Subject:
To Mr. Naji Yaqoub Bashiri
Employee at the Presidency of the Jewish Community in Baghdad
Previously, your three sons Albert, Munir, and Bashir committed improper acts on various occasions against the teachers
and the principal of the Frank Iny school during the last academic year, which forced the teachers' council of the mentioned school to impose
the penalty of dismissal from that school for a full academic year on Bashir. Also, another penalty was imposed on
Munir, who is attending the College of Engineering, by the deanship of that college at the time due to his bad behavior and conduct.
There is no doubt that you know what these three did on Saturday, 12/24/1960, and at other
times before that date, of verbal harassment on the road towards the principal of the Frank Iny school, Mr. Abdullah
Owayed Yasa, without there being any justifiable reason for that.
And since such shameful acts affect the dignity of our community in general and disrupt the administrative system in our institutions in particular,
especially. The Administrative Committee has decided to warn you as the primary person responsible for your sons who are still
under your care and guidance. As the committee considers the occurrence of reprehensible behavior from your sons to be occurring
with your consent as their guardian. It requests you to guide your sons to refrain from such reprehensible behaviors in
the future. Furthermore, the Administrative Committee, in participation with others responsible for the management of the community's institutions,
will be forced to take the necessary measures with the responsible official authorities against whichever of your sons performs
any disruptive act of this kind in the future, out of concern for the interest of the community members and its institutions.

The Discipline Committee met on 18/2/1960 under the chairmanship of the school principal, Mr. Abdullah Obeidia
and the membership of Ms. Samha Nassim, Mr. Hesqel Ephraim, Mr. Munir Nassim, and Mr. Amin
Marri to consider the case of the person named Albert Naji Yaqub Binery, who is one of the graduates in the summer of
1952 from the fifth secondary class of Shamash Secondary School. This was on the occasion of this person submitting
on 2/1/1960 a petition of complaint addressed to the Directorate of Education of Baghdad Province / Rusafa, regarding
his brother Bashir Naji Yaqub Binery, who was dismissed from the third intermediate class of Frank Iny School due to
the latter's misconduct and his departure from the limits of decency in the school as established in the explanation contained in
the decision taken by the Teachers' Council in its session held on 31/12/1959, a copy of
which is attached herewith. Upon reviewing the copy of this petition, a copy of which is attached herewith, <del>and discussing</del> and discussing
what was stated therein, the Council reached the following:
First - The complainant's allegations regarding the school administration's treatment of his brother Bashir and his entire family
are false. A full explanation regarding the invalidity of these allegations was provided in the school administration's response to
this petition in its letter addressed to the Directorate of Education of Baghdad Province No. SH/60/6 dated
5/1/1960, a copy of which is attached to this decision.
Second - The inappropriate attack on the school administration that appeared in the petition of the complainant Albert Naji ⟦...⟧
Binery" (in addition to this person's false allegations), if it indicates anything, it indicates
the extent of this person's recklessness and his departure from proper conduct toward the administration of the school in which he had studied
as a student for a period of time. It would have been more appropriate for him not to forget the favor of the school that formed him and included him in its care
throughout the duration of his studies there and prepared him to face the problems of life thanks to its teachers and administration.
Third - The complainant Albert Naji Yaqub Binery has appointed himself as the guardian of his brother Bashir despite
his father being alive. This encouraged his brother Bashir to submit a petition on 5/1/1960 to
the Presidency of the Students' Union and to the Teachers' Syndicate in which he cited the same lies and falsehoods cited by his brother (Albert)
and inappropriate attacks on the school's teachers and its administration. The school administration responded to
the second petition at the time in its letter addressed to the Directorate of General Technical Affairs at the Ministry of Education,
No. SH/24/60 dated 18/2/1960, a copy of which is attached herewith.
Fourth - The complainant Albert Naji Yaqub Binery was the first to attack the school administration by telephone on
Monday, 28/12/1959 <del>⟦illegible⟧</del> immediately after dismissal, after his brother Bashir had carried out
on that day acts that disturbed order and went beyond the limits of decency toward the Arabic language teacher
Mr. Muhammad Said Abdul Wahab inside the classroom.

Accordingly, in view of the above. And since the actions committed by the complainant Albert Naji Yaqub Ben-Naira indicate
a lack of manners and a disregard for public rights on his part, in addition to what this person intends <del>clari-</del>
by insulting the reputation of the school and its teaching staff, the Disciplinary Committee has decided to record a penalty
of misconduct in the file of this person (Albert Naji Yaqub Ben-Naira) kept with the files of the graduating students
of Shamash Secondary School, with a deduction of (20) points from his conduct and noting his misconduct in all school documents
that the aforementioned person may need in the future, in order to preserve the dignity of our scientific institutes and to prevent the recurrence
of incidents of this kind in the future.
The Disciplinary Committee also decided to deduct (20) points from the conduct of the student Meir Naji Yaqub Ben-Naira
based on the previous decision taken by the Teachers' Council regarding recording a misconduct penalty against this student
who is also a graduate.

Honorable Director General of Technical Affairs
Examination Directorate / Ministry of Education
Subject / Punishment of a student by dismissal for the remainder of the year
Greetings,
With reference to your letter No. 1598 dated 1960/2/9 regarding the petition of the student Bashir Naji Yaqoub
Bani, one of the third intermediate grade students dismissed from this school, please kindly review
the following notes.
First - The named Albert Naji Yaqoub Bani (who is one of the brothers of the dismissed student and who
appointed himself as a guardian instead of his father who is alive) had previously submitted a petition dated 60/1/2
addressed to the Director of Education of Baghdad Province / Rusafa, requesting the cancellation of the decision of the
Teachers' Council of this school taken on 1959/12/31 regarding the aforementioned student, knowing
that this decision was taken after questioning this student and confirming his commitment of acts that require,
at the very least, the punishment of dismissal for the remainder of the year. That petition was referred at the time
to the administration of this school for review and response. That petition contained false allegations
and misleading information. The administration of this school replied to that petition with its letter No.
Sh/60/6 dated 1960/1/5 to the Directorate of Education of Baghdad Province / Rusafa with a copy of the decision of the
Teachers' Council dated 1959/12/31, in which the facts of the incident were detailed,
and the dismissal procedure taken against the student Bashir Naji Bani, which resulted from his actions
disturbing order and conduct.
Second - The second petition dated 1960/1/5 submitted by the student Bashir Naji Yaqoub Bani
himself this time, which he addressed to the Presidency of the General Union of Iraqi Students - Secondary Schools Committee,
and a copy of it to the Teachers' Union, if it indicates anything, it indicates the extent of
this student's recklessness and persistence in their false claims that have no connection to the truth and to
their departure from protocol and decency toward the administration of this school and its teaching staff with their attacks
that go beyond the limits of politeness and are not based on reality in any way.
- To be continued -

Third - That Muthir Naji Yaqoub Bashiri, currently attending the first year of the College of Engineering (who is the
second brother of the dismissed student Bashir) and who had in turn installed himself as a guardian as well instead of his father
and committed what he committed at the time in terms of departing from the protocols and lack of politeness towards the administration of this school without
justified reasons, has continued, as it appears, to display a lack of decency and manners that should characterize
the student, during his interrogation by the responsible authority in the College of Engineering, which necessitated
imposing a penalty on him according to the announcement issued by the Deanship of the College of Engineering No. 306 dated
25 / 1 / 1960, a certified copy of which is attached with this letter.
Fourth - That the person named Naji Yaqoub Bashiri (who is the father of the dismissed student Bashir) who has previously on
various occasions in past years caused disturbances against the school administration and against its teachers for the purpose of facilitating
private matters for his children contrary to the regulations and laws, and who throughout the recent period was trying with various
authorities to influence the administration of this school and its teachers to reduce the punishment of his son by claiming outward regret
for what his children have done recently in terms of departing from protocols and from the limits of politeness towards the school administration
and its teachers - claiming good faith before the officials on one hand, and threatening the school administration at the same
time on the other hand - this man, as it appears, was inciting his children covertly throughout
this period to persist in the disturbance and to take the stance of the reckless towards the administration of this school through
threats and rumors among the students and their parents that this man and his children have the influence that
enables him to challenge the Teachers' Council and the school administration and cancel his son's punishment. Thus, one of the results of
encouraging his children toward recklessness was the improper behavior that brought upon the student Muthir Naji Yaqoub Bashiri
at the College of Engineering the aforementioned punishment. It would have been more appropriate for this father to advise his children and urge them
to walk the right path instead of persisting in their delusion and error.
Fifth - That the rising voices of falsehood and slander from time to time, and the submission of petitions full of lies and misleading
facts and the assault beyond the limits of politeness and decency on the administration of this school and its teachers by
the student Bashir Naji Yaqoub Bashiri and by his relatives, and the directing of these petitions from time to time to
various authorities, in addition to causing a waste of the officials' time and the time of the administration of this school,
is intended to harm the reputation of our school as it is intended to influence the responsible authorities to reduce the student's
punishment. This inevitably leads to encouraging some other students and their families who have previously misbehaved
towards the school administration and its teachers and departed from the regulations and observed protocols for the purpose of facilitating their own
private interests that conflict with the public interest - this encourages the persistence in repeating these acts.

Such students and their families, to ensure the fulfillment of their personal desires and interests, have often threatened the administration of
this school and its teachers on many occasions in the past with their intention to file false complaints with the responsible
authorities in the Ministry of Education for the purpose of damaging the school's reputation and achieving their private goals.
The administration of this school, while keen on the public interest and guided by the regulations of the Ministry of Education
to maintain the application of order in the school, requests the responsible authorities in the Ministry of Education to strike
the hands of the meddlers who exploit matters for their private interests and to silence the voices of falsehood and vanity that rise from time to
time by student Bashir Naji Yaqoub Bniri and his family and their ilk, and to uphold the dismissal decision against this student
as this decision is within the powers of the Teachers' Council defined by the regulations, in order to protect the
interest of the school and the interest of the rest of the students and to save the system from loss.
Please accept the highest expressions of respect.

Honorable President of the General Union of Iraqi Students
Secondary Schools Committee
On Tuesday, December 29, 1959, I was sitting in the third intermediate class of the
Frank Eini School. The teacher called my name twice, but I did not hear his call because I was ill and
my temperature was high, and sharp pains were nearly squeezing my head. When I heard his call for the
third time, I apologized to him, but he rejected my apology and summoned the school principal, Mr. Abdullah Oudia.
Without verifying the report or knowing anything about it, his voice rose thundering: "I will make you an example for the class."
He continued with his offensive language, describing me as "a donkey, degraded, and bad," then he moved on to my family, describing them
with these same terms, and concluded his words by saying he would refer me to the disciplinary committee.
On the second day, I went to school but was prevented from entering the classroom in execution of the principal's orders.
This also happened on the second and third day...
On Thursday evening, I was requested by the school administration via telephone for an investigation. When I arrived at the school,
I found the teachers' council meeting. As soon as I entered the meeting room, the principal launched into the most offensive
insults, worst terms, and vilest descriptions. After they directed various questions at me, they found nothing that could
constitute a violation, offense, or assault, but they nevertheless made a decision to expel me until the end of the year.
I am explaining the details of my case and requesting the Union to intervene to stop the execution of this unjust decision
and restore my dignity as a student who was insulted and whose dignity was wounded in front of dozens of students, and whose rights were squandered and was mistreated
in an unfair manner.
Finally, I would like to mention that the principal's actions since the beginning of the year have been hostile towards the students and an assault
upon them, and directing the teachers who are subject to him by virtue of his authority over them to mistreat the students and limit the
activity of the Union committee in the school and freeze it so he can tamper as he pleases and wishes.
