His Excellency the Respected Minister of Justice
After greetings and respect
Due to the death of the late lamented His Eminence Rabbi Raphael Isaac Hayyim, the Chief Rabbi, I invited
the General Council to convene in an extraordinary session at the headquarters of the community leadership at six
and a half o'clock in the evening on Monday, July 28, 1947, to elect a Chief Rabbi for the next
four years. In view of the lack of a legal quorum at this meeting, I invited the Council
to convene a second time in accordance with Article 14 of the Community Bylaws at six-thirty in the evening
on Monday, August 4, 1947. Thirty-two members attended the meeting at the appointed time, excluding the President.
The election was held by secret ballot under the supervision of a committee of Council members consisting of His Eminence Rabbi
Yehoshua Moshe Haskel, Mr. Israel Nissim Hayyi, and Mr. Salman Shina, the lawyer. The result was
that His Eminence Rabbi Salman Khouki Abboudi, member of the Spiritual Council, won a majority of seventeen votes,
thus becoming the Chief Rabbi. Upon his election to the presidency, his membership in the Spiritual Council became vacant, so
the General Council elected His Eminence Rabbi Moshe Ibrahim in the same meeting to fill the vacant membership
by a majority of 29 votes.
