These are archival documents from the Ḥevrah Ḳadishah, the Burial Society, in Baghdad. Included is the 1956 annual budget. There is a request from the head of the Burial Society for financial support from the community at large. Below we list for your review a summary of the association's revenues and expenditures during the Hebrew year 5710. ⟦line⟧ ⟦illegible⟧ Our honorable brothers, members of the Israelite community Duty dictates that we present to you annually a clear statement of the income and expenditures of the Hevra Kadisha Society and a brief summary of the progress of its work in preparing and shrouding the dead of the community members and managing these affairs and the related obligatory matters for them, which were among the difficulties facing members of our community before the formation of this society, so that every honorable individual of the community may be able to look into these matters and understand the importance and vitality of this sacred project and express their opinions and suggestions in this regard, which the society welcomes in service of the public interest. Why was this society formed? ⟦line⟧ It is no secret to a large number of the community members the many problems and difficulties they used to face before the formation of this society, as the matter of preparation and shrouding was confined within a narrow scope among certain individuals who acted according to their whims, which provoked complaints and pain especially among poor families, who would shed tears and make pleas to bring their dead to their final resting place. This painful situation gave birth to jealousy and zeal in the hearts of some zealous members of the community to establish this society, and indeed it was established thanks to the deliberations that took place with the leadership of the Israelite community and Their Eminences, the members of the Spiritual Council, as the matter of preparation and shrouding from a religious standpoint belongs to the Rabbis only, so this society was officially authorized by the venerable Ministry of Interior. It began performing its great role of preparing and shrouding the dead of various classes in the following manner: 1 - Preparing and shrouding the dead of the poor and the homeless for free. 2 - Preparing and shrouding the dead of the needy in exchange for small contributions that do not cover half the expenses. 3 - Preparing and shrouding the dead of the middle class and receiving the costs thereof without increase or decrease. 4 - Preparing and shrouding other deceased and receiving what the magnanimity of their relatives provides in excess of the costs to cover the expenses incurred by the society as mentioned in items one and two above.

Explanatory Memorandum Our Dear Brothers It is clear to you from the statement presented that most of the sums received from the relatives of the deceased did not cover 25% or 30% of the amounts borne and spent by the Association on them, especially due to the rise in the prices of necessities such as linen (which is only imported from Turkey), cotton, and soap and other things beyond what they were before. Moreover, the Association has never previously demanded payment for these costs at the time of death, but rather carries out all preparations and leaves the claim for costs until days after the incident to assist the families during the confusion that prevails in those critical moments. The Association, in performing these humanitarian acts, requires a group of employees, workers, and drivers to manage its affairs and conduct its business in the required manner, costing it expenditures of approximately 75 Dinars per month, in addition to the repairs, maintenance, and fuel the vehicle needs, as well as other expenses for the car that the Association was forced to acquire some time ago to assist the first one when it is busy elsewhere, given the expansion of residential areas and their extension to long distances from the Association's headquarters, or when the first car suffers any defect that causes it to stop working during its repair. The Association has taken the house numbered 17M / 141 located on Al-Tawrat Street (Ghazi Street) as a center for its operations and obtained a telephone set to facilitate contact with it at number 3456. Furthermore, the Association deemed it necessary to have a responsible person to answer telephone calls received during the night when any death occurs, so it decided to appoint an employee to perform this task throughout the night, in addition to the previous employee whose task is now limited to answering telephone calls during the day only. Thus, it has become possible to inform the Association by telephone of any death at any time whatsoever without interruption. It is not hidden from you that if the Association's revenues continue in this weak manner, it will face formidable obstacles that will be difficult to overcome, and thus it will weaken bit by bit until it vanishes and the unfortunate situation returns to what it was before. To the honorable members of the community who possess zeal, the Association directs its call to lend it their attention and assistance so that it can continue its humanitarian work and fulfill its mission in the most perfect manner. - 3 - By the certification of the exalted Ministry of Interior and for the benefit of the community, this association has accepted to participate in what is obligatory upon it, and upon starting its work, it saw fit to outline for itself a program which it divided into four categories. First - Preparing and shrouding the poor with everything necessary. Second - " " " the needy and assisting them as much as possible, even if they pay half the price or less. Third - Preparing and shrouding paid to the association according to what was spent on them, without increase or decrease. Fourth - Preparing and shrouding paid to the association from people of generosity to cover the deficit for the poor and the needy as stated in the first and second articles. With the knowledge that the association used to proceed with the work and complete what is required for preparation and shrouding, and did not demand from the relatives of the deceased any amount at the time of death, but rather used to send one of its employees a few days after the death to pay what they are able to and what they deem appropriate. It is no secret that the amount donated by the wealthy person from among the generous people hardly suffices to cover what is spent on the poor and the needy of the first and second categories because the deaths in these two categories were numerous, i.e., ninety percent, and this is what made the association's fund in continuous deficit. The association presents the account of the receipts it collected from the relatives of the deceased for the public to review so that they may judge what we have narrated of the case and help as much as possible. ❀❀❀❀❀ A statement to the children of our beloved community Duty has dictated that we inform the members of the community about the Hebra Kadisha Society, which has taken upon itself the management of the preparation and burial services, to eliminate the problems that confronted community members before its formation. We present the following statement so that community members may understand how the Society is managed and its financial conditions from its formation until this day, so that every individual of the community feels he can oversee it to gain a general idea that encourages him to submit his suggestions in service of the public interest. The Society welcomes at any time and season acting upon suggestions it deems beneficial without delay, whether in writing or orally. Why was the Society formed? The Society was formed based on the desires of many members of the community, as the arrangements for their deceased were entrusted exclusively to the hands of a person who acted for his own account with these arrangements as he pleased, and the occurrence of complaints arising from the actions of the aforementioned person. Thus, the Lay Council, which was under the presidency of the late Naim Bey Zilkha in the year 927, wanted to remove the injustice from the beloved community and save it from the tyranny of those trifling with it. Numerous sessions were held and discussions took place with the Chief Rabbi, H. Sassoon Khedhouri, and the rest of the rabbis, as the matter pertained to religious affairs. Finally, an agreement was reached to form this Society, and it was officially formed.
