Based on the expiration of the term of the Lay Council on July 16, 941, I invited the
General Assembly to hold an extraordinary meeting on the evening of Monday, August 4, 941. Due to the lack of
a legal quorum, I invited the General Assembly to hold the meeting a second time in accordance with Article
14 of the Community Regulation No. 36 of the year 931. The second meeting, held on the evening of
Sunday, August 17, 941, was attended by 43 members out of a total of 60 council members. The meeting was held under my chairmanship,
and the election was conducted by a committee of council members, as you will find in the copy of the minutes attached
herewith. Accordingly, Mr. Eliyahu Hayyim Tawfiq became the President of the Lay Council, and Messrs.
Sassoon Murad Sassoon - Dr. Gurji Rabi' - Yehuda Heskel Nathaniel - Selim Shaul

occurring between the Ottoman Bank and the Council. We request that you note that the Council, in
its meeting held on 4 July 943, decided to authorize the signature of the member Mr. Ezra Meir Daoud Ezra
instead of the signature of the late Selim Shashoua to facilitate transactions, and accordingly we provide below a specimen of his signature
