Syria's Foreign Minister Conducts
Talks in Baghdad Regarding Current Arab Issues
Damascus, 30th - Damascus station broadcast, quoting Baghdad, that His Excellency Dr. Zafir al-Rifai, Syrian Foreign Minister and head of its delegation to the coronation ceremonies, gave statements to the Arab News Agency in which he said he is seizing the opportunity of his stay in Baghdad to discuss some important matters relating to Arab countries. His Excellency discussed the nature of these issues. He expressed his belief that he considers the meeting of Arab foreign ministers necessary to unify views on important Arab issues. His Excellency was asked if he would discuss the issue of Jewish attacks on Arab areas in Palestine with the Iraqi government, and he said that this would be among the matters he will discuss with Iraqi officials.
His Excellency commented on Mr. Dulles's visit to the Middle East, saying that the visit cannot change any of the Arab countries' goals or affect the reality of their national and political demands. His Excellency said that Americans must understand the reality of Israel as being terrorist in nature.
His Excellency referred to the issue of the evacuation of British forces from Egypt, saying it is a first-class Arab cause that our Egyptian brothers are pursuing within their borders, and it is also a liberation mission like other issues of the Arab world. Commonwealth Countries Discuss Middle East Issues
London, 30th - It was officially announced here that the Prime Ministers of the British Commonwealth of Nations will hold a conference in London following the conclusion of Her Majesty Queen Elizabeth's coronation ceremonies. This proposal was presented to Jordan by the British Ambassador in Amman and to Israel by the British Ambassador in Tel Aviv. It is understood that the two ambassadors clarified in these meetings the view that the state of tension on the borders cannot be eased except through full cooperation between the security authorities in the two countries. Responsible sources here clearly explained London's foreign policy today that this British proposal is not intended at all to be a step toward concluding peace between the two countries, but all that is hoped from it is that such a conference leads to putting an end to border incidents.
Churchill's Opinion on Evacuation
London, 30th - In a Reuters report, Sir Winston Churchill hinted in a statement before the Conservative Party's Foreign Affairs Committee to the Egyptian issue, announcing that Britain has no intention of rushing and creating an "imbalance" in the Middle East. In Jordan, there are possibilities that can be exploited for the happiness of the people and the elevation of the country. There are several projects we have begun to implement, and we look toward the future with confidence and tranquility. This feeling overwhelms me upon my return to my homeland, through which I passed with all joy; I have lived with my people since my youth and realized their hopes and felt their wishes, and I will devote my entire life to achieving these hopes.
The King said that Jordan's foreign policy will continue as it is and will aim to strengthen ties of friendship with all friendly countries, while with sisterly Arab countries, they will become stronger, and our goals will all be one and our hopes shared.
Then His Majesty continued, saying: We are proud of the Jordanian Arab Legion, which performs its duty most perfectly, and I believe this army must increase its strength in the near future. King Hussein said in response to a question about the recent Jewish aggression incidents on Jerusalem: I visited Jerusalem during the recent Jewish attack, and I assure you that if these acts continue, there will be no hope for peace or settlement.

On the occasion of the celebrations for the transfer of constitutional powers to His Majesty the Great King and based on the authority vested in us and for the purpose of organizing traffic during the days of celebrations on May 2, 3, and 4, 1953, the following arrangement is made:
1 - Saturday, corresponding to 2-5-1953
A - All land transport means shall stop in the streets: Damascus - Civil Airport - Salhiya - King Faisal Bridge - Al-Rashid Street - Al-Imam Al-Adham Street - Al al-Bayt Cemetery as well as Al-Mansour Street leading to Maryam garages, starting from seven o'clock on the morning of the mentioned day until the end of the ceremonies - except for cars - of the invitees which are allowed until seven-fifteen in the morning

6 - Cars intended for distribution and money transport cars are allowed to cross Al-Ma'mun Bridge and pass through Al-Rashid Street at night from ten o'clock in the evening until five o'clock in the morning, and they may not operate outside the mentioned times at all during the days of May 2, 3, and 4, 1953.
7 - The passage of all means of transport on Al-Ma'mun Bridge and the Iron Bridge is prohibited on the days of May 2, 3, and 4, 1953, from Article 15 of the Land Transport Means Law No. 50 of 1935.

The Future of the West Indies
London, 30th thereof – The Financial
Times wrote saying that the West Indies
Conference in London has taken a
decisive step forward toward forming a federation
between the British islands in the Caribbean Sea.
As for how much time will pass before
this new unit of the
Commonwealth emerges into existence, it has
not yet become clear, though the result will depend
more than anything on the interaction of
internal political forces in each of the
West Indies islands. Experience has shown that
arbitration based on that interaction
cannot be relied upon. However, it can be inferred
from the current situation that it is
possible to resolve the pending problems quickly
and fairly.
The newspaper added to the above
saying that the policy aimed at federation
seems, from a political standpoint, a necessary condition
for any progress toward the United Islands
acquiring Dominion status. And it is
doubtful that each of the aforementioned
islands alone could achieve internal independence
and self-sufficiency in resources for the purposes
of military self-defense.
The Ruling of the Court of Cassation
Are criminal courts bound by civil evidence?
The two witnesses who did not convince the Court of Cassation
A jurisprudence of the Court of Cassation deciding on a controversial issue
A lawsuit was filed some time ago in the
Baghdad Court of First Instance, in which the plaintiff claimed that she
gave the defendant a sum of money
as a down payment for the purchase of his house, and she requested a judgment
for the return of the down payment. During the proceedings,
the defendant denied this transaction and his receipt of
the down payment, so the plaintiff presented an informal paper
sealed with a thumbprint which the plaintiff claimed was the
thumbprint of the defendant, and in this paper was
an acknowledgment of receiving the down payment. When the
police expert examined the thumbprint, it became clear
to the expert that the print was colored and blurred and
it was not possible therefore to conduct a comparison for it
or identify its owner. The Court of First Instance considered
the plaintiff unable to provide proof, so the
plaintiff requested that the defendant swear the
legal oath, and the defendant swore this oath
denying that he owed the down payment.
But the plaintiff was not satisfied with that,
so she approached the competent investigation authority and claimed
that the oath taken was false, so the
investigation authority took the formal procedures
in this regard and referred the defendant
to the criminal court as an accused person for the crime of taking
a false oath.
In the criminal court, the court relied
on the testimony of two persons presented by
the complaining plaintiff, so the court decided to convict
the defendant of the charge and sentenced him
to rigorous imprisonment for a period of three months.
The two witnesses testified that they had attended
the transaction and witnessed how the plaintiff gave
the amount of the down payment to the accused and took his
thumbprint on the paper presented in the
Court of First Instance. And the Grand Court
of the Baghdad region upheld the criminal court's ruling.
When the case was reviewed by the Court of
Cassation, it decided to refrain from ratifying the decision
and to release the accused from prison as
the Court of Cassation was not convinced of the validity of the
heard testimony, and said in its panel composed under the chairmanship of
His Excellency Mr. Hassan Sami al-Tatar
and the membership of Their Excellencies Messrs.
Hamdi Sadr al-Din, Abdul Aziz Majid
and Ahmed Taha: "This court sees that the document
relied upon was devoid of the signatures of the
two aforementioned witnesses, which necessitates suspicion
and doubt in the validity of their testimony. For if they
were truly present at the contract, the preparation of
the document, and its signing, they would have signed it in their capacity as
witnesses after they were asked to attend
for this purpose. A matter which necessitates not
relying on the validity of their testimony and taking
it as a corroboration supporting the complaint."
It is noted that this cassation decision
also decides on another controversial issue.
For some courts had moved toward the necessity of
adhering in criminal cases to the evidence
required by law in civil cases.
And this trend is an explicit text in some
foreign laws like the Egyptian law
which requires the court not to go beyond
forming its conviction based on the standard of evidence
that the law requires, if the
court had heard the case as a civil court
and not as a criminal court. So it
should have, in the logic of this opinion, not
heard the personal testimony in this
case at all because it is inadmissible evidence in
the Court of First Instance. Because the law has required
proving the right to recover the down payment with written
evidence.
In fact, this jurisprudence is not correct
because our law did not require that, and on the contrary,
the law was satisfied with a single witness
and circumstantial evidence to decide conviction, and if the
law required adherence to evidence for proving
the civil aspect, it would not have accepted less than two witnesses.
And in the decision of the Court of Cassation is an acknowledgment by it for not
adhering to the standard of the civil court.

submitted a petition to His Excellency the Prime Minister and a copy of it to His Excellency the Minister of Interior, petitioning
for work towards declaring a general amnesty for the Barzanis because the country is approaching a new era
with the transition of constitutional powers to His Majesty the Great King.

Based on the uproar caused without
justification by some honorable members of
the Financial Affairs Committee regarding
some paragraphs mentioned in page (5)
of the report that I organized, and
based on the fact that the members who
caused this uproar had previously agreed
without objection to similar statements
mentioned in the Financial Affairs Committee
report for the year 1951 on page (7) of it,
as shown by comparing the following texts: -

"The honorable members discussed the
subject of taxes... As for consumption
fees, they must be replaced by placing
a tax on land on the basis of the donum,
this is if farmers and landowners are not
included in the income tax like their fellow

on the necessity of speed in reconsidering
taxes in general and laying scientific
foundations that ensure the public interest
and achieve the principle of justice in
imposing taxes, following the example of
what Britain and Egypt have done..."

agricultural revenue does not contribute
its fair share of taxes and directed
their criticism at consumption taxes

or otherwise, and they demanded that the
government set the necessary foundations
for imposing such a tax in the current budget."
Among those who signed the
Financial Affairs Committee report in 1951
were Messrs. Abdul Mohsen Al-Jariyan,
Abdul Monim Al-Rashid, and others. The
committee's rapporteur at that time was
Mr. Muhammad Jawad Al-Khatib.
For these reasons, I see that duty
calls me to submit my resignation from the
rapporteurship of the Financial Affairs
Committee due to a lack of harmony,
knowing that I am ready to provide all

Grant from the Spinning and Weaving Company to its employees and workers
The Board of Directors of the Iraqi Spinning and Weaving Company Limited decided to grant
a bonus of seven days' daily wages to all the company's workers, with half a salary to all
employees whose salary is eighteen dinars and less. This is on the occasion of
the coronation of His Majesty King Faisal II the Great.

Blessing the transition of constitutional powers to the King
In blessing of the transition of constitutional powers to His Majesty King Faisal II the Great, the Development Board decided to announce
the tender for the Dokan Reservoir project on May 2, 1953. The project consists of an arch dam that will be built on the Lesser Zab
at a site near the village of Dokan in Sulaymaniyah province, with a length of 330 meters and a height of approximately 100 meters, with five openings used
for the purpose of generating electric power in the future. As for the reservoir capacity, it is about six billion cubic meters of water
which will be used to irrigate two million misharas of purely state lands located in Makhmur, Hawija, and Adhaim, which will be distributed to
small farmers according to the Law for the Development and Investment of State Lands. The project also includes the construction of a tunnel on the right side
to divert the water flow during work and use it as a spillway to take flood water after work is completed, and the construction of a similar tunnel on the left
side to control the amount of water storage and drainage.

His Excellency Mr. Mumtaz Al-Umari, Director of the Public Passenger Transport Service
and Chairman of the Board of Directors of the Service, is exerting massive efforts in organizing transport and movement in
Baghdad, at a time when the density of movement between the capital's outskirts has reached its peak. He has been able
during more than two years of his management of this important service to create from a number of ruined cars a huge "fleet" of the latest buses
moving with a precise system and a highly efficient management to ensure for people a basic need of
their daily life needs, enabling them to reach their workplaces on
time and returning them to their homes without hardship or waiting. Perhaps the current days that
Baghdad is going through are among the busiest and most delicate periods that this service has passed through given
the large number of delegations and foreign visitors who came to Baghdad to attend the coronation
celebrations. On this occasion, and to facilitate movement and give a clear idea of Baghdad's road network
and its directions, the General Directorate of the Passenger Transport Service issued a detailed,
elegant map for the benefit of guests and foreign visitors in their movements. The map,
at the same time, explains the extent of the expansion that the Service's lines have reached at
present, covering all outskirts and suburbs of the capital.
Emergency first aid
at the coronation festivals
On the occasion of the festivals of the day His Majesty
King Faisal II the Great assumes his
constitutional powers, the Ministry of Health
has decided to prepare means of first aid to be
on alert for emergency work during the
three days during which the festivals are held.
The King's Presidency will station ambulances
in King Faisal II Square, in Al-Amin Square,
Al-Fateh Square, and the South Gate Square
near the statue of the late His Excellency
Abdul Mohsen Al-Saadoun.
Four pedestrian first aid units will also
perform their work along the road extending
from King Faisal I Street to Al-Fateh Square.
This is in addition to the fixed first aid
centers at the Royal Teaching Hospital and
Al-Karkh Hospital, which will be ready
for immediate action.

On the occasion of the coronation of His Majesty King Faisal II the Great, and as our contribution to

The traditional torchbearers' procession organizes
at seven o'clock in the afternoon of
1-5-953 at the designated location, starting
its movement from the Agricultural Nursery, crossing
the Karbala – Baghdad road towards the city,
then touring its main streets until
the Government Serail building, where it
reaches its end.
May 2, 953
1 – At eight o'clock in the morning, the Governor
of the Province opens the King Faisal II Charity
for Motherhood and Childhood, in the presence of city
notables, heads of departments, and employees.
2 – A reception ceremony is held at
8:30 in the Government Serail, where
the Governor accepts congratulations from well-wishers
on this happy occasion, continuing until
9:30.
3 – Starting from seven o'clock
in the morning, the circumcision of children from
the city and suburbs, numbering approximately one
thousand children, begins. They are clothed at the King
Faisal II Charity, and sweets are distributed
to them. This process is supervised by
the Provincial Health Director and the doctors
he appoints for this purpose.
4 – A procession of those taking part
tours the main streets of Karbala, led by
musicians.
5 – In the evening, at the Holy Husayni
Shrine, a ceremony to recite the Prophetic Merit is held by
Mr. Abdul Sattar al-Tayyar and his group,
concluding with a poem by the folk poet Abdul Amir
al-Tarjuman. This ceremony continues until after
midnight.
6 – Various fireworks are launched
in public gardens and squares in different
parts of the city in celebration of the happy occasion.
May 2, 1953
1 – Relief is provided to the poor with some
money for ease in various neighborhoods of Karbala
by the committees formed for this
purpose.
2 – The poor are fed at noon at the
« Diwaniyah » Husseiniya by the specialized committee
and under its supervision.
3 – The Education procession begins its movement
at 3:30 in the afternoon, and the scout
parade of school students takes place
according to the curriculum prepared by the Provincial Education Directorate
for this historic occasion.
4 – In the evening, at the Holy Abbasi
Shrine, a ceremony to recite the Prophetic Merit is held,
similar to the ceremony mentioned in the fifth paragraph
of the May 2, 1953 program.
5 – Fireworks are launched in
public squares and gardens.
The Manchester Guardian commented on
the events in Southeast Asia, complaining
about the lack of interest in the serious events in
that part of the world, where it sees that
the invasion of the Viet Minh forces into the Laos region
may have started a phase in which the entire situation
changes significantly. But it added
that the mere [presence] of Viet Minh forces might be
an admission that they have failed elsewhere
or that they might face a strong French attack,
but these arguments do not seem to have
strong support. It is clear that the Viet Minh forces
have improved the possibility of their control over Indochina
as a whole. If the Communists can
make the new state of Siam a reality,
it is most likely that they will be able, without
overt intervention from the Chinese, to
threaten the current government of Siam
and eventually overthrow it. It is not unlikely
that a great success achieved by the Communists in
Southeast Asia might erase overnight
the great impact of what General
Templer has done. The Communists can
present their movements as internal revolutions
to distort the reality of the situation in the eyes of the
United Nations. If the new Communist states
in the region remain subject to Beijing, they have
consciously or unconsciously served the old Chinese Empire.
Among the recent Chinese victories is
China's success in its relations with
neighboring peoples, and this perhaps demonstrates
the Chinese' ability to make the countries
loyal to them convinced and largely self-sufficient.
However, saying so is premature.
Nevertheless, if Beijing has expanded
and the Chinese people have branched out, why can't
the Viet Minh expand to include all or most of the
peoples of Southeast Asia?
These events and what may
result from them must have their impact on
the policy in the armistice negotiations in
Panmunjom, negotiations that must
be used as a means to explore what
the high Soviet gestures imply
in terms of meaning. Perhaps two weeks of time
are sufficient to show that. Until then,
the French will look again
at the possibility of presenting the conflict in Indochina
to the United Nations.
Abdul Muhsin al-Kazimi
The poet whom Iraq neglected alive and remembered dead

Today marks the eighteenth anniversary
of the death of Sheikh Abdul Muhsin al-Kazimi, Iraq's
forgotten poet. On the morning of the first of May
1935, the soul of our expatriate poet passed away
in Heliopolis, Egypt, where he was buried alone,
far from his homeland which he defended with his
resonant poems. But to great regret, he was neglected by
the Iraqi people, who did not heed his repeated
cries. He had previously grown tired of the
despotic rule during the Ottoman era, so he left
his country and took Egypt as a second home, residing there
for approximately thirty-five years. Upon
his death, Egyptian newspapers mourned him and great
Egyptian poets and writers eulogized him. Subsequently,
newspapers of the Arab countries repeated his obituary
and praised his poetic merits, among them the newspapers
of Iraq, most of which neglected him alive and remembered him
dead.
On this anniversary, I wanted to touch
upon a part of al-Kazimi's biography for the
new generation of youth to read, so they may immortalize the memory
of their glorious poet who spent the prime of his youth
recording their glories, and though he was far
from them, he was close to them in spirit and thought.
Abdul Muhsin was born in Baghdad in 1865
and grew up in al-Kadhimiya, hence he was named after it.
He studied Arabic literature and the Persian language
and practiced his father's trade at first,
then left it and took up agriculture, but did not
find success. He abandoned it and devoted himself to literature
and reading with the help of his brother Muhammad Hussein
the poet. He began to read and memorize poetry,
and what he memorized of fine old poetry reached
about twelve thousand verses when he was twenty years
old. He happened to meet the poet
Mr. Ibrahim al-Tabataba'i al-Najafi,
becoming his student and following the splendor of his poetry.
At that time, the pioneer of the Eastern Renaissance,
Jamal al-Din al-Afghani, came to Baghdad,
exiled from Iran, where our poet stayed with him
and learned some sciences from him, adopting his principles.
From here, al-Kazimi turned to social poetry,
distinguishing himself from other poets by
his poems' lack of complexity and obscurity.
But time soon turned its back on him after
al-Afghani was expelled from Iraq, where the
eyes of the authorities caught him and persecution followed him
for his association with Jamal al-Din. So he
left Baghdad secretly for Basra, and from there
to Iran, then to India, and then headed
to Egypt, intending to leave for
Istanbul on his way back to his homeland.
Unfortunately, he was afflicted with a serious illness
that weakened his sight, and it was written for him to settle in
Egypt until the end of his life.
