Election of the Israeli Spiritual Council in Baghdad
Last Wednesday evening, forty members out of a total of sixty members of the
General Council met at the community administration to elect the Spiritual Council for the next four years. The meeting was held under the chairmanship of
His Eminence Rabbi Sassoon Khedhouri, President of the Jewish Community in Baghdad. The result was that the
Council elected His Eminence Rabbi Benjamin Hakham Moshe to the Chief Rabbinate and the presidency of the Spiritual Council
by a majority of 38 votes. The following were elected to the membership of the Spiritual Council: Their Eminences Rabbi Salman Hoqi
Aboudi, Rabbi Raphael Isaac Hayyim, Rabbi Yehoshua Moshe, Rabbi Sassoon Isaac,
Rabbi David Ezra Musaffi by a majority of 39 votes each, and Rabbi Eliyahu Yeshu'a and Rabbi

The new Lay Council, in its meeting held on 26 August 941, has authorized Messrs.
Eliyahu Hayyim Tawfiq, President of the Council; Ezra Heskel Bahr, Vice President; and Selim Shaul Shamshua,
the member, to sign checks and financial transactions on behalf of the Council, provided that any two signatures
of the three signatures shall suffice. I request you to notify the Ottoman Bank of this decision;

Upon reviewing Article 4 of the Jewish Community Law No. 77 of 1931
And based on what was presented by the Acting Minister of Justice
To appoint Rabbi Sassoon Khedhouri as President of the Jewish Community in Baghdad effective
from February 19, 1941.
The Acting Minister of Justice shall execute this Decree
Written in Baghdad on the sixth day of the month of Muharram in the year 1360 and the second day of the month of
February 941

After greetings and respect.
Due to the lack of a legal quorum at the meeting to which I invited
the esteemed General Council to hold on the evening of Thursday, September 25, 1941, to consider
the matters mentioned in the invitation letter, I invite you to kindly attend
at the Community Administration at five-thirty on the evening of next Sunday,
corresponding to September 28, 1941, to hold the meeting again in accordance with Article 14 of the
Community Regulation No. 36 of the year 1931.
