1- On 11/9/1944 at four o'clock, I attended with the members of the Supervisory Committee for
the elections of the Jewish community in Baghdad at (Torah Menashi Saleh) to conduct the elections
for the first district (Tatran and its dependencies). Since it became apparent to the committee that many of those
who attended were not among the persons who had the right to vote and whose names were listed in
the schedules posted in the mentioned district, and due to the inability of the Mukhtars to identify the identity
of most of those present, it was impossible for the committee to conduct the elections. Therefore, it decided to postpone the election of the
mentioned district to 24/9/1944. The committee noted that there were some troublemakers
from the community, including the lawyer Saleh Naji, the lawyer Selim Saltoon, Sassoon La Yabras, and Salem
Saleh Aziz, who were wandering among those present and inciting them to chaos and noise in order to obstruct
the progress of the election. This indicated to me that these persons intended to nominate themselves despite
their knowledge that the majority did not favor them. I even learned that they brought many workers
and people from the lower class who did not have the right to vote for the purpose of confusion and influencing
the attendees who had the right to vote. Despite taking the necessary measures to ensure security
and order at the election site, I found no choice but to postpone the election of the mentioned district.
2- And 12/9/1944 was the date for the election in the second district, which was decided to
take place in the (Alliance) Torah. Before the scheduled time for the election, the members of the committee
came to my house and submitted a report to me dated 11/9/1944 containing their proposal to postpone
the election of the General Council for all sections to another time, based on what they learned
that a group of opponents would prevent the elections from being conducted in a legal manner
and that they would cause disturbances and sectarian disputes whose consequences could not be avoided, which
forced me to postpone the election and not attend the designated place. I instructed the
secretary of the committee and his assistant to inform those present and the police commissioner at the site to postpone
the election to the date that will be announced in the local newspapers.
3- I submit to Your Excellency the same report under discussion submitted by the Election Supervisory Committee
for your kind review and to order what is necessary.

A letter was received from the Police Directorate dated and numbered requesting
attendance at the elections held in the Israelite community starting from Monday, corresponding to 20
September 1944. Since the elections had commenced at the Menashi Saleh School in the Taura neighborhood, I
attended on the mentioned day at three o'clock in the afternoon with a group of police officers. The representative of the
venerable Ministry of Justice also attended with his secretary, clerks, and other members of the electoral body. Many people
gathered at the election hall, most of them workers and the poor class, along with women and children. The crowding had reached
its peak, and maintaining order became difficult given the abnormal conditions and strange methods adopted by a
few individuals, led by three junior lawyers who wanted to interfere in the elections.
They are the lawyer Saleh Naji ⟦Nouri⟧, the lawyer Selim Saltoon, and the lawyer Sassoon Biras Rashni. They gathered
some of the rabble with the intent of influencing the voters through threats and by using various schemes, which hindered the progress
of the elections.
It became clear that behind these individuals was a retired officer named Salem Ezer, who did not attend the election hall but
was orchestrating the movement from behind the scenes.

a letter requesting its postponement. To maintain order, I remained with the police officers, and people gathered in massive numbers
exceeding the first day. The aforementioned lawyers were distributing papers to the people urging them to elect them.
Voices were rising calling for the fall of so-and-so and the appointment of so-and-so, and other chants that almost led to
a breach of security were it not for the intervention of the police to calm the situation.

Statement
From the Supervisory Committee for the Elections of the Jewish Community
Contacted
The Supervisory Committee for the elections of the General Council of the Jewish Community in Baghdad has been informed that
some troublemakers have begun spreading propaganda among the simple and naive regarding the election
and have started portraying certain matters to them, making them understand that the subject involves an increase in some (Gabella) fees
and other such fabrications. They have also started creating reasons to postpone the election. The Committee, with all
its legal authority, wishes to clarify to the public that the reason for postponing the election is nothing but the failure of
<del>⟦illegible⟧</del> voters to observe the procedures <del>⟦illegible⟧</del> which require every voter to visit their designated area, a matter which
makes it difficult for the Mukhtars to verify the ⟦identities⟧ of the persons. This, and new dates will be announced in the local
newspapers for the resumption of the election as soon as possible after the end of the Jewish
holidays.
The Committee requests all voters to observe the following and implement it strictly, and
legal measures will be taken against violators - in agreement with the competent authorities - as necessary:
1 - No one shall gather in the electoral district except for the registered voters in the neighborhoods belonging to that same
district. Anyone among those who creates a disturbance shall be considered as participating in an unlawful assembly, and the necessary
measures will be taken against them according to their specific law. Anyone who does not leave immediately after casting
their ballot will be treated in the same manner.
2 - Every voter must bring their civil status identity book to verify their identity and legal age that qualifies them
to vote. No one under the age of (21) years, as specified in the
Community Regulations of 1931, is allowed to participate in the election.
3 - It is not permissible to nominate a person, promote them, or challenge them by anyone inside
the place where the election is being held or near it, as this is prohibited by Article (6)
of the aforementioned regulations. Anyone who dares to do so shall be considered a violator of the regulations and a disruptor of the orderly
conduct of the election and must be punished by law.
4 - Women are prohibited, and children and young men under the age of (21) years are prohibited from
attending the polling centers, and anyone among them who attends will be removed immediately by force.
The Electoral Committee hopes that all those concerned for the interest of the community will observe
this strictly and make the voting public understand the reality of the election, which is the election of (60) members for the
Jewish General Council, whose task is to manage the affairs of the community within the limits of the Jewish Community Administration Law
No. 77 of 1931, and the purpose of the election is not anything else as portrayed by some
troublemakers.

With reference to your letter numbered 7/1/19 and dated ⟦line⟧ 8/28/1944.
I have the honor to submit the results of the Jewish elections that took place under the supervision of the Electoral
Committee, which resulted in the victory of the individuals whose names are listed in the general report
and the special reports submitted herewith. Therefore, according to the law, they have become members of the
Jewish General Council. Please kindly notify the Presidency of the Jewish Community of this.
