Ezra Haim Daniel appeared before me, and after being identified by the identification witnesses, lawyer Ibrahim Khazam and Shabaka
son of Daoud, he stated while in full possession of his mental faculties, maturity, and by his own free will and choice, the following:
I had submitted a request dated June 6, 1948, to endow the properties listed in the endowment deed issued
on July 14, 1949, under number 115 / 48 Sh, and the deed was issued accordingly. Now, I have endowed the property located
in the Battaween neighborhood, sequence 324/517, as a valid, final, and perpetual endowment to be an annex and complement to the properties mentioned
in the endowment deed issued on July 14, 1949, under number 115 / 948, and subject to the same conditions of guardianship
and the same provisions of the aforementioned endowment. Therefore, I request the issuance of a deed to that effect.
Accordingly, and based on the above, the endowment has been completed, become binding, and its validity has been ruled upon in the legal manner described above. What occurred
was recorded by request on 8/31/1949.

Based on the petition submitted by Ezra Menachem Daniel dated 8/7/1950 containing his request to amend
the Waqf deed numbered 945/33 and dated 2/25/1945, Ezra Menachem Daniel appeared before me and confirmed
the contents of his petition, and accordingly, since the endower has reserved conditions for himself, I have decided to amend the aforementioned Waqf deed
as follows:
First - These amendments do not affect the previous amendment, but rather relate to other matters of the endowment in which
I have reserved for myself the right to amend.
Second - This amendment does not touch the essence of the endowment, but rather deals with regulating the actions of the trustees and the endowment rights
stipulated, to prevent any action that touches the interest of the endowment.
The proposed amendments are detailed conditions that I am authorized to make under the endowment deed, provided they are attached
to the previous conditions for the endowment and its supplements, which are:
First - Adding the following phrase to the end of paragraph (E) of the third item.
Under no circumstances may they be invested by any body or any institution whose management, trusteeship,
or ownership belongs to the management of the Jewish Community in Iraq or to any council or any other Jewish association
in Iraq or by any trustee of other endowments or charitable institutions.
Second - Adding the following phrase to the end of paragraph (C) of the third item.
The committee is required to submit an annual report to the trustee on its work and on the progress of the institute or institutes
under its management and the degree of its success, along with stating what it deems appropriate in terms of proposals regarding the accounts to the trustee
annually.
Third - Adding the following paragraph to the third item as paragraph (L).
L - Every year, the trustee appoints a person or a body for the purpose of auditing the committee's final accounts. Accordingly, and based on
the request made, I have decided to issue this deed, provided it is an attachment and complement to the deed numbered 945/33
and dated 2/25/1945, and what was factual in the request was recorded.

Ezra Menahem Daniel appeared before me, and after his identification by the identification witnesses, lawyer Salman Shina ⟦line⟧
and Victor Daoud, he stated: I, of my own free will, choice, and full mental capacity and maturity, have removed from my private ownership the fifteen
pieces of land located in the Battaween neighborhood of Baghdad, Land Registry sequences 502, 503, 504,
505, 506, 507, 508, 509, 510, 511, 512, 513, 514, 515, and
516 / 324, and have endowed them as a valid, final, and perpetual endowment (waqf) to be used as a sports field for the students of the schools of ⟦line⟧
the Jewish community, provided that it be named after me. I have assigned the trusteeship (tawliya) over it to the Lay Council of the Jewish Community
in Baghdad, or any other body that has the right to represent the Jewish community in Baghdad in the absence of such
a council, under the following conditions:
1 - The trustee may, when necessary, establish on the endowed plots a school or schools, and an institute or institutes for educational,
health, vocational, technical, or industrial purposes, provided that the sports activities for the community's schools are secured to the extent
necessary, whether on the endowed lands or in another location. In all cases, such schools or
institutes must be named after me.
2 - The trustee has the right to purchase other properties adjacent to the endowed property or outside of it and annex them to the mentioned endowment
under the same conditions listed in this endowment deed.
3 - The trustee has the right to exchange the endowed plots for others if it is proven to him that the exchange is more beneficial for the purpose for which ⟦line⟧
the mentioned plots were endowed.
4 - The trustee shall entrust the management of the field or any other institution established on the endowed plots to
a committee under his supervision.
Accordingly, he requested the issuance of a deed confirming the validity of the mentioned endowment. Based on the above, the validity of the mentioned endowment
has been ruled according to the conditions listed above, and the facts were recorded as requested on 14 / 7 / 49.

Greetings and respect,
We have learned that your respected Secretariat has notified the tenants of the endowments (Awqaf) of Menachem Daniel and Ezra Menachem Daniel located
in "Souq Menachem" Bab al-Agha and the tenants of the endowments of Heskel Menachem Daniel located in al-Sinak of the necessity of visiting
your Secretariat and not paying rent to any party whatsoever.
Therefore, we would like to provide the following information regarding these properties.
First: Souq Menachem Daniel
This market includes two khans, sequence 2 / 57 and 4 / 57, and five shops, sequence 1177 and 1190
and 1188 and 47 and 49, Bab al-Agha quarter. These properties were unified and partitioned unofficially into several shops
and rooms. All these properties were endowed, considering 297 shares out of 504 shares endowed by the late Menachem Daniel
according to the endowment deed issued by the Baghdad Court of First Instance under number 232 and dated July 28, 1924 (attached
is a copy of this endowment deed), and these shares were registered as property in the Tabu. As for the 207 shares out of 504 shares
of these properties, they are registered in the name of the late Ezra Menachem Daniel, and he also endowed them according to the endowment deed
issued by the Personal Status Court in Baghdad under number 33 / 45 Sh and dated 2/25/1945 (attached is a copy of
this endowment deed and a copy of the notification from the Personal Status Court in Baghdad under number 41 / 55 Sh and dated 7/28/1955).
Second: Endowments of Heskel Menachem Daniel in al-Sinak
These properties include plots with sequence 4 / 212, 4 / 166, 1 / 1 / 212, 5 / 212,
4 / 212, 3 / 166, and 1 / 136, al-Sinak quarter, registered in the name of Heskel Menachem Daniel, who died on
1/14/1943, and his inheritance was limited to his brother Ezra Menachem Daniel (attached is a copy of the inheritance limitation notification issued by the
Personal Status Court in Baghdad under number 34 / 43 Sh and dated 3/29/1943), and the late Ezra Menachem Daniel
had endowed these properties for the soul of his late brother Heskel Menachem Daniel according to the endowment deed issued by the
Personal Status Court in Baghdad under number 134 / 44 Sh and dated 9/10/1944 (attached is a copy of this endowment deed
and a copy of the notification from the Personal Status Court in Baghdad under number 48 / 55 Sh and dated 9/4/1955).
All the endowments of the Daniel family described above were endowed for scientific, cultural, and vocational institutes, and their
endowments are spent on these entities, and their trusteeship is restricted to the Administrative Committee for Iraqi Jews, based on the two notifications of
the Personal Status Court in Baghdad under number 41 / 55 Sh dated 7/28/1944 and 48 / 55 S dated
9/4/1955, and the Ministry of Justice order number 1944 dated 11/24/1953, and the Ministry of Justice instructions (the Administrative
Council for Iraqi Jews) published in the Iraqi Gazette under number 4004 dated 2/25/1958, attached
to Law No. 167 of 1963.
Accordingly, and based on the above explanation and in application of the basic provisions of the endowment,
the mentioned properties had left the ownership of the endower upon the issuance of the endowment deed, and among
the requirements of the endowment provisions is that the endowed property is not inherited in any way, and consequently,
the funds belonging to those whose Iraqi citizenship was revoked among the heirs of Ezra Menachem Daniel and which are subject
to freezing do not include these endowed properties, which were not part of the estate
originally; therefore, they are not covered by the freezing provisions.
As for the fact that the endowment transaction (the endowment of Ezra Menachem Daniel) was not marked in the Tabu Department, that does not invalidate

deeply from the essence of the subject, and that the properties referred to have had their ownership established legally and sharia-wise, and they

Greetings and respect:
The General Secretariat for the Management and Supervision of the Property of Jews Deprived of Iraqi Citizenship has seized the properties of Ezra and Ezekiel Menachem Daniel, which are endowed (Waqf) according to legal deeds issued by the competent courts. Furthermore, it is in the process of holding our committee, which oversees these endowments, financially and criminally liable for utilizing these endowments. It has initiated the actions it intends to take via its letter addressed to the Ministry of Interior, numbered 11224 and dated 15/5/1968, a copy of which was sent to your Ministry and another to the Mosaic Community.
Since the Mosaic Community is linked to your venerable Ministry, and its affairs have been organized and coordinated according to your instructions published in the Iraqi Gazette, issue number 4104 dated 25/2/58, which established the administration of the Mosaic Community by Law No. 167 of 1963; and since the Administrative Committee, whose election was confirmed by your letter numbered 16/1/7 dated 26/1/1967, has its responsibilities, consultations, and actions fully linked to your respected Ministry, operating within the scope outlined for it in the instructions and orders.
Therefore, we present this problem before your venerable Ministry to kindly take the legal measures necessary to ensure justice and assist our committee within the framework of justice and law regarding what it must perform and follow. The aforementioned letter from the General Secretariat stated that the properties mentioned therein are not officially endowed, while these properties are endowed according to legal deeds issued by the Personal Status Court in Baghdad and sent to your Ministry enclosed with our letter numbered 18/68 dated 5/5/1968. Furthermore, we are prepared to pay the necessary amount to register these endowments in the Land Registry (Tapu) records.
Moreover, the yield of these property endowments constitutes the largest portion of the community's endowment revenue. Preventing their utilization and disposal will inevitably halt and disable the community's administration, such that the committee will be unable to spend on schools and other institutions, nor will it be able to help the needy, the poor, orphans, and widows, or secure their livelihood and treat their sick. Ultimately, it will not be able to fulfill the conditions of the endower (Waqif).
Accordingly, our committee, which is legally responsible before your Ministry for all its actions and was entrusted through election by the members of the community to manage its affairs—carrying this responsibility with pride and cherishing your Excellency's precious trust—sincerely hopes for a remedy to this problem by applying justice and fairness to save the institutions.

Mr. Farid Daoud Samra appeared before this court in his capacity as Chairman of the Administrative Committee for the
Jewish Community in Baghdad, acting in place of the Lay Council of the said community, in addition to the
committee mentioned in his petition dated 31 / 8 / 1955, which states that this court had issued
Hujja (legal deed) No. 134 / 944 dated 1 / 6 / 44 confirming the endowment (waqf) of Ezra Menahem Daniel for some
of his properties for the soul of his late brother Heskel Menahem Daniel, which he named (Heskel Menahem
Daniel Endowments). Since the aforementioned endower had assigned the trusteeship of this endowment to himself as long as he lived,
and after him, the trusteeship passes to the Lay Council of the Jewish Community or whoever takes its place, and since
the endower has passed away, it has become the right of the Lay Council to be the trustee over these endowments, and since
the Administrative Committee of the Jewish Community is the body acting in place of this Council, he requests the issuance of a
Sharia Hujja considering the mentioned Administrative Committee as the trustee over this endowment.
Based on the request, the court has reviewed the endowment deed issued by this court
under number 134 / 44 dated 10 / 9 / 1944, and it appeared that it concerns the completeness and necessity of Ezra Menahem
Daniel's endowment of a share of pieces of property belonging to him, which are vacant lands Tapu sequence 4 / 212 / 1, 4 / 166,
1 / 212, 5 / 212, 4 / 212, 3 / 166, and 1 / 166 located in the Al-Senak neighborhood in Baghdad,
as a valid endowment for the rest of the soul of his late brother Heskel Menahem Daniel, and that the endower assigned the trusteeship over them
to himself as long as he is alive, and also reserved for himself the right to appoint a trustee or trustees over the mentioned endowments
during his lifetime, provided that the trusteeship passes after him automatically to the
Lay Council of the Jewish Community in Baghdad or whoever legally takes its place in the event that no trustee
or trustees were appointed for the mentioned endowments during his lifetime.
The court also reviewed the Sharia distribution of inheritance issued under number 24 / 52 Sh dated 1 / 4 / 52
regarding the death of the endower Ezra bin Menahem Saleh Daniel. The court heard the testimony of both witnesses
Daoud Youssef and Isaac Ezra, from which it was confirmed that the aforementioned endower passed away in the year 1952.
It also reviewed the Ministry of Justice order number 1144 dated 24 / 11 / 53, which includes
the formation of a committee to manage what was entrusted to the Lay Council of the Jewish Community to perform in accordance with the law of
the community for the year 1931, consisting of five persons whose names are recorded in the mentioned order, including Mr.
Farid Daoud Samra. It also reviewed the letter from the Presidency of the Jewish Community in Baghdad addressed to
the Ministry of Justice under number T / 3240 dated 30 / 11 / 53, which includes the committee's decision to elect
Mr. Farid Daoud Samra as its chairman.
The Decision - Since the endowment deed under discussion has stipulated the transfer of trusteeship after
the death of the endower Ezra Menahem Daniel automatically to the Lay Council of the Jewish Community
in Baghdad or whoever legally takes its place in the event that no trustee or trustees were appointed for this endowment.

it has become the right of the Administrative Committee to be the trustee over the endowment under discussion. Therefore, it has been decided by this
to consider the Administrative Committee of the Jewish Community in Baghdad, acting in place of the Spiritual Council of the
aforementioned community in this capacity, as the trustee over the endowment of Ezra Menachem Daniel named (Ezekiel
Menachem Daniel Endowments) which was covered by the endowment deed issued by this court under number 644 / 134 Sh
and dated 10 / 6 / 1944.
This deed was issued on the fourth day of the month of September 1955.

Amendment to the Law Supplementing the Law for the Supervision and Administration of the Property of Jews
Whose Iraqi Citizenship Has Been Revoked, No. 12 of 1951

Presidency of the Republic
Based on the provisions of Article (44) of the Interim Constitution, and upon what was presented by the Minister of Interior and with the approval of the Council of Ministers.
The following law is ratified:
Article One - The following paragraphs are added to the end of Article Seven of the Law Supplementing the Law for the Supervision and Administration of the Property of Jews Whose Iraqi Citizenship Has Been Revoked, No. (12) of 1951.
4 - Evidence shall not be accepted to prove what is stated in paragraph (1) of this article unless it is certified in accordance with what is stated therein and the date of its certification was one year before the date of the Jew's legal departure from Iraq, or his departure or attempted departure in an illegal
manner, or the date the competent authority became aware of it in the event that it was not previously aware of it regarding those covered by the provisions of paragraphs (a, b) of Article Five of the aforementioned law.
5 - a - Execution departments and official and semi-official departments shall refrain from executing commercial papers and bonds containing a Jew's acknowledgment of a debt unless the creditor presents a certificate from the competent departments confirming the presence of the Jew in Iraq when the aforementioned papers and bonds were deposited for execution and during the notification period. Execution in this case depends on permission from the Minister of Interior if he is convinced that the transaction is not fictitious.

This ruling applies to all papers and documents deposited for execution after the date of 31-3-1963 and which have not been fully executed regarding the remaining amounts.
B - Execution departments and official and semi-official departments shall refrain from executing judgments issued by courts after 31-3-1963 against a Jew based on his written or oral confession or his refusal to take an oath, unless the judgment creditor presents a certificate from the competent departments stating that the convicted Jew was inside Iraq at the time the judgment was deposited for execution and during the notification period. In this case, execution is subject to permission from the Minister of Interior if he is convinced that the judgment is not based on a sham transaction. This ruling applies to court judgments deposited for execution after the date of 31-3-1963 regarding the part that has not been executed.
6 - After the effective date of this law, Land Registry departments shall refrain from conducting any transaction of sale, transfer, gift, or mortgage of real estate belonging to a Jew, or placing it as security for a debt, or bequeathing it, or arranging any real right over it, or any disposition that leads to its removal from the Jew's ownership, even if the transaction is based on a periodic power of attorney with a fixed date issued before the effective date of this law or any other legal document. The Minister of Interior may authorize the transaction if he is convinced that the transaction is not a sham.
7 - After the effective date of this law, it is not permitted to sell, mortgage, transfer, or convey ownership of shares and stakes in civil and commercial companies, as well as nominal bonds against the state belonging to a Jew, unless the Minister of Interior authorizes the disposition upon being convinced of its validity.
Article Two - This law shall be implemented from the date of its publication in the Official Gazette.
Article Three - The Ministers shall implement this law.

Explanatory Note
A long period passed between the preparation of the draft Cane Sugar Service Law and its becoming
a law under No. 40 of 1967, and during that period the Planning Council Law No. 44
of 1964 was repealed by Law No. 18 of 1966, and therefore it was necessary to delete the phrase (44) of
1964 mentioned in the second paragraph of Article Ten of the Service Law, therefore this
law was enacted.

Youth Welfare

Based on the provisions of Article (44) of the Provisional Constitution and based on what was presented by the Minister of Youth Welfare and with the approval of the Council of Ministers.
The following law has been ratified:-
Article One - The Ministry of Youth Welfare aims to achieve the causes of strength and care for youth and to take them by the hand to build a virtuous society in which youth are a strong pillar of its pillars by organizing their activities in the Iraqi Republic within a framework of unity of action, thought, and goal to form a good citizen who bears his national and pan-Arab responsibilities on foundations of solid morals, balanced thinking, and physical ability.
Article Two - The duties of the Ministry of Youth Welfare shall be as follows:-
1 - Comprehensive planning for youth welfare in all stages of their growth, and finding the necessary ways to achieve social integration by directing youth to serve national and pan-Arab goals and investing their free time and directing them in a way that brings great good to the homeland.
2 - Preparing leaders and pioneers from youth who believe in God, the messages of heaven, and Arab and Islamic values, and creating a generation of youth aware of their responsibilities, dedicated to serving their homeland and the lofty goals of the Arab nation through national humanitarian guidance and working to develop their talents and abilities and raising their cultural, social, and artistic level.
3 - Organizing celebrations and festivals to highlight youth energies and develop and evolve them for the better, and working with other executive state agencies to hold celebrations on national and pan-Arab holidays and occasions.
4 - Establishing houses, camps, and campsites for youth for the purpose of educating them militarily and instilling Arab and human values in their souls, those values represented in chivalry, courage, and heroism, and preparing educational lectures for them and supervising their various activities.
5 - Establishing clubs that care for youth, and forming various youth organizations with national and pan-Arab goals, and caring for these organizations in all aspects so they can perform their role in public life and at the Arab and international levels.
6 - Preparing all legitimate means such as studies, trips, visits, and others to deepen the sense of duty and to get acquainted with the features of national and global thought and to contact parts of the homeland to know it closely and live it.
7 - Preparing the means to achieve the meeting of Iraqi youth organizations with all other youth organizations in the Arab world, and setting a general policy based on the needs of the homeland and its international positions to organize the relationship of Iraqi youth with the rest of the youth organizations in the world.
8 - Caring for the Olympic Committee and private sports clubs and federations, and supervising their activities in order to coordinate efforts and set comprehensive planning to raise their levels and push them in the correct national path to perform their sporting mission.
9 - Encouraging those working in the field of youth welfare by granting material, appreciative, and literary prizes to the outstanding among them, in appreciation of their efforts in serving the homeland and national causes.
10- Establishing centers for youth welfare, and supervising the activity of private and government sports clubs to form a single coordinated plan, and working to establish stadiums and sports facilities in the Iraqi Republic.
Article Three - Regulations may be issued to facilitate the implementation of this law.
Article Four - No text that conflicts with the provisions of this law shall be applied.
Article Five - This law shall be implemented from the date of its publication in the Official Gazette.
Article Six - The Ministers shall implement this law.

Explanatory Statement
Given that the Ministry of Youth Welfare was recently established by Law No. (58) of
1967, and it did not include the goals, principles, and duties upon which the Ministry's policy is based,
and to avoid the possibility of future confusion between state agencies and the Ministry, it was necessary to
legislate the Youth Welfare Law, which includes a clear definition of the activities of this Ministry at the
national and pan-Arab level. For this reason, the law was enacted.

Explanatory Statement
When preparing the draft Law for Writing Off and Exempting Uncollectible Amounts No. 113 of
1966, it was noted that Article Four thereof omitted the word (warehouses) by oversight. To achieve the purpose
of the law on one hand, and to enable the Tobacco Monopoly Administration to write off the prescribed amounts from its records
permanently on the other hand, this law was enacted.

Article Two - The credits allocated for the projects listed below shall be reduced as indicated next to them.
Article Three - An amount of (4) four million dinars shall be added to the credits allocated for the fiscal year 1967/968 against Article (1) Chapter (52) of Section Six (Ministry of Defense expenditures), so that it becomes (10,250,000/-) ten million two hundred and fifty thousand dinars instead of (6,250,000/-) six million two hundred and fifty thousand dinars, and the total plan allocations for the mentioned section for all plan years shall be considered (50,000,000/-) fifty million dinars instead of (35,000,000/-) thirty-five million dinars.
Article Four - This law shall be implemented from the date of its publication in the Official Gazette.

Explanatory Grounds
The allocations earmarked for the Ministry of Defense in their current form have become
insufficient to cover all its needs and the tasks it performs, as these allocations
require an increase in the amounts allocated to them in order to carry them out in the best possible manner, and
this increase necessitates a reconsideration of the total allocations for other sectors, and
it was necessary to show the increase added under Law No. 10 of 1967 in Article
Two of Law No. 87 of 1965, and for all this, this law was enacted.

Ninth Amendment to the Military Pension Law
No. 5 of 1959

Based on the provisions of Article 44 of the Interim Constitution and based on what was presented by the Minister of Finance and with the approval of the Council of Ministers.
The following law is ratified: -
Article One - The following paragraph is added to Article (11) of the Military Pension Law No. (5) of 1959 and is considered paragraph (f) thereof.
f - The total pension salary, cost of living allowances, other allowances, increases, and additions for an officer appointed to a civil position or a ministerial post, whether appointed directly from the army or was retired and re-appointed, may not exceed what he used to receive in salary and allowances in the army. The provisions of this paragraph also apply to all retired officers, and their pension salaries shall be adjusted accordingly from the date of the entry into force of this law.
Article Two - This law shall be implemented from the date of its publication in the Official Gazette, and previous provisions and decisions that conflict with the provisions of this law shall not be acted upon.
Article Three - The Ministers of Defense and Finance shall implement this law.

Amendment to the Foreign Exchange Control Law

Based on Article (44) of the Interim Constitution and upon what was presented by the Minister of Finance and approved by the Council of Ministers.
The following Law is ratified:
Article One - The following paragraph is added to Article Five of the Foreign Exchange Control Law No. (19) of 1961 and shall be the third paragraph thereof.
3 - No person may bring or send into Iraq Iraqi banknotes whose total value exceeds the limits permitted under the Foreign Exchange instructions.
Article Two - The following two paragraphs are added to Article Sixteen of the Law and shall be the fourth and fifth paragraphs thereof, and the sequence of the following paragraphs shall be adjusted accordingly.
4 - If it is established to the Council, after inquiry from a competent authority, that the person to be notified has no known place of residence or dwelling, or if notification is impossible for any reason, notification shall be carried out by publication in two daily newspapers. The date of the later publication in one of the two newspapers shall be considered the date of notification. If the accused does not appear within (30) days from the date of this notification, the trial shall be conducted against him in absentia in accordance with the provisions of this Law.
5 - The Council or its authorized representative may decide to record the net value of jewelry, money, and other assets seized for violations committed under this Law or the regulations, instructions, and statements issued thereunder as revenue for the account of the Central Treasury, as follows:
a - After the expiration of five years from the date the judgment becomes final and the fine decided by the Judicial Committee has been collected, and after deducting all publication expenses, insurance and transport fees, and expenses for exchanging money or selling assets and jewelry or any other expenses, in the event that the concerned party does not apply for them during the mentioned period.
b - After the expiration of five years from the date of seizure if the owner is unknown and no one has claimed ownership.
Article Three - This Law shall come into force from the date of its publication in the Official Gazette.
Article Four - The Ministers shall implement this Law.

For the Law Amending the Foreign Exchange Control Law No. (19) of 1961
A large number of packages belonging to old cases suspended for
violations committed against the effective Foreign Exchange Control Law have accumulated at the Central Bank, and since it has
been impossible to try the defendants for these violations due to their unknown addresses and the inability
to dispose of the contents of the packages of money and jewelry unless the violation itself is considered because they are exhibits
of the criminal case, and since the Iraqi criminal system did not accept the principle of the statute of limitations on
crimes, and as a solution to this problem and in order not to miss the opportunity to benefit from the contents of these
packages of money and jewelry, especially since some of the contents of the packages of money and checks
may lose their legal status as a tool for exchange due to their cancellation by the issuing authority, as is
the case with the currencies of some foreign countries, or the passage of time on them, such as travelers' checks which are
for a specific period, this law was enacted to allow the trial of defendants for violating the provisions of the
Foreign Exchange Control Law in absentia after notifying them through local newspapers to appear before
the judicial committee within a certain period and sending the net value of the jewelry, money, and other funds
seized for violations committed under it to the Central Treasury after the end of five
years from the date the judgment becomes final for funds with a known owner,
and five years from the date of seizure for funds with an unknown owner without the need
for announcement.
In order to put an end to the entry of Iraqi banknotes into Iraq by illegal
means, it was found necessary to include a text in the Foreign Exchange Control Law prohibiting
the entry of Iraqi banknotes into Iraq unless they are within the limits allowed
under the foreign exchange instructions.

Republican Decree
The First State Security Court in Baghdad ruled on
28-2-1966 in case number 831/65 against (Muhammad
Mulla Abdul Karim) with rigorous imprisonment for five years according to
Article 89/3-A of the Baghdad Penal Code and placing him under police supervision
for two years to be implemented against him after the end of his sentence according to
Article 28 of the Baghdad Penal Code.
Due to the circumstances of the case and the existence of reasons calling for mercy
and based on the authority vested in us under Article (28) of
the National Safety Law and Article (52) of the Provisional Constitution.
We have decreed as follows:-
The prisoner (Muhammad Mulla Abdul Karim) is exempted from the remainder of his
sentence in case number 831/65 - First State Security Court
in Baghdad -
The Ministers of Justice and Labor and Social Affairs shall
implement this decree.
