the Military Governor of the area of
Bavandpour, and Colonel Tabatabai, the Military Governor of the Qasr-e Shirin area, given
that the two aforementioned persons are those who presented the request of the mentioned tribes regarding the necessity of arming
for emergencies; however, the Tehran government proposed to the two aforementioned military governors the necessity of
considering the persons who will be supplied with weapons as members of the security forces and providing each of them
with a monthly salary of (15) Tomans, provided that the mentioned persons report annually to
the competent security departments to verify that the weapons are still with them in full, not
diminished.

Subject: "Iranian forces on the border".
We have been informed that the Iranian government decided to replace the security personnel who are on
the border opposite the Iraqi border in the Mandali area based on their complaints about the length of stay in
their posts, the difficulty of living, and the low salaries, as the Iranian authorities brought approximately
three hundred security soldiers and distributed them to the posts on the border and withdrew the individuals who
were in the posts. However, given the lack of system that prevailed before this replacement and the
absence of an officer at the head of the post forces, the Iranian authorities reinforced their posts with a few more
individuals than they were before and appointed an officer with the rank of second lieutenant to supervise the border force.
The Iranian authorities also brought some workers and decided to construct government and military buildings
along with other buildings for staff housing. Some senior Iranian officers have toured -
and listened to their complaints, which have increased in recent days, a matter that the Iranian authorities
feared would lead to their tribes joining the Iraqi border, and that occurred during the days of the escape of
Othman Sharafbiani, which we reported at the time. The situation on the border since that date until
now has been proceeding with calm and quiet, and nothing noteworthy has happened. For your kind information.
