This Directorate draws attention to the new Labor Law No. (1) of 1958
and refers specifically to Article (124) thereof, which stipulated the restriction of all jobs and professions
in Iraq to Iraqis alone. Accordingly, and until the time for the implementation of the aforementioned law arrives,
i.e., after four months have passed from the date of its publication in the Official Gazette, we would like to draw
your attention to the statement of this Directorate which was broadcast at 6:30 PM on Wednesday
corresponding to 29 / 1 / 1958 from the Iraqi Broadcasting Station, a copy of which is attached herewith, and we hope
for initiative starting now in selecting Iraqi workers and employees in preparation for assigning your work to them
after they have acquired sufficient experience and study. We believe that you now have a
favorable opportunity to invite those Iraqi citizens in whom you see competence and work on sending them
outside Iraq if necessary to train them in technical work or work that requires
experience so they can obtain the necessary training, or suffice with training them locally as you see fit.
We are fully prepared to consult with you on this subject and guide you in everything you need,
whether regarding the selection of competent Iraqi elements or the method of training and preparing them
for your work so that you are fully prepared when the new Labor Law is subject to full
implementation.

General Call to Employers
The Directorate General of Labor and Social Security wishes to inform the honorable Iraqi public
that the new labor law, which will be implemented within the next three months,
has restricted the right to practice work in Iraqi facilities to them alone. Thus, the Iraqi hand
will no longer find a foreign hand competing with it at all, except within the narrow limits set by
the law. This Directorate will work diligently and with all its strength and capabilities to create
a skilled generation of workers capable of bearing the burdens of responsibility and leading the caravan of production and the national
economy to the level it deserves, thanks to the quick perception and understanding that characterize
the Iraqi worker if they find the care and encouragement that help them do so. For the purpose of reaching
this goal, the government has begun establishing a large vocational training center. This
center, in which the International Labor Office will participate, will be the first nucleus for producing the technical competencies that
the country has become in need of more than ever before.
We have provided this short introduction to draw the attention of our brother Iraqi employers to
their role, which is to strive to create Iraqi competencies that meet their needs in the technical work currently undertaken
by foreigners, by training the Iraqi workers they need for those tasks
inside the country, or by sending the number of prospective workers needed to meet their requirements
abroad for training in technical work. We hope that our brother
employers who support this research will provide all their capabilities to contribute to preparing the technical class
of Iraqi workers through one of the two methods we explained above, until the
capabilities of the vocational training center are available to meet the continuous need for technical workers.
The Directorate General of Labor and Social Security welcomes meeting any of the
employers at the Directorate's office to provide advice and facilitate the path they take in preparing
the technical workers they need in the required manner. On this occasion, we hope that
everyone knows that building the edifice of our national economy will only be achieved by the arms of the country's own sons,
and the near future is a guarantee for achieving what we all aim for if sincere desire goes
hand in hand with accuracy and certain patience. God is the ultimate goal. Peace be upon you
and the mercy and blessings of God.

The attached letter contains the school administration's response to Mr. Reuben Heskel Kashkoush
referring to his inquiry addressed to the school administration in English regarding the system
currently followed in the school concerning tuition fee discounts granted to parents
who have more than one child (up to six children) in the school. We have seen fit to send
a copy of it to your Excellency for your information. The translation of the response is as follows:
Dear Mr. Reuben Heskel - Greetings.
In response to your letter dated February 4, 1958, regarding the discounts granted on
school fees, I inform you that the policy followed by the school administration
in the past few years has been based on collecting full fees from well-to-do individuals
for all their children regardless of the number of children from one family enrolled in the school,
taking into consideration that the cost per student in this school is slightly more than double the full fees
collected from the student.
While the school administration expects well-to-do parents to contribute
to improving the school's conditions by paying at least the full cost of education for their children, if not
more than that, our policy has always been to grant exemptions from school fees,
either fully or partially, to all persons of whose weak financial circumstances
we are convinced.
