of to-day, on the 26th May the following were at the
house of SAYYID MUHAMMAD MAHDI AL SADR:-
SAYYID MUHAMMAD MAHDI AL SADR,
SAYYID JUWAD AL SADR,
SAYYID HAIDAR AL ASADULLAH,
SHAIKH ABDUL-HUSAIN AL YASIN,
and others. SAYYID MUHAMMAD MAHDI AL SADR regretted
that they had been so precipitate in their action over
AL-BAQI' affair and was of opinion that they should
have consulted the Ulama of all the shrines before
taking action. They blamed SAYYID MUHAMMAD AL SADR
who was the one who urged the action on the ground
that it was the wish of His Majesty the King. Similar
statements were made at a further and larger gathering
on the 27th instant.
In this connection it is reliably reported
that the expenses of the deputation and the cost of all
wires, etc. were paid to SAYYID MUHAMMAD AL SADR by
SAYYID MUHAMMAD BAQIR ibn SAYYID AHMAD WAHID-AL-AIN.

SPECIAL REPORT
A deputation consisting of SAYYID HASAN AL
KHURASANI, SHAIKH RADHI ibn SHAIKH ABDUL-HUSAIN AL
YASIN and SHAIKH MAHDI AL UZRI proceeded to Kufah and
called upon SAYYID ABU-AL-HASAN AL ISFAHANI and
presented letters regarding AL-BAQI' incident. The
Mujtahids declined to have anything to do with the
matter which he said was a pure political scheme.
He also said he did not approve of the conduct of
the Kadhimain Ulama. The deputation had no better
success with MIRZA HUSAIN AL NAYINI who pleaded
sickness and did not see them. They returned on the
24th May and reported to SAYYID HASAN AL SADR and
his party that they had met with absolute failure
and that the Mujtahids refused to take anything at
all to do with the affair.

two indicates that each of the police directorates of Diyala and Kut provinces should contact the ⟦line⟧ Third
Division command while it was stated in paragraph (C) of the same article that each of the police directorates of
Kut, Amara, and Basra provinces should contact the First Division command, and accordingly, is Kut province obligated to consult

The Military Governor General
The Iranian government has begun preparing tribal members on the Iraqi border, from Naft Shah
to the Halabja area, in the villages located on the border and is equipping them
with rifles and allocating salaries for them (300 Tomans or the equivalent of 13.5 Dinars) for each
one of them, and the Sarkal (headman) of each village is responsible for his group, and they are cavalry in tribal clothing.
Their duty is to protect the border, provided they are in a state of permanent readiness
for any emergency, and it is known that some of them are famous smugglers in their areas. Please
kindly be informed.

The Provisional Agreement

Sir Minister,
I have the honor to inform Your Excellency that as
my government is imbued with a sincere desire to cooperate with the
Iranian government to maintain and ensure security on the borders between
the two kingdoms, it has charged me to convey to you in its name the
following provisions to serve as a temporary basis for this cooperation between the two countries:-
Article One - Each of the Iraqi and Iranian states shall
appoint six commissioners from its subjects in the areas mentioned
hereafter, and the centers of the commissioners shall be as follows:-
Centers of the Iraqi Commissioners | Centers of the Iranian Commissioners
Basra | Khorramshahr
Ali al-Gharbi | Fakkeh
Badra | Mansurabad
Khanaqin | Qasr-e Shirin
Halabja | Baneh
Rawanduz | Oshnavieh
Each of the two states must inform the other state
immediately of the names and addresses of its commissioners, as well as any change
that occurs thereafter in this regard.
Article Two - Each commissioner is permitted to authorize
an official of lower rank than him so that the official may take
the necessary measures to resolve minor issues or to inform
the other party of an incident or for quick procedures
according to Article Three, provided that these actions are carried out
under the supervision of the commissioners themselves or with their approval, and
the commissioners of each party must inform the commissioners
of the other party of the names and addresses of such officials.
Article Three - The duties of the commissioners shall be as
follows:-
First - They must do everything in their power through
means to prevent one or more persons,
armed or unarmed, from forming gangs
to commit robberies in the border area and they shall
also prevent them from crossing the borders and from conducting any
kind of propaganda and incitement against the second
party.
Second - When the commissioners learn that one or more
armed or unarmed persons
are making preparations for the purpose of looting and robbery in
the territories of the other party, they must immediately and without
the slightest delay inform the other party of the details.
Third - The commissioners of one party must
inform the commissioners of the other party of every incident of looting
or robbery occurring in the territory of their respective state
without the slightest delay if they believe that the criminals
are fleeing to the border, and the commissioners of the
other party must then do everything in their power
to prevent the criminals from crossing the borders.
Fourth - If an armed person or persons commit a crime
or misdemeanor in the territory of one party and manage to
flee to the territory of the other party, the border commissioners
of that party, if they are satisfied that there is a
valid reason to believe that the person or
persons committed a crime or misdemeanor within the borders of
the other party, shall detain this person or
persons until a formal request for
extradition is received in accordance with the provisions of the Provisional Agreement for the extradition
of criminals between Iraq and Iran. If no
extradition request is received within two months from the date of arrest,
they must be released.
The border zone is considered to be from the border line to
a distance of 75 kilometers inside the territory of each party.
Fifth - Preventing the smuggling of funds from one kingdom to another kingdom.
Sixth - Resolving disputes, complaints, and lawsuits that occur
between the residents of the borders of the two parties and implementing the decisions taken.
The commissioners are not permitted to resolve
disputes relating to borders, lands, and waters,
nor may they interfere in the political
affairs of the other party or in its internal affairs.
Article Four - The border commissioners are permitted to

Below is a copy of the telegram from our provincial Police Directorate No. 116 dated 3 / 4 / 959 addressed to this Governorate and repeated
to the Ministry of Interior, the Military Governor-General, the Third Division Command, the Military Intelligence Directorate, the General Police Directorate
and the General Security Directorate regarding the supply of rifles to the Sanjawi and Qalkhani tribes and the existence of an intention to attack some Iraqi
areas within your district located between Naft Khana and Bammo in the Maidan sub-district. Please deploy informants and investigate the news
and take the necessary measures to prevent any attack on the lands, tribes, and citizens and inform us.

The Assistant Police Commissioner of Khanaqin informed us in his telegram 2155 on 3 / 4 that he received reliable information stating that
the Iranian government supplied approximately 700 unarmed persons from the Sanjawi and Qalkhani tribes with rifles and that they intend
to attack some Iraqi areas located between the Naft Khana area and Bammo in the Maidan sub-district tonight or after it.
For information (.) The Assistant Police Commissioner of Khanaqin repeats his telegram above and we request you to take all arrangements, caution,
vigilance and monitor all border crossings within your area and reinforce the strength of all border posts to prevent an attack
on the villages of your area and inform us of everything that happens in this regard.

Based on the approval of the Ministry of Interior in its letter Q.S/3800 on 11/17/1958
The following has been decided:-
1- To stop providing them with copies of letters and information received by us from the Provincial Police
Directorates which are addressed directly or provided as a copy to their Governorates, as these
Governorates are responsible for providing the Interior or other relevant ministries and departments
with copies of these letters after processing their subjects and commenting on them
according to their specialization.
2- Suffice it to provide the Ministry of Interior with three copies and the competent authorities with one copy
of:-
First - Information received by us via telegram from the Provincial Police Directorates in order
to ensure the speed of its delivery to the authorities.
Second - Letters received by us directly from the Provincial Police Directorates without the knowledge
of their Governorates.
3- All officials must implement this order and act upon it literally.
