Based on the invitation sent by His Eminence the Head of the Community, Rabbi Sassoon Khedhouri
to the members of the General Council who were recently elected, to hold the meeting

Based on the invitation sent a second time by His Eminence the Head of the Community, Rabbi Sassoon Khedhouri
to the members of the General Council to hold a second meeting in accordance with the second paragraph of Article
The (14th) of the Community Regulation, there attended this day at six o'clock in the afternoon

( 4 ) And since the legal quorum for this meeting depends on the attendance of
only sixteen members, the quorum was considered achieved and this was announced by His Excellency
the Head of the Community who presided over the session.
Then His Excellency the aforementioned President delivered a speech in which he thanked the attendees for responding to the invitation
and identifying them as possessing the confidence of the community, then he urged them to continue the effort
to raise the status of the community and improve the conditions of the community's administration at the present time.
Then he invited the attendees to stand, so they stood with all dignity and reverence, and he recited to them
a religious prayer wishing His Majesty the Great King Ghazi and His Highness
his beloved son Prince Faisal, a long life, and for the Prime Minister and its esteemed members ⟦success⟧
for the good of the nation.
After he finished that, he announced that the purpose of the meeting was to audit the election
of the council members and to wait for potential objections. Upon inquiring from the attendees
about what was there, they replied that there was no objection from any of them regarding the elections
and then the session was concluded.

The session was opened by His Eminence the President, who explained to the Council that only four members of the
resigned Lay Council agreed to participate in the new Lay Council, and therefore it was necessary to consider

We submit herewith to your Excellency the budget book of the Lay Council for the year 938/939 with its report
on its activities and accounts in accordance with Article 16 of the Jewish Community Regulation No. 36 of 1931
Requesting your Excellency to order its distribution to the esteemed General Council and to kindly invite the Council
to an extraordinary meeting to consider the following items: -
1) Deliberation on the financial situation of the Lay Council.
2) Ratification of the budget for the year 38/939, pages 35-36-37-
3) Ratification of the amounts spent outside the budgets of the years 36/937 and 37/938 ⟦p. 28⟧
4) Consideration of a report on the old debts owed to the Lay Council, see pages 48-
⟦49-50-60⟧
5) Consideration of the Audit Committee's report on the audit of the Lay Council's accounts
for the year 35/936 (pages 39-47)
6) Formation of a committee to examine the accounts of the Lay Council for the years 36/937 and 37/938 in accordance
with Article 17 of the Regulation
7) Consideration of the letter received from Mr. Ezra Menachem Daniel regarding the cemetery of the late Mr.
Sassoon Saleh Daniel, requesting to make the area of the purchased cemetery 100 meters

Budget for the year 37 / 938
The circumstances that the finances of the Lay Council went through during the year 37 / 938 and before it
have prevented the presentation of its budget to the esteemed General Council for approval. There is no doubt that everyone
remembers the attempts that took place to induce the Council to retract the increase in the Gabelle which was decided by
your esteemed council and acquired legal form by the approval of the official authorities, and which was imposed at the time
to cover the deficit prevailing over the community's fund for many years. These attempts resulted
in the cancellation of the aforementioned increase and the community incurred a heavy financial loss as explained by the Lay Council
in detail in its statement published at the beginning of the year 1938.
In view of the instability of the community's revenues in the last year and a half, the Council was not
in a position to organize a specific budget for the year 37 / 938, and therefore it decided to proceed with the budget of
36 / 937 approved by the esteemed General Council in accordance with the permission contained in Article 26
of the Jewish Community Regulation No. 36 of 1931, with a slight change necessitated by the current circumstances.
