Your Excellency is aware that our Lay Council had resigned on 9 February 1938
However, based on what Your Excellency explained and what was explained by the members of the delegation appointed by
the esteemed General Council to organize the subscription, that the withdrawal of the Council at that time would affect
the progress of the subscription and consequently lead the community and its institutions into a critical situation, the Council
agreed, pursuant to its decision taken on 21 February 1938, to withdraw its resignation temporarily to manage
the situation in a provisional manner pending the efforts made to collect donations.
Our Council was in firm hope that it would receive from the community's notables ⟦and its intellectuals⟧
tangible assistance within a short period through which it would be able - to some extent - to emerge from the
entrenched financial crisis, and which would at the same time serve as an example to be followed by other community members in
assisting the subscription. But the Council found, with all regret, that this hope was misplaced
and that this encouragement it was expecting from the notables was not found except in a few of
them, which forced it to resign finally and entrust the matter to Your Excellency to convene the General
Council for the purpose of electing a new Lay Council to oversee the community's affairs

Election of the New Israeli Lay Council
Following the resignation of the Israeli Lay Council in Baghdad, His Eminence
Rabbi Sassoon Khedouri, President of the Jewish Community, invited the members of the General Council to meet
at six o'clock in the evening on Wednesday, April 6, 1938, to elect a new Lay Council.
Indeed, forty members out of a total of sixty members attended the community administration
at the appointed time for the meeting. The election was held by secret ballot, and the result was as follows:
