The term of the Lay Council ended on June 6, 939, and accordingly, I invited
the Israeli General Assembly to convene in an extraordinary session on Sunday evening
corresponding to June 25, 939, to elect a new Lay Council. Due to the lack of a quorum
in the aforementioned meeting, I invited the Assembly to convene a second time at six
thirty in the evening on Sunday, July 16, 939. Attached is a copy of the minutes of
the aforementioned meeting for your information. Both the president and members of the Lay Council
elected for the next term possess the required legal qualifications.

Council to hold an extraordinary meeting to elect a president for the next term, at
four-thirty in the afternoon on Wednesday, 15 January 941. The Council met
at the appointed time and voted to elect me as president of the community for the next four years starting on 19 February
941. Enclosed I submit to your esteemed ministry the minutes of the aforementioned meeting, requesting the favor of mediating
to issue the obeyed Royal Decree in this regard;

Based on the invitation issued by the Presidency of the Community, there gathered at the administration of the Jewish Community
in Baghdad at four-thirty in the afternoon on Wednesday, January 15,
1941, all members of the Jewish General Council except for the member Mr. Israel Nassim Hay,
who was outside the capital. Their number was fifty-nine members, for the purpose of electing a President of the Community
in accordance with Article Three of the Jewish Community Law No. 77 of 1931, given that the term of
the election of the current President of the Community ends on February 18, 1941. The member Mr.
Eliyahu Hayyim Tawfiq, President of the Lay Council, was invited to chair the meeting, so he presided over it. Each of the
members, Messrs. Reuben Yehuda Zilouf, Sassoon Heskel Baher, and Menashi Heskel Dangour, were elected to classify
the votes. The election was conducted by secret ballot, then the votes were classified by this committee, and the
result was that His Eminence Rabbi Sassoon Khedhouri received fifty-nine votes, which is a consensus
of the opinions of the members present. Thus, His Eminence has become President of the Community for the four years starting
on February 19, 1941, and with that, the meeting was concluded.
