Based on the expiration of the term of the Lay Council on July 16, 941, I invited the
General Assembly to hold an extraordinary meeting on the evening of Monday, August 4, 941. Due to the lack of
a legal quorum, I invited the General Assembly to hold the meeting a second time in accordance with Article
14 of the Community Regulation No. 36 of the year 931. The second meeting, held on the evening of
Sunday, August 17, 941, was attended by 43 members out of a total of 60 council members. The meeting was held under my chairmanship,
and the election was conducted by a committee of council members, as you will find in the copy of the minutes attached
herewith. Accordingly, Mr. Eliyahu Hayyim Tawfiq became the President of the Lay Council, and Messrs.
Sassoon Murad Sassoon - Dr. Gurji Rabi' - Yehuda Heskel Nathaniel - Selim Shaul

Based on the end of the term of the Lay Council on August 16, 943
His Eminence Rabbi Sassoon Khedouri, President of the Jewish Community,
issued an invitation to the members of the General Council to hold an extraordinary meeting and elect
a president and a new Lay Council for the next two years in accordance with Article 11 of the Law
of the Jewish Community No. 77 of 1931. There attended at the headquarters of the administration of the
Jewish Community in Baghdad at the appointed time for the meeting, which was
six-thirty in the evening on Thursday, August 19, 943, besides the President,
