With reference to your letter number 12628 dated June 22, 1959, which is attached with a copy
of the aforementioned worker's petition - we hope to respond to you as follows -

1 - The worker Mujbil Khalaf had left the stadium since the first of June of last year, i.e., more than a year ago.
2 - The complainant stated in his petition that his illness occurred during his work at the stadium, and this is contrary to reality.
It appears that he had a fight one night outside the stadium with an opponent of his, which led to the fracture of two bones
of the rib cage and the lower vertebra in the spinal column, along with other bruises and contusions on his body.
3 - Although this illness of his arose from personal factors unrelated to the stadium, we allowed him to take leave
and receive treatment for a period of nearly three months with full wages, then we gave him several bonuses equivalent to his wages for two other
months. Based on his request to leave work, we gave him final bonuses and obtained a discharge of liability from him, signed
and kept by us. According to what is stated in his petition that the aforementioned person was bedridden in the month of July, we have
receipts proving his receipt of his salaries for several months after that.
4 - Furthermore, the worker Mujbil Khalaf contacted the members of the stadium's administrative committee and obtained from each of them
various amounts of money to help him.
5 - In addition to all that is stated above, and despite the fact that the stadium has paid the aforementioned person more than he deserves under the Labor
Law, the stadium is not subject to the Labor Law and its amendments No. (1) of 1958 under the fifth paragraph
of Article Three of Law No. 82 of 1958 and the amendment of Labor Law No. (1) of 1958.
Likewise, the mentioned law specifically excluded those like Mujbil Khalaf under paragraph A of Article Two
as he is a "gardener."
Therefore, please inform the complainant of the invalidity of his claims and consider the case closed. Please accept our great
respect.

Greetings -
We have received with thanks your letter No. 11168 dated the 3rd of this month with the attached petition and its confirmation No.
12104 dated the 13th of this month, and we would like to clarify the following for you -
A - The Ezra Menahem Daniel Stadium is not subject to the Labor Law and its amendments No. (1) of 1958 pursuant to the fifth
paragraph of Article Three of Law No. 82 of 1958 amending Labor Law No. (1) of 1958.
B - Even if the stadium was not originally subject to the Labor Law referred to above, the law has specifically
excluded those like the complainants in the petition attached to your letter above pursuant to paragraph 1 of Article Two of the aforementioned law.
C - Given the presence of incorrect claims in the petition attached to your letter above, we deem it necessary to clarify them as follows -
1 - Working Hours - The working hours at the stadium for both Mohammed Sajet (his job is a gatekeeper) and Khattab Sayhoud are
in the afternoon; in winter they are from twelve o'clock until six o'clock in the evening, and in summer from three o'clock until
ten o'clock, and in all cases, they do not exceed eight hours. In fact, the nature of the work at the stadium does not require
working more than that because it is a sports stadium only that opens in the afternoon to enable participating students to attend
after leaving their schools. As for Hassan Abdullah, he is a "gardener" who does not work more than eight
hours daily.
2 - Salary Increases - Their salaries have been increased several times, the last of which was several months ago, where Hassan Abdullah progressed
from two hundred fils per day, i.e., six dinars per month, to twelve dinars per month, and Khattab Sayhoud from six dinars
per month to ten dinars. As for Mohammed Sajet, he has not completed a year in our service as he was appointed on 8/1/1958.
3 - Overtime Work - For any overtime work performed by any of them, they have received their full wages, and
the administration keeps receipts signed by them proving their receipt of wages for these works.
4 - Regular Leaves - The mentioned workers misunderstand regular leaves and think they are wages paid
to them; in fact, they were and still are taking time off work with full pay and according to the procedures to enjoy their leaves.
This is in addition to their absence sometimes to attend to their private business, and their wages were not deducted in such
cases - noting that the periods of work mentioned in their petition above are erroneous; for example, Mohammed Sajet has only worked
for us for approximately eleven months only, and not three years as he claims, as he was appointed on
8/1/1959, according to the stadium records which are subject to audit by legal auditors.
5 - Official Holidays - The mentioned workers have enjoyed and still enjoy all their official holidays and weekly
leaves (Friday of every week), and we have practiced giving them overtime pay if they are requested to attend on these
days and with their consent, as is documented in our official books (audited by legal auditors as we mentioned previously)
and the receipts signed by each of them for the amounts they received.

many occasions, and we list some of them below.
1- On every holiday (the blessed Eid al-Fitr and Eid al-Adha, as well as the community's many holidays), we collect donations
for the workers from the students and distribute them to them at the time, which amounts to relatively significant sums.
2- The stadium also contributes either in cash or in kind, and we mention as an example what the stadium
contributed during the last Eid al-Adha: we distributed twenty kilos of sugar as well as a pair of shoes and trousers
to each worker of them as an Eid bonus.
E - Finally, we would like to clarify to you that the petition submitted by the aforementioned workers came as a result of the following matters -
1- Muhammad Sajit owes the stadium an amount of (-/33) thirty-three dinars, which is the amount to be recovered
from him for providing housing for his family in the annex located in the stadium at a rate of three dinars per month.
But he stalled in payment and requested not to deduct the amount, instead asking for postponement many times. Then he brought his brother,
his wife, his mother, and his sister and moved them in with him. When he was asked to pay or vacate the annex, he resorted to
submitting the petition above.
2- Finally, Khattab Sayhoud distributes refreshments in the stadium canteen, and complaints have been received against him because he does not sell
at the prescribed price and keeps the remaining small change, and he has also been warned many times.
We hope you will inform the complainants of the invalidity of their claims and consider the case closed. Please accept
utmost respect and thanks.
