Article: 26 - Meetings of the Administrative Body shall be legal with the presence of a majority of members, and in the event of failure to obtain
a quorum, the meeting shall be postponed to another time specified for this purpose, provided that all members are notified by
the secretary of the new date.

Article: 27 - If a member of the Administrative Body fails to attend three consecutive meetings without a legitimate excuse, the Administrative
Body may issue the necessary decision considering them resigned and inviting the reserve member who received the majority of
votes after the Administrative Body votes to fill the vacant membership.
Article: 28 - Records -
The Administrative Body shall maintain the following records: -
1 - Members' Register: containing the name of every member in the association and its branches, their profession,
age, nationality, place of residence, and date of joining the association; it shall be maintained by -
the secretary.
2 - Decisions Register: containing all decisions issued by the General
Assembly and the Administrative Body, provided it is signed by members of the Administrative Body
and maintained by the secretary.
3 - Accounts Register: containing the revenues and expenditures of the association,
provided it is certified by the notary public, and the treasurer shall be
responsible for its maintenance.
Property and Furniture Register: containing all movable and immovable property
belonging to the association, and it shall be in the custody of the administrative manager.
Incoming and Outgoing Correspondence Register: for which the secretary shall be responsible.
Article: 29 - A - The Administrative Body has a disciplinary character regarding association members and has, by virtue of this right,
the authority to conduct an investigation with any member who commits a violation of the association's bylaws or instructions issued by
the Administrative Body, or when committing any act that damages the association's reputation or obstructs its work.
After completing the investigation, it may issue the following penalties against the member whose
violation is proven, depending on its degree of importance.
1 - Notice: which shall be by sending a written letter directly to the member
warning them not to repeat what occurred.
2 - Warning: which shall be by sending a written letter to the member, by which they are warned
that a more severe penalty will be directed at them in case of repetition, provided that a copy of
the letter is posted on the notice board.
3 - Suspension for one month.
4 - Final dismissal from the association's membership; the member who considers
this penalty to be severe against them has the right to object to the dismissal decision before
the General Assembly at its first meeting, and the General Assembly's decision
shall be final in this regard.
B - Penalties mentioned in items (1 - 2 - 3) shall be issued by a majority vote of
the Administrative Body, while the penalties mentioned in item (4) must be issued
by a two-thirds majority vote of the aforementioned body.
Article: 30 - The provisions of the Associations Law shall apply in cases not mentioned in these bylaws.
Article: 31 - If the association is dissolved voluntarily or judicially, the provisions of the Law of
Associations regarding the liquidation of its assets shall be observed, and what remains of the assets as a result of liquidation shall be distributed to charitable societies in the Republic
of Iraq by a decision of the Council of Ministers if the dissolution is judicial, and by the General Assembly
if the dissolution is voluntary, during the same meeting in which the dissolution decision is issued.

In view of the issuance of Military Service Law No. (65) of 1969, please
instruct all unions and labor associations to note the following: -
It is not permitted for any Iraqi to join or remain, after completing nineteen years of age,
in one of the unions or associations unless he has completed mandatory service
or reserve service, or was exempt, postponed, or excused from them, and
it is also not permitted for any person whose mandatory service was postponed to remain in unions and associations unless
he proves during the month of July of each year that his postponement from service is still ongoing.
Therefore, please direct the implementation of the provisions of Article Thirty-One of the
aforementioned law, which included what was mentioned above, and emphasize the implementation of its provisions as
Articles Forty-Seven and Forty-Nine of the same law included
the punishment for those who violate the referred provisions, in addition to the fact that the trial of these violators
will take place before military courts in the future.

Which includes inviting the General Assembly of the Arts and Culture Association to hold a meeting at its headquarters located in
Bab Al-Sharqi, in the street adjacent to Al-Shabab Restaurant, for the purpose of electing the new administrative board
This was at six o'clock in the evening on 9/7/1968, and in the event that a legal quorum is not reached
Then on 9/14/1968. Accordingly, I went at the appointed time to the association's headquarters on
9/7/968. After I reviewed the internal regulations, the members' register, and counted those present,
I found that the quorum was not complete, so it was postponed until 9/14/968.
On the mentioned day, I also attended the association's headquarters based on Article Twelve of the regulations.
The election was held by secret ballot, and after sorting the votes, the following individuals won unanimously

Based on the letter received from the Baghdad Governorate Prefecture No. 29667 dated 9/3/968
including an invitation to the general assembly of the Arts and Culture Association to hold a meeting at its headquarters located in
Bab Al-Sharqi, in the street adjacent to Al-Shihab Restaurant, for the purpose of electing the new administrative board
at 6:00 PM on the evening of 9/7/1968, and in the event that a legal quorum is not achieved,
then on 9/14/1968. Accordingly, I went at the appointed time to the association's headquarters on
