The Israelite General Council held at six o'clock on the evening of Tuesday, corresponding to
11 September 945, at the headquarters of the Israelite Community administration, an extraordinary meeting presided over by His Eminence
Rabbi Sassoon Khedhouri, President of the Community, to elect the Lay Council. There were present from
the members forty-three members besides the President, and the result of the election was that Mr. Eliyahu
Hayim Tawfiq became President, and the Messrs. Moshe Daoud Shohet, Zion Shimon Hayim the lawyer,
Karmi Yaqub Mallon, Bashir Shaul Basri, Sassoon Murad Sassoon, Ezra Mushir Daoud, Sassoon
Aboudi Bashi, and Haron Shimon Shammash members of the new Lay Council.

addressed to the Presidency of the Community on 1 December 944.
The Lay Council, to which I referred this report, has seen that it is in the interest to
place it under deliberation in the General Assembly given its importance and gravity, and it is now under consideration
in the aforementioned council, which decided to print and distribute it to its members to study its contents.
I am in full belief that this important report will remain - regardless of the change of
circumstances and persons - a solid constitution for calm, organized, and fruitful work. For you have defined in it
the goals with complete accuracy and drawn the plan for whoever wants to work for the public good with all clarity, and there is no doubt

Based on the expiration of the Spiritual Council's term on August 27, 945, I invited
the General Assembly to hold an extraordinary meeting on Tuesday evening,
September 8, 945, to re-elect the Council. Due to the lack of a legal
quorum in the first meeting, I invited the Council to meet a second time in accordance
with Article 14 of the Bylaws, at five-thirty on Sunday evening,
October 7, 945. At the appointed time, thirty-seven members of the Council
attended, excluding the President. The election was held by secret ballot, and the result was
the victory of His Eminence Rabbi Eliya Yehoshua - Rabbi Daoud Shaul - Rabbi
Sassoon Ezra Ishaq - Rabbi Yehoshua Moshi Hesqel - Rabbi Daoud
