the Iranian Qalkhani tribe, numbering between fifty and seventy persons, for the purpose of raiding Iraqi
villagers to loot their property and livestock, and that a number of the mentioned gunmen raided the police station
(Jwarklo) within <del>Halabja District</del> ⟦Maura Tu area⟧ Diyala and a clash occurred resulting in their flight to their village, then they followed that
with another raid on the villages of Sawtzal and Mahmoud Fajr in the same Maura Tu area during which they looted a herd of livestock
after a clash occurred between the two parties resulting in the death of four Iraqi persons from Mahmoud Fajr village and three
of the Iranian aggressors, whose bodies were transported to Iranian territory, and it has been revealed by the results of the investigations carried out
by the Halabja District Police that the Iranian government supplied the chiefs and members of the mentioned tribe with the indicated number of
rifles to ward off the danger of the Jawanrudis from them given the existence of an old enmity between the two tribes, for your kind review

The Halabja District Police have reported that the Iranian authorities have armed groups of

after a clash occurred between the two parties, resulting in the death of four Iraqi persons from Mahmoud Fajr village and three

by the Halabja District Police that the Iranian government supplied the chiefs and members of the aforementioned tribe with the stated number

1 - Ali Agha al-Adhami, chief of the Kalhur tribes - as shown by the results of investigations
and continuous monitoring in the border areas connected to the Diyala Governorate - is still waiting for opportunities
to infringe upon Iraqi subjects, disturb their peace, and threaten their security. The members of the Iraqi
tribes, who are unarmed due to their poor financial status, have become a target for the attacks of this
man and his assistants. He has also become dominant over the Iranian tribes opposite the Mendali
area.
2 - Therefore, for the sake of maintaining security in that area, we suggest mediating with the Ministry of Foreign Affairs
to, in turn, approach the competent Iranian authorities to remove the aforementioned Ali Agha al-Adhami
from the borders. We also deem it advisable to provide some of the Iraqi border tribal chiefs
with a quantity of weapons to distribute to their tribesmen in preparation for defending themselves
and resisting any attacks occurring against them and their property.
