New offers presented by the Iraq Petroleum Company to Syria
Kuwait Radio quoted the Middle East News Agency in Baghdad as saying that an informed source stated that the Syrian government is still studying the new offers presented by the oil companies. The source added that the company expects to receive a response from the Syrian government within these two days.
Iraq Petroleum Company sources are discussing the nature of these new offers presented to the Syrian government. On the other hand, it was learned that the President of the Republic, Lieutenant General Muhammad Arif, chaired a meeting held yesterday attended by Mr. Naji Talib, the Prime Minister, and the technical advisor to the Ministry of Oil to discuss the latest developments in the oil crisis.
Informed sources said that President Arif emphasized in this meeting the company's adherence to Iraq's insistence on obtaining its revenues in full without being affected by the suspension of oil transit, and also affirmed Iraq's support for Syria's demands in its dispute with the company.
It was scheduled that the Ambassador and General Manager of the oil companies operating in Iraq would leave Baghdad the day before yesterday after concluding his talks with Mr. Naji Talib, the Prime Minister, but he postponed his departure date to complete these talks with officials regarding the crisis of stopping oil pumping through pipelines to the ports of Tripoli and Baniyas on the Mediterranean Sea.
The Prime Minister had met with Sir Dalet Hazel several times in this regard until the day before yesterday, and Dalet will resume his meetings with Mr. Naji Talib with the aim of reaching a solution to the crisis.
Al-Atassi attacks the oil company
Dr. Nureddin al-Atassi, the Syrian Head of State, spoke at a new training session from Sudan, talking about the battle with the Iraq Petroleum Company, attacking the company and accusing it of plundering the people's wealth, saying that we will not hesitate to seize the people's rights. He said that the colonial efforts being made now to obstruct the battle and narrow its arena within our borders will inevitably fail because the battlefield now includes the entire Arab homeland. He emphasized the necessity of popular forces' participation as a way to recover Palestine and eliminate Zionism and colonialism, and praised the joint defense agreement between Cairo and Damascus.
Crisis among the princes in Saudi Arabia
Al-Ahrar newspaper published yesterday, quoting its special correspondent in Beirut, that a crisis occurred among the princes in Saudi Arabia due to matters related to the situation in the army. Prince Sultan, the Minister of Defense, issued a decision to retire four senior officers, which upset Prince Fahd, who objected to the decision and ⟦slowly settled it⟧ through the mediation of Prince Talal Sami Abu al-Saud.
The newspaper said that Prince Sultan insisted to King Faisal on approving it, then intervention occurred by Prince Khalid, the Crown Prince, and Prince Faisal al-Muhsin, which resulted in King Faisal withdrawing his signature from the decision.

Al-Jumhuriya's Opinion
Plans .. and Punishment
The treacherous enemy has long persisted in provocation and attacking Arab citizens while they carry out their peaceful construction work inside Syrian territory. When they defend themselves, the enemy's apparatuses begin screaming and wailing, spreading false allegations about firing at a tractor or ⟦line⟧ securing border lines. Those who know realize that Zionist aggressions breed new aggression, and that they only fabricated the fuss to pave the way and justify, as they still feel the bitterness of defeat in the recent confrontation battle. They try to take revenge personally and forever, but the Syrian army taught them that lesson they cannot forget, and they found themselves in the UN Security Council defeated and forsaken, with the charges against them being criminality and shame. So it is no wonder if they avoid opportunities for sinful harassment. But the Syrian army adopted a new plan different from those old plans based on local defense upon aggression; rather, it relied on responding in kind, pursuit, and attack inside the occupied territories.
The enemy understands only this type of discipline, and nothing scares them but attack, not defense which encourages them to persist in their error and increase their aggressions, as long as it costs them nothing but hit and run. But if they are pursued, attacked, and followed by striking forces even into the areas they occupy, they fear the consequence of persistence, as they receive the punishment for their crimes and aggression. The Arab position around the borders is developing for the better with the plan laid out by the Syrian army and applied successfully more than once, and its lightning attack was legitimate within the scope of state practice.
The Syrian revolution opened the history of responding in kind to aggression before all Arab countries bordering the borders of Arab Palestine, and proved to them that it is possible to strike the enemy in the heart of the home they usurped, and that the Arab village is easy and harsh, and it is not in the national interest to settle for defense, complaint, grumbling, and bearing losses in lives and property. The enemy is the aggressor whether by their presence on Arab land or by their aggressive movements, and if they had not harassed, they would not have faced the attack.
The new plan adopted by the Syrian army in its position and relied upon to crush aggression deserves from every citizen in the Arab homeland the highest appreciation, admiration, and esteem. It is worthy of being a good example for others and a model to be followed in protecting safety, for the Zionist gangs would not have continued treachery and advancement in the demilitarized zones if they did not know for certain that the Arab countries bordering them do not Continued on page 7

Fighting renewed between Syrian forces and the enemy for the third consecutive day.
An Israeli soldier was slightly wounded yesterday in clashes on the border north of Lake Tiberias. Fire was exchanged between the two sides last Sunday at the southeastern end of the lake.

19 Issue 1074 Wednesday 4 January 67
Conflict between Madame "Mao" and Madame "Liu" in Red Guard posters!
With the intensification of the Cultural Revolution in China, two new figures
emerged on the stage of events: Madame Mao and Madame Liu, the wife of the Head of State. The
former turned to publicly defaming the latter in Red Guard posters, accusing her - her counterpart - of a
bourgeois outlook. But the battle has not yet ended with the victory of the Mao group; the
Liu group is still strong and fortified in secure positions!
The British Proposal
By our political editor
Britain has expressed another desire
to handle the issue of stopping the
Vietnam War and establishing peace after
the government faced strong popular
pressure calling on it to cease
supporting the United States
of America in its war
policy. It was forced to
submit a proposal to hold a meeting
between the concerned countries to discuss
the effective means of establishing
peace. The United States government
hastened to welcome
the idea and confirmed that it
is ready to participate in such
a meeting wherever it is held.
Since it was decided, many
thought that Britain had
submitted it before presenting it to
the American government and discussing it,
which made North Vietnam
consider it a maneuver or a trick
intended to mislead world
public opinion.
Whether this belief is correct
or not, the proposal
is open for discussion, and it is what is subject
to conditions from near or far
and did not enter the heart of the matter.
But what can be said is that
its issuance from Britain does not meet
with sufficient trust because it is
aligned with American policy
and is not a neutral party in
this war. Its success
in this proposal involves
other purposes in many
regions. If a neutral country or countries
had called for such a
meeting, it would not differ, and in it all
the souls of the concerned parties. If
the call had been issued by the
United Nations, its impact would have been
global. But for the British
government to undertake this
endeavor, there is a special
point of view, and it has its justifications in
most probabilities and minds.
The United States
of America announced
its readiness to enter into
direct negotiations regarding
the Vietnam issue more than once,
but it was rejecting the
preconditions. The British
proposal came in this manner
as well, meaning it began to place
something new that goes beyond the scope of the
American position. Therefore, the
socialist camp responded with
a quick rejection, complete silence,
or fierce campaigns,
and denunciation of its motives and purposes.
Thus, it was the cause of a storm in
international forums, and it became
clear that the British
government cannot
play any effective role in this
problem because it is biased toward one
side, and it can only
be with the side it
is biased toward.
Madame Liu: Publicly admitted that she
betrayed Mao's ideas.
Madame Mao: A film actress who is driven
by achievement, Rock and Roll, and Madame "Liu".
Mao, Liu Shaoqi, and Madame Sun Yat-sen: The battle moved to the families of these ladies this time.
Workers moved away from the stage of the "Cultural Revolution," and the ladies stepped forward to occupy it!
Personal competition between
the two first ladies in China began
to dominate in an unprecedented
way over the bitter struggle for
power in the Chinese leadership.
They are Madame Mao Zedong, the
third wife of the 73-year-old
Chinese leader,
and Madame Liu Shaoqi, the
third wife of the Head of State.
It is worth noting that Liu,
who is 68 years old,
is now facing a strong attack from
the Red Guards.
As for Madame Mao, the film
actress from the city of Shanghai
known as "Blue Apple," she is the
first second of the head of the Red Guards.
A group of rotten people
Madame Mao had suddenly jumped
into the political spotlight and delivered
speeches to loud mass meetings
in which she launched an attack on
her husband's political enemies.
Her latest demand is to purge and arrest
all those enemies.
Red Guard loudspeakers echoed
her demands throughout
the capital, while "Red Guard"
newspapers published
excerpts from her statements describing
Madame Liu and her husband as
a group of rotten people - while
the same newspaper described Madame Liu
as "Pickpocket No. 1."
It seems that Madame Mao is acting in
her life toward a counter-attack. Shortly
after Christmas, posters that appeared in Beijing
described anyone who dares to attack Madame
Mao as "counter-revolutionary."
Bourgeois outlook
Red Guard posters and slogans
called for "opening fire"
against Madame Liu and demanded her
criticism to the end.
Some posters said, "Liu
is walking on a counter-revolutionary
path" and that she has a "bourgeois
outlook"!
In contrast to Madame Liu,
Madame Liu was very active
politically before the "Cultural Revolution"
for the party and with President Mao's trust and dedication
to his ideas, and this caused me much
distress and anxiety.
But despite
Madame Liu's confessions, it
cannot be said that Mao's supporters
have achieved a decisive victory so far
against the Liu Shaoqi group.
The current political turmoil
in China shows that no
decisive settlement has been reached and that
although Liu has suffered
a "decline in his position," he
has not "lost the position" completely.
It is likely that the re-emergence of Madame
Mao may be due, to a large extent,
to Mao's poor health. In
meeting after meeting, she assured
the large crowds present that
her husband's health is "extremely good."
Attacking Jazz music
In one of the recent speeches,
the former film actress
from Shanghai launched a fierce
attack on "Rock and Roll, Jazz, and the art of stripping,"
describing them as degradation and decadence
aimed at poisoning the people's thoughts
and paralyzing them.
It is worth noting that Mr.
Mao Zedong married
"Blue Apple," whose real name is
Chiang Ching, in 1939.
She was described as an intelligent
girl who loves pleasure and fun and comes
from a middle-class family.
Mao had divorced his
second wife, who accompanied him on the
legendary Long March, in order
to marry Blue Apple, and then
sent his second wife to
Moscow for medical treatment, but
she has disappeared from sight since
then. Mao had two daughters
from his current wife.
It is likely that Liu Shaoqi
married his current wife,
whose real name is Wang Guangmei,
who is in her mid-forties,
well-dressed, handsome,
and enjoys vitality and
activity.
According to the statements of
Japanese correspondents in Beijing,
Liu Shaoqi's daughter was forced
to publicly state that her father
opposes Mao Zedong's line.
Correspondents say that Red Guard
posters pasted on the capital's
walls revealed that the daughter
made her confession last Wednesday at
Tsinghua University.
Another Japanese report said that Liu
Hongshan, a former head
of one of the Red Guard factions
at the Forestry College of
Beijing University, was forced to
walk in the streets of the capital and was
publicly insulted by the Red Guards.

While rumors dominate Jakarta that
President Sukarno has reached an "understanding" with the leaders of the new regime
stipulating that he take a long trip abroad, the death sentence passed on
former Air Marshal Omar Dani, who insists he is still
the leader of the revolution and the people, casts a shadow of doubt on the real situation in
Indonesia.

Dr. Sukarno abroad
on a long trip. It was also
announced that his favorite wife, Ratna
Sari Dewi, of Japanese origin, will have
a baby and has decided to give birth
in Japan, which will take place in
next February.
Foreign Minister Dr. Adam Malik
said last week: "If we leave
matters as they are, our children
will defecate in the streets." At the
end of last week, young people were not
only demonstrating in the streets, but
selected groups of them were visiting
- with the best publicity -
every prominent figure, from the
Attorney General to the Navy Commander,
asking them for support so they could
remove Dr. Sukarno from the
Presidential Palace to the Military
Court on charges of high treason
in the failed communist coup
in October 1965. Dani did not
say much that was unexpected
or unknown, but he mentioned
something, with no lack of clarity,
that Dr. Sukarno was
collaborating with the coup.
Dani's testimony was like
what a loyal employee says who
did his share of a dirty job because
he was obeying the orders of his boss whom
he believes in. But that did not save him,
and he was sentenced to death on Christmas
Eve. His lawyer said if my
client is guilty, then the President is more
guilty than him, and thousands cheered for him.
Thus the fire traveled in the fuse
and the dynamite exploded, and the
Indonesian Bar Association, in
solidarity with the judges, issued a
joint statement that the evidence presented in
the trial requires the trial of the President.
I will strike and I will strike!
Nevertheless, the power of resistance
of "Brother" Sukarno will fall, for
he has more than one political
life. He took the opportunity of
a breakfast banquet to meet his friends
and take pictures with groups of
journalists in the Presidential Palace.

In more than one party
this week, I heard people
betting not on the chances of
Dr. Sukarno staying, but on the
time it takes to overthrow him.
Yet there is no possibility
that anything will happen to them before
Parliament ends, which is the pillar
on which the month of Ramadan rests.

These latest demonstrations
were the result of weeks of
disappointment, culminating in the trial of
former Air Marshal Omar Dani for his participation.
Peace prevails in Jakarta after
it was announced that an "understanding" has been

New life in the heart of the desert
By Salah Abdel Latif
In nine years, 50 thousand acres of sand turned into agricultural land
A picture of reality about the new life in Al-Tahrir Province
The largest grape farm in the Middle East, with an area of one hundred thousand acres
Starts its production after one year
On the desert road from Cairo to Alexandria, and at a distance of up to two hundred kilometers, you see a sight strange to the desert that did not exist before 1957. At kilometer 70, after you have traveled for about an hour and there is nothing around you but sand and the silence of the desert, you enter a green area of trees, fields, and houses that reaches beyond kilometer one hundred.. And in the middle of the road, you must slow down for some time, park your car next to the other cars whose owners are resting here to resume their journey.. And after you have had food or a drink sourced from the atmosphere of the same area where you do not feel the burning heat of summer, you must ask yourself, here it will introduce you to the good news..

The Minister of Defense Extends Invitations to the Two Ambassadors and My Son
To Attend the 46th Anniversary Celebrations of the Iraqi Army's Founding
"Al-Jumhuriya" has learned that Mr. President Abdul Rahman Muhammad Arif, President of the Republic and Commander-in-Chief of the Armed Forces, has written the foreword for the commemorative book to be issued by the Directorate of Moral Guidance at the Ministry of Defense on the occasion of the forty-sixth anniversary.
The foreword also includes the initiatives that guided the army's actions in liberating the homeland and achieving its full sovereignty, foremost among them the July 14 Revolution and other complementary revolutions.
The Moral Guidance Division, managed by Staff Colonel Faisal Sharhan Al-Urs, continues to issue various publications for this occasion, including Al-Jundi magazine, which we hope will be distributed so that its circulation is not limited to the armed forces, but works to spread it among all classes of the people.
"Al-Jumhuriya" also learned that Lieutenant General Hamoudi Mahdi, Chief of Staff of the Army, has extended an invitation to General Ali Ali Amer, Commander-in-Chief of the Unified Arab Command, to attend the army's founding anniversary celebrations.
Staff Major General Shaker Mahmoud Shukri, Minister of Defense, also sent a telegram to Al-Jumhuriya - that he extended an invitation to Mr. Ahmed Al-Shukeiri, Chairman of the Palestine Liberation Organization, and Major General Wajih Al-Madani, Commander of the Palestine Liberation Army, to visit Baghdad on the occasion of celebrating the forty-sixth anniversary of the army's founding.
The Foreign Exchange Directorate at the Central Bank Decides:
Limiting the amounts allowed to be transferred for travelers to 100 Dinars
Additional transfers are subject to the approval of the Exchange Administration and for necessary reasons
The Foreign Exchange Directorate at the Central Bank informed all banks of the decision to limit the amounts allowed to be transferred to Iraqi travelers to 100 Dinars per year instead of 150 Dinars. This arrangement was put into effect from the beginning of the current year.
The decision also stipulates the possibility of granting permits to transfer more than the amount of one hundred Dinars, provided that the traveler explains the health, scientific, commercial, and other necessities for which the increase in foreign transfer is required, which will be subject to the approval of the Foreign Exchange Administration.
It was learned that the transfer fees will not be affected and will remain at the rate specified for them previously.
It is worth mentioning that the Foreign Exchange Administration has taken several decisions in the last three years due to force majeure circumstances, reducing the amounts allowed to be transferred; in 1963 it was reduced from 300 to 150 Dinars, and the Central Bank imposed high rates of transfer fees for additional amounts.

Perhaps the testimony of the visitors themselves is the best evaluation of the tourism efforts being made today in Iraq, including - for example, but not limited to - two examples: The Spanish Minister of Tourism, during his visit to Iraq last year, described the new Baghdad swimming pool built by the department as the best swimming pool he had seen, not only in the Middle East but in Europe as well.

Racial Discrimination

Interest plays a role
For the sake of the cycling champion.. the injured
Brigadier General Al-Hajj Yahya Abdul Baqi, Director General of the Passenger Transport Service, commented yesterday on the talk published by "Al-Jumhuriya" for the stadiums regarding the joining of the champion Najah and touched upon the athlete Tariq Abdul Amir, the cycling champion.
Brigadier General Yahya announced his readiness to serve sports in a way that he feels a desire to help this athlete who was injured in a sports race in his country while representing his country in an international race.
He said, "The Service team is ready to play such a match with any team and at any time set by the Federation, and I hope that the proceeds will be in the near future to contribute to saving this athlete in appreciation of what he provided and in valuation of sports in the loyal Tariq.
The Directorate, and for the sake of the sports movement in it to proceed in the most complete and correct manner.
It is mentioned that the Service football team continues its usual training under the supervision of a great international player who has his fame and credit in this field, and has started training two weeks ago.
Mr. Ismail Mohammed, Secretary of the Olympic Committee and Director of School Sports, had inquired about the continuation of football training due to his work and private circumstances.
World Cup Championship
in Driving
In the first stage of the World Cup for drivers in the international car race that took place in Johannesburg yesterday, Pedro Rodriguez from Mexico won first place, covering the distance in a Cooper Maserati car in two hours, five minutes, and 45 seconds. The length of the race is 195 miles.
Second in the race came John Love from Rhodesia, driving a Cooper car, and he covered the distance in less than 26 seconds from Rodriguez's time.
It is noted that US President Johnson has generally remained silent since he returned to his country after holding the "Manila" conference with a number of heads of state following in the wake of the United States. It seems that the accumulated internal problems, the intensity of the Vietnam War, and the possibilities of holding peace talks make him prefer silence waiting for what will happen, but his social activity is still strong!
Johnson is afflicted with the disease of silence!
Despite the many news reports talking about President Johnson, the American people have known that Johnson has gone into silence for longer periods since he made his Asian trip and since the elections and operations that took place last November.
His stay in Austin during Christmas was a model. Last year, Johnson and his wife attended church services twice during Christmas; the first time in a crowd at midnight with their daughter Luci, who got engaged the day after Christmas, and the second time they went to the Protestant church on Christmas morning with their daughter Lynda.
As for this year, the President and his family attended midnight mass at St. Xavier's Catholic Church, and the family did not attend the service in Fredericksburg on Christmas morning as was expected.
And economic and internal.
The elections went against the President, and the Democratic government faced a revolution and rebellion.
Political observers, including state governors, say the President feels deeply disturbed as he looks forward to the upcoming election battle in 1968.
The revolution will explode
Despite claims that silence was achieved in last Wednesday's meeting with the governors, the revolution could easily explode again.
Finally, the President must this year make a decisive decision regarding the budget and legislative programs, and these require a lot of detailed work, especially before the President faces the issue of increasing taxes, making another cut in social spending, and the issue of spending a billion dollars on the production of anti-missile weapons.
There is no doubt that the President will appear as he was, so anxious, with an exhaustive argument, for criticisms that may this time present his fatigue instead of presenting his blessings.
The Campaign Against Racial Discrimination organization in London announced yesterday the existence of discrimination against colored people in jobs in Britain and urged the enactment of laws that would be more effective in eliminating this discrimination.
This organization, which defends civil rights, in a report submitted to the Special Committee on Trade Union and Employer Associations, accused administrations, unions, and government and private employment agencies of practicing discrimination against colored people.
Abolishing control over
Oil companies in Indonesia
In a Reuters news report, the ruling Presidium in Indonesia announced yesterday that it had decided to withdraw an order issued by the previous government placing foreign oil companies under temporary government supervision. The official Antara agency said that the supervision and control decision had been canceled for companies such as Caltex, Shell, and Stanvac.
The determination of the Somali

independence of French Somaliland
The Somali Parliament approved a draft resolution stating that any aggression against independent French Somaliland would be considered an aggression against the sovereignty of the Somali Republic.
The draft resolution, which was approved in a secret session, stated that the Republic of Somalia reiterates the declaration of the determination of the people and the government to support the people of French Somaliland morally and materially in obtaining their right to self-determination.

their places in front of government buildings and mentioned that anyone entering the government building is being searched thoroughly, even ladies are subjected to the same treatment and their heads are searched for sticks of dynamite.
The Cairo newspaper Al-Jumhuriya published yesterday morning an investigation into the explosives discovered daily in Amman and said that the explosions had spread an atmosphere of tension in the cities, as the agricultural authorities were ending their attempts to resist the deterioration. The newspaper added that King Hussein held an important conference attended by the Jordanian command staff, and some Syrian refugee officers in Jordan joined the meeting. The newspaper also mentioned that King Hussein had summoned some heads of Arab tribes, foremost among them the Palestinian Liberation Army, as the Hebron area exploded.
New life
The desired driver on p. 3
In Italy and Yugoslavia.. any of the developed countries.. whose weather conditions are similar to those of the Nubaria region.. the variety that will be imported is Al-Rawaki and will start by cultivating 18 million cuttings planted in an area of 800 acres producing seedlings sufficient to plant a thousand acres.. as for the other varieties, they will be tested locally from various producing farms..
And from the experts.. some information about watermelon is known.. that an acre needs 1400 seedlings and produces five tons of watermelon, from which four thousand liters of wine are obtained annually!! Meaning that he will get 280 million liters from the grape farm in the Tahrir Directorate..
Opinion of "Al-Jumhuriya"
Like Iraq
It goes beyond the narrow scope of defense, but the Syrian army made it rely on a new reality, a stunning truth, and a boldness it had not imagined before.
Therefore, we look forward to the day when we see Arab armies fighting against a treacherous Zionist aggression, with distant pursuit, a vengeful attack, a decisive response, and comprehensive discipline, and this is the least that the situation requires at the present time.
