Now that it has been decided to initiate the Winter Aid, we are certain that what is known about the citizens
regarding generosity and liberality will make them race in giving because it is evidence of faith in cooperation
and providing aid to the needy among the poor, widows, the elderly, orphans, and the chest-afflicted among the sons of the
people.
The Winter Aid is a balm for the wounds of this group that awaits help from people of chivalry
as it is on the doorstep of winter, to raise its palms in prayer for the era of our happy Republic and its sole leader.
As we present this request of ours, we hope that you will be the most righteous of people towards the needy among
your brothers, for every society is responsible for its members as stated in the noble verse (And cooperate in righteousness and piety...).
The Winter Aid week will begin on the first of next month, so be the first people to do good
and hasten to provide in-kind and cash aid to the aid committees that work under the supervision of
the Ministry of Social Affairs, and allocate a number of your vehicles for the use of those collecting donations,
likewise, placing banners, badges, and advertisements on the other part of them for the purpose of informing the public
and urging them to contribute to the aid project. May God grant you success and protect you.

Please follow the following with full accuracy and due diligence:
First: Audit the passports and residency books of all your foreign employees and workers and provide us with a list
of those whose passports have not been stamped and whose residency in Iraq has not been renewed according to the rules,
stating the reasons for that.
Second: Provide all your foreign employees and workers with identity cards from you, on which their solar photographs
are pasted, signed and stamped by you, and in which the name, nationality, date of birth, and date of
entry of the holder into Iraq, his profession, and his salary are recorded, and instruct them to carry them with them.
Third: Provide us with a written undertaking signed by the responsible manager in your institution, in which he undertakes that
all your foreign employees and workers will perform only the tasks assigned to them and will not engage
in any activity or work prejudicial to security.
